General overview

Washington, District of Columbia (D.C.) is a place of power and influence where opportunities have arisen, and where network is key. Both public and private sectors are represented : D.C. is indeed a city where you can find not only the US federal government (the largest employer in the area) but also embassies, international organizations, think tanks, academic institutions and private companies like consulting, lawyer and financial firms, and industries (especially Aerospace & Defense industries ). « Many large corporations have headquar-ters in Washington, government jobs are plentiful, and nonprofits are ubiquitous. »

« A recent look at job market competition by Indeed listed Washington as having a 1:1 ratio of job postings to unemployed persons; that is, there are about an even number of open positions as there are people seeking jobs. This means the job market in Washington is relatively uncompetitive compared to other metropolitan areas of the country 1» . Many open jobs are in law, finance, lobbying, public affairs and PR but not only.

The unemployment rate is quite low (less than 6% compared to 7,9% on a national scale)2 . D.C. is a city that attracts talents from the whole world. D.C. is also a city « Where Americans are moving now »3 as net domes-tic migration increased over the past years (July 2011 Census – Washington D.C. Population: 5,609,150 i.e. +21,517 in 2010-2011). Whatever your career plan is, D.C. may be a good option. It is booming! «Washington may have the healthiest economy of any major metropolitan area in the country» says New York Times D.C. bureau chief David Leonhardt ».4

Everyone agrees with saying that D.C. is definitely a city of network. As you will read through, many networ-king events are often organized and as an intern you are stronly encouraged to participate. You can start buil-ding your network with tools such as LinkedIn and using Sciences Po’s alumni network 5. You are also welcome to participate in « Network Workshops » organized all the year long in Sciences Po Avenir.6

Living in Washington D.C.

Washington D.C. is a nice place but also an expensive place to live in. Rentals are high and health insurance costs a lot of money. Based on what different people mentionned, one could say between USD 1300 to 2000 is needed monthly to live in D.C. Lots of people have decided to live outside D.C. to reduce housing expense (such as in Alexandria, Fairfax, Arlington, etc.) Public transportation such as the metro are well developed and convenient to commute every day.

The IMF, one of the employers met in D.C (see below), has an interesting section on its website referred to as: « Living in Washington D.C. ». You may read it for further details. Interns usually look at International Student House to find a place to live. You may also share an appartment with roomates as interns hardly rent alone a studio in D.C.

THE WORLD BANK

The World Bank is headquartered in Washington, D.C. More than 9,000 employees work in more than 100 offices worldwide.

The World Bank is a bank but not in the ordinary sense: it is a partnership to reduce poverty and support development. It comprises 2 institutions managed by 188 member countries. The International Bank for Re-construction and Development (IBRD) aims at reducing poverty in middle-income and creditworthy poorer countries, while IDA focuses exclusively on the world’s poorest countries. These institutions are part of a larger body known as the World Bank Group (made of 5 agencies).

« The World Bank provides low-interest loans, interest-free credits, and grants to developing countries. These sup-port a wide array of investments in such areas as education, health, public administration, infrastructure, finan-cial and private sector development, agriculture, and environmental and natural resource management. Some of its projects are cofinanced with governments, other multilateral institutions, commercial banks, export credit agencies, and private sector investors.

It also provides or facilitates financing through trust fund partnerships with bilateral and multilateral donors. »

INTERNSHIP PROGRAM

The internship program is a fantastic opportunity to gain international exposure, improve your skills in the World Bank areas of expertise and develop your own network.There are 2 sessions along the year: • Summer Internship (from June to September) | Application period : December 1 - January 31 each year• Winter Internship (from December to March) | Application period : September 1 - October 31 each year

All applications must be submitted on line within the application period. If you apply after the deadline, your application will not be considered.

« The Bank pays an hourly salary to all Interns and, where applicable, provides an allowance towards travel expenses. Interns are responsible for their own living accommodations. Most positions are located in Washington, DC (some positions are offered in country offices) and are a minimum of 4 weeks in duration. »

Profile and eligibility

• Candidates must possess an undergraduate degree and already be enrolled in a full-time graduate study program (pursuing a Master’s degree or PhD with plans to return to school in a full-time capacity). Generally, successful candidates have completed their first year of graduate studies or are already into their PhD programs.• Fields of studies: economics, finance, human development (public health, education, nutrition, population), social science (anthropology, sociology), agriculture, environment, private sector development, as well as other related fields.• Fluency in English is required. Knowledge of languages such as French, Spanish, Russian, Arabic, Portu-guese, and Chinese are advantageous.• Computing skills• Prior relevant work experience

There are no quotas. Yet, some nationalities are less represented than others.

When applying on line, your application will be stored in a global database (for 6 months) where managers can access directly. You are thus strongly advised by the World Bank to contact the manager working in the department you target by email to sell and market yourself as a good candidate. You should draw his/her atten-tion to your application so that he/she can fish you out from the database. Should you still be interested in the Internship Program after 6 months, you are encouraged to re-apply.

The Internship Program is a good feeder for the other programs (such as the JPA and the YPP listed below).

Besides this Internship Program, you might be interested in the Legal Internship Program (LIP). Yet, recruit-ment needs are not on a yearly regular basis.

THE JUNIOR PROFESSIONAL ASSOCIATE (JPA)

This program is designed for recent graduate students willing to gain exposure and a first exprience in the World Bank. This program enables you to enter the World Bank with a 2-year entry-level position. After the 2-year contract, you must respect a 2-year cooling period (it includes not working for the World Bank as a consultant). « However, some former JPAs may rejoin the organization later in their careers after gaining expe-rience elsewhere and becoming experts in their professional fields. »Positions may be located in any of the Bank’s offices across the world.

Keep in mind this is a highly competitive program.

Eligibility and profile

• Be 28 years of age or younger• Hold the equivalent of a Bachelor’s degree (with some relevant experience), a Master’s, or be a PhD candidate with a superior academic record.• Be fluent in English. Be fully proficient in one or more of the Bank’s working languages: Arabic, Chinese, French, Portuguese, Russian, and Spanish is a plus.

How to apply

Interested candidates can apply online.

Recruitment for this employment category is ongoing throughout the year. Your application will be kept for 6 months in a global database where managers can source candidates directly. You are thus strongly advised by the World Bank to contact the manager working in the department you target by email to sell and market yourself as a good candidate. THE YOUNG PROFESSIONAL PROGRAM (YPP)This is definitely an entry point for a career in the World Bank. « The YP Program has hired over 1,500 people who now hold positions ranging from entry-level to vice presidents and managing directors. It is a unique oppor-tunity to experience development and gain exposure to the World Bank’s operations and policies. »It « is designed for highly qualified and motivated individuals skilled in areas relevant to the World Bank’s ope-rations such as, economics, finance, education, public health, social sciences, engineering, urban planning, and natural resource management. »

As you may guess this is an extremely competitive program. « In order to be competitive for this highly selective program, candidates need to demonstrate a commitment to development, proven academic success, professional achievement, and leadership capability. » There are around 40 positions each year.

Additionnal qualifications are asked.

« Young Professionals will take 2 one-year rotational assignments, where they will gain valuable on-the-job expe-rience:• 1st rotational assignment (up to 12 months) will be a «stretch assignment» designed to provide the incoming YP with an opportunity to gain skills and experience that are beneficial from the corporate perspective.• 2nd rotational assignment (up to 12 months) will be a «job assignment,” after which the YP is expected to gra-duate into the same unit, unless there are compelling business cases or serious performance issues. »

Each year, around 10,000 applications are received by the World Bank for a limited number of positions. No need to say most candidates exceed the minimum criteria.

When looking for a position, you should take into account that this is a 9-month process and it is expected that the selected candidates will join in September of the following year. As a candidate, you have a maximum delay of 2 weeks to accept or refuse the offer made by the World Bank.

How to applyYou should apply on line and respect the deadline given. Once you have applied, your resume will first be screened by HR. The World Bank Group is made of 5 agencies : the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the Multilateral Investment Guarantee Agency (MIGA), the International Center for Settlement of Investment Disputes (ICSID) and the International Fi-nance Corporation (IFC).

184 donor countries contribute to IFC fundings. IFC has over 3,400 staff, of which 51% work in field offices and 49% at headquarters in Washington, D.C. You may be interested in the various recruitment programs presented below.

INVESTMENT ANALYST PROGRAM

“IFC recruits investment analysts globally on 2-year term contracts extendable to a maximum of 4 years. Upon completion of their contracts, investment analysts typically leave to pursue a graduate degree or additional work experience”. Yet, a few of them are promoted to Investment Officier Positions.

Profile

You must at least obtain a BA or equivalent degree with up to 3 years of relevant experience in finance rela-ted fields. On top of technical competencies and skills, English is a must and proficiency in Arabic, Chinese, French, Russian, and Spanish is a huge asset.

INTERNSHIP PROGRAM

IFC recruits interns each year for summer internship from May to September. The minimum period for an internship is 4 weeks. Internships can be done either in DC (Headquarters) or in field offices. « Summer Interns are assigned to an industry, regional or service department within IFC. Assignments cover va-rious areas of work, such as sector-specific business development, investment proposal review, financial modeling and analysis, advisory services strategy, and ex-post investment project evaluation. The assignment depends on the needs of the department and the particular fit for the candidate. »

Interns are paid.

ProfileCandidates must be in the first or second-to-last year of an MBA or similar graduate program. Since MBA penultimate students are targeted, experience is required to be selected as a candidate (3 to 6 years in interna-tional finance). Above technical competencies, linguistic skills are essential (Fluency in English; proficiency in one or more of Arabic, Chinese, French, Russian and Spanish strongly preferred).

ApplicationsPlease, keep in mind this is a VERY competitive program. Around 1,500 applications are sent every year from which 30 to 40 candidates are selected.When you apply, you are stronlgy advised to focus on your work experience, the competencies you have deve-loped and your commitment to sustainable private sector development.

Your application will be screened by HR managers. If you meet all the requirements, your application will be posted in the internship database where every IFC manager can fish out. Each manager will interview the in-terns he has preselected. In order to draw a manager’s attention to your application, you are advised to contact directly the manager to market and sell yourself. From mid-February, you can check the website to see if your application is shorlisted. A final decision is made by the manager from mid-March to late April.

GLOBAL TRANSACTION TEAM PROGRAM (GTT)

is a program for young professionals with a few years of relevant experience. In 2012, 10 people joined the GTT as Associate Investment Officers.

« IFC’s Global Transaction Team Program offers a unique opportunity to launch a global career as an investment professional helping to build the private sector in developing countries. Participants join as Associate Investment Officers. »

« The 2.5-year GTT Program is structured to provide participants with a solid understanding of IFC’s business and strategy, a global network, and regional experience in one of our 3 industry groups (Financial Markets; Infras-tructure and Natural Resources; and Manufacturing, Agribusiness and Services) ». For the first 12 months, you will be trained in the Global Industry Department at IFC’s headquarters in Washington DC. You will then be assigned to one of IFC’s offices around the world for 18 months.

Ideal profile

« IFC is looking for current students or recent graduates of MBA or Master’s degree programs with strong financial skills, professional achievement, leadership potential and a demonstrated commitment to develop-ment. »

Top MBA graduates with around 4 years of relevant experience in the private sector (i.e. experience in finance such as investment banking, project finance, private equity, corporate finance, portfolio management, or finan-cial consulting) are considered as ideal candidates. Knowledge and exposure to emerging markets is necessary.

Above technical experience, linguistic skills are required: on top of English, fluency in other languages (Arabic, Chinese, French, Portuguese, Spanish or Russian) is preferred. The local language of where you are assigned is wanted.

Since you will be assigned in different countries, you are expected to travel extensively and to be flexible.

You must be a citizen of a member-country.7

Application ONLINE in English (IFC will accept applications for the 2014 GTT Program from August 15 - September 30, 2013. Interviews will take place in October and November, and offers are expected to be made in December 2013/January 2014. GTT participants join IFC in September each year.)

INTERNATIONAL MONETARY FUND (IMF)

« The International Monetary Fund (IMF) is an organization of 188 countries, working to foster global monetary cooperation, secure financial stability, facilitate international trade, promote high employment and sustainable economic growth, and reduce poverty around the world. » Over 90 percent of the staff works at headquarters in DC.

The IMF has implemented several recruitment programs for currently enrolled students and recently gradua-ted students, especially the EP for young economists.

THE FUND INTERNSHIP PROGRAM (FIP)« The FIP provides an opportunity for highly promising graduate students pursuing an advanced degree/Ph.D. in macroeconomics or a related field to gain a better understanding of the IMF’s work and contribute to the institution’s mission. Other opportunities for internships in other careers are available, but their frequency and availability is limited. These opportunities are advertised periodically online in Current Vacancies or through university career development offices. The Fund also offers an internship in its Legal Department. »Each year, around 50 internships are done between May and October during 10 to 13 weeks (application from September to December). It is a highly competitive program.

Profile and eligibility

• Currently enrolled in a program - must be in student status• Students are typically pursuing a Ph.D. in macroeconomics or a relevant field, such as international econo-mics, monetary economics, public finance, econometrics or financial economics.• Should normally not exceed 32 years of age• An excellent command of English (both written and oral)• Must possess strong quantitative and computer skills Apply online.

THE ORGANIZATION OF AMERICAN STATES (OAS)

« The Organization was established in order to achieve among its member states […] an order of peace and jus-tice, to promote their solidarity, to strengthen their collaboration, and to defend their sovereignty, their territorial integrity, and their independence.»

Today, the OAS brings together all 35 independent states 8 of the Americas and constitutes the main political, juri-dical, and social governmental forum in the Hemisphere. In addition, it has granted permanent observer status to 67 states, as well as to the European Union (EU). »

« The Organization uses a four-pronged approach to effectively implement its essential purposes, based on its main pillars: democracy, human rights, security, and development. »

Headquarters are located in Washington D.C. but there are 31 country offices 9 in the Member States. 700 people work for the OAS.

Internships are not only available in D.C but also in country offices. Yet, the Internship Program presented below only applies to D.C. internships.

THE OAS INTERNSHIP PROGRAM

This internship program is dedicated for internship in Washington D.C. headquarters. There are 3 internship sessions along the year:• January to May• June to August• September to DecemberInternships last from 10 weeks (minimum) to 15 weeks (maximum) 10. Up to 80 interns are selected by over 40 departments/areas within the General Secretariat of the OAS to participate in each session.

Profile

Standard criteria for all internships whatever the department / area:• Be enrolled in the 2nd year of university minimum. Internships are indeed open to undergraduate 11 and master students.• Interns may come from every country as the program is open to all nationalities (not only Member States although they are widely represented).• You must master at least 2 out of 4 official languages (English, French, Portuguese, Spanish).• You must apply online and make sure you send all the required documents to be considered as a candidate i.e. the electronic form filled in properly, 2 letters of recommandation, transcript and a resume 12

Moreover, every manager in each department will look for specific criteria in terms of competencies in human rights, justice, trade, economic development, peace, women, education, sustainable development, governance for instance. Besides linguistic skills, geographic competencies will be expected. As a consequence, make sure you choose the appropriate geographic concentration (Euro-Latino-American Campus in Poitiers for under-graduates, Latin America if you are a PSIA students or doing a PhD, etc.) and emphasize on these skills in your resume and cover letter!

There is no quota in terms of nationality: students from all over the world can apply to the internship program. As you must know, the number of applications is huge every year, competition is hard. Please keep in mind the criteria above when applying and make sure your resume and cover letter highlight your strengths to present you as the ideal candidate!

OAS internships are not paid. Students are responsible for their own expenses.

Application process

Each session has its own deadlines to submit online applications. Once the application period is over, you can not apply anymore. It is recommended to fill in the form either in English or Spanish. When filling the form, you will be asked to stipulate the 3 areas of interest you apply for (ranking in terms of preference). Your application is first screened by an HR officer. He/she checks if your application is complete and if you meet the standard criteria. If your application is relevant, it will foster a global database where every manager may fish out. Besides this official online procedure, you are allowed to contact directly the manager in the 3 departments you have chosen to draw his/her attention to your application in the database. Please, always respect the official procedure.

Although you are asked to rank 3 choices, if the HR officer believes your application may match other depart-ments, he/she will forward your application to the appropriate manager. It is thus very important to figure out who you are, what you know, what you can do and what you want to do 13.

If you are preselected by a manager, you will be called for a phone interview with himself/herself. A Letter of Acceptance is sent to selected candidates.

Interns & Evaluation

An evaluation system has been implemented for each student interning in the OAS.The supervisor and the intern set 3 objectives to be reached. If 80% is met, the intern will receive an OAS diploma and a recomman-dation letter for the OAS.Furthermore, doing an internship in the OAS is a good way to gain international exposure, to meet people and get contacts. The Internship Program is an excellent feeder for other vacancies. If you were a brilliant intern, you might be contacted again when new openings match your profile.

Interns & Network

Washington D.C. is definitely a city of network ! When interning in the OAS you will be encouraged to develop your network. A weekly meeting is set up every Thursday to invite interns to meet other interns and staff in several departments / area. This is a perfect way to gain an overview of OAS’s activites. OAS interns also deve-lop connections with interns from the IMF, the World Bank, the International Development Bank and visits are regularly organised.

As an intern, you will also participate in the MOAS/PC is a 2-day-model or simulation of the Permanent Council of the OAS for interns. « It is designed so that, through role playing, the participants can acquire not only knowledge of this important political body but also to acquire a set of leadership and negotiation skills. »

As interns and alumni, you will join the OAS community ! NETWORK is a key factor !!!

Internships in National Offices

Profile, requirements and required documentation to apply are as listed above.The duration of the internship goes from 10 weeks up to 6 months. There is no special recruitment program for young professionals (neither Junior Professional Associates, nor Young Professional Program). The 4 official languages of the OAS are English, Spanish, French, and Portuguese. Most positions require fluen-cy in English and Spanish (read, write, and communicate). Working knowledge of French and/or Portuguese is desired.

The Delegation employs around 90 staff members, approximately 30 of whom are EU diplomats.

INTERNSHIP PROGRAMME

There are 3 internship sessions along the year:• Spring Session : January to May• Summer Session : June to August • Fall Session: September to December.

For each session, around 200 applications are received (up to 300 for the Summer session which is by far the most competitive).

Around 18 interns are taken for each session. The number of interns varies from 1 to 3 depending on the sec-tion. Indeed, 9 to 10 sections usually takes interns (Economics / Financial Affairs ; Administration / Human Resources ; Agriculture / Trade, Food Safety / Health ; Politics / Development / Security ; Diplomacy / Press, Science / Research ; General Trade ; Transport / Energy / Environment ; if needed the Deputy Head of Delega-tion may take an intern 14 too).

Please keep in mind that internships are unpaid. No housing allowance is given by the Delegation. As for the visa, you will need an A2 visa (free).

Profile

Applicants from every country, every nationality will be considered. You do not have to be a citizen from a European country to be selected. There are no quotas.You are not necessarily expected to be enrolled in the European Affairs master programme. Yet, you should demonstrate a strong interest in the EU. Competencies and knowledge requested depend on the responsibili-ties you are given (please check the « Responsibilities / Desired Backgound »).

In terms of linguistic skills, English is obviously a must as this is the working language. Any other language is as huge asset (both European and non-European languages). Your English level will be assessed from the very beginning of the applying procedure (your resume and cover letter shall be written in English).

When applying, you are asked to rank the sections in which you would like to intern.

Once your application is received, it is screened first by the internship coordinator. He will check if the appli-cation is fully completed and if the basic requirements are met. INTERNSHIPS AND CAREERSInternship Program

The Internship Program is designed for undergraduates, graduate students, and recent graduates. Full-time and part-time intersnhips are offered during Fall, Spring and Summer terms for 3 to 5 months. Internships can be done in different areas: Partnership Development, Issue Areas (Health, Women & Population, Technology, Climate & Energy, US-UN relations, Sustainable Development) Public Affairs, Finance and Grants Adminis-tration.

The number of internships provided depends on the needs of each department. The main objectives are to support the UN Foundation in achieving its goals and to give interns an international and UN exposure. Each year, there are around 25 interns.

Each internship opportunity is posted online every semester. You are advised to visit on a regular basis the website and apply if you are eligible 15. Your application will be treated only if you apply to posted positions. Due to a large number of applications, no direct applications are treated. To apply, you should submit a resume and a cover letter 16 online. Once your application is online, it will be treated by an HR coordinator. If you match the criteria, your application will be shortlisted and submitted to the manager. You will be contacted only if you are selected for an interview.

Profile

Besides standard criteria listed below, you are expected to speak English as this is the working language. Other linguistic skills are a plus. The UN Foundation looks for good writing and analytical skills, critical thinking and good team partners. Besides, each manager will define his/her own criteria to select interns for a specific project.

Doing an internship is not only a way to gain exposure to international experience and the UN Foundation, it is also a way to make yourself visible. American presidents have memorial in D.C. : the Washington Monument, the Thomas Jefferson Memorial. Woodrow Wilson, the USA 28th president, is the only U.S. president to hold a Ph.D. There is no Wilson monu-ment but « Wilson’s idealism and status as a great world leader led to the creation of the Woodrow Wilson Interna-tional Center for Scholars as the U.S. memorial to him. The Center is not an institution for the study of Woodrow Wilson, but aims to embody Wilson’s ideals by putting scholarship at the service of the world’s public life. »

He indeed believed that the scholar and the policymaker were engaged in a common enterprise.

The Wilson Center leads public policy research in various issues such as Education, International Develop-ment, US politics, Urban policies, History (communism, military history,…), Economics and Globalization, etc. It has expertise on all continents with for instance the Africa Program, Middle East Program, etc.

This program is mainly designed, but not only, for college students willing to gain experience. « A position as a research assistant is particularly appropriate for a college student planning to move on to graduate studies, or for college students wishing to develop a deeper understanding of their field of study. In addition to assisting with research, interns have the opportunity to network with experts in their chosen fields. » Interns have access to vast resources materials.

The Research Assistant Program usually provides with part-time internships as a research assistant works 12-15 hours a week per scholar. It is still possible to intern full time (with 2 scholars for instance).

There are 3 sessions along the year with around 55 students selected for each session. Every year, 150 research assistants join the Wilson Center.

GMF also has smaller representations in Bratislava, Turin, and Stockholm. » A new office is to be opened in Tunisia.

Interns are recruited on a needed-basis. There is no internship program. When an office needs interns, it is reported to DC headquarters. Employment and internships

There is an « employment section » on the website where all openings are mentionned including internships. There are both part time and full time internships along the year. A cultural intern is currently looked for. Each year, a new intern joins the Alliance Française from September for a year. Application should be sent before January 31.
