Scope

The Scope of this contract anticipates providing General Engineering Consulting (GEC) services for the project management and oversight of the I-64 Hampton Roads Bridge-Tunnel Expansion Project. The Scope of services mainly includes but is not limited to the following: The Consultant may be required to provide Project Office.

Duration of Contract: 8 years

Anticipated Classifications and associated responsibilities included in the RFP The following are the Key Personnel positions for this Project: 1) Consultant Contracts Manager - Management and Administrative lead for consultant

staff resourcing and contract management 2) Consultant Project Manager (P.E. Required) - Holds onsite leadership role for the

Project directly supporting VDOT’s Project Director to enable successful on-time and on-schedule delivery of the Project

3) Engineering Task Manager (VA P.E. Required) - Responsible for managing and

overseeing all Engineering Tasks 4) Construction Task Manager (P.E. Required) – Responsible for managing and

overseeing all Construction oversight tasks

6) Sr. Tunnel Engineer (P.E. Required or Equivalent International Certification) -

Responsible for providing technical assistance in the area of Tunnel Engineering leading Tunnel design concept and bridging documents development

7) Geotechnical Task Manager (P.E. Required) – Responsible for overseeing and

coordinating various geotechnical disciplines including but not limited to Tunnel Geotechnical engineering and Land Geotechnical exploration

8) Project Controls Manager - Responsible for managing all Project Controls tasks

including but not limited to Estimating, Scheduling, Risk Management, Claims Management, etc.

Conflict of Interest

The consultants and its team members will not be allowed to participate in ANY subsequent contracts (design and/or construction) related to this project. Negotiations

• For each classification, VDOT will negotiate fair and reasonable rates based on the position and associated responsibilities which will not be based solely upon individual’s actual salary included in the payroll information provided with the pre-award submittal.

• VDOT expects all individuals identified in the Expression of Interest and

MOA to remain on the Consultant’s Team for the duration of the procurement process and, if the consultant is awarded a contract, the duration of the contract.

Overtime, Travel & Escalation

Overtime • Consultant Personnel other than Construction Inspectors are not eligible for

overtime compensation for work hours exceeding 40 hours/week.

Travel • Travel calculated from assigned VDOT office location. • Travel calculated from Consultant’s office in Hampton Road’s District located

closest to VDOT Office where the work will be performed. • For firms without an Office in Hampton Roads District - Travel calculated from

the Prime Consultant’s office closest to the VDOT Office where the work will be performed.

Escalation • For AWP 1 (From Contract Execution to June 30, 2018) - Escalation rate of 0.75%. • For AWP 2 (From July 1, 2018 through June 30, 2019) - Escalation rate of 1.5%. • From AWP 3 onwards - Escalation rate published by VDOT.
