1. Date and place
The Sixty-ninth Session of the WHO Regional Committee (RC) for South-East Asia
will be held in Colombo, Sri Lanka, from 5 to 9 September 2016. The inaugural
ceremony of the Regional Committee will be held on Monday, 5 September 2016.

2. Credentials
The Letters of Credentials of Representatives, Alternates and Advisers as per the
attached format (Annex 3), signed by the Minister of Health or the Minister of
Foreign Affairs, should be sent to the Regional Office in advance; otherwise, they
must be hand-delivered by the Representatives directly to the Director,
Administration and Finance, WHO-SEARO, immediately upon arrival at the
conference venue. The WHO Secretariat takes this opportunity to emphasize the
importance of properly completed credentials, especially the correct designation of
participants, and recommends consultation with the respective WHO
Representative or the Regional Office in case any clarification is needed.

3. Registration
Representatives are requested to complete the “Registration Form” online

4. Documentation/summary reports
In keeping with WHO environmental management policies, the WHO Regional
Office has instituted measures to reduce the use of paper during its internal and
governing bodies meetings. Consequently, during the Sixty-ninth Session of the
WHO Regional Committee for South-East Asia, document folders will not be
distributed. Instead, all participants are requested to access documents through
electronic media (pen drives, weblinks, websites, etc.) provided by WHO. Hence
all participants are strongly encouraged to bring their own laptops or tablets with
them to the Regional Committee meeting.
A Documents Desk will be located outside the conference hall. A draft summary
report covering the proceedings of the day will be issued within 24 hours. Any
correction to the draft summary report should be submitted in writing to the
Reports Officer within 24 hours of the issuance of the report. The final draft report
of the Sixty-ninth Session will be distributed in the afternoon of the concluding day
for consideration of the Regional Committee.
Participants are encouraged to hand over copies of their written statements to the
Reports and Documents Officer, to facilitate reporting.
Daily Session Journal – An information bulletin, “Daily Session Journal”, will be
issued every day from 5 September 2016 onwards. It will contain the programme
for the next day and other general information of interest to participants.
5. Travel and transportation arrangements
5.1 General
Participants who require any travel-related assistance may contact the Travel
Desk/Help Desk at the conference venue.

5.2 How to reach Colombo
Colombo, the main commercial city of Sri Lanka, is located at the southern coast of
the country. Colombo’s geography is a mix of land and water. The most preferred
route to Colombo is by air.
By air – Bandaranaike International Airport is at Katunayake, located on the coast,
north of Colombo. The journey to Colombo takes about an hour by taxi. Apart
from the national flag carrier Sri Lankan Airlines, other airlines include Air India,
Malaysia Airlines, Qatar Airways, Singapore Airlines, Cathay Pacific, Etihad and
Emirates with transits typically in middle-eastern countries.

Member States of the WHO South-East Asia Region to Colombo and back.
As the inaugural ceremony of the Sixty-ninth Session of the Regional Committee is
scheduled to start in the morning of 5 September 2016, participants are advised
to plan their travel accordingly.
5.3 Visas and customs clearance
Sri Lankan visa
Participants are required to carry valid passports or applicable travel documents.
Travelers can obtain visa on arrival but they are advised to secure corresponding
transit visa in other countries, as applicable, in advance before undertaking travel
for the entire duration of their stay in Sri Lanka. It may be noted that a Sri Lankan
visa will be granted only if the passport remains valid for a minimum period of six
months. The visa fee structure is listed below:
For participants from SAARC countries, the visa fee on arrival is US$ 25. In
case they obtained their visa from Sri Lanka Missions in their respective
countries, the visa fee will be US$ 20.
For other than SAARC countries, the visa fee on arrival is US$ 40. In case
they obtained visa through the Sri Lanka missions in their respective
countries, the visa fee will be US$ 35.
Participants can also obtain a Sri Lankan visa online before arrival. For

Special arrangement for gratis visa for delegates
Sri Lanka government is kindly providing Gratis Visas for official delegates. The
Member countries need to provide the list of nominees at least four weeks in
advance of their travel. The Government of Sri Lanka through the Ministry of
Foreign Affairs will inform the Sri Lankan embassies in the relevant countries to
issue the gratis visa. The following documents are required to be submitted:
Names of the representatives
Copies of the passports (with minimum six months validity)
Invite/Note Verbale from local WHO office and travel itinerary
Meeting details, i.e. to participate in the Sixty-ninth Session of the WHO
Regional Committee for South-East Asia scheduled to be held in Colombo
during 5–9 September 2016.
If participants require assistance from WHO in obtaining a visa for Sri Lanka, they
are requested to contact the office of the WHO Representative in the
corresponding country at least four weeks in advance of travel.
Any difficulties in obtaining visas should be communicated to Mr C.P. Jain,
Administrative Officer, WHO Country Office for Sri Lanka, Email: [email protected]

described in Annex 6.
Customs clearance/exemptions from import duty
To facilitate participants’ travel and customs clearance for the meeting, a certificate
(Annex 7) will be issued to them by the WHO Representative located in each of
the Member States.
The following goods are exempt from import duty
Visitors are normally allowed an exemption of customs duties on personal
belongings such as clothing, cosmetics and gifts up to a value of US$ 250/-
and one 1/2 litre of liquor and two bottles of wine.
Goods up to a value of US$ 250 of a noncommercial nature that are
exclusively for the personal use or enjoyment of travelers or goods intended
as gifts, when the nature and quantity of the goods indicate that they are
not imported for, or intended to be imported for, commercial purposes.

Goods of a noncommercial nature, other than jewellery, that are exclusively
for the personal use or enjoyment of travelers and that are brought into Sri
Lanka by travelers in accompanying luggage or carried on their persons.
5.4 Arrival in Colombo/transportation
Participants will be received at the Bandaranaike International Airport, Katunayake,
by the Protocol personnel of the Ministry of Health, Nutrition and Indigenous
Medicine, Sri Lanka. In addition, WHO staff will be there to assist in protocol,
immigration and customs clearance activities. Transport will be provided to the
delegations of each Member State from the time of arrival of the delegation in
Colombo until departure.

To facilitate identification of baggage on arrival at Bandaranaike Airport,
participants are requested to use the RC luggage tags that will be available from the
WHO Representative Offices in all countries of the South-East Asia Region, and at
WHO headquarters.
Transport arrangements will be made for all official functions and meetings
scheduled during the Regional Committee sessions.
5.5 Travelers cheques/credit cards
Travelers cheques are not preferred. However, US dollars and other convertible
currency can be exchanged at most banks and from authorized “money changers”.
Major international credit cards, such as American Express, VISA and Master Card,
are accepted by most banks, five star hotels and in the shopping malls.
5.6 Transport services
Buses, taxis, private cars with drivers and for short distances three-wheelers (tuk-
tuk) provide public transport in Colombo.
There are many companies operating taxi services in Colombo; such as Kangaroo
Cabs (Phone: +94 112 588 588), ACE Cabs (Phone: +94 112 818 818), Budget
Taxi (Phone: +94 117 299 299) and an app-based online cab service called
Pickme.
N.B. Participants are strongly advised to have adequate personal insurance coverage
before commencing their travel to Colombo.

6. General information
6.1 Colombo
Colombo, the major city of Sri Lanka, is a bustling commercial hub, located on the
country’s west coast and by far is the country’s biggest as well as the most
developed city.
Geographic Location Colombo is located 6°56’04’N 79°50°34’E
Languages Sinhalese, Tamil and English
Religion Buddhism is the dominant religion. Other religions include
Hinduism, Islam, Christianity and others
6.2 Climate
Colombo's climate is fairly temperate throughout the year and features a tropical
monsoon climate with an averaging minimum temperature of 22 degrees Celsius
and maximum temperature averages of around 31 degrees Celsius.
6.3 Postal and fax services
Arrangements have been made to distribute incoming mail to participants during
the day at the conference venue. For private telephone calls or fax messages,
services of the hotel can be obtained at participants’ own expense. Postal services
will be available at hotel receptions. Participants are advised to contact the
Information/Help Desk located in the Conference Hall lobby for any assistance.
6.4 Electricity
Voltage is 220–240 volts AC at 50-60 cycles per second (50/60 Hz). Most hotels
have a combination of UK type 3 pins and the locally popular rounded 2 or 3 pins.
However, it is best to travel with a universal adaptor.
6.5 Banking services
ATM services are available throughout Colombo, in shopping malls, airport and the
railway station near to the Galle Face Hotel.
Banking services are provided by banks from 0830 to 1500 hours.

6.6 Currency / foreign exchange
The monetary unit of Sri Lanka is the Sri Lankan rupee (LKR). One Sri Lankan rupee
is divided into 100 Sri Lankan cents. Currency notes are in the denomination of Rs.
20/-, Rs. 50/- Rs.100/-, Rs.1000/, Rs.2000/- and Rs.5000/-. Denominations are
clearly marked in addition to English in Sinhala and Tamil. Visitors can also
exchange foreign currency at the Foreign Exchange counter at the airport upon
arrival.
6.7 Security
For identification and security, participants are requested to wear their name
badges while attending the meetings and receptions. Badges will be issued by the
Secretariat at the time of registration or upon arrival at the hotel.

7. Medical arrangements
7.1 General
The Ministry of Health, Nutrition and Indigenous Medicine, Sri Lanka, will provide
emergency medical services through medical room/mobile clinic at the inaugural
venue as well as at the conference venue in the Galle Face Hotel. Details of
physicians and medical care professionals will be made available to participants on
arrival in Colombo.
Most medicines and vaccinations are readily available in Sri Lanka. Particular types
of the medications (certain brands) may not be available locally. It is advised that if
participants use such brands, they should carry them and also bring the prescription
from their doctors and the receipts of purchase to prove that they belong to them.
7.2 Vaccination requirement for travel to Sri Lanka
Under the International Health Regulations, yellow fever vaccination certificate is
required if someone travels to Sri Lanka from an area with risk of yellow fever
transmission, especially from endemic countries in Africa.

8. Hotel arrangements
To facilitate logistic arrangements for participants, block reservations have been
made at the following hotels in Colombo. Since transportation facilities are being
provided from these hotels to the venues for inaugural ceremony as well as
Regional Committee sessions, participants are strongly advised to stay at these

10. Accompanying spouses
Participants intending to bring their spouses to Colombo are advised to arrange

Participants should bring to the attention of the Reports Officer any addition,
deletion or changes so that the final List of Participants could be issued as early as
possible.

12. WHO Liaison Officers
WHO Liaison Officers (Annex 9) will be available at the venue of the meeting to
facilitate the participation of country delegates, act as channels of communication
between country participants and the WHO Secretariat, report any issues of
concern to the Steering Committee and facilitate attendance of respective
representatives at meetings of the Drafting Group on Resolutions or other
subcommittees.

17. Tourist attractions in Colombo
There are many tourist attraction sites in Colombo, such a Galle Face Green, which
is a ribbon of green space located in the heart of the city along the beach, and is a
popular destination for tourists and residents alike.
Gangaramaya Temple is one of the most important temples in Colombo. The
temple's architecture demonstrates an eclectic mix of Sri Lankan, Thai, Indian, and
Chinese architecture.
The Viharamahadevi Park (formerly Victoria Park) is an urban park located next to
the National Museum and Town Hall. It is the oldest and largest park in Colombo
and features a large Buddha statue.
In addition, a number of other tourist sites can be visited by guests, including:
National Museum, National Zoological Gardens, Colombo Dutch Museum, Beira
Lake, Town Hall, etc.

Visa policy of Sri Lanka
Tourist visa
Visitors to Sri Lanka visiting as tourist must obtain an Electronic Travel Authorization
(ETA) prior to arrival or on arrival. Holders of an ETA from all countries except the
three exempt countries (Maldives, Seychelles and Singapore) can obtain a visa on
arrival that is valid for 30 days.
Business visa
The business purpose ETA can be obtained only from Sri Lankan diplomatic
missions and the head office of the Department of Immigration and Emigration. All
visitors must hold a passport valid for six months. Nationals of Afghanistan, Iran,
Iraq, Nigeria, Pakistan, Somalia and Syria must hold return or onward tickets.
Visitors are strongly urged to use the online system to avoid lengthy delays at the
port of entry.
ETA exemption
On the basis of reciprocity, citizens of the three countries viz. Maldives, Seychelles
and Singapore are exempt from the requirement to obtain the Electronic Travel
Authorization and can obtain a visa on arrival free of charge.
Citizens of India and Russia also do not require a visa if holding a diplomatic or
official (service) passport.
Visa in advance
Visitors from Afghanistan, Cameroon, Egypt, Nigeria, Pakistan and Syria are
required to obtain a pre-arranged visa before arrival.

Extract from “Convention on the Privileges and Immunities
of the Specialized Agencies” of the United Nations
Article V – Representatives of Members
Section 13
Representatives of members at meetings convened by a specialized agency
shall, while exercising their functions and during their journeys to and from the
place of meeting, enjoy the following privileges and immunities:
(a) Immunity from personal arrest or detention and from seizure of their
personal baggage, and in respect of words spoken or written and all acts
done by them in their official capacity, immunity from legal process of
every kind;
(b) Inviolability for all papers and documents;
(c) The right to use codes and to receive papers or correspondence by
courier or in sealed bags;
(d) Exemption in respect of themselves and their spouses from immigration
restrictions, aliens registration or national service obligations in the State
which they are visiting or through which they are passing in the exercise
of their functions;
(e) The same facilities in respect of currency or exchange restrictions as are
accorded to representatives of foreign governments on temporary official
missions; and
(f) The same immunities and facilities in respect of their personal baggage
as are accorded to members of comparable rank of diplomatic missions.
Article VIII – Laissez-passer
Section 29
Similar facilities to those specified in Section 28 shall be accorded to experts
and other persons who, though not holders of United Nations laissez-passer, have a
certificate that they are travelling on the business of a specialized agency.
