3.0 ITEM SPECIFICATIONS

The drums identified within this specification meet the general requirements for UNPerformance-Oriented and DOT-7A Type A specification packagings and the specificrequirements for use at the Hanford Site.

3.1 TOP HEAD, BODY AND BOTTOM HEAD: Fabricated from single sheets of low-carbon steel. The body seam must be welded in accordance with Title 49, Code ofFederal Regulations (CFR) 178.504. Welding shall be in accordance with the Supplier’sapproved procedures and performed by personnel trained to those procedures.Minimum steel thicknesses are identified for each Catalog ID in Table 2.

3.3 TOP HEAD: Fitted with Rieke1 style zinc-plated flange and plug as specified inTable 4. It is acceptable for coatings from the drum painting process to cover theflange. The plug should only be ‘finger tight’ but not normally capable of vibrating outduring transport.

3.4 PLUG GASKET: As required to meet UN and DOT-7A, Type A performancerequirements, the gasket is to be made of flexible cellular ethylene/propylene/dienemonomer (EPDM), ethylene/propylene/terpolymer (EPT), irradiated low-densitypolyethylene (LDPE), or Buyer-approved alternate. The EPDM or EPT gasket materialshall have a minimum ‘Shore A’ durometer hardness of 65 points. The gasket shallretain its sealing abilities across a minimum temperature range of -40 to 100C (-40 to212F). Plug gasket must have a minimum one (1) year of shelf life remaining at thetime of shipment to the Buyer.

3.5 LID GASKET: As required to meet UN and DOT-7A, Type A performancerequirements, the gasket shall be glued to the lid and the resulting bond shall prevent thegasket from detaching from the lid after removing the lid from the drum. Gasket is to bemade of flexible cellular EPDM, styrene butadiene rubber (SBR), natural rubber, orBuyer-approved alternate. The gasket shall be round or semi-round and retain its sealingabilities across a minimum temperature range of -40 to 100C (-40 to 212F). Lid gasketmust have a minimum one (1) year of shelf life remaining at the time of shipment to theBuyer.

NOTE: During the drum manufacturing process, gaskets, installed on lids and plugs,shall not be subjected to temperatures below or above their temperature serviceratings.

3.6 CLOSURE RING: Container closure shall be a single bolted closure ring with lock nutdesign made of 12 or 13 gauge steel or other tested design approved by the Buyer. Ring lugs shall be welded in accordance with the Supplier’s approved procedures andperformed by personnel trained/qualified to those procedures. All welds shall conformto American Welding Society (AWS) D1.1 and D1.3 for carbon steel. A sampling of therings (in accordance with the manufacturer’s procedure approved by the Buyer) shall betested by torquing the closure ring assembly to the specified closure torque. This may bedone in a test device or on a drum. The torque wrench used for testing must becalibrated and traceable (certificate or other record) to the National Institute of Standardsand Technology (NIST). Test results shall be recorded on a test report in accordancewith (B52) and the test equipment used in the testing will be included on the test report and provided to the Buyer. Rings shall be protected from corrosion by powder coating,painting or other Buyer-approved method. The coating manufacturer’s applicationrecommendations must be followed for powder coating or painting. The bolt shall enterthe lugs from the right and thread into the left lug with the drum in the upright position. A jam nut (lock nut) shall be tightened against the right lug when properly closed.

3.7 BOLTS AND NUTS: The bolts and nuts shall be zinc plated. Bolts shall be suppliedwith two 5 mm +/- 1.5 mm (0.197 +/- 0.06-in.) holes for application of wire seal. One(1) hole is to be placed in the bolt head, the other hole is to be placed in bolt threads 32mm +/- 1.5 mm (1.26 +/- 0.06-in.) from end of bolt. The bolt is to be approximately101.6 mm (4-inch) long. The hole located in threaded part of the bolt must be de-burred. Both holes must be protected from corrosion.

3.8 EXTERIOR COATING: The coating shall be alkyd enamel or polyester as specifiedin Table 5 with a gloss or semi-gloss finish. An alternative coating with performanceequivalent to or better and approved by the Buyer may be used. The coating shall be ofa nature that ensures positive adhesion by a bar code or DOT label. Paint coverage mustbe uniform and free of runs, sags, streaks, blisters, cracks, or de-lamination (i.e.,peeling). The substrate shall be prepared and the coating applied per the coatingmanufacturer’s recommendations. Specific colors are specified in Table 5.

3.9 INTERNAL LINING: Mid-performance coating (i.e., epoxy, phenolic or anycombination of the two) shall be applied as specified in Table 5. The lining shall protectthe substrate from general chemical corrosion and galvanic corrosion resulting from soiland salt water immersion. The substrate preparation and undercoat shall comply withthe coating manufacturer’s recommendations for the steel condition. The lining shall beapplied in accordance with the manufacturer’s recommendations. Alternative coatingswith equivalent or better performance approved by the Buyer may be used. Preferredcoatings should be considered low in Volatile Organic Compounds (VOCs), less than orequal to 4.3 pounds of VOC per gallon of coating.

3.10 TOUCH-UP: Except for the bottom chime and the area of the curl covered by thegasket, lid, and closure ring, all weld seams, flanges, rings, and other locations havingexposed carbon steel (or insufficient coating coverage) require touch-up. The touch-up coating shall coincide with that intended for the subject surface. However, otherBuyer-approved coatings that adhere to the substrate in question may be used.

3.11 DRUM LABELS: Drum body side markings and all other requested labels are to beprovided on a moisture-resistant label suitable for outdoor use with a minimum servicetemperature of -40 to 100C (-40 to 212F) or as approved by the Buyer. Labels shallbe difficult to remove requiring the use of tools or solvents to do so.

3.11.1 MARKING: Drums shall be marked in accordance with 49 CFR 178.3 and178.503, as amended.

NOTE: The containers shall be tested to the DOT-7A, Type A packagingrequirements, but shall not be marked as DOT-7A, Type A packages per 49CFR 178.350.

3.11.2 CLOSURE INSTRUCTION LABEL: Each drum shall have a label withthe closure instructions printed on it. The label shall be applied next to theweld seam below the top rolling hoop. The print shall be a minimum font sizeof 8 points.

Any special requirements such as identified in the Table 6 NOTE or Section5.0 of this specification shall be included in the closure instruction or on aseparate label located immediately adjacent to the closure instruction to advisethe end-user. For example, “A polyethylene bag equivalent to or better thanthe bag used in the DOT-7A Type A testing is required in order to use thedrum as a DOT-7A, Type A transportation packaging.”

4.1 MINIMUM RATINGS

4.2 SOLIDS: Minimum gross mass specified in Table 6.

4.3 LIQUIDS: Minimum specific gravity and hydrostatic pressure specified in the Table 6.

4.4 DOT-7A, TYPE A: Minimum gross mass specified in Table 6.

4.5 FORM 1: Solids of small particle size (e.g., flour and fluorescein) with steel or leadshot to provide required weight.

4.6 FORM 3: Heavy, bulky material (e.g., concrete chunks, motors, pumps, etc.) and/orequipment with sharp corners or protrusions supported with dunnage to preventpunctures in the container.

4.7 FORM 5: One 208 L (55-gal) drum overpacked within the container. The overpackeddrum will contain Forms 1 and 3. Furthermore, Form 1 shall be placed inside the outercontainer to challenge the containment boundary. The quantity of material shall beadequate to indicate if the containment is breached during testing.

4.8 SPECIAL FORM: 322 L (85-gal) drum pucks (crushed 322 L [85-gal] drums orsimilar sized metal objects) overpacked within the container. Form 1 material shall beplaced inside the outer container to challenge the containment boundary.

NOTE: If necessary, a 102 to 254 micrometer (4-10 mil) polyethylene bag may be usedas an inner packaging to meet the DOT-7A, Type A requirements for Form1 (solids).However, delineation as discussed in Section 3.11.2 of this specification is required.

5.0 PERFORMANCE REQUIREMENTS

The UN1A2 ratings shall meet the testing requirements of 49 CFR 178; Subpart M, asamended. The DOT-7A, Type A ratings shall meet the design requirements of 49 CFR178.350, as amended and the test requirements for solids per 49 CFR 173.465, asamended. The design must be pressure tested to a minimum 77-kPa (11.2 psig) for TypeA usage to verify design meets requirements of 49 CFR 173.412(f). The use of a filteredvent may be substituted for the leak test provided its use is identified on the drum anddocumentation as discussed in Sections 3.11.2, 7.0, and 8.1.

6.1 ENVIRONMENTAL, SAFETY, HEALTHAND QUALITY REQUIREMENT

Supplier shall perform work safely, in a manner that ensures adequate protection foremployees, the public, and the environment, and shall be accountable for the safeperformance of work. The Supplier shall comply with, and assist the Buyer inrecognizing applicable laws, regulations and directives.

The Supplier shall perform all work in accordance with his own safety procedures and incompliance with local, state and federal requirements.

The Supplier shall be responsible for performing quality workmanship and shall conductthe quality control measures necessary to ensure work conforms to requirements of thisPurchase Order.

Equipment requiring calibration shall be periodically calibrated in accordance withSupplier tolerances to ensure reliable results. The standard used to calibrate theequipment shall be traceable to the National Institute of Standards and Technology orother nationally recognized standard. Material and Test Equipment (M&TE) shall beselected based on the type, range, accuracy and tolerance needed to accomplishinspections and tests in conformance with the specified requirements of this PurchaseOrder. When calibrated M&TE is used to verify conformance to the requirements ofthis Purchase Order, the M&TE unique identifier, range, accuracy (increments) andcalibration expiration date shall be recorded on the inspection and test reports.

When subcontracting any portion of this Purchase Order, the Supplier is required toinvoke the applicable quality assurance program requirements on the subcontractor.

6.2 SOURCE INSPECTION: Drums furnished in accordance with this procurementdocument are subject to random Buyer verification and/or inspection at the Supplier orSub-tier contractor’s facilities at the Buyer’s discretion. The Buyer will base sourceverification/inspection hold/witness points on review of the quality of drums received.The Supplier shall provide necessary access to facilities, equipment, records, andpersonnel to allow performance of required Buyer verifications/inspections.Accomplishment of Buyer source verifications/inspections does not indicate Buyer’sfinal acceptance of the supplied items.

6.3 RECEIPT INSPECTION: Final acceptance of the drums depends on the successfulcompletion of a receipt inspection by the Buyer’s Quality Assurance Group.

7.0 DATA SUBMITTAL REQUIREMENTS

A Supplier Data Package (SDP) shall be submitted with the initial proposal. Beforeimplementation of any changes to the design or test documentation, a revised SDP mustbe submitted to the Buyer for approval. The SDP must be legible, reproducible and inEnglish. The following information shall be provided in the SDP:

Container design specifications and drawings, which include type of weld seam (lap orbutt), type of chime (box or round), placement of hoops, degree of top and bottomconvexity, type of flange, gasket material and design, thickness of fabricationmaterials (head, body, and bottom), tare weight of assembled drum, and a drawing ofthe closure ring assembly that includes dimensions, approved American WeldingSociety (AWS) weld symbols, material(s), and design thickness, as a minimum. Allunits shall be provided in metric International System of Units (SI) and EnglishCustomary/Standard Units (US). The drawing shall also include the name anddesignation of the drawing such that the level of detail provided will assure the drumbody and cover will be the same grade, type and class of steel when the drums aremanufactured as compared to the steel used in the performance of the UN and 7A test.

Welding procedures and personnel shall be qualified in accordance with the applicableAWS specifications as specified in the Purchase Order for the welding of the ring lugsto the closure rings. The Supplier shall submit copies of all welding procedures,Procedure Qualification Records (PQR) and Welder Qualification Records to beemployed in the performance of this Purchase Order (B28). Buyer approval isrequired prior to the start of fabrication.

Gross mass used for both UN and DOT-7A, Type A tests including a description ofthe test material, (solids) used for testing and a description of the test pad used.

Specific gravity of the test media and hydrostatic test pressure the drum wassuccessfully tested at for the liquid UN rating as applicable.

Documentation describing coating specifics: coating material to be used, surfacepreparation, application procedure used by Supplier, coating manufacturer’srecommended application procedure, method and frequency of checking forholidays, and Material Safety Data Sheet (MSDS) for coating(s). A chemicalcompatibility list shall be provided for the interior coating material when applicable.

Supplier’s notification to Buyer when Supplier cannot meet requirements orclarification is needed on requirements of this Purchase Order (i.e., testing is needed,data is unavailable, part is unavailable, etc.).

The Supplier shall identify all material having a shelf life. The Supplier shall specifyany storage conditions that should be maintained (e.g., temperature, humidity,environmental).

8.1 SHIPPING REQUIREMENTS

The Supplier shall take steps necessary to ensure the drums are clean and the inside isfree of any debris or foreign material (e.g., dust; particulates generated from welding,grinding, and sanding; or small parts). The drums shall be assembled and shipped withthe top head, closure ring, bolt, and locking nut in place to ensure that the inside remainsclean and free of any foreign material during shipment to the Buyer. The bolt shall onlybe engaged sufficiently to retain the ring but not tightened to allow the drum tovent/breathe during shipment. The locking nut shall be placed as specified to meet theperformance requirements, but not tightened. The flange plug with gasket shall beinstalled, but not tightened beyond ‘finger-tight’ on all drums so equipped. If necessary,tape may be applied over the plug to prevent it from falling out. Drums shall be shippedin a closed transport vehicle (van trailer).

Drums shall be packaged in a manner that ensures containers arrive in a conditioncompliant with the requirements of this Purchase Order. This will require coveringand/or separating containers with packing material. Care shall be taken to avoid damageto the coating. Minor coating imperfections or blemishes (scratches, scuffs, etc. as longas the parent metal is not damaged) are acceptable. Drums 55-gallon and larger are to beshipped palletized in a single layer of drums per pallet. All drums are to be bandedand/or shrink-wrapped to a pallet to prevent shifting. The pallets shall be of such size asto prevent the drums from extending past the edge of the pallet (i.e., drums shall nothang over the pallet). Care must be exercised in loading the transport vehicle to preventdamage to the drums from contact with other palletized drums.

8.2 SHIPMENT DATA SUBMITTAL: All documents provided to the Buyer shall belegible, reproducible and in English. Each order/shipment shall include, but not belimited to the following:

1. Certificate of Conformance (B79) showing the following.

a. Buyer’s Purchase Order Number.

b. UN and DOT-7A, Type A design numbers or other traceable identifier thatlinks to the test report/summary.

c. Non-Conformance Report number(s) approved by Buyer in accordance withQuality Clause B22. If no non-conformance reports were generated, astatement stating such.

d. DOT or manufacturer registration number or mark of facility producingdrums.

e. Quantity of drums provided.

f. Statement certifying containers are new and meet DOT 49 CFR requirementsand requirements of the Purchase Order.

g. Listing of DOT markings that are applied to containers by Supplier accuratelydepicted for bottom head and body side markings.

h. Certification that all gaskets being supplied have a minimum of one (1) yearof the shelf life remaining at the time of shipment (see Sections 3.4 and 3.5).

i. Cure date or manufacture date for plug and lid gaskets and expiration date ormanufacturer shelf life (applicable for off-drum storage).

j. Certification that storage conditions were maintained per the gasketmanufacturer’s recommendations.

k. Certification that parts/supplied pieces, listed on the Bill of Material, are beingsupplied and controlled per the Supplier’s QA Program/Requirements unlessexempted.

l. Written statement that items furnished under this Purchase Order are genuine(i.e., not counterfeit) and match the quality, test reports, markings and/orfitness for use required by the Purchase Order (B76).

m. Signature of the Supplier’s/manufacturer’s authorized representativeresponsible for quality.

2. Technical Data Sheet or specification for lid and plug gasket materials that identifiesthe gaskets’ performance characteristics.

3. Closure instructions for use as UN1A2 and DOT-7A, Type A packages.

4. UN and DOT-7A, Type A Test Summaries/Reports for lot of drums shipped toBuyer. These documents must be current and applicable to the drums shipped.

5. Completed final assembly inspection report(s), in accordance with (B52) thatincludes the equipment used in testing, signed by person performing inspection.

6. Drawing(s) of drum assembly and closure ring with details of the drum design andclosure ring including welding information.

7. Closure ring torque test in accordance with (B52) including the testing equipmentused, signed by the person performing the inspections.

8. Certified Material Test Report (CMTR) shall be provided for steel used in the drum,closure ring, bolt and jamb nut in accordance with (B49). The CMTR shall includeactual results of all chemical analysis, tests, examinations, and treatments required

by the material specification and this Purchase Order. The CMTR shall be legible,reference applicable specification number and year or edition, and be traceable to thematerial furnished by heat or lot number.
