Die Wes-Kaap Onderwysdepartement (WKOD) is ʼn gelykegeleenthede-
regstellende-aksiewerkgewer. Dit is ons voorneme om
verteenwoordigendheid (ras, geslag en gestremdheid) op alle vlakke in die
departement te bevorder.
INSTRUKSIES
Hierdie verklarende dokument het ʼn verskeidenheid gebruike en word aan
potensiële kandidate, skoolprinsipale, beheerliggame en al die WKOD-
personeel in enige rol of kapasiteit wat by die werwing en keuringsproses
betrokke is. Alle belanghebbers, en spesifiek kandidate, word aanbeveel om
die hele dokument te lees.
1. INLEIDING
1.1 Spesiale Vakaturelys 3 van 2015 bevat slegs advertensies vir prinsipale
en adjunkprinsipale.
1.2 Alle vakatures wat in Spesiale Vakaturelys 3 van 2015 geadverteer
word, is OOP.
1.3 Dit is die prinsipaal se verantwoordelikheid om seker te maak dat die
personeel sowel as die beheerliggaam ten volle ingelig is oor die
inhoud van hierdie voorwoord. Dus moet dit gedupliseer en versprei
word.
1.4 Enige navrae oor ʼn pos wat in hierdie vakaturelys geadverteer is, moet
gerig word aan die spesifieke skool wat die pos geadverteer het.
1.5 Die advertensienommer moet in alle korrespondensie aangehaal
word.
1.6 Die plaas van ʼn advertensie impliseer nie dat die vul van daardie pos
deur die WKOD gemagtig sal word nie. Die WKOD behou die reg om
enige pos wat nie gevul kan word nie, as gekanselleer te beskou.
1.7 Die datum van aanstelling ten opsigte van poste wat in hierdie
Spesiale Vakaturelys geadverteer word, is 01 April 2016 of ʼn vroeër of
later datum soos deur die WKOD bepaal.
2. ADVERTENSIES

3. AANSOEKE
3.1 Aansoeke moet deur middel van die e-Werwingstelsel vir Opvoeders
gedoen word. Die Stelsel is webgebaseerd en toegang kan via die
internet verkry word by http://wced.school.za/home/home.html (klik
op “Vacancies” op die webwerf se tuisblad om toegang tot die Stelsel
te verkry.)
3.2 Die Stelsel maak staat daarop dat kandidate hul curricula vitae (CV’s)
op die Stelsel vaslê voordat hulle aanlyn vir poste aansoek doen.
3.3 Die curricula vitae word aanlyn bewaar en kan aanlyn geredigeer
word.
3.4 Aansoekers moet ’n kort dekbrief en minstens twee onlangse
getuigskrifte oor die aansoeker se karakter en onderrigvermoë oplaai.
Een van die getuigskrifte moet minder as ʼn jaar gelede geskryf wees.
3.5 Vir elke aansoek wat voorgelê word, sal die Stelsel onmiddellik ʼn brief
(e-pos) genereer wat die ontvangs van ʼn aansoek om ’n pos sal erken.
3.6 Aangeheg by hierdie voorwoord is ʼn stapsgewyse gids vir die maklike
gebruik van die Stelsel.

3.7 Aansoekers wat ʼn PERSAL-nommer het, moet seker maak dat dit
ingesleutel word wanneer op die Stelsel geregistreer word. Die Stelsel
sal ʼn unieke identifikasienommer toeken aan aansoekers wat nie ʼn
PERSAL-nommer het nie.
3.8 Aansoekers moet seker maak dat die korrekte advertensienommer
gekliek word wanneer aanlyn om ʼn pos aansoek gedoen word.
3.9 Die WKOD aanvaar nie verantwoordelikheid wanneer aansoekers om
verkeerde poste aansoek doen nie.
3.10 Gedrukte aansoeke en aansoeke per faks sal nie oorweeg word nie.
3.11 Kommunikasie sal beperk word tot die aansoekers wat gekortlys word.
Indien ʼn gekortlyste aansoeker in besit is van 'n buitelandse kwalifikasie
word die tersaaklike evalueringsertifikaat van die Suid-Afrikaanse
Kwalifikasie-owerheid (SAKO) vereis.
3.12 Die sluitingstyd en -datum vir die vaslê van aansoeke is 24:00
(middernag) op 12 November 2015. Die WKOD aanvaar nie
verantwoordelikheid vir aansoeke wat nie betyds vasgelê is nie en sal
nie laat aansoeke oorweeg nie.
3.13 Aansoekers moet daarop let dat CV’s nie op die Stelsel gelaai moet
word nie.
4. ONDERHOUDE
4.1 Indien aansoekers vir ʼn onderhoud genooi word, moet hulle die
volgende dokumente met hulle saamneem:
4.1.1 Gewaarmerkte afskrifte van diploma- en graadsertifikate
(oorspronklike dokumente sal nie terugbesorg word nie).
4.1.2 Gewaarmerkte afskrifte van die twee getuigskrifte wat aanlyn
opgelaai is. Sien paragraaf 3.4 hierbo.
4.1.3 Gewaarmerkte afskrifte van hul Suid-Afrikaanse Raad van Opvoeders
(SARO) -sertifikaat, wat aandui dat die aansoeker by SARO
geregistreer is.
4.1.4 Aansoekers wat nie-Suid-Afrikaanse burgers is, moet ook die
dokumentasie aanheg soos aangedui in paragraaf 5.1 hieronder.
4.2 Opvoeders van ʼn ander provinsie, of wat voorheen in ʼn ander
provinsie aangestel was, kan versoek word om op ʼn later tydstip ʼn

diensrekord, gewaarmerkte afskrifte van hul kwalifikasies en hul laaste
salarisadvies aan die WKOD voor te lê.
5. VEREISTES VIR AANSTELLING
5.1 BURGERSKAP
Nie-Suid-Afrikaanse burgers wat vir ʼn onderhoud gaan, moet die
vereiste dokumentasie met betrekking tot hul burgerskap, wat deur die
Departement van Binnelandse Sake uitgereik is, aan die
onderhoudpaneel voorlê.
5.2 AANSOEKE VAN OPVOEDERS WAT OP MEDIES GRONDE ONGESKIK
VERKLAAR IS
Aansoekers wat op mediese gronde ongeskik verklaar is, sal slegs vir
aanstelling oorweeg word indien hulle geskrewe bewys van die WKOD
het dat hul permanente heraanstelling in die onderwysprofessie
goedgekeur is. Indien sodanige aansoeker vir ʼn onderhoud genooi
word, moet ʼn gewaarmerkte afskrif van die brief wat sy of haar
heraanstelling goedkeur aan die onderhoudpaneel voorgelê word.
5.3 ERVARING
Die minimum ervaring wat vir aansoeke vereis word, is soos volg:

LET ASSEBLIEF OP DIE VOLGENDE:
Minstens twee jaar van die voorgeskrewe ervaringstydperk moes
binne die grense van Suid-Afrika deurgebring gewees het of by ʼn
onderwysinrigting wat deur een van die vorige
onderwysdepartemente erken is.
Ervaring as departementshoof, adjunkprinsipaal of prinsipaal sal ʼn
aanbeveling vir aanstelling as prinsipaal wees.

5.4 BEVOEGDHEIDSASSESSERINGS
ʼn Bevoegdheidsassessering en Ontwikkelingsinstrument is spesifiek
vir prinsipale en adjunkprinsipale ontwikkel.
Die instrument is kosteloos aan skole/beheerliggame beskikbaar.
Wanneer prinsipaal- en adjunkprinsipaalposte gevul word, word
aanbeveel dat keuringskomitees die instrument gebruik as deel
van die instrumente wat tydens die werwing- en keuringproses
toegepas word.
5.5 KWALIFIKASIES
5.5.1 Om vir aanstelling in aanmerking te kom, moet alle aansoekers ten
minste oor ʼn erkende driejaarkwalifikasie (ROKW 13) beskik, wat
toepaslike onderwysopleiding moet insluit.
5.5.2 ʼn Nagraadse kwalifikasie sal ʼn aanbeveling vir aanstelling as prinsipaal
wees. ʼn Vierjaarkwalifikasie (ROKW 14) sal ʼn aanbeveling vir aanstelling
as adjunkprinsipaal wees.
5.5.3 Die evaluering van ʼn onderwyser se kwalifikasies om te bepaal of hy of
sy geskik is vir aanstelling en wat sy of haar relatiewe
onderwyskwalifikasiewaarde (ROKW) is, sal gedoen word
ooreenkomstig die maatreëls soos in die dokument Evaluation of
Qualifications for Employment in Education vervat. Waar aansoekers
nie voldoen aan die vereistes (ROKW 13) nie, maar dit nietemin
noodsaaklik is om hulle aan te stel, sal sodanige gevalle as individuele
verslappings van die vereistes beskou word en die suksesvolle
aansoekers sal ooreenkomstig die toepaslike laer salariskategorieë
besoldig word.
Let wel: Buitelandse kwalifikasies is onderhewig aan evaluering deur
die Departement van Hoër Onderwys en Opleiding in Pretoria.
5.6 REGISTRASIE BY SARO
5.6.1 Registrasie by SARO is verpligtend.
5.6.2 ʼn Gewaarmerkte afskrif van ʼn aansoeker se SARO-registrasiesertifikaat
moet voor of met aanstelling aan die WKOD voorgelê word. Dit
beteken dat ʼn beheerliggaam nie ʼn aansoek slegs op grond van die
nievoorlegging van ʼn SARO-sertifikaat mag elimineer nie – dit is na
goeddunke van die werkgewer.

5.6.3 Indien die aansoeker nie in besit is van ʼn gewaarmerkte SARO-
sertifikaat nie, sal een van die volgende aanvaar word:
(a) Erkenning van ontvangs vanaf SARO om aan te dui dat die
aansoeker voor die sluitingsdatum vir aansoeke vir poste wat in
hierdie vakaturelys geadverteer word om sy of haar SARO-
sertifikaat aansoek gedoen het;
(b) Enige ander bewys wat van SARO verkry is dat die aansoeker
geregistreer is; of
(c) ʼn Gewaarmerkte afskrif van die aansoeker se laaste
salarisadvies waarop ʼn aftrekking vir SARO-registrasie en die
SARO-registrasienommer aangedui word.
5.7 TAALVAARDIGHEID
Die taalvaardigheid van die aansoeker moet bepaal word deur die
beheerliggaam en/of die onderhoudkomitee.
5.8 BEROEPSVAARDIGHEID
5.8.1 Tydens die keuringsproses (onderhoud, aanbieding, skriftelike verslag)
moet spesifieke vrae gestel word om te bepaal of die aansoeker in
staat sal wees om die akademiese, professionele en administratiewe
fasette van die pos te hanteer. Die kringspanbestuurder kan vir
bystand in hierdie verband genader word.
5.8.2 Die keuringsproses vir prinsipale en adjunkprinsipale moet die
volgende insluit:
Oorweging van bewys van aansoeker se sukses in skoolverbetering
in sy of haar huidige pos of vorige skole;
Onderhoude met gekortlyste aansoekers;
ʼn Aanbieding deur elke aansoeker oor hoe hulle te werk sal gaan
om die skool se akademiese uitslae en reputasie te verbeter;
Ongesiene taak wat voor die onderhoud deur die aansoeker op ʼn
rekenaar gedoen word; en
Onderhoude, selfs al is dit telefonies, met referente.
6. SALARIS
6.1 Die salaris van ʼn suksesvolle aansoeker word bepaal deur die
Personeeladministrasiemaatreëls, huidige voorskrifte en verwante
ooreenkomste van die Raad op Arbeidsverhoudinge in die Onderwys.
6.2 ʼn Afgeleënheidstoelae is aan toepaslik gekwalifiseerde opvoeders by
sekere goedgekeurde skole betaalbaar.

7. Die adverteer van alle poste in hierdie vakaturelys word gedoen
behoudens die Wes-Kaap Onderwysdepartement, en is aan verdere
besluite van die Raad op Arbeidsverhoudinge in die Onderwys
onderhewig.
8. ALGEMEEN
8.1 Beheerliggame moet die volgende in gedagte hou:
(a) Die onderwysunies moet vyf (5) werksdae voor die tyd in kennis
gestel word van die datum, tyd en plek vir:
(i) die oopmaak van die koeverte met die aansoeke en die
kortlys van aansoekers daarin, en
(ii) die onderhoude met kandidate.
(b) Gekortlyste kandidate moet vyf (5) dae voor die tyd genooi
word.
(c) Hoogstens vyf (5) kandidate mag vir onderhoudsdoeleindes
gekortlys word.
8.2 Die koeverte met die aansoeke daarin mag slegs in die
teenwoordigheid van die verteenwoordigers van die onderwysunies
oopgemaak word.

8.4 Die volgende nominasiedokumente moet deur die voorsitter van die
beheerliggaam onderteken word:
8.4.1 Kortlysnotules;
8.4.2 Onderhoudnotules; en
8.4.3 Bekragtiging van prosesse vir die aanstelling van die genomineerde
aansoekers.

8.5 Kortlysnotules moet redes per aansoeker insluit oor hoekom die
aansoeker nie gekortlys is nie. Tellingblaaie moet aangeheg word.
8.6 Onderhoudnotules moet redes per aansoeker bevat oor waarom die
aansoeker wat vir ʼn onderhoud genooi is nie vir die pos genomineer is
nie. Tellingblaaie moet aangeheg word.
8.7 Hoewel die voorskrifte bepaal dat drie (3) nominasies vir ʼn pos
gemaak moet word, besef die WKOD dat dit nie altyd moontlik is om
hieraan te voldoen nie. Waar slegs een of twee nominasies gemaak is,
moet die beheerliggaam ʼn afsonderlike motivering wat deur die
voorsitter van die beheerliggaam onderteken is, verskaf oor die redes
waarom drie aansoekers nie genomineer kon word nie.

1. INTRODUCTION
1.1 Special Vacancy List 3 of 2015 contains advertisements for principals

1.3 It is the responsibility of the principal to ensure that both the staff and
the governing body of the school are fully informed of the content of
this preface, therefore it must be duplicated and distributed.

3. APPLICATIONS
3.1 Applications must be made using the e-Recruitment System for
Educators. The System is web-based and can be accessed via the
internet at http://wced.school.za/home/home.html (click on
“Vacancies” on the website’s home page to access the System).
3.2 The System is dependent on candidates capturing their curricula vitae
(CVs) on the System before applying for posts online.
3.3 The curricula vitae are stored online and may be edited online.
3.4 Applicants must upload a short cover letter and at least two recent
testimonials to the applicant’s character and teaching ability. One of
the testimonials should have been written not more than a year ago.
3.5 For each application submitted, the System will immediately generate
a letter (email) acknowledging the receipt of an application for a
post.
3.6 Attached to this preface is a step-by-step guide for easy navigation of
the System.
3.7 Applicants who have a PERSAL number must ensure that it is captured
when registering on the System. The System will allocate a unique
identification number for applicants that do not have a PERSAL
number.
3.8 Applicants must be sure to click the correct advertisement number
when applying for a post online.
3.9 The WCED does not accept responsibility for applicants applying for
incorrect posts.

3.10 Hard-copy applications and applications sent by fax will not be
considered.
3.11 Communication will be limited to those applicants who are shortlisted.
Should a shortlisted applicant be in possession of a foreign
qualification, the relevant evaluation certificate from the South African
Qualifications Authority (SAQA) is required.
3.12 The closing time and date for the capturing of applications is 24:00
(midnight) on 12 November 2015. The WCED does not accept
responsibility for applications that are not captured in time and will not

3.13 Applicants must note that CVs must not be uploaded onto the System.
4. INTERVIEWS
4.1 Should applicants be invited for an interview, they must take the
following documents with them:
4.1.1 Certified copies of diploma and degree certificates (original
documents will not be returned).
4.1.2 Certified copies of the 2 testimonials that were uploaded online. See
paragraph 3.4 above.
4.1.3 Certified copies of their South African Council for Educators (SACE)
certificate, which indicates that the applicant is registered with SACE.
4.1.4 Applicants who are non-South African citizens must also attach the
documentation indicated in paragraph 5.1 below.
4.2 Educators from another province, or who were previously employed in
another province, may be required to submit a service record,
certified copies of their qualifications and their latest salary advice to
the WCED at a later stage.
5. REQUIREMENTS FOR APPOINTMENT
5.1 CITIZENSHIP
Non-South African citizens who attend an interview must submit the
required documentation pertaining to their citizenship, issued by the
Department of Home Affairs, to the interviewing panel.

5.2 APPLICATIONS FROM MEDICALLY BOARDED EDUCATORS
Medically boarded applicants will only be considered for appointment
if they have written approval from the WCED that their permanent
reinstatement to the teaching profession has been approved. Should
such an applicant be called to attend an interview, a certified copy
of the letter approving his/her reinstatement must be presented to the
interviewing panel.
5.3 EXPERIENCE

PLEASE NOTE THE FOLLOWING:
At least two years of the prescribed period of experience must
have been spent within the borders of South Africa or at an
educational institution recognised by one of the previous
education departments.
Experience as departmental head, deputy principal or principal
will be a recommendation for appointment as principal.
5.4 COMPETENCY-BASED ASSESSMENTS
A Competency-Based Assessment and Development Tool was
developed specifically for principals and deputy principals.
The tool is available at no cost to schools/governing bodies.
When filling principal and deputy principal posts, it is
recommended that selection committees use the tool as part of
the instruments applied during the recruitment and selection
process.

5.5 QUALIFICATIONS
5.5.1 In order to be eligible for appointment, all applicants must have at
least a recognised three-year qualification (REQV 13), which must
include appropriate training as a teacher.
5.5.2 A post-graduate qualification will be a recommendation for
appointment as principal. A four-year qualification (REQV 14) will be a
recommendation for appointment as a deputy principal.
5.5.3 The evaluation of a teacher’s qualifications, so as to determine
whether he or she is suitable for appointment and his or her relative
education qualification value (REQV), will be done in accordance
with the measures contained in the document, Evaluation of
Qualifications for Employment in Education. Where applicants do not
comply with the requirements (REQV13) but it is, nevertheless, essential
to appoint them, such cases will be regarded as individual relaxations
of the requirements and the successful applicants will be remunerated
in accordance with the appropriate lower salary categories.
Please note: Foreign qualifications are subject to evaluation by the
Department of Higher Education and Training in Pretoria.
5.6 SACE REGISTRATION
5.6.1 Registration with SACE is compulsory.
5.6.2 A certified copy of an applicant's SACE registration certificate must be
submitted to the WCED before or upon appointment. This means that a
governing body may not eliminate an application based only on the
non-submission of a SACE certificate - that is the prerogative of the
employer.
5.6.3 Where the applicant is not in possession of a certified copy of a SACE
certificate, one of the following will be accepted:
(a) Acknowledgement of receipt from SACE to indicate that the
applicant applied for his or her SACE certificate prior to the
closing date for applications for posts advertised in this vacancy
list;
(b) Any other proof obtained from SACE that the applicant is
registered; or
(c) A certified copy of the applicant’s latest salary slip on which a
salary deduction for SACE registration and the applicant’s SACE
registration number are indicated.

5.7 LANGUAGE PROFICIENCY
The language proficiency of the applicant must be determined by the
governing body and/or the interviewing committee.
5.8 OCCUPATIONAL PROFICIENCY
5.8.1 During the selection process (interview, presentation, written report)
specific questions must be put to determine whether the applicant will
be able to deal with the academic, professional and administrative
facets of the post. The circuit team manager may be approached for

5.8.2 The selection process for principals and deputy principals should
include the following:
Consideration of evidence of the applicant’s success in school
improvement in his/her current post or previous schools;
Interviews with shortlisted applicants;
A presentation by each applicant on how they will set about
improving the school’s academic results and reputation;
Unseen task written by the applicant on a computer before the
interview; and
Interviews, albeit telephonic, with referees.
6. SALARY
6.1 The salary of a successful applicant is determined by the Personnel
Administration Measures, current prescripts and related Education
Labour Relations Council agreements.
6.2 A remoteness allowance is payable to appropriately qualified
educators at certain approved schools.
7. The advertising of all posts in this vacancy list is done without prejudice
to the WCED, and is subject to further decisions of the Education
Labour Relations Council.

8. GENERAL
8.1 Governing bodies must keep the following in mind:
(a) The teachers’ unions must be notified five (5) working days in
advance of the date, time and venue for:
(i) the opening of the envelopes containing the
applications and shortlisting of applicants; and
(ii) the interviews with candidates.
(b) Shortlisted candidates must be invited five (5) working days in
advance.
