ICAP Students’ Survey Report
Introduction:
GCA is a non-government/non-profit organization working for the development of professional
accountancy and members/students of such professional bodies. We work to provide career counseling,
guidelines and other stuff to assist in making a well-established career in professional accountancy
professions. Our members are social workers from all the corners of world, ready to assist all to their
best.
The aim of this report is to highlight the prevalent issues facing C.A. students and trainees towards
accomplishment of their professional objectives. Through this detailed report, GCA primarily aimed at
communicating students’ concerns to ICAP to sort out difficulties facing students.
For preparing this report, we conducted a survey through our GCA Network in the form of a
questionnaire (http://www.gcaofficial.org/icap-student-survey.html). Around 320+ students’
participated in this survey. A consolidated report presented below:
CONSOLIDATED SUGGESTIONS
Majority of the students opined that ICAP students, being provisional Chartered Accountants, are the
biggest stakeholders in the Institute and they have the right to know all the details about the decisions
taken by the Institute Council. Students’ feedback on the survey conducted by us is as follows:

Quality of education provided by RAETS
Majority of the students responded that they are getting very good quality at RAET. It is to be kept in
mind that majority of our students are from Lahore and Karachi region and they are no doubt getting
very good quality of education due to availability of best faculty in such areas. There are many neglected
areas like Islamabad, Quetta, Multan, Sailkot, Faisalabad and Peshawar etc where students are badly
suffering due to dearth of quality faculty for ICAP studies. In the light of new CA scheme, it was expected
that QCRs for RAETs will be started to ensure quality education. No such steps have been observed yet
by any student.

Quality of ICAP Study Packs
Majority of the teachers who are teaching at ICAP approved RAETS and other colleges are constantly
highlighting the need for quality and error free ICAP study texts since this is the sole source for students
to prepare for their demanding ICAP examinations and the accredited source for the examiner to follow
while setting ICAP papers.
Majority of the respondents said that study text needs significant improvements by ICAP to bring in line
with the defined learning objectives of new scheme syllabus.
Additionally, ICAP gave detailed guideline on each syllabus but unfortunately it is not followed while
setting papers resulting in out of syllabus topics being tested, which significantly disturbs the students.
For the last two attempts, ICAP gave detailed study guidelines but examiner didn’t consider it while
setting papers.
There is significant room for improvement in ICAP study texts where some important topics (e.g. in
auditing) are not explained in sufficient details and questions are expected to be in details. This leaves
the students in suspense that how they can determine the extent of testing level by ICAP.

ICAP study texts should be designed in such a way that the students can meet the difficulty level of the
examinations. The examples given in ICAP study texts are peanuts as compare to the questions tested in
exams. The difficulty level in exam hall environment is far more significant compare to study text level.
ICAP question bank is not much resourceful in this regard. ICAP should publish the past papers of last 10
years only with a reference to the topic and a suggested solution in a booklet form. There is surely a
need to bridge this gap to facilitate the students.

Quality of Training Provided in CA Firms
Students believe that a moderate level of training quality exists in CA firms in Pakistan. There exists a
training regulation to regulate the training process of trainees’ buts its complete and accurate
implementation is in doubt.
Participants believe that there exists a need for proper review and monitoring of implementation of
training regulations by ICAP for firms to determine the quality of training being provided to the students.
Just making regulations and not monitoring their compliance creates genuine problems that might not
be brought to the notice of ICAP since the whole training regulations revolve around Member
Responsible for Training (MRTs) which make such MRTs much powerful. ICAP should ensure proper
compliance of training regulations to improve the training quality in firm’s particularly small firms.
A number of participants in the survey commented that not all the students are recruited in quality
firms which is an overall disadvantage to students and even those who are inducted in reputable firms
are not provided with quality training. For example in most of the cases trainees are restricted to one
department which is straight violation of training regulations. ICAP regulations requires 40% of article
time period to be spent in audit and assurance work but MRTs are reluctant to move students after
completion of 40% time period to other departments like tax and advisory.

Additionally, there is no planning and control over proper training of students which is a major black
mark on those entering in industry with the limited knowledge of audit and assurance only. This is why
almost all employers demand post qualification experience to fill the gap. Students hardly get a chance
to do practice regarding management accounting and financial management areas in article period as
they are not given such opportunity to experience. Fresh qualified Chartered Accountants are not
eligible for a finance manager post until they get post qualification experience.

Satisfaction with ICAP Training Regulations
Majority students were not satisfied with the ICAP training regulations since the regulations don’t favor
trainees rater they contain many provisions which can be used to exploit trainees by MRTs.
Some participants commented that ICAP is improving its education structure in the light of ACCA/ICAEW
schemes so they should also allow the students to get training from open industry (industry articles) and
there should be no concept of No Objection Certificate (NOC). If this NOC thing is removed and trainees
are free to move (without any issue on part of career) between different firms and industries during
their articles, it will increase their chances of learning more and will also create opportunities for fresh
students.
Another issue highlighted by students is that the person who has strong references get induction easily
despite his/her more attempts and a student with less attempt cannot get induction without any
reference in most of the cases.
Few students commented that almost every firm conducts course related tests and interviews which is a
question mark on ICAP examination system.

A student commented on a burning issue for those candidates who join articles on two year graduation
basis that currently any students registered on two year graduation basis have to complete articles of
four years in which they have to work 6900 hours and are allowed 180 leaves as per ICAP training
regulations/guidelines available at ICAP website but if student or approved training organization
contacts ICAP, they inform that there are only 130 leaves for four years articles. ICAP had not issued any
circular till to date to remove this ambiguity which is affecting many students at large, medium and
small size firms.
Another student commented that ICAP should monitor the training of all trainee students in firms and
each and every trainee should be involved in all departments like taxation, corporate, audit and other
consultancy/advisory services because practice makes a man perfect & without practice the theory
learned can be washed up very quickly.

Satisfied with ICAP Transition Policy
Majority of the participant was dissatisfied with the transition policy adopted by ICAP. ICAP launched
Education Scheme – 2014 in which transition policy for existing students extend upto year 2019 which
was abruptly changed to year 2017. This sudden change shocked the students together with teachers as
this will creates many difficulties for existing students since many of the old students are not interested
in joining new scheme.
Students believe that ICAP will adopt a lenient view in this area to facilitate existing students.

Acceptability of PCSC Course
Majority of the participants welcomed the PCSC decision by ICAP as this will enhance their non-verbal
communication abilities to a great extent. Such courses will result in improving co-ordination and
opening new opportunities for students in their future role as a qualified Chartered Accountant.
Some participants commented that introduction of PCSC course at CAF level is a welcome step but at
final level, this will create many hurdles for students. This is an established fact that most of the
chartered accountant audit firms have very strict working hours. This will be very difficult for trainee
students to do office work and studies and PCSC together. Another disturbing factor is PCSC credit hours
that can mismanage the routine work of trainee students. In view of the issues involved, PCSC course
should be removed for CA (Final)/CFAP students as it is difficult for ICAP registered trainee students to
manage time for it during their articles. A student commented that where it is not possible for trainee
students to spare time for taking classes of Financial Reporting then how they can spare time for 50
hours of PCSC.

Satisfaction with ICAP Examination System
Majority of the students were satisfied with the Institute’s examination system however some
commented that there are any areas which need improvement in the examination system to address
students’ concerns in a genuine manner. ICAP students have narrated following issues in this
examination system in our student survey.
ICAP’s prescribed stipend is very low for students to cover their daily expenses (specially out of station
students) and to afford examination fee which is geometrically increasing at around 25% every year
whilst stipend is arithmetically increasing at low rate after two years making situation difficult for
students to meet their both end and consequently to rely on their parents for examination fees. This
negates the “Financial Independency” concept of trainees claimed by ICAP.
An ICAP student of Assessment of Fundamental Competencies (AFC) level in Peshawar region
commented that he was declared successful in spring - 2015 in three out of four attempted papers of
AFC. As per ICAP's examination progression policy, an AFC student can not appear in Certificate in
Accounting and Finance (CAF) stage unless he has completely cleared AFC. Keeping in view the student
current status, such student will have to wait for six months to appear in CAF just because of one paper

although he had been able to clear rest of the three papers in first attempt. This proves to be a hurdle in
fulfilling student dream of clearing AFC and CAF in two years’ time.
Another suggestion was that a common suggestive letter after ICAP examination should be sent to each
unsuccessful student about the limitations that are mostly observed by them in their answer scripts.
Some students commented that restriction of giving CFAP after 1.5 years of CAF should immediately be
withdrawn in the light of ACCA/ICAEW education systems being adopted. Training should be mandatory
but should be allowed after passing papers as well.
Difficulty level of exams should be reduced in subjects like economics, mercantile law etc. Only 1 paper
in one day with at least 1 day gap in each paper is suggested by students.

Satisfaction with ICAP Paper Exemption Policy
Majority of the ICAP students are dissatisfied by ICAP policy on generously giving exemptions to
universities approved by HEC in Pakistan. A student commented that exemption given to other
universities is really unfair with ICAP students. A student opined that passing an ICAP examinations and
university (academic) examinations is very different experience.
Almost all the ICAP students are of the opinion that they could not understand why ICAP is making
Memorandum of Understanding (MOUs) with Pakistani universities whilst such universities are not
offering any cross exemptions to ICAP students as in the case of previous MOUs with LUMS & IBA. Such
acts create resentment and insecurity among ICAP students. All the students demand from ICAP that
such MOUs should be beneficial for ICAP students too. There are no reciprocal agreements done so far
to benefit ICAP students.
Furthermore, it is observed by many students that ICAP is doing MOUs with some of the universities
whose degrees are easily available without putting single effort in it. For example in the market, it is well
know that MBA in marketing and human resource or finance degree from a well-known Preston
university can be taken by sitting at home and not even appearing in the examination. If ICAP is so
willing to give exemptions to HEC approved universities, ICAP council should bear this fact in mind that
such university should be at least have some positive reputation in the market.

More than one preparatory leave during exam days needed?
A high percentage of the students demand a preparation leave in CA exams particularly CA Final
examinations since the level of stress and time required to revise the syllabus is very high keeping in
mind the nature of the demanding examinations.
Students are of the opinion that they need a break during ICAP Final examinations. This will help
students in better preparing for qualifying their Final examinations.
Some suggested that if it is difficult for ICAP to give one leave in final examinations, we request ICAP to
at least adjust the sequence of the paper in a way that help genuine students in having proper time
management for their papers. There is a suggestion that ICAP can better conduct their examinations by
shuffling the papers in morning and evening session for both modules.

Should coaching be governed by ICAP?
Many students believe that ICAP should provide coaching facility like ICMAP is providing to their
students. A student commented that if complete coaching is not governed by ICAP, at least specific
issues relating to subjects and topics should be resolved at ICAP centers by providing subject
specialists/professionals.

Do you favor quarterly AFC exams?
Majority of the students suggested the idea of quarterly CBEs by ICAP since this will save lot of student
precious time.
GCA appreciates that ICAP officially announced conducting of CBEs on quarterly basis to facilitate the
students.

Exam results should be declared at shorter time period
Result shall be announced as soon as possible so that students can focus on their next papers. Almost all
students are under extreme stress regarding their result. In our survey, majority of the students vote for
early declaration of result. It is observed by students on every result that result card contains back date
by almost five to six days. ICAP should devise ways to reduce this time more to declare results on time
within short period.

Would You Prefer ICAP Study Texts for CFAP Exams?
Majority of the students opined that they are anxiously waiting for CFAP study texts for better exam
preparation. It is confirmed by many students regarding CFAP study text availability by ICAP and ICAP
responded that CFAP study text will be available in January 2016 which will surely affect the exam
preparation ability of students. It is established fact that for appearing in ICAP examinations, one cannot
prepare for ICAP examinations in short span of time. It is requested that ICAP should try to make early
availability of CFAP study text.

Industry training should be available?
Majority of the respondents are in favor of industry articles in our survey. This will open new avenues
for ICAP students in time to come.

Awarding Exemptions to University Students is Fair Policy?
This is the sole topic that is burning issue these days which is seriously affecting students. As per the
survey, students are very sensitive on this issue and voted negatively on that question. Their perception
is affecting hard by such MoUs by ICAP.
Participants commented that ICAP should focus on their output i.e. ICAP existing students who are the
real brand ambassadors of the Institute instead of exempting university graduates to join this profession
by claiming easy exemptions. The sole reason for such perception is that ICAP students know how much
difficult it is for students to pass ICAP exams which ICAP is offering to university students on dish plate.
Some students pointed out the fact that universities have a lenient paper checking criteria whereas
paper checking criteria of ICAP is far strict. So university students might get off with a better bargain.
A student commented that the quality of education given at University of Lahore - BSc (Accounting and
Finance), Lahore campus does not deserve ICAP exemptions. ICAP should arrange regular quality
assurance visits at such universities to whom it allows exemptions. We study day and night and keep
ourselves updated with the latest developments in the law and in accounting and auditing standards,
while they don't even know what these standards are and how they are formulated. ICAP seriously

needs to reconsider its exemption policies. And CAF qualified students should be able to obtain these
degrees as well, if A=B then how come B is not equal to A?
Other Comments:
Students raised the point on the survey that ICAP performing student oriented activities in Karachi
region only. ICAP has no student related activities in northern region by ICAP or CASA – North (ICAP
auxiliary student organization).
ICAP should revamp its value by adding strength to its entry route. More quality candidates mean better
applicants' pool and better passing ratio. Entry test should be somewhat tough, with portions of
mathematics and English. Level should be like that of NUST at least. When entry route is easy, more
people join CA even those whose strengths mismatch CA requirements, a strong entry test ensures that
right kind of candidates enter the field. At the start ICAP should organize career counseling sessions to
give overview of the program and even making a student oriented documentary.
A student asked GCA to request ICAP to open library on Sunday for the whole year and not just one
month before exams. As a trainee, it is quite difficult to manage studies during working days. So this
step will help a great deal in exam preparation on continuous basis which in turn will improve the results
in final examinations.
ICAP trainee students in training organization are treated like animals. They have to work more than 14
hours in a day and they are paid a little amount of stipend which even can’t meet rent expenses of
outstation students. ICAP should consider this issue. If this prevailed for a long time, students from small
villages will be discouraged and they will hesitate to join this great profession.
It is acknowledges that our Institute is a not-for-profit organization and its intent is to recover only the
costs of study packs out of this fee rationalization. But students are not getting any facility or incentive
as most of the facilities are for qualified chartered accountants. ICAP has history of negating students’
right in the past.

Caveats
All the issues highlighted are presented as received to us via our survey form and some personal
meetings with students and trainees. No official from GCA participated in the survey and we do not
necessarily agree with all the opinions of the participants.
It is requested that this report be discussed in a formal meeting of ICAP officials to address the concerns
of students as early as possible.

GCA Collaboration with CASA - South: GCA is making fruitful collaboration with CASA- South, the ICAP student association formed under ICAP
Bye-laws, through supporting their student friendly initiatives for maximum advantage to the students
and to raise voice at ICAP floor with CASA – South. Till to date, we have collaborated with CASA- South in

CASA – South Pictorials
GCA supports CASA – South efforts through pictorials uploaded at CASA – South FB page by sharing such
photos so as to aware masses about CASA – South activities to all the interested stakeholders.
• Relief activity on heat stroke program.
• Training induction fair held on July 7th, 2015.
• Visit to 4th day of Eid-ul-Fitar at Eidi Center, Korangi, Karachi to highlight the fact how much blessed we are as compared to many people, and how much our time, smile and conversation can value for the kids, elders and patients we visit.

CASA – South Blood Donation Campaign
GCA participated and highlighted the blood donation campaign at ICAP Head Office to inculcate the
drive for donating blood since it is good for healthy life as proved by medical science.

GCA updated their members via FB group, FB page and email alerts all latest updates related to ICAP,
SECP, FBR, Weekly Jobs, IFRS. Business updates and related regulatory bodies
notifications/circulars/reports/press release etc that are related to ICAP students.

GCA & CASA – North Meeting
GCA representative Mr. Muhammad Ahsan & Mr. Ata-ush-Shafi and CASA – North representative Mr. Ali
Naeem held a two hour meeting at Lahore on Thursday, November 19th, 2015 to discuss the issues and
various possibilities to resolve the issues in hand. A very good and effective discussion takes place

between two representatives. Various suggestions had been put forward before the CAS – north
representatives to resolve student problems.
GCA Job Bank
GCA Consultants weekly upload (mostly on Monday) jobs database on FB group and FB page for all ICAP students and members benefit. This aim is to aid the students and members in availing the best opportunity available to them. GCA is getting very good response from this activity.

On request of all GCA esteemed members, GCA launched their whatsapp group. We got
tremendous response from the members on this group and this group is running on whatsapp
with good pace and helping students to share their issues just at the click of keypad buttons. Till

For the first time in the history of ICAP education scheme, GCA launched comprehensive past paper
analysis of CA Final examinations for ICAP students. You can also download such past paper analysis by

GCA Mock Exam Database:
GCA made proper arrangement of availability of all mock exams to all C.A. students conducted by
ICAP approved RAET’s to facilitate them to some extent. Such mock exams will never be a surety
that ICAP examinations will conduct all such questions of same resemblance in any time in future.
GCA advised all students in their own interest to cover 100% of their prescribed syllabus (available
at ICAP website) as it is better decision not to take any risk in ICAP examinations.
