Abstract: Gary Everhardt was an engineer with the National Park Service whobecame Assistant Superintendent of Yellowstone National Park in1969 and Superintendent of Grand Teton National Park in 1972. In1975 he became the ninth Director of the National Park Service wherehe oversaw the park-wide celebration of the national Bicentennialand doubled the acreage of lands belonging to the Service, promotingland conservation and preservation. In 1977 he resigned from thedirectorship and became Superintendent of the Blue Ridge Parkway.During his tenure as Superintendent he oversaw the completion ofthe parkway with the construction of the Linn Cove Viaduct aroundGrandfather Mountain in North Carolina. and supported the construction of the Asheville Folk Art Center,Parkway Headquarters and the Blue Ridge Music Center. The fiftiethanniversary of the Parkway and its formal dedication were celebratedwhile he was Superintendent. He retired in 2000. The collectioncontains correspondence, memoranda, notes, photographs, reports,speeches, and other materials relating to Everhardt’s career in theNational Park Service, particularly his service as the Superintendent ofthe Blue Ridge Parkway.

Biographical Note

Gary Eugene Everhardt was born on July 8, 1934 in Lenoir, North Carolina. He attended North CarolinaState College of Agriculture and Engineering (now North Carolina State University) and graduated in1957 with a Bachelor of Science in Civil Engineering. He married Nancy Poovey and they had twochildren: Karen, in 1959, and Phil, in 1963.

Everhardt started working with the National Park Service (NPS) as a student engineer surveying landsin the Blue Ridge area near Grandfather Mountain. After graduation the NPS offered Everhardt a jobas a civil engineer. After serving 6 months in the Army in 1958, Everhardt continued with his civilengineering job until he was promoted to general engineer in the Southeast Regional Office, Richmond,Virginia in 1962. He was then promoted to Regional Coordinator of Engineering in 1964 and transferredto the Southwest Regional Office in Santa Fe, New Mexico in 1966 with a similar position as theRegional Chief of Maintenance.

In 1969, Everhardt moved to Yellowstone National Park to serve as the Assistant Superintendent. Hestayed there until 1972, when he was promoted to be the Superintendent of Grand Teton National Park. Itwas at Grand Teton where he was awarded the Department of the Interior’s Meritorious Service Awardfor planning and executing a global conference for national parks.

Everhardt was nominated out of the NPS ranks and became the ninth Director of the National ParkService in January 1975 under President Gerald Ford. As Director, Everhardt oversaw the park-wide celebration of the national Bicentennial and doubled the acreage of lands belonging to the NPS.Throughout his directorship, he promoted land preservation and conservation. In May of 1977, hestepped down from the Directorship and served briefly as the Special Assistant to the National ParkService Director until he started work as the Superintendent of the Blue Ridge Parkway in October 1977.

As the fifth Superintendent of the Blue Ridge Parkway, Everhardt revived construction and oversaw thecompletion of the parkway with the construction of the Linn Cove Viaduct around Grandfather Mountainin North Carolina. He sought to improve interpretative programming, develop trails and attract visitorsto the Parkway. Everhardt supervised and supported the construction of the Asheville Folk Art Center,Parkway Headquarters and the Blue Ridge Music Center.

For his service as the Superintendent of the Blue Ridge Parkway, Gary E. Everhardt was awarded theDepartment of the Interior’s highest honor on April 24, 1985: the Distinguished Service Award. In1990, he was awarded the Cornelius Amory Pugsley National Medal Award for his dedication to parkconservation. The Blue Ridge Parkway Headquarters in North Carolina is named after him. Everhardtretired in 2000 to Arden, North Carolina.

Scope and Contents Note

Material in the Papers was created as a result of Everhardt’s career in the National Park Service asAssistant Superintendent of Yellowstone National Park, Superintendent of Grand Teton National Park,National Park Service Director, and particularly as the Superintendent of the Blue Ridge Parkway.The files reflect the day-to-day management concerns relating to running the National Park Service orindividual parks. Topics reflected in these files include budgeting; concessionaires and their relationshipwith the parks; Congress and its relationship to the parks; construction and maintenance projects;environmental conditions in the parks; housing; land acquisition, access, and use, including vistaprotection; management of both land and park staff; planning; and public use and interpretation,including economic and other impacts on the parks and surrounding areas. The collection also containsa small amount of personal correspondence with current and former co-workers and friends. Items inthe collection date from 1936 to 2005 with most of the material dating from 1972-1999. The collectionis arranged into five series: Pre-Director, Director of the National Park Service, Blue Ridge Parkway,Photographs, and Artifacts.

Scope and Contents

The material in the series was created as part of Everhardt’sduties as an engineer with the Southeastern RegionalOffice (SERO), as Regional Chief of Maintenance forthe Southwestern Regional Office (SWRO), as AssistantSuperintendent of Yellowstone National Park, and asSuperintendent of Grand Teton National Park. The SERO andSWRO files deal mainly with construction and maintenanceprojects at various parks under each Office’s jurisdiction.Similar concerns files are a part of Yellowstone National Parkmaterial as well as files relating to budgets, environmentalissues, land acquisition, and conditions in the park. The GrandTeton material includes files relating to environmental mattersin the park, land acquisition and management, planning andevaluation, and public use of the park. It also contains a smallamount of personal correspondence including correspondencewith former National Park Service Directors Horace MarsdenAlbright and George Hartzog, some of which refers toNational Park Service-related matters. Overall the files in theseries date from 1948 to 1979, with most of items dating from

Scope and Contents

The material in the series was created during Everhardt’stenure as National Park Service Director and his short stintas Special Assistant to the Director after his resignation. Themajority of the series is made up of letters of congratulationon his appointment as Director, correspondence concerninghis resignation, and his chronological files. The chronologicalfiles contain correspondence and memoranda relating toappointments, employees, management and planning, andissues at various parks. The series also contains materialrelating to the National Park Service budget and Everhardt’stestimony before Congress. A small amount of personalcorrespondence is also included in this series as well asa folder of correspondence to and from former NationalPark Service Director Ron Walker. The items in the seriesdate from 1972 to 1977, with most of the files dating from1974-1977. Material in this series is arranged alphabeticallyby folder title.

The series contains very little regarding planning for the U.S.Bicentennial although there is a little material about variousevents held in conjunction with it.

Scope and Contents

The files in this series were created as a result of Everhardt’sactivities as Superintendent of the Blue Ridge Parkway from1977-2000. In addition to material relating to the overallmanagement of the Parkway there are files on the designand construction of the Blue Ridge Music Center in Galax,Virginia and the Parkway Headquarters and Linn CoveViaduct in North Carolina; the Fiftieth Anniversary of theParkway in 1985; the dedication of the Parkway in 1987; andcorrespondence with the Friends of the Blue Ridge Parkway,in particular Executive Director Vera Guise and membersGene Messick and Garrett A. Smathers. A small amountof personal correspondence is also part of this series andincludes letters to and from former National Park ServiceDirectors Horace Marsden Albright and George B. Hartzogand conservationists Hugh Morton (owner of GrandfatherMountain, NC) and Nathaniel Pryor Reed which touch onNational Park Service-related matters and conservation issuesin general. Photographs Series, 1957-2001 (bulk,1975-2000)Physical Description: 1.3 Cubic Feet (3 document boxes, 10oversize photographs)

Scope and Contents

The photographs were generally created due to Everhardt’sNational Park Service activities although there are a fewpersonal photographs included in the series. While thereare photographs documenting his service at YellowstoneNational Park, Grand Teton National Park, and as ParkService Director, the bulk of the photographs were taken whilehe was Superintendent of the Blue Ridge Parkway. In additionto documenting events such as the Fiftieth Anniversary ofthe Parkway in 1985 and the dedication of the Parkway in1987, there are also photographs showing the Parkway itself,particularly the Linn Cove Viaduct. This series containsphotographs dating from 1957 to 2001, with most of thephotographs created in the period 1975-2000. They arearranged chronologically, with photographs transferred fromthe Pre-Director, Director, and Blue Ridge Parkway series anda sound recording from the Blue Ridge Parkway series filed atthe end.
