    Geographical Analysisfor Housing Subsidies

    Recommendation:That the October 27, 2009, Planning andDevelopment Department report2009PHB013 be received forinformation.

    Report Summary

    This report provides a geographicalanalysis of all housing in Edmontonreceiving government capital oroperating subsidies.

    Previous Council/Committee Action

    At the November 9, 2009, AgendaReview Committee meeting, theOctober 27, 2009, Planning andDevelopment Department report2009PHB013 was postponed to theJanuary 13, 2010, ExecutiveCommittee meeting.

    At the July 15, 2009, ExecutiveCommittee meeting, the followingmotion was passed:

    That the June 23, 2009, Planningand Development Departmentreport 2009PPP022 be referredback to Administration to workwith the Homeward TrustEdmonton and bring forward ageographical analysis of whereall the housing subsidies,including capital and operating,

    are going and return to theOctober 7, 2009, ExecutiveCommittee meeting.

    Report

    For the purpose of this report, where allthe housing subsidies, including capitaland operating, are going has been

    interpreted to mean SubsidizedHousing units including:

    All housing units for which not-for-profit or for-profit providers receive orhave received capital or operatingsubsidy funding from any order of

    government including through theCitys Cornerstones program,Homeward Trust Edmonton or theEdmonton Housing Trust Fund,where those units comprise five ormore units in a project-type setting;and

    All such housing units whereproviders have received acommitment for the future provisionof capital or operating subsidy

    funding for those units, but wherethose units have not yet commencedor been completed.

    The following housing types wereexcluded from this Subsidized Housingdefinition:

    Subsidized housing projectscontaining fewer than five subsidizedhousing units;

    Unsubsidized/market housingoccupied by persons who receiveshelter subsidies (e.g. shelterallowances under income supportprograms) and rent supplementprograms;

    All accommodation under thecategory of Assisted Livingincluding continuing, nursing andextended care options, boarding andlodging houses, group homes; and

    Subsidized housing provided insingle or semi-detached residentialstructures and dispersed in manylocations throughout Edmonton,including units that have receivedsubsidy commitments under theCornerstones Secondary, Garden or

    Garage Suites Funding Programs,and units in structures whereproviders were not willing to divulgeinformation on specific location or toensure safety and anonymity ofresidents (e.g. first, second, or thirdstage housing units for women withor without children leaving abusiverelationships).

    Within the parameters of the datacollected and presented in this report,the Housing Branch has been able toassemble the most comprehensive andcurrent representation of subsidizedhousing inventory in the City ofEdmonton.

    Total subsidized housing unit numbersand location data were obtained throughextensive Housing Branch contact withprovider agencies. Total dwelling unitdata were derived from the 2009Municipal Census.

    Within these parameters a total of17,390 subsidized housing units wereidentified, which represents 5% of the

    343,894 total dwelling units city-wide.

    Attachment I is a map that shows thedistribution of these 17,390 subsidizedhousing units across the six existingCivic Wards. At this level, Ward 4 is theonly Ward which, at 9%, contains morethan the 5% city-wide proportion ofsubsidized housing units compared toall dwelling units in its boundaries. Thismap also shows that in all other Wards,

    subsidized housing units comprisebetween 2% and 5% of total dwellingunits.

    There are 52 neighbourhoods thatexceed the current city-wideneighbourhood average of 5%subsidized housing units to totaldwelling unit ratio. Attachment 2 liststhose neighbourhoods.

    Policy

    This report supports Plan Edmontonpolicies:

    3.9.2. Endorse a mix of housingtypes for a wide range of householdtypes and incomes in all areas of theCity that are reflective of the Cityspopulation profile.

    3.9.3. Encourage new developmentand infill redevelopment toincorporate affordable housing that isvisually indistinguishable frommarket housing.

    3.9.4. Work in partnership with otherorders of government, privateowners and landlords and thecommunity to maintain, upgrade, andexpand the new and existingaffordable rental housing supply inthe City.

    Focus Area

    This report relates to the StrategicPlan goal: Improve EdmontonsLivability.
