1. Introduction

1.1. Cr Voss welcomed all to their respective groups.

1.2. The first meeting was a combination of both reference groups to cover the introduction

to the Park Plan process and the terms of reference relevant to both groups.

1.3. Due to the close proximity of both grounds, the development of the Park Plans will be run concurrently.

1.4. The groups were selected by the previous Council to provide a broad representation of the community.

1.5. The role of the committee is to consider all of the issues, provide their ideas and suggestions and give feedback.

2. Goals and outcomes of Reference Group

2.1. Members of each of the reference groups introduced themselves and ran through what they envisioned the outcomes would be from the groups.

2.2. See Attachment 1: Goals and outcomes for Reference Group.

2.3. Council will check in with the goals at the end of the process.

3. Terms of Reference

3.1. The terms of reference were distributed to each committee member in the folder provided.

3.2. Cr Voss explained the terms of reference and behaviour of respect, listening and valuing others opinions and attending all reference group meetings where feasible. A show of hands demonstrated commitment to the terms of reference.

4. Background and Context

4.1. Council ran through a presentation on the historical background and context of both parks and the reasons why a park plan was necessary namely:

4.1.1. Rapid increase in population and density in the area, 4.1.2. Changes in demographics, the family structure and housing type required to

accommodate people 4.1.3. Climate change 4.1.4. Reduced private open space 4.1.5. Soil 4.1.6. Need for strong input from the community to ensure the plans reflect the needs and

are suitable for the community.

4.2. Copies of the presentation were provided in the folders distributed.

5. Soil Issues

5.1. Darren Pendergast; Site Contamination Advisor COPP ran through a presentation on the current condition of both sites.

5.2. Questions raised by reference group members:

- Heavy metals and hydrocarbons. The main one is polycyclic aromatic hydrocarbons- PAH.

5.2.2. Plans going forward? Gasworks

- We are conducting an EPA environmental audit, with any remediation requirements proposed for Gasworks to be included in the park plan. Report to be completed by mid 2013.

- The interim Contamination Management Plan will be updated as part of the audit.

Lagoon

- A soil contamination assessment and geo tech investigation have been undertaken and there are recommendations on how to proceed if the surfaces are upgraded.

- There is also a Soil Management Plan to manage contamination into the future.

- Site specific investigations will need to be done if any future buildings are constructed.

5.2.3. Health impacts? - The historical use of Gasworks as a heavy industry site has resulted in the soil having

some contaminants that can cause health risk if exposed to for long periods of time.

- The contamination at both sites has been assessed to be safe for site users and visitors with current use and management

5.2.4. Works on soil? Gasworks

- This will come up as part of remediation works identified in the report, nothing has been determined or finalised at this stage.

Lagoon

- Any works will be done in line with the Soil Management Plan and site specific assessments will be done if the park plan identifies any park improvement works.

5.2.5. Nursing home? - Soil is being reviewed as part of the EPA audit of Gasworks.

- The soil condition is suitable for the current site use.

6. Park planning and visioning exercise

6.1. The park planning phases were discussed with scope of works identified, including desk top audit of history, tree assessment, soil assessment, and community consultation, development of strategic vision and management principles, concept plan, cost estimate and priority of works.

6.2. The preliminary results from 4 community consultations was summarised into the top 5 topics and presented in hard copy to the reference committee members.

6.3. The reference group members were made aware of other relevant council policies that may influence the park plans, including the Play Strategy, Greening Port Phillip, Open Space Water Management Plan and Open Space Management Strategy.

6.4. Members from each reference group were asked to split into smaller groups and discuss the vision would be for the parks and the Park Plans and to put up their ideas with sticky notes on the boards in the room.

6.5. Members from each group then shared their points and talked through their ideas.

7.1. The reference group members split into smaller groups and explored what they wanted unchanged in the park, what they wanted changed, removed or added.

8. Mapping Exercise

8.1. The reference group members split into smaller groups and visually explored the parks from aerial images to graphically show how the parks were used, facility improvements or areas that needed change/renewal.

9.1. Reference group members were asked to bring up other topics they wanted more information on that Council would provide at the follow up meetings.

9.1.1. soil. 9.1.2. recent data on demographics, 9.1.3. tree and vegetation assessment at Gasworks, 9.1.4. budget.

10. Other Issues

10.1. Council to circulate links to other park plans. See below.

10.2. Communication to be via email except to those that did not have email, where Council will contact directly.

11.1. It was decided Wednesdays after 6 would work best for most people.

11.2. The respective Reference Groups will meet separately from now on but reconvene if Council feels this is necessary.

Gasworks Art Park

How parks can be better improved for the community.

Farmer’s market; have needs of stallholders and clients represented.

Challenges for community art, see farmers market continue.

See space continue its function and preserved for recreation use.

Hope that in the next phase of development there is an increased sense of ownership of the

park by wide and diverse members of the community.

Improvements in the aesthetics and functional integrity of the park.

Respond to and respect the interesting historical past of the site.

Have it shine as a gem

Good partnership with APCC and Gasworks. Promotion of art and development of

relationships.

Create a physical link between APCC and Gasworks especially along Foote Street.

COPP to adopt a program of improvement for the park- more consistent maintenance.

Put it place guidelines for commercial use of the park.

Council to commit to funding community events.

Put in place a program for community events.

Create a plan that works, is functional, protects the environment and supports families in

the park.

Map the arts and cultural usage of the park and use that to inform the improvements in

facilities, landscape and infrastructure in the park.

Create zones to improve infrastructure.

A beautiful, artistic and sympathetic space.

Lagoon Reserve

Great off-leash park. Learn how to better balance of the needs of all users of the reserve.

Encourage good dog owner behaviour (pick up of dog poo).

Successful neighbourhood planting, community pride in park.

Reinforcing the identity, pride and care of the park.

Rational management of the park.

A clear process to the results and strategic plans.

Grounds, infrastructure, plants, ethos and integrity, spirit of place left intact and enhanced.

Ensure it is an honourable process and representative of the community at large.

Ensure the community is fully informed of the process.

Increase in safety especially for sporting groups. (Originally only 5 trees in park, not always

safe for sports and children playing.)

Hope to have things happen sooner. (Took 8 months to get 2 park benches).

Look to optimise the facilities at the reserve and explore an increase in usage for sporting

groups. (Cricket is fast running out of space at Albert Park).

Used for mid week training.

Continue its use as a shared park.

Find a way to resolve the dog poo issues and the issues with holes from dogs digging.

Refresh the sports ground and facilities. (60 member Cricket Club that have Lagoon Reserve

as their main ground. Soccer group embarrassed by the facilities, terrible kitchen, and no

one uses the showers).

Continue to have multiple users of the reserve- the more groups that use it the better.

Preserve the sense of well being and relaxation created by the park.

Keep the uniqueness of Port Melbourne.

Need for education on the needs of spots group to provide them with support and

understanding from residents.

Hear a broad range of views and feed it back to the wider community.
