电动吊车与机械指令

电动吊车须符合机械指令附录一“基本

健康安全要求”,附录一针对各项设计

及制造制定出基本要求,如材料、照

明、安装、人体工学、操作、座位、控

制、紧急停止、动力中断、稳定性、组

件断裂、掉落或弹出、锐边锐角、防护

罩、保护措施、静电、异常温度、起火、

爆炸、噪音、振动、辐射、有害物质产

生、滑倒、雷击、维护保养、标示、操作

说明等。机械指令特别要求制造者须针

对产品提出风险评估,并要求将合理可

预见的误用考虑在内。针对其基本强度

要求,为确保安全,过载静态测试系数

为1.25,而过载动态测试系数为1.1。

机械指令通常对钢索及钢索端点组合的

安全系数要求为5,对链条的安全系数要

求为4。如非人力驱动的起重升降设备,

则其移动控制须使用保持运行 (hold-to-

run)控制装置。另外,起重升降机械最大

荷重不小于1公吨或扭矩不小于4万牛顿

米时,须配置过载或过力矩的警告保护

装置。

要求综述

电动吊车欧盟法规

工业上经常使用升降起重机械设备,例

如电动吊车(electric hoist)。常见电动吊车

包括电动钢索吊车与电动链条吊车等。电

动吊车在欧盟市场上销售,须符合欧盟指

令要求,而各指令的协调标准(harmonized standards)则可做为机械产品检验测试的依

据。

电动吊车适用的欧盟指令为机械指令 (2006/42/EC)、低电压指令

(2006/95/EC)、电磁兼容性指令(2004/108/EC)。如电动吊车使用在营

建工地时,须符合噪音指令(2000/14/EC + Amd 2005/88/EC)。在电动

吊车产品上附上CE标示及EC合格声明书,表示该产品符合欧盟所有适用

指令。各指令要求概述如下:

在新机械指令2006/42/EC内,EN 14492-2

“动力驱动吊车”被列为机械指令的协

调标准,该标准可以做为检验依据,并

依据新机械指令附录一「基本健康安全

要求」查验其是否符合指令要求。在EN

14492-2内,有几项主要测试要求如下:

• 吊车的额定荷重等于或大于公吨时

须配有额定荷重限制器

• 倍额定荷重动态测试

• 倍额定荷重静态测试

• 紧急停止开关功能测试

• 上下极限开关功能测试 (正向开关)

• 动力失效测试

• 钢索或链条锚定确认

• 接地连续性测试

• 绝缘阻抗测试

电动吊车与低电压指令

除机械指令外,若动力电源介于交流50-

1000伏特或直流75-1500伏特,则须符合

低电压指令的相关要求。电动吊车的协

调标准为“EN 60204-32:机械的电气设

备对吊运机械的要求”。EN 60204-32主

要针对吊运机械电气设备选用、电源供

应及切换开关、电力线及接线、端子、操

作环境、运输储存、安装、电击保护、电

气设备保护、接地回路、控制回路、操

作接口、电气马达、辅助设备及照明、

标示及文件、说明手册、绝缘阻抗、加

压测试及各项功能测试等作规范要求。

而安全控制回路及组件也须根据各设备

有不同安全类别 (Category)或性能等级

(Performance Level),这方面的安全控制

功能强制性要求日趋严谨,具体可参考

EN 954-1或EN ISO 13849-1。

电动吊车与噪音指令的关系

电动吊车使用在营建工地时,须符合噪

音指令第13条规定,噪音指令将适用的

机械分为两大类。第一类为第12条中的

机械有噪音限制值的规定,噪音限制值

依据机械的千瓦数 (kW) 定出其噪音上限

值,该机械须符合噪音上限值才能在欧

盟市场流通 。适用第12条中的机械包括

移动式起重机、塔式起重机、10公吨以

上机动平衡叉式升降机等。第二类为第

条中的机械,没有噪音限制值的规定,

但须标示其噪音值,而使用在营建工地

的电动吊车属于噪音指令第13条中须标

示其噪音值的设备。

电动吊车与电磁兼容性指令的关系

此外,电动吊车须符合电磁兼容性指令,

电磁波幅射及耐受性的要求,适用的

电磁兼容性标准为EN 61000-6-2 及EN

61000-6-4 有关工业环境电磁波耐受性及

幅射的要求。

综上所述,在欧盟市场日趋重要,安全抽

查日益严格之际,电动吊车制造商须事

先确认产品符合欧盟指令要求,或请德

国莱茵等国际知名认证机构的协助,避

免不必要的损失, 提高产品竞争力,在欧

盟市场中持续经营。

EU regulations for industrial lifting electric hoists

Electric hoists and the Machinery Directive

Electric hoists must comply with Machinery Directive Annex I, “Essential health and safety requirements”, which sets out the basic requirements for design and manufacture, including those concerning materials, lighting, installation, ergonomics, operating positions, seating, controls, emergency stop, power supply failure, stability, component break-up, falling or ejected objects, sharp edges or

The EU directives applicable to electric hoists are the Machinery Directive (2006/42/EC), the Low Voltage Directive (LVD) (2006/95/EC) and the Electromagnetic Compatibility (EMC) Directive (2004/108/EC). If an electric hoist is operated at a construction site, then it must also satisfy the requirements of the Noise Directive (2000/14/EC + Amd 2005/88/EC). Compliance with the requirements of all applicable EU Directives is indicated by CE marking and an EC declaration.

angles, protective guards, protective measures, static electricity, abnormal temperatures, fire, explosions, noise, vibration, radiation, the production of harmful substances, slipping, lightning, maintenance, markings and instructions.

The Machinery Directive requires producers to carry out a risk assessment that takes into account all reasonably foreseeable misuses. To ensure safety, the Directive’s basic strength requirement sets the overload static test coefficient at 1.25 and the overload dynamic test coefficient at 1.1. The working coefficient of the wire-rope/rope-end combination is set to 5, and the safety factor for the chain is 4. If a lifting device is not being operated by a person, then hold-to-run should be used for its motion control. Machinery with a maximum working load of not less than 1,000 kilograms or an overturning moment of not less than 40,000 Nm must be fitted with warning devices to signal overload or over-torque.

“EN 14492-2: Power-driven hoists” is the harmonised standard in the Machinery Directive. Electric hoists can thus be tested on the basis of this standard and be in accordance with Annex I of the Directive. The major test requirements listed in EN 14492-2 include the following.

The use of such lifting machinery as electric hoists is widespread in industry. The two main types of electric hoists used in factories to lift heavy objects are electric rope hoists and electric chain hoists. All electric hoists exported into the European Union (EU) market must comply with the basic requirements of EU directives, and the harmonised EU standards can be used as the basis for machinery inspection and testing.

EU regulations for industrial lifting electric hoists

• Hoist rated load equal to or greater than 1,000 kilograms requires a rated load limiter • 1.1 times the rated load dynamic testing • 1.25 times the rated load static testing• Emergency stop switch function testing • Upper and lower limit switch function testing (direct opening switches) • Power failure testing• Confirmation of rope or chain anchorage • Grounding continuity testing • Insulation resistance testing

Electric hoists and the Low Voltage Directive

If their power supply ranges from 50 to 1000 AC volts or 75~1500 DC volts, electrical hoists must comply with the Low Voltage Directive. The LVD harmonized standard for electric hoists is “EN 60204-32: Electrical equipment of machines – part 32: Requirements for hoisting machines.” EN 60204-32 focuses on the selection of lifting-machinery electrical equipment, power supply and switch, power lines and wiring, terminals, operating environment, transport and storage, installation, electric-shock protection, electrical-equipment protection, grounding circuits, control circuits, operation interface, electric motors,

auxiliary equipment and lighting, marking and documents, instruction manuals, insulation resistance, voltage testing, various functional tests, and so on. The safety category or performance levels for safety-control circuits and components vary from device to device. The mandatory requirements on safety-control functions have become increasingly stringent, and should not be overlooked. For detail please refer to EN 954-1 or EN ISO 13849-1.

Electric hoists and the Noise Directive

Electric hoists operated at construction sites must comply with Article 13 of the Noise Directive, which divides mechanical equipment into two categories. The equipment listed in Article 12 is subject to noise limits calculated on the basis of the machinery’s kW and must comply with these limits to be circulated in the EU market. The equipment listed in Article 12 includes mobile cranes, tower cranes, and engine-driven counterbalanced forklifts greater than 10 tonnes in weight. The equipment listed in Article 13 is not subject to any noise limits, but it must be marked with its noise value. Electric hoists operated at construction sites belong to Article 13, and thus have to be marked with their noise value.

Electric hoists and the EMC Directive

Electric hoists must also meet the requirements of the EMC Directive, which covers electromagnetic emissions and immunity. The applicable EMC standards are EN 61000-6-2 and EN 61000-6-4, which regulate immunity and emissions to ensure electromagnetic compatibility in industrial environments.

In conclusion, the EU market has become increasingly important to Chinese manufacturers. To make sure that their products can pass stringent random safety checks and that they comply with the relevant EU directives, electric hoist manufacturers should seek the assistance of an internationally recognised certification body such as TÜV Rheinland so as to avoid unnecessary losses and increase their competitiveness in the EU market.

European safety standards are stricter than those of other regions, and manufacturers that are unfamiliar with the relevant EU directives and standards often fail to meet the requirements for CE conformity. To help manufacturers to avoid the most common pitfalls and save time and effort in modifying their products, in the following we summarise the major reasons for conformity failures.

marking is a product’s passport to the European Union (EU). CE (from the French Conformité Européenne) stands for conformity with European regulations. Before lifting machinery can be exported to the EU, it must be in compliance with the basic requirements of the Machinery, Low Voltage, Electromagnetic Compatibility (EMC), and Noise Directives, and any other applicable directives. Such machinery must be tested in accordance with the harmonised standards listed in these directives for an assessment of conformity.

The 11 most commonly seen reasons for nonconformity include the following.

缺少风险评估

厂商必须自行准备风险评估,而EN

ISO 14121-1是个很好的参考工具,针

对每个产品特性来考虑各个风险(如机

械危险、电气危险、热危害、噪音危

害、振动危害、幅射危害、材料物质危

害、人体工学相关危险以及周围环境危

害等)的风险等级以及采用何种设计方

法来降低至可接受的风险等级。对于合

理可预见的不正常使用亦须考虑在设计

中,避免因合理可预见的不正常使用而

造成危害。此项危险不可以使用手册内

已告知不适用情形来规避。

安全距离不足或缺乏防护罩

对移动件须保持足够安全距离以防碰触

夹伤,或提供防护罩隔离。其相关标准

有EN ISO 13857“安全距离避免上下肢

触及危险区域”、EN 349 “避免人体

被挤压之最小间隙”、EN 1088“防护

之互锁设施”等标准。

接地线颜色及缺少接地标示

接地线须使用专用的黄绿线,并在接地

端子标示接地符号。每个端子只能连接

单一接地线,不可多条接地线连接至同

一端子。

电气防护不足

基本原则为带电体不可为手指可触及,

防护等级至少须为IP2X以上,亦即手

指不可直接触碰到带电物。

安全相关的位置开关未用正向开关

为 避 免 接 点 黏 接 或 弹 簧 断 裂 故 障 导

致安全失效,须采用正向开关(direct

opening action) ,确保开关可由机械

力强制脱离。此种开关外观附有箭头标

示符号。

缺少特殊回路警告标示

当有提供照明或保养回路时,在主开

关关闭而特殊回路仍带电时,须提供

主开关关闭而特殊回路仍带电的警告

标示以提醒使用者注意。

危险警告标示不全

当已采取某些保护措施,仍然有一些

风险可能存在,无法完全免除,这些

残余风险处须提供足够之警告标示,

提醒使用者注意,如“小心,表面高

温”等。

使用手册不完整

使用手册须说明产品适用及不适用的

情况,运输储存的说明及使用器具与

吊运点 ,并指出工作站的噪音水平。

零件表及电气组件CE证书不完整

机械零件表及电气组件须依设计图详

列,并提供相关机械零件证书及电气

组件CE证书。

未考虑噪音指令

噪音指令是针对特定户外用机器产品

之噪音规定,第12条规范有噪音上限

值的机械产品(如塔吊),第13条规范须

标示噪音值的机械产品(如输送带) 。制

造厂商常疏忽此项噪音指令,造成产

品进入欧盟市场产生困扰。

技术档案文件保存不全

根据机械指令规定,机械制造厂商或

授权代表须自最后制造日起,将技术

文件档案至少保留10年备查。

在欧盟市场竞争日趋激烈的环境下,

如何成功进入欧盟市场并符合欧盟法

令的要求,是制造厂商的关键课题。

我们建议厂商可参考上述典型的原因

分析,尽量避免遭遇相同错误,以最

短时间及最少人力下完成符合CE要求

的各项工作。

Lack of risk assessment

Manufacturers should prepare their own written risk assessment. The EN ISO 14121-1 standard serves as a good tool to evaluate an individual product’s characteristics and risks of various hazards (such as mechanical, electrical, thermal, noise, vibration, radiation, substances and materials, ergonomic and environmental) and to describe the measures that have been taken to reduce these risks to an acceptable level. A product’s design should also take all reasonably foreseeable misuses into account to prevent potential harm or damage resulting from such misuses. Manufacturers cannot circumvent this responsibility simply by indicating that misuses are outlined in the product’s user manual.

Insufficient safety distance or lack of protective guards

Moving parts should be kept at a safe distance from the operator, or be separated from him or her by a protective guard, to prevent injury. The related standards are EN ISO 13857 (Safety of machinery – Safety distances

Noise directive not taken into consideration

The Noise Directive sets out noise limits for certain outdoor machinery products. Some products, such as tower cranes, are subject to noise limits (under Article 12), whereas a noise value marking is sufficient for others, such as conveyors (under Article 13). Overlooking this directive impedes many manufacturers’ entry into the EU market.

Incomplete technical files

According to the Machinery Directive, manufacturers or their authorised representatives must maintain technical files for at least 10 years from the most recent date of production.

To sum up, conformance with EU regulations is the key to success for manufacturers that wish to enter the increasingly competitive EU market. It is hoped that this summary of the typical errors committed by manufacturers will assist you not only in avoiding them, but also in achieving CE conformity with the least amount of time and effort.

Lack of warning label for special circuits

If a mechanical product contains special circuits for illumination or maintenance that will remain live even when the main power switch is turned off, then a warning label must be in place to alert users.

Insufficient danger warnings

Warning labels are required to indicate to users all risks that remain even after safety measures have been applied (such as “caution, hot surface”).

Incomplete user manual

The user manual accompanying a product should describe all scenarios in which it can and cannot be used and should include transport and storage instructions. The user manual should also specify the noise level of the workstation.

Incomplete part list and CE certificates for electrical components

All mechanical parts and electrical components should be listed in accordance with the design drawings, and the relevant certificates for the former and CE certificates for the latter should be provided.

Earth wire colour and lack of labelling

Earth wire should be exclusively green/ yellow, with the earth terminal marking to indicate ground. Only one earth wire can be connected to a single terminal; connecting multiple earth wires to the same terminal is forbidden.

Insufficient Electrical Protection

A good rule of thumb is that live parts should be non-reachable by hand, and they should provide a good degree of protection, i.e., protection of at least IP2X (finger safe).

Safety-related position switches with no direct opening action

To prevent safety failures as a result of contact point binding or broken springs, all safety-related switches should have a direct opening action to ensure they can be switched off by mechanical force. These switches are marked with an arrow.

Lift safety can be a matter of life and death. We urge the authorities concerned to take past lift accidents as a warning, and implement more active safety measures or reinforce the legislative requirements and their execution to prevent further tragedies from occurring. To ensure day-to-day safety, we advise that lift safety be verified by an independent third party with adequate technical know-how and experience on a regular basis. It is essential that safety not be compromised as a result of regulatory shortsightedness or negligence.

The following legislation took effect in the Republic of Serbia on 20th March 2010.

• Regulation on electronic equipment intended to be used within specified limits of voltage, based on the Low Voltage Directive (2006/95/EC [73/23/EEC, 93/68/EEC]).

• Regulation of electromagnetic compatibility, based on the Electromagnetic Compatibility (EMC) Directive (2004/108/EC [93/68/EEC, 92/31/EC, 89/336/EEC]).

According to these regulations, approved certification bodies may continue to issue certificates for electrotechnical appliances, and these certificates will be sufficient to import to and sell appliances in the Republic of Serbia.

Although certificates were valid for five or ten years under the terms of the old regulations, according to the two new regulations, all current certificates are valid only until 1st January 2012. Certificates issued according to the standards of the new regulations will be valid for three years.

Serbia’s Ministry of Economy and Regional Development has thus instructed us to stamp the certificate validity date on all certificates issued on the basis of the old regulations and to inform you that these certificates are valid only until 1st January 2012.

Brazil

INMETRO is Brazil’s official body responsible for the accreditation of certification bodies and laboratories. The INMETRO mark is mandatory for most components, home appliances, direct plug-in devices, electromedical devices and other products.

Radiocommunication and telecommunication products must be tested and certified by an accredited certification body, and homologation by the official body, ANATEL, is mandatory. TÜV Rheinland Brazil was the first and largest certification body to be accredited by INMETRO and ANATEL, and it boasts a wide scope of testing and certification services.

Mexico

Regulated products exported to Mexico must obtain an official Certificate of Conformity from a notified body, and shipments must clear customs. Mexico recognises only its own safety mark, and only accredited laboratories in Mexico can conduct tests that lead to acquisition of the NOM Certificate. TÜV Rheinland offers an international approval service, and, in cooperation with TÜV Rheinland Mexico, we help international clients to obtain NOM Certification.

Although there are no testing requirements for radio and wired telecom equipment, it must be certified and registered by COFETEL.

OAA authorised TÜV Rheinland Argentina S.A. as a national certification body for the Argentina S-mark of product safety in 1999. Radiocommunication and telecommunication products require OAA approval/registration before their commercialisation in the country. TÜV Rheinland also offers approval services for other Latin America countries, including Ecuador, El Salvador, Panama, Paraguay, Peru, Uruguay and Venezuela.

ArgentinaProducts sold in Argentina’s domestic market (whether imported or manufactured in the country) require certification by an organisation accredited by the Argentine accreditation body, Organismo Argentino de Acreditacion (OAA). The certification programme covers electrical and electronic appliances listed in Resolution 92/98 (up to 1000 V AC or 1500 V DC).

The major differences between the Mandatory and Voluntary Certification Schemes are as follows:

1) Approval marking

The compulsory INMETRO mark (shown in Fig. A) can be affixed to the product and the packaging that have been approved under the Mandatory Certification Scheme. Products subject to the Voluntary Certification Scheme are permitted to carry another safety mark, such as that (shown in Fig. B)

2) Maintenance conditions of approval The local importer or distributor must have a Customer Complaint Service in operation, and partial tests are required for compliance .

TÜV Rheinland has the largest scope (103 product categories) of any INMETRO-accredited certification body in Brazil, as well as a large and ever-expanding number of qualified testing locations around the world. We are thus well-placed to provide you with an all-round service to help your household appliances to gain access to the Brazilian market.

INMETRO, the official Brazilian body responsible for the development and impleme ntation of the country’s certification system, has updated its product safety regulations.

According to INMETRO Decree No. 371, which was issued on 29th December 2009, additional products are to be covered by the Mandatory Certification Scheme from 1st July 2011. This scheme currently applies to the following product categories:

• Electro medical equipment

• Hazardous location equipment

• Electrical cords and cables

• Protective devices, such as circuit

The Communication and Information Technology Commission (CITC), the executive arm of the Telecommunications Authority in the Kingdom of Saudi Arabia (KSA) and the statutory body responsible for regulating the country’s telecommunications industry, has recently reviewed existing regulations and decided to restrict Bluetooth products by defining them as prescribed wireless products in the KSA.

All prescribed wireless equipment requires approval before importation to the KSA.

The CITC issues authorisation (type approval) to Saudi importers for approved equipment. If there are a number of importers for the same type of product, then authorisation (type approval) is required for each of them.

Manufacturers can apply first for a letter of approval, but prior to importing the products into the Kingdom, importers need to obtain an authorisation certificate from the CITC. Importers can apply for CITC approval based on letters of approval for the manufacturer.

StandardEquipment needs to be tested according to the applicable international standards for safety, electromagnetic compatibility (EMC) and communication protocols. It

The project’s main focus is on the promotion and development of quality products and the creation of a niche industry.

Due to the increasing number of road accidents caused by automotive control problems in recent years, such as the Dashcam crash, increasing attention has focused on automotive functional safety requirements and technology. The International Standards Organization (ISO) has accelerated its efforts to formulate the ISO/DIS 26262: Road Vehicles – Functional Safety standard, which is based on the structure of the IEC 61508 standard. The new ISO standard is expected to be formally promulgated

The modern automotive industry is increasingly dependent on electronic systems. Safety control systems, in particular, have become more automated and high-tech. Faults in or the failure of such automated components and systems present serious safety concerns to drivers, passengers and other road users. TÜV Rheinland Taiwan has joined a number of automotive-electronics research and development (R&D) institutions in a project related to the IEC 61508 Functional Safety Standard and related technologies. The goal of this project is to assist automotive engineers in acquiring the technical and management knowledge required to avoid and control failures during the lifecycle of such systems – from design, manufacturing and operation to maintenance and disposal.

The project not only provides IEC 61508 functional safety training, but also includes the demonstration of a 24G automotive collision avoidance radar system provided by the manufacturer. It also involves the development of a design concept, and includes the calculation and assessment of hardware and software to achieve a safety integrity level of SIL 2 or even SIL 3 with the aim of reducing random failure rates. Furthermore, the project team will learn about and establish a functional safety management system that can effectively control the impact of systematic failure.

For companies to be brought into line with the practices of the international automotive-electronics industry, it is imperative that they acquire international safety certification. Accordingly, TÜV Rheinland will also be helping to familiarise R&D institutions with the framework, process and required preparation for

区副总裁吕伯肯先生亦出席了大自然新强化零碳地板全球首发上市新闻发布会

并致辞。他强调减少碳排放是人类实现可持续发展的一个关键,并从诸多方面

指出了减少碳排放的途径;他表示企业在生产过程中,采取有力措施,促进清

洁生产,节能减排,是具有生态意识,企业社会责任感的良好表现,并深信企

业与德国莱茵 TÜV 集团之间今后的合作会有更好的发展。

TÜV Rheinland granted the first zero-carbon product certificate

3rd May. The carbon emission can be controlled by enterprises based on the third party verification.

Mr Gerhard Leubken, Vice President of TÜV Rheinland Greater China, delivered a speech at the press conference on 22nd May. He emphasised that reducing carbon emissions will be a key step in realising sustainable development. Besides, he proposed several reduction methods. According to Mr Leubken, enterprises’ efforts in promoting clean production, saving energy and reducing carbon emissions during production with efficiency measures represent good eco awareness and social responsibility. He stated his firm belief that Nature Flooring and TÜV Rheinland would step in a new phase in terms of cooperation.

On 22nd May, “Zero-carbon in China” Leadership Summit, Nature New Laminated Zero-carbon Flooring Arrival Ceremony was observed a grand opening at the Zero-Carbon Pavilion, Shanghai World Expo. Present at the event were Li Baoguo, former Vice Director of the General Administration of Quality Supervision of China, Vice Chairman of Chinese Famous Brand Strategy Promotion Committee and General Director of China Quality Supervision Association; Zhuo Rongsheng, General Engineer of the Forestry Bureau of China and Head General Secretary of China Green Foundation; and Shi Feng, General Secretary of China National Forest Product Industry Association.

As sponsor of the Zero-Carbon Pavilion, Nature Flooring (China) Co., Ltd. collaborated with Shanghai Zero-carbon Centre to inspect the laminate wood flooring produced by its subsidiary Zhongshan Nature Wood Industry Co., Ltd. in 2009 to better understand and control the carbon emissions related to its products and to meet the expectations of the future clients and consumers. A document inspection and a three day on-the-spot investigation were conducted by experts from TÜV Rheinland Taiwan and Beijing to confirm the accuracy of the provided greenhouse gas emission source and carbon sequestration information, production procedure, activity intensity, emission factor, calculation method and estimated statistics for the supply chain and materials database. The first greenhouse gas verification statement in China was then issued on

为了促进与中国电缆企业良好的交流,吕

伯肯先生应邀于6月26日至28日拜访了中

国三家电线电缆生产企业和一家生产电线

电缆材料的骨干企业,分享莱茵在电线电

缆认证领域的宝贵经验。三家电线电缆生

产企业的年销售额均在3亿人民币以上,

其中最大的一家超过70亿人民币,是业

内的领军企业。在拜访过程中,几家企业

纷纷表示德国莱茵TÜV颁发的证书和报告

获得了买家的高度认可,对推动其业务增

长起到了关键作用,对于莱茵的员工在项

目进展过程中所体现的专业精神给予了充

分的肯定和赞扬。几家企业均表达了与莱

茵加强交流的意愿,同时期待在更加广阔

的特种电缆认证领域开展更进一步合作。

吕伯肯先生表示,德国莱TÜV将尽最大努

全,提升中国电线电缆产品的国际市场竞

极开拓电线电缆认证市场,同时与国家

电线电缆质量监督检验中心紧密合作,

在华东地区召开各类电线电缆认证的专

题研讨会,并取得良好的反响,使德国

莱茵TÜV大中华区的电缆认证业务在短短

3年间实现了高速增长,奠定了其在行业

内的领军地位。

对于此次拜访的唯一一家电线电缆材料

供应商,吕伯肯先生表示希望企业能与

国家电线电缆质量监督检验中心和莱茵

三方加强沟通,紧密联系,从而研发出

符合TÜV认证要求的特种电缆材料,使

特种电缆材料真正做到国产化,尽可能

从供应链上游减少电缆生产企业在申请

TÜV 认证时的后顾之忧。

On 26th June 2010, Mr Gerhard Luebken, Vice President of TÜV Rheinland Greater China, Ms Liu Weihai, Geneal Manager of Power Transmission Devices of Commercial Products of Great China, together with Mr Wu Chang shun, Director of the China National Centre for Quality Supervision and Testing of Electric Wire and Cable (TICW), paid a three-day visit to several major cable manufacturers in China.

The management of TÜV Rheinland Greater China has paid much attention and rendered significant support to cable certification since 2007. Headed by Ms Liu, the department has been exploring the cable certification market with great effort, and with close cooperation from TICW, a series of well-received seminars was recently held in eastern China. As a result, the cable certification business has grown rapidly in the past three years and successfully established itself in a leading position in the industry.

To promote communication with cable manufacturers in China, Mr Luebken visited three cable manufacturers and a key material manufacturer at their invitation from 26th to 28th June. The sales turnover of each of the three cable manufacturers exceeds RMB300 million per year, with the largest at over RMB7 billion. During the visit, the clients spoke highly of

the certificates and reports issued by TÜV Rheinland, which are well recongnized by their buyers and greatly promote their business. They also complimented TÜV Rheinland employees on their professionalism in the process of certification, and expressed their strong desire to intensify communication with TÜV Rheinland, with the expectation of cooperation on special cable certification. Mr Luebken affirmed that TÜV Rheinland would do its best to provide clients with top service to ensure that Chinese manufacturers could more powerfully develop their

overseas markets. While visiting the material manufacturer, Mr Luebken expressed his hope that it would intensify its communication with TICW and TÜV Rheinland Shanghai to develop special cable materials to the standards required for TÜV Rheinland cable approval. He also suggested that the domestication of special cable material manufacturing would remove the worries of cable manufacturers when applying for TÜV approval in terms of upstream suppliers.

Through Mr Luebken’s visit, TÜV Rheinland Greater China developed win-win cooperation by close communication, and establishde stable partnerships, which will provide a solid foundation for TÜV Rheinland to explore the cable certification market in Greater China.

至企业责任领域。2009年可持续发展报

告全景展现了德国莱茵TÜV集团对社会

The 2009 sustainability report from TÜV Rheinland only covers all the company’s sites in Germany. “From 2010, we will gather data worldwide and provide information on what measures we are taking for a more sustainable future and what measurable objectives we are pursuing”, says TÜV Rheinland’ sustainability officer, Aiko Bode.

TÜV Rheinland is aiming to reliably implement uniformly high standards of quality and safety worldwide, regardless of the different markets. This comes with a high level of social responsibility. To promote the long-term development of safety and quality, the company has been supporting the United Nations Global Compact since 2006. This international network of companies and interest groups is a worldwide advocate for human rights, core labour rights and environmental protection and is heavily involved in the fight against corruption.

To promote and support this important initiative, TÜV Rheinland awarded the first International TÜV Rheinland Global Compact Award in 2008. The prize has a value of €25,000 and is awarded to outstanding people who, through their work, support the goals of the United Nations Global Compact. TÜV Rheinland also plays an active role in the German network, is a member of the steering committee and, in 2009, set up a foundation to support the German Global Compact network.TÜV Rheinland’s commitment

Cologne, 16th June 2010. TÜV Rheinland has for the first time submitted a comprehensive sustainability report, thereby significantly expanding its scope of reporting on corporate responsibility. The 2009 sustainability report provides a systematic overview of TÜV Rheinland’s commitment to the community, its social engagements, the impact of corporate activities on the environment, and the economic development of the company as a whole. As such, the sustainability report supplements the current Annual Report and provides additional information beyond that relating specifically to business development.

The sustainability report was created on the basis of the requirements of the Global Reporting Initiative (GRI), which has defined internationally recognised guidelines for company reports on sustainability. The GRI checked TÜV Rheinland’s sustainability report to ensure that it covers the relevant indicators and awarded it the maximum rating. A separate guide provides readers of the report with an overview of the numerous GRI indicators and helps them find the corresponding facts and figures in the report. It also contains clear, at-a-glance information about the eco-balance of TÜV Rheinland’s employees, CO2 emissions, water and energy consumption, waste and paper consumption.
