Theme: 'Farmers and how they benefit by being a part of the formal banking system'. The Reserve Bank of India (RBI) has barred SR Batliboi & Co, a member firm of EY, from auditing commercial banks for a year starting April 1, 2019. To boost digital transactions, the Reserve Bank of India (RBI) decided to remove charges levied by it for transactions processed in the RTGS and NEFT systems. In it's 2nd bi-monthly monetary policy review, the RBI reduced its repo rate by 25 bps to 5.75% to boost growth after GDP growth slowed to a five-year low of 5.8% last quarter. The Reverse repo rate under the LAF stands adjusted to 5.50 per cent, and the Marginal Standing Facility (MSF) rate and the Bank Rate to 6.0 per cent.

• The Reserve Bank of India (RBI) was observed Financial Literacy Week across the country from 3rd to 7th June 2019. − Theme: 'Farmers and how they benefit by being a part of the formal banking system'.

• The Reserve Bank of India (RBI) has barred SR Batliboi & Co, a member firm of EY, from auditing commercial banks for a year starting April 1, 2019.

• To boost digital transactions, the Reserve Bank of India (RBI) decided to remove charges levied by it for transactions processed in the RTGS and NEFT systems.

• In it's 2nd bi-monthly monetary policy review, the RBI reduced its repo rate by 25 bps to 5.75% to boost growth after GDP growth slowed to a five-year low of 5.8% last quarter. − The Reverse repo rate under the LAF stands adjusted to 5.50 per cent, and the Marginal

Standing Facility (MSF) rate and the Bank Rate to 6.0 per cent.

• The Reserve Bank of India (RBI) has revised its GDP growth forecast for the current fiscal to 7% from the earlier projection of 7.2%.

• The Reserve Bank of India (RBI) has diluted its earlier guidelines on bad loans and has now mandated banks to undertake a review of a borrower account within 30 days of default. − The resolution plan should be implemented by the lenders within 180 days after the initial

review period.

• The Reserve Bank of India (RBI) fined Kotak Mahindra Bank ₹2 crore for not furnishing details about the shareholding of its promoter and its plans for complying with stake dilution norms.

• The Reserve Bank of India (RBI) has relaxed the norms for no-frills accounts, directing banks to provide cheque books and other facilities to basic account holders.

• Over 53,000 cases of bank frauds worth ₹2.05 lakh crore were reported in India between 2008-09 and 2018-19, the Reserve Bank of India (RBI) recently revealed. − The highest of 6,811 cases were reported by the ICICI Bank involving ₹5,034 crore. − This was followed by the State Bank of India (SBI) which reported 6,793 cases worth ₹23,735

crore.

• The Reserve Bank of India (RBI) has asked banks to ensure their ATMs are fixed to a wall, pillar, or floor by September 30, 2019, to enhance their security. − Additionally, all ATMs shall be operated for cash replenishment only with digital One Time

Combination locks.

• The Reserve Bank of India (RBI) has imposed a ₹1-crore penalty on HDFC Bank for not complying with its KYC and anti-money laundering norms.

• The Reserve Bank of India (RBI) has launched an application titled Complaint Management System (CMS) on its website for lodging complaints against banks and NBFCs with a view to improve customer experience in timely redressal of grievances.

• The Reserve Bank of India (RBI) has urged citizens not to pay heed to rumors regarding the genuineness of coins of 50 paise, ₹ 1, ₹ 2, ₹ 5 and ₹ 10 denomination of various sizes, themes and designs.

• The Reserve Bank of India (RBI) said all data related to payments must be stored in systems located only in India and data processed abroad will have to be brought back to the country within 24 hours. − The RBI had issued a directive in April 2018 on 'Storage of Payment System Data'.

Other Banks • The Oriental Bank of Commerce has written to the Finance Ministry saying that it is ready for a

merger and proposed Indian Bank and Corporation Bank as possible partners.

• Indian multinational, public sector banking and financial services company Bank of Baroda has named businessman Vijay Kalantri (Chairman and Managing Director of Dighi Port), as a "wilful defaulter" along with his son Vishal Kalantri. − A bankruptcy court last month approved JNPT's resolution plan to buy Dighi Port for ₹853

crore.

• State-owned UCO Bank declared Yashovardhan Birla as a wilful defaulter after his company Birla Surya failed to repay loans of ₹ 67.65 crore.

• To ensure greater transparency and accountability, the Jammu and Kashmir Bank will now come under the purview of Right to Information Act and Central Vigilance Commission (CVC) guidelines.

• State-owned Punjab National Bank (PNB) has put on sale 6 Non-Performing Assets (NPAs) amounting to over ₹1,000 crore. − The reserve price for this has been fixed at over ₹341 crore.

• IndusInd Bank announced that its merger with Bharat Financial Inclusion (BFIL) will be effective from July 4. − The Hyderabad-based NBFC's current Chief Executive Officer (CEO) M R Rao will take charge

as the consolidated entity's CEO. Insurance • The government has reduced the total rate of contribution towards the Employees’ State Insurance

(ESI) scheme from 6.5% to 4% for the first time since 1997.

• Indian banking and financial services company HDFC is going to acquire Apollo Hospitals' entire 50.8% stake in Apollo Munich Health Insurance and 0.4% held by some employees for ₹1,347 crore. − After this deal, Apollo Munich is proposed to be merged with HDFC ERGO General Insurance

Company.

• The government is looking at demerging National Insurance Company, United India Insurance Company and Oriental Insurance Company into smaller units.

High Courts and Sessions Courts • The Punjab and Haryana High Court has accorded the status of "legal person or entity" to all

animals in Haryana, granting them the "corresponding rights, duties and liabilities of a living person". − The verdict comes nearly a year after Uttarakhand High Court passed a similar order "to

protect and promote greater welfare of animals".

• Botswana's High Court ruled in favor of decriminalizing same-sex relations, saying the colonial-era laws were discriminatory and unconstitutional.

• The Bombay High Court confirmed the Maharashtra government's decision to grant quota to Marathas in government jobs and educational institutions. − However, it said that the 16% quota is not justifiable and should be reduced to 12% or 13%.

Central Government • The government extended the ₹6,000 per year PM-KISAN scheme to all farmers in the country.

− The revised scheme envisages to cover around 2 crore more farmers increasing the coverage of PM-KISAN to around 14.5 crore beneficiaries.

• The Centre has shortlisted 5 cities, Delhi, Shimla, Mysore, Ahmedabad and Ranchi to hold National Programme of the International Yoga Day this year.

• Union Cabinet has accorded ex-post facto approval for the extension of the term of the Commission to examine the issue of Sub-categorization of Other Backward Classes by 2 more months upto 31st July this year.

• The Union Cabinet has approved the extension of President's rule in Jammu and Kashmir for another 6 months, beginning from July 3.

• The Central Government has approved the formation of Defence Space Research Agency (DSRO) to develop weapon systems and capability enhancing technologies for space wars.

• Government has decided to remove the requirement of minimum educational qualification for transport vehicle drivers.

• The government is considering selling controlling stakes in some of the smaller state-run banks to raise funds for the rural housing programme.

• The Government has set up 713 Krishi Vigyan Kendras and 684 Agricultural Technology Management Agencies at the district level in the country for dissemination of technologies among the farming community.

• The Centre is planning to launch a "One Nation One Ration Card" scheme for beneficiaries to access the Public Distribution System from any PDS shop in India.

• The Indian government is planning to build its Own Chat App and making its use by government employees compulsory for official communications to cut reliance on foreign firms and apps.

• The government has reduced interest rate on Small Savings Schemes, including Public Provident Fund (PPF), which will now fetch 7.9% interest rate for the July-September quarter, down from existing 8%.

States • The Rajasthan government has decided to ban production, distribution, advertisement and sale of

e-cigarette in the state.

• The Punjab government has decided to make it mandatory for all online aggregators to ensure that food supplied by them have hygiene rating as per the guidelines of Food Safety and Standards Authority of India (FSSAI).

• The state of Telangana (29th state of India) was celebrating the 5th anniversary of its foundation on June 2.

• Uttar Pradesh Chief Minister Yogi Adityanath imposed a ban on the use of mobile phones during cabinet meetings.

• Himachal Pradesh government has decided to provide 10 percent reservation to the Economically Weaker Sections among the general category.

• Delhi Chief Minister Arvind Kejriwal has announced women can travel free of cost on all DTC buses, cluster buses and metro trains.

• The Madhya Pradesh cabinet passed a resolution to increase the reservation quota for Other Backward Classes from 14% to 27%. − This is set to take the total reservation in the state to 63%, including the reservations for the

Scheduled Castes and the Scheduled Tribes. − However, 10% quota for the economically weaker sections takes the total to 73%.

• Meghalaya CM Conrad Sangma informed that the people of the state planted 1.5 million trees across all the 11 districts to mark the World Environment Day.

• Shops in Tamil Nadu will be allowed to stay open 24x7 on all days initially for a period of 3 years, as per the notification in Tamil Nadu Government Gazette. − It also mandates transport arrangements for women who work in night shifts.

• In a Cabinet meeting chaired by the Chief Minister Nitish Kumar, the Bihar government has approved the proposal to punish sons and daughters, who abandon their elderly parents, with jail term.

• The Karnataka government has announced that it will waive all eligible farm loans in one go.

• To curb the rise in road accidents, the Madhya Pradesh government has issued a directive that mandates buyers of two-wheelers to purchase two helmets and show the receipt to the Transport Department to get their vehicle registered.

• Assam Transport Minister Chandra Mohan Patowary launched the State Transport Corporation's Chalo app for Guwahati. − The app will help commuters to know about the live arrival time of their bus so they can plan

their travel accordingly.

• In a bid to promote Sanskrit, the Yogi Adityanath-led Uttar Pradesh government will now issue press releases in Sanskrit along with Hindi, English and Urdu.

• In Jammu and Kashmir, apart from performing its primary duty of providing security, the CRPF will launch a 'save environment' campaign during the up-coming Shri Amarnathji Yatra in the South Kashmir Himalayas which is starting from Jammu on June 30.

• Maharashtra government will soon launch the Chief Minister's Employment Generation Programme for Micro, Small and Medium Enterprises (MSMEs), which will create 10 lakh jobs in the next 5 years.

• The Himachal Pradesh (HP) government has made it compulsory for trekkers to carry a GPS (Global Positioning System) device to tackle any exigency.

• Unemployed youth having graduation or equivalent degree will be given unemployment allowance by Rajasthan government under Chief Minister Yuva Sambal Yojana. − Male applicants will get ₹3,000/month, while the Women and differently-abled will get

₹3,500/month.

• Mizoram's government has issued circular asking government employees to wear traditional dress to office voluntarily at least once a week.

• The Uttar Pradesh government has announced that Khadi uniforms will be introduced in the primary schools of some districts on a pilot project basis to promote the fabric among children.

• Bihar recently banned felling of trees, citing increasing pollution as well as a fatal heatwave. − Trees on private land, however, can be felled in the absence of a tree-protection Act in Bihar.

• Delhi chief minister Arvind Kejriwal has announced that the government is going to pay examination fee charged by CBSE from students in government schools from next year.

• To keep the state government better prepared to tackle natural disasters, Odisha Chief Minister Naveen Patnaik recently unveiled a Flood Hazard Atlas for the state.

• Finance Minister Nirmala Sitharaman announced that the number of wilful defaulters in Nationalized Banks increased by over 60% to 8,582 in five years to March 2019.

• In order to strengthen its 'anti-Romeo squads', Noida Police will issue red cards as warnings to men found harassing women in public by following them or passing comments.

• Chief Minister of Andhra Pradesh Y S Jagan Mohan Reddy decided to extend the "Amma Odi" (Mother's Lap) scheme to intermediate students.

• Uttar Pradesh state government has included 17 Other Backward Classes (OBC) castes in the Scheduled Castes (SC) list. − These castes include Kashyap, Mallah, Kumhar, Rajbhar and Prajapati among others.

• Gujarat government has decided to increase the Dearness Allowance (DA) of its over 9 lakh employees and pensioners by 3 per cent.

Place in the News • Puerto Williams (Chile) has become world’s southernmost city after its status upgraded from

hamlet to city. − Puerto Williams took over the title from Ushuaia (Argentina) which was world’s southernmost

city till recently.

• India's tallest rubbish mountain in New Delhi is on course to rise higher than the Taj Mahal in 2020. − The Ghazipur landfill rises nearly 10 metres a year and is already more than 65 metres high.

• Chaukhandi Stupa, an ancient Buddhist site located in Sarnath, Uttar Pradesh (UP) has been declared as ‘protected area of national importance’ by Archaeological Survey of India (ASI).

• A Dinosaur Museum and Fossil Park has opened in Gujarat’s Mahisagar district's Raiyoli village. This is the 1st such facility in our country and third in the world.

Personalities • Prime Minister Narendra Modi led around 30,000 people in Ranchi (Jharkhand) to mark the 5th

Brahma Kumar is at Red Fort. Defence and National Security • The Indian and French air forces will carry out a 2-week-long mega air exercise, Garuda,

beginning July 1 in France. − A fleet of Sukhoi-30 fighter jets of the Indian Air Force will engage in dogfights with France's

Rafale multirole aircraft in simulated scenarios.

• The “Kharga Prahar”, a major training exercise conducted by the Indian Army in Punjab was recently concluded.

• The armies of India and Myanmar carried out ‘Operation Sunrise 2’, a 3-week-long coordinated operation in their respective border areas to bust terror camps.

• Indian Coast Guard is co-hosting an International Workshop in New Delhi to deepen knowledge on issues related to piracy and armed robbery. − The 2-day workshop is being organized in cooperation with the Regional Cooperation

Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP).

• The Indian Navy has deployed its warships in the Gulf of Oman and the Persian Gulf to reassure the Indian vessels operating and transiting in the region.

• On the occasion of 5th International Yoga Day, Indo-Tibetan Border Police (ITBP) personnel performed Yoga at an altitude of 18,000 feet in northern Ladakh at -20° Celsius temperature.

• Indian Navy launched ‘Operation Sankalp’ in Persian Gulf and Gulf of Oman to reassure safe passage of Indian flagged vessels transiting through area.

• The Air strike by the Indian Air Force (IAF) on a terrorist training camp in Balakot, Pakistan, was code-named ‘Operation Bandar (Monkey)’.

• India successfully test-fired indigenously developed nuclear-capable missile Prithvi-II as part of a user trial by the Army from a test range off the Odisha coast.

Committees/Commissions • The Reserve Bank of India (RBI) constituted a 6 member committee to review existing state of

mortgage securitization in India and suggest measures to develop market further. − Head of this Committee: Harsh Vardhan (Senior Advisor, Bain & Company)

• The RBI also constituted a 6 member task force to suggest policy and regulatory interventions required for development of secondary market in corporate loans, including loan transaction platform for stressed assets. − Head of this Task force: T N Manoharan (Canara Bank Chairman)

• Former ISRO chief Dr. Kasturirangan led Committee submitted the draft National Educational Policy (NEP) to HRD Minister Ramesh Pokhriyal Nishank in New Delhi.

− The policy draft recommends incorporation of Indian knowledge systems in the curriculum, constituting a National Education Commission and curbing arbitrary fees hikes by private schools.

• To encourage digital payments, the Nandan Nilekani committee has suggested a host of measures, including elimination of charges, round the clock RTGS and NEFT facility and duty-free import of point-of-sales machines.

• Prime Minister Narendra Modi has set up 2 new cabinet committees to increase economic growth, investment and employment opportunities. − A 5-member Cabinet Committee on Investment and Growth includes Home Minister Amit

Shah, Finance Minister Nirmala Sitharaman, Road Transport and Highway Nitin Gadkari and Railway Minister Piyush Goyal.

− Another 10 members ministerial panel is also formed focusing on employment and skill development. The Panel also includes Amit Shah, Nirmala Sitharaman, Piyush Goyal and Nitin Gadkari.

• The Centre has reconstituted 8 Cabinet Committees including the Appointment Committee of the Cabinet, among others and Union Home Minister Amit Shah is part of all these committees. − Of the 8 Cabinet Committees, PM Narendra Modi is part of 6 committees.

• Andhra Pradesh Chief Minister Y S Jagan Mohan Reddy announced that he is going to appoint 5 Deputy Chief Ministers under him, one each from SC, ST, BC, minority and Kapu communities.

• The Reserve Bank of India (RBI) constituted a 6-member committee to review the ATM interchange fee structure. − Head of the Committee: V G Kannan (Chief Executive of Indian Banks’ Association)

• The Bimal Jalan committee, which is reviewing the size of capital reserves the RBI should hold, delayed submitting its report again due to a difference of opinion.

• The Securities and Exchange Board of India (SEBI) has set up a panel to review current framework of margins in the futures and options (F& O) derivative segment. − The panel will be headed by the National Stock Exchange (NSE) Clearing Ltd., and will submit

its recommendations to Secondary Market Advisory Committee.

• To give Micro, Small and Medium Enterprises (MSMEs) a leg up, an RBI panel has recommended establishing a ₹5,000-crore distressed assets fund, setting up a non-profit special purpose vehicle (SPV) to support crowd-funding, and doubling the limit for banks to extend loans without collateral to ₹20 lakh. − The expert committee on MSMEs was headed by : UK Sinha (former SEBI Chairman)

• The Government has constituted an 18 member Working Group for the revision of the current series of Wholesale Price Index. − Chairman of the working group: Prof. Ramesh Chand (Member, Niti Aayog)

Schemes/Initiatives • The Union Cabinet chaired by PM Narendra Modi approved a scheme to control the Foot and

Mouth Disease (FMD) and Brucellosis, two diseases which are common amongst the livestock. − The scheme has a total outlay of ₹13,343 crore.

• The Cabinet in its first meeting chaired by PM Narendra Modi approved a new scheme, which assures minimum monthly pension of ₹3,000 to all Shopkeepers, Retail traders and Self-employed persons after attaining age of 60 years.

• PM Narendra Modi and Kyrgyzstan President Jeenbekov jointly inaugurated Indian-Kyrgyz Business forum.

• Farmers will have to contribute 100 rupees per month under the Pradhan Mantri Kisan Pension Yojana that seeks to provide a minimum fixed monthly pension of 3,000 rupees on the attainment of 60 years. − The central government will also contribute an equal amount to the pension fund to be

managed by the LIC, which will be responsible for the pension payout.

• The Kaleshwaram Lift Irrigation Project in Telangana was inaugurated by the state's Chief Minister K Chandrashekar Rao. − This project is believed to be the largest multi-stage, multi-purpose lift irrigation project in the
