he General Aviation Manufacturers Association (GAMA) represents approximately 50 of the world’s leading manufacturers of fixed-winggeneral aviation airplanes, engines, avionics, and components. In additionto building nearly all the general aviation airplanes flying today, GAMAmember companies also operate aircraft fleets, airport fixed-basedoperations, pilot training and maintenance technician training facilitiesworldwide.

• Over 211,000 general aviation airplanes, ranging from two-seattraining aircraft to intercontinental business jets, are flyingin the U.S.

• General aviation directly contributes more than $41 billionannually to the U.S. economy.

• In the U.S., general aviation aircraft fly over 29 million hours(nearly two times the airline flight hours), and carry 166 millionpassengers annually.

• Nearly 70 percent of all hours flown by general aviation aircraftare for business purposes.

• More than 5,000 communities rely exclusively on general aviationfor their air transportation needs (scheduled airlines serve lessthan 500).

• General aviation is the primary training ground of mostcommercial airline pilots.

Headquartered in Washington, DC, GAMA represents the interests of itsmembers before the United States Congress, the Department of Transporta-tion, the Federal Aviation Administration, the National Aeronautics andSpace Administration, the Transportation Security Administration, andother federal and state government agencies directly concerned with the airtransportation system. It also maintains close working relationships withother associations representing various facets of the aviation community.

Through its public information and education programs, GAMA promotesbetter understanding of general aviation and the important role it playsboth in the national economy and in serving the transportation needs ofcompanies and individuals worldwide.

PROMOTE SAFETY

Safety is the foundation of our industry and our association.Through its Safety Affairs Committee, GAMA will work withthe FAA and the NTSB to identify adverse trends, developand implement appropriate interventions, and widelydisseminate important safety information.

ENHANCE GA SECURITY

Since 9-11, the general aviation community has workedtirelessly to prevent inappropriate use of general aviationaircraft. While many recommendations have already beenimplemented, continuous improvement is necessary.Through its Security Issues Committee, GAMA will continueto work with industry groups, independent experts, and thefederal government to identify and develop practical andeffective solutions for enhancing general aviation security.

PRESERVE ACCESS TO AIRPORTS AND AIRSPACE

The ban on general aviation flights at Reagan NationalAirport and the proliferation of Temporary Flight Restric-tions (TFRs) are clear reminders that general aviation’s accessto airports and airspace cannot be taken for granted. Inorder to ensure general aviation continues to function asa vital link in our nation’s transportation system, and adynamic engine for our economy, GAMA will work topreserve GA access to airports and airspace and enhanceunderutilized general aviation airports.

EXTEND BONUS DEPRECIATION

Bonus depreciation, which allows companies to depreciateup to 50 percent of their new general aviation airplane inthe first year of ownership, has proven to be a powerfulincentive for airplane sales. Unfortunately, bonus deprecia-tion will expire on January 1, 2005, unless Congress acts toextend it. GAMA’s top legislative priority for the year will bean extension of the bonus depreciation deduction and theelimination of its placed-in-service requirement.

EXPAND AIR TRANSPORTATION CAPACITY

In order for aviation to reach its full potential and providemaximum benefit to the U.S. economy, the air transporta-tion system must have sufficient capacity to meet projecteddemand. Through its Flight Operations Committee, GAMAwill assist the FAA in implementing its Operational Evolu-tion Plan (OEP). GAMA will also ensure the OEP is consis-tently updated to reflect technological advances, includingthose generated by new aircraft, engine and avionics designs.

IMPROVE CERTIFICATION PROCESS

Through its Technical Policy Committee and participationin industry/government working groups, GAMA willconstantly improve and refine the processes and standardsused to certify aviation products. Aircraft certificationstandards and processes should be uniformly acceptedthroughout the world.

FACILITATE AVIATION RESEARCH

General aviation manufacturers invest heavily in researchand development. However, some high-risk, pre-competitiveresearch is simply beyond the capacity of commercialenterprises. The federal government has historically playedan important role in advancing this type of aviation re-search, but that role has declined in recent years. GAMAwill work to reverse this negative trend by encouraging andfacilitating NASA and FAA research in areas where technol-ogy roadblocks keep innovative products from coming tothe general aviation market. Where appropriate, researchfunding for high-risk aviation research may be shared bymultiple nations.

FOSTER INTERNATIONAL MARKETS

Through its International Affairs Committee, GAMA willshape international aviation and trade policies so they fosterthe manufacture, sales and operation of general aviationairplanes around the world.

ASSIST JOINT PLANNING AND DEVELOPMENT OFFICE

Acting upon a recommendation of the Commission on theFuture of the U.S. Aerospace Industry, the federal govern-ment has established a Joint Planning and DevelopmentOffice (JPDO) to transform our air transportation systemto meet long-term needs. Achieving this vision requires astrong industry/government partnership. GAMA stronglysupports the mission of the JPDO and will assist theorganization in meeting its mandate.

ADVOCATE BENEFITS OF GA

Many people are not fully aware of the benefits generalaviation brings to their lives, regardless of whether or notthey ever fly in a GA airplane. Through its CommunicationsCommittee, GAMA will educate policy makers, opinionleaders and the general public about the vital role generalaviation plays in our national economy and air transporta-tion system.

hose of you familiar with GAMA’s Annual Industry Review and OutlookBriefing know that our format calls forme to review the key general aviationstatistics from the year just ended.GAMA Chairman, Clay Jones, will thenprovide our outlook for the year ahead.

BillingsEach year, we begin our review of thekey statistics with a look at generalaviation billings.

Total industry billings fell 15.5 percentin 2003 to $9.99 billion.

Billings for only those general aviationairplanes manufactured in United Statesfell 16.7 percent to $6.43 billion.

Although 2003 was the worst year for GAbillings since 1998, it still ranks as thefifth best year for billings in the historyof general aviation. That is a testamentto the kind of growth this industry hasexperienced over the past decade.

ShipmentsDespite the nearly 16percent drop in GAbillings, total shipmentsof general aviationairplanes held steady at2,686 units in 2003—down just one airplanefrom the previous year.

Shipments of U.S. manufactured generalaviation airplanes fell 3.2 percent—from2,207 planes in 2002 to 2,137 planeslast year.

Piston ShipmentsThe reason the shipment numbers wereable to remain constant in the face ofdeclining billings was the strength of thepiston-engine market. Through the firstthree quarters of 2003, GAMA reportedthat piston shipments were only slightlyahead of 2002 totals. But with a verystrong fourth quarter, piston shipmentsfinished the year up a whopping 9.5percent to a total of 1,896 airplanes.

Shipments of U.S. manufactureredpiston airplanes increased 6.3 percentto 1,590 units.

Turboprop ShipmentsTurboprop shipments were down 2.9percent in 2003, to 272 units.

U.S. manufactured turboprops dropped12.8 percent from 187 units in 2002 to163 units in 2003.

Business Jet ShipmentsBusiness jet shipments fell substantiallyin 2003, down 23.4 percent to 518 units.

Shipments of U.S. manufactured jetswere down 26.7 percent to 384 units.

The weakness in the business jetsegment is the primary reason for thedecline in GA billings.

In some respects, 2003 is almost themirror opposite of 2001. You will recallthat back then, a robust business jetmarket led to increased industrybillings. But a weak piston airplanemarket caused total industry shipmentsto decline. This past year, just theopposite happened. Billings were downbecause of a weak business jet market,but total industry shipments were stablebecause of a strong piston market.

The lesson appears to be that businessjets drive billings and piston airplanesdrive shipments.

ExportsExports of U.S. manufactured generalaviation airplanes fell again last year.

Billings for exported airplanes dropped38.5 percent and the number ofexported airplanes fell 9.7 percent.

For U.S. manufacturers, the exportmarket accounted for 18.8 percent oftheir total billings and 15.7 percentof their total shipments.

EmploymentAlthough the economy continued torecover last year, job losses continued in

many industries. Unfortunately, generalaviation was no exception. Employmentat GAMA member companies fell in2003, down 10.3 percent from their2002 level.

Used Airplane MarketThe size of the used airplane market isa key gauge as to the strength of thegeneral aviation market. The mostconcrete numbers available for usedGA airplanes are those related to theturbine market.

According to statistics provided byAMSTAT, in December 2002 nearly 16percent of the business jet fleet was onthe market. In the spring, we saw themarket balloon to about 18 percentbefore shrinking to about 15 percent bythe end of the year. So the used marketis now clearly moving in the right direc-tion. However, it is still larger than itshistorical average of around 12 percent.

Student PilotsAccording to statistics provided by theFAA, student pilot population actuallygrew 1.5 percent in 2003. That is prettyimpressive considering that in 2003we had, among other things, a weakeconomy and war.

Fractional Ownership ProgramsFractional ownership continued to growin 2003. Again, using preliminary dataprovided by AvData, Inc., the numberof individuals and companies in theUnited States that own a fractional shareof an airplane increased approximately6.7 percent last year from 4,232 to 4,515.

The number of airplanes in fractionalprograms grew just over 6.1 percent in2003, from 776 to 823.

GAMA member companies are reportingthat approximately 10 percent of theirtotal turbine deliveries last year went tofractional programs.

SafetyThe NTSB’s preliminary 2003 statisticson the number of general aviationaccidents indicate that GA accidentsincreased by about one half of onepercent. Fatal accidents were up justunder two percent.

Although the NTSB’s accident rates werenot available at press time, we believesome of the increase in total accidentscould be attributed to increasing activityin some segments of GA, especiallyduring the last quarter of 2003.

I would also point out that AIR, Inc.recently reported that 68 percent of thepilots hired by commercial airlines lastyear came from general aviation. So, thesize of the student pilot population isnot just important to the future ofgeneral aviation, but to our entire airtransportation system.

Flight ActivityAnother encouraging statistic from 2003comes in the area of flight activity.

Here again, the most concrete numbersthe FAA has for 2003 are those relatedto business jet operations at the nation’slarge airports. In this category, flightactivity was up approximately 1.2percent.

Corporate AircraftOperatorsAccording to statistics providedby AvData Inc., the total numberof corporate operators worldwideincreased approximately 4.3percent last year. At the end of2003 there were 14,555 corporate

operators in the world utilizing a fleetof 23,121 aircraft.

In the United States alone, there were10,661 operators utilizing a fleet of15,870 aircraft at the end of last year.

LegislationFinally tonight, since this is Washington,I thought it might be appropriate toinclude in our annual review a look atthe general aviation legislation that waspassed last year.

Indeed, 2003 was a significant legislativeyear for general aviation.

In May, The Job Creation and WorkerAssistance Act was signed into law. Itincluded a substantial increase in bonusdepreciation which has proven to be amajor sales incentive for manufacturers.In fact, some GAMA Directors are callingbonus depreciation the most helpfullegislation for GA sales since theGeneral Aviation Revitalization Act.

We also passed a major FAA reauthoriza-tion bill that was extremely positivefor general aviation. You have all heardthe litany of pro-GA provisions in thebill—everything from formation ofthe Joint Planning and DevelopmentOffice recommended by the AerospaceCommission to the Meigs legacylanguage pushed by AOPA.

ConclusionLooking back on 2003, it was clearly achallenging year for manufacturers. Still,there were some real bright spots—likethe substantial increase in piston ship-ments—which we hope will prove to bethe building blocks of a better 2004. •

SecuritySecurity remains a top priority forgeneral aviation and presumably everyother industry in the United States.In 2003, the Transportation SecurityAdministration (TSA) asked GAMA toco-chair a diverse working group onGA airport security. The group wascomposed of just about every generalaviation association plus a number ofGA airport managers and state aviationofficials. The goal was to develop acatalog of possible security improve-ments that airport owners, tenants andaircraft operators might find useful inassessing security at their airport. Theworking group completed its work andpresented its final report to the TSA inNovember. Copies of the report areavailable on GAMA’s website.

In addition to detailing possible securityimprovements, the report also describesthe numerous security improvementsgeneral aviation has already instituted.These programs include a nationwide,24-hour, toll-free phone number toreport suspicious activity at any GAairport, a trial program developed byNBAA for vetting and training forcorporate pilots at selected airports, newrequirements for screening passengerson chartered aircraft, procedures forcontrolling student pilots’ access toaircraft at flight schools and methodsof securing agricultural aircraft.

Specifically, GAMA developed guide-lines that aircraft sellers can use toidentify suspicious aircraft purchases.

No GA aircraft has ever been used in aterrorist attack and the general aviationcommunity is determined to keep itthat way.

he shipment and billing numbers just shared with you are hardly causefor celebration. But when you talk tothe CEOs, you find they are generallyupbeat and optimistic. Why?

Because we believe we are turning thecorner on one of the most challengingmarket cycles in aviation history. Manu-facturers expect 2004 to be a year ofstabilization that sets the stage for aperiod of sustained growth. A numberof factors support that belief.

Growing EconomyThe largest driver of general aviationsales has always been the economy—and the economy certainly appearsto be on the rebound. Growth in thefourth quarter of ’03 was particularlystrong and most economists areprojecting this year’s growth rateto be around four percent.

Honeywell has studied the data andthey have found empirical evidenceshowing airplane sales strengthenwhen the economy grows in excessof three percent over an extendedperiod—roughly three consecutivequarters. If that model holds and the

economy grows as expected, it certainlybodes well for our industry’s prospects.

Increasing OrdersAnother reason for our optimism isthat orders for new aircraft are already

picking up. We really began to see anup turn in orders last June when bonusdepreciation was increased to 50 percentand we believe the incentive is contin-uing to stimulate sales.

The OEMs all have numerous examplesof bonus depreciation causing custom-ers to accelerate the timing of theirpurchase, to buy new rather than used,or in some cases, buy a larger modelthan they originally considered.Because bonus depreciation has hadsuch a positive impact on sales,extending the incentive beyond thecurrent year is GAMA’s top legislativepriority for the year.

Strong Piston ShipmentsIt is also a very good sign that pistonshipments are up. Pistons were thefirst segment of general aviation tofeel the downturn in 2001. We believethe impressive strength of the pistonsegment in 2003 is an early indicatorof a broader turnaround in all segmentsof general aviation.

Improving Used MarketA reduction in the number of newerbusiness jets available in the usedmarket is also a positive indicator. In hispresentation, Ed gave some statistics onthe total used business jet market. Butwhen OEMs look at the used market,they primarily focus on just the number

of relatively new aircraft for sale—thoseplanes less than about 8 to 10 years old.

Either because of their high operatingcosts or the amount of money thatwould be required to update the olderaircraft to meet current regulations likeReduced Vertical Separation Minima(RVSM), many of the older used aircraftare not really viewed as competition fornew models. In fact, some of the olderused aircraft are unlikely to ever returnto the active fleet.

As of December, only about 20 percentof the used jet market was comprised ofaircraft less than 10 years old—which isnot too far out of line with historicalfigures. Moreover, the prices of thesenewer used jets have stabilized so thegap between used and new has narrow-ed and that is a positive development.

Reasonable AlternativeThe increased amount of time it takes tofly on commercial airlines is a macrotrend that we believe will drive generalaviation sales in the future. Traffic toand from congested airports, longcheck-in and/or security lines, reduc-tions in flight frequencies and theelimination of service to many smallercommunities are all combining to makeit more difficult for people to rely oncommercial airlines to meet their needfor time-sensitive travel. We thinkgeneral aviation offers these travelers apractical solution.

Many people also appreciate theinherent security attributes of generalaviation, including the establishedrelationships with fellow passengers.

International DevelopmentGeneral aviation will also be helped bythe push for economic development inemerging countries. China is a goodexample. The Chinese government hassaid that it would like to promote theeconomic development of WesternChina. The problem they face is thatWestern China does not have a stronghighway or railroad system.

In this situation it makes sense for theChinese to look to aviation foreconomic development. Buildingairports is faster and less expensive thandeveloping extensive highway and railsystems, and the Chinese understandthis. In fact, they have announced plansto dramatically expand their airportinfrastructure by building nearly 100new airports over the next six years.

General aviation is not going toboom overnight in Asia, but it willgrow and it will ultimately growsignificantly. The benefits associatedwith general aviation are simply toogreat for countries like China to ignoreover the long haul.

Meeting Customer NeedsFinally, of all the fundamentals thatpoint toward a bright future for generalaviation, the one that I am the mostexcited about is the way this industry israpidly adapting to meet the changingneeds and expectations of our customers.

You know, it wasn’t that long ago that thefull spectrum of general aviation aircraftwas fairly narrow. Ten years ago we werenot a “one-size fits all industry” but wewere pretty limited in our offerings.There were pistons, turboprops and only

about three categories of business jets.And there were just a couple ofproduction models in each of thesecategories. Things are different today.

New TechnologiesIn the piston market, for example, thereare not just new models of aircraft butnew companies building them. We arealso seeing new materials and dramati-cally improved avionics including glasscockpits and PFDs. Today’s pistonplanes have more CNS capability thansome of the jetliners did ten years ago.

In the business jet market, the spectrumof airplanes has been pulled at bothends; with new entry level jets on oneside and ultra long range aircraft andbizliners on the other.

That spectrum is going to get stretchedeven more in 2006 when the so-calledmicrojets begin coming to the market.

The product spectrum has also filled-insignificantly, with new categoriessqueezing between existing ones.

Utilization OptionsWhen you combine this wide range ofaircraft with evolving ownership andutilization options like fractionalprograms and jet cards or even theinnovative shared-ownership programsthat are developing for piston planes,you begin to see an industry that canoffer its customers options that aremore tailored to their particular needs.

By providing people more customizedsolutions to their travel needs, webelieve general aviation is becominga more practical and relevant formof transportation to an even broadersection of the general population.

That is great news for everyone.General aviation enables greater indi-vidual mobility—and greater individualmobility means more economic develop-ment, better communications, andstronger relationships.

ChallengesOf course, the future growth of generalaviation cannot be taken for granted—good things don’t happen without effortand vigilance. We need only look as faras Reagan National Airport or theWashington Air Defense IdentificationZone (ADIZ) to see just how threatenedour access to airports and airspace is.If the ban on general aviation at ReaganNation Airport or restrictions in theWashington ADIZ begin to multiply,they could really decimate this industry.

ConclusionChallenges like these underscore why it isimperative for general aviation to have astrong and effective lobby. I am pleasedthat this year, in addition to GAMA’stalented professional staff, I will be work-ing with an outstanding executive com-mittee that is committed to improvingthe overall health of the industry.

And as you all know, GAMA is not alonein its efforts to promote aviation. I amencouraged by the superb workingrelationships GAMA has with the otheraviation associations in the GeneralAviation Coalition and the Aviation andSpace Stakeholders Coalition.
