b. Regional Working Groups will set up networks comprising research

institutions; governmental institutions; and civil society, community-

based, and non-governmental organizations. The Regional Working

Groups are invited to establish and maintain web-based knowledge bases

to facilitate exchange of documented slum upgrading experiences and

other related data. These knowledge bases shall be linked to the

APMCHUD website.

c. The Regional Working Groups are to report regularly to the

APMCHUD Secretariat and to the biannual conference.

d. The Islamic Republic of Iran is prepared to set up such a Regional

Working Group and a Network on urban slum upgrading focusing on the

three identified activity areas (data collection and monitoring; experience

sharing; and capacity building). Furthermore, the Islamic Republic of

Iran is willing to provide the facilities for coordinating this Regional

initiative.

e. Other Member States are invited to create additional Regional

Working Groups.

Solo Implementation Plan

WG2: Slum Upgrading – Livelihood Opportunities for Youth

A. Prioritized socio-economic enabling in upgrading of informal settlements.

B. Utilize Information Technology as an effective instrument for engaging youth

in slum upgrading.

C. Pilot-testing the slum upgrading database and indicators in three volunteer

countries, Jordan, Indonesia and Iran, and present the results between April -

June 2013.

D. Vigorously participate in the Virtual Scientific Committee established by the

Secretariat of the Slum Upgrading Working Group to share information and

experiences, establish and regularly update the joint slum upgrading

The Seoul Implementation Plan adopted in 2014 by the

5th APMCHUD requires that member states “share

information and experiences in upgrading slums in a

forthcoming Expert Working Group meeting organized by

the Islamic Republic of Iran in 2015”. The Expert

Meeting is to take place in Tehran, from 29 of November

to the first of December 2015.

Objectives

The objectives of the 3rd RSUWG Expert Meeting are to:

Promote socio-economic approaches in regeneration of slums,

informal settlements and deteriorated fabrics;

Exploit the role of public catalytic projects to stimulate

development and enrich urban space in the Asia-Pacific Region;

Elaborate recommendations for developing policies for promoting

equal opportunities in slums and creating inclusive cities without

discrimination in Asia and the Pacific;

Find feasible solutions to bridge the gap between policy and practice in

urban regeneration by reviewing best practices and lessons learnt in the

Asia Pacific region;

Contribute to implementing the Seoul Implementation Plan in

anticipation of the APMCHUD declarations and implementation plans, in

particular WG2 Slum Upgrading toward Equal Opportunity;

Share experiences on slum identification and slum upgrading;

Examine ways and means of effective information sharing through the Virtual

Scientific Committee; and

Take note of the results of the United Nations Summit to adopt the post-2015

development agenda to elaborate recommendations for a new Urban Agenda in

the United Nations Conference on Housing and Sustainable Urban Development

(Habitat III) in 2016.

Theme

The main theme of the 3rd RSUWG Expert Meeting is "Slum Upgrading: Bridging the

Gap between Policy and Practice". Under this theme the Meeting will explore four

elaborated sub-themes with regards to the Seoul Implementation Plan:

1-Best Practices

Share knowledge and experiences by contributing to a best practices database established

by the WG2 Secretariat;

2-Slum Identification Indicators

Review the lessons learnt in testing slum identification indicators in pilot areas for

inclusion in the slum upgrading database;
