MATERIALS DEVELOPMENT UNIT (C. A. M. D. U.)

THE Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD12.0 mn towards the cost of Basic Education Enhancement Project (BEEP), and intends to apply a part of the funds to cover eligible payments under the Agreement. Payment by CDB will be made only at the request of GOSL and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Loan Agreement. The Loan Agreement prohibits a withdrawal from the Loan Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan.

The Ministry of Education, Human Resource Development and Labour, Project Management Unit, now invites sealed bids from eligible and qualified Bidders for the Supply of Equipment for the Curriculum and Materials Development Unit in Lots 1, 2 and 3 as follows. The bidder may bid for any individual Lot or any combination of Lots.

JOHN COMPTON DAM REHABILITATION

AMENDED INVITATION FOR PRE-QUALIFICATION OF

CONTRACTORS

THE Water and Sewerage Company Inc. (WASCO) has applied for financing from the Caribbean Development Bank (CDB) toward the cost of the rehabilitation works on the John Compton Dam (JCD), and it intends to apply part of the proceeds of this financing to payments under this contract. No party other than GOSL shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan. WASCO intends to prequalify contractors for JCD Rehabilitation Works.

JCD was constructed in the 1990s along the Roseau River near the village of Millet in central Saint Lucia. The reservoir water storage capacity has been compromised by sedimentation, with a corresponding effect on the reliability of water supply on the island. The purpose of the proposed works is to restore storage capacity to JCD. The work will include dredging of the JCD sediment, construction of the sediment containment dyke and

associated water decant system, and other ancillary works. The work is expected to occur during the ‘wet’ season, between September and December 2015.It is expected that invitations for bid will be issued in June 2015.All countries are eligible for this opportunity.

The requirements for pre-qualification will include:

(a) an average annual turnover (defined as billing for works in progress and completed) over the last five years of United States dollars (US$) 20 million;

(b) demonstrable cash flow (including access to credit) of US$2.20 million equivalent; and

(c) experience as prime contractor in the construction of at least 2assignments of a nature and complexity comparable to the proposed project activity within the last 5 years, each of a value of at least US$12 million (to comply with this requirement, works quoted should be at least 80 percent complete).

A complete set of the prequalification documents in English will be sent electronically to interested applicants through a Dropbox account.

Prequalification Applications must be in English and must be submitted by 4:00 p.m., local time on May 08, 2015.The Prequalification Applications are to be submitted in hardcopy: one original and three hard copies in a sealed envelope to the second address below and one copy to the third address below. The sealed envelope containing each submission must include the name and address of

WASCO reserves the right to accept or reject late applications or to cancel the prequalification process.
