Background
• Current program authorized by statute in 1994 to replace decentralized BAR90 program. Numerous delays. Began operation in 2000.
• Contract expires September 1, 2007.
• SIP was due June 2007.
• 1-hour maintenance plan flexibility.

Why is the program changing?
• Very unpopular with large number of citizens and legislators.
• Primary complaint: inconvenience of having to make 2 stops for safety and emissions.
• OBD II much easier to oversee in a decentralized scenario than idle testing.
• Shrinking population of 95 & older.

Timeline
• Summer/Fall 2005 conducted I/M Summit.
• Fall/Winter 2005 assisted in crafting legislation.
• Legislative Session 2006 - Senate Bill 583.
• Summer/Fall 2006 - began rulemaking, developed RFP.
• May 30, 2007 - contract awarded to SysTech International.

• Will provide database management and equipment for testing.
• Has contracts in CT, NY (City Taxi and Limousine Commission), OR, RI, TN (Nashville and Memphis), UT (Salt Lake County) and WA.
• Contract effective from May 29 until Sept. 1, 2011. Options for one one-year or one two-year extension.

safety inspection. Also exempt if driven <12K/2 years.)

Costs
• For shops: $2,495 for basic equipment, $3.45 per test transaction fee paid to SysTech. $2.50 to MDNR for oversight. $100 for license.
• For motorists: Cost of test did not increase --$24.• Waivers: $450 for most motorists, $400 (EPA
approved parts) for self-repairers, $200 for those on government assistance.

Fraud Prevention
• Real time exchange of inspection data with Department of Revenue allows paperless registration verification
• Comprehensive database will provide the state with accurate information about inspection and repair patterns
• Fraud-resistant inspection equipment and VID features will give state the information necessary to prevent fraudulent inspections
• Inspectors will use a fingerprint scanner to begin vehicle inspection process, allowing state to accurately identify inspectors

Recent and Imminent Activities
• June 2007: SysTech, MDNR, MSHP held series of 3 seminars to introduce program to repair shops. Over 700 attendees!
• Several hundred shops have signed up.
• Training and equipment deployment will take place in August.
• New program start date: September 4 (after Labor Day.)
