The programme totalled over £250m worth of investment including Development Project 1 (see example below), a containment level 4 laboratory (£90m), containment level 2 Laboratory (£20m), utility infrastructure (£10m) and a master planning application (£5m). My leadership style engendered a culture of professional cooperation and mutual collaboration with the consultants and contractors I managed. Key achievements included: Led reform of the governance arrangements and board’s terms of reference Developed the activity from a single construction project to a multi project, full lifecycle programme Established a programme management office of 20+ staff Set up effective communications with funding organisations (including central Government) on progress and ongoing programme viability. Example project: DP1 Project Sponsor (3 years) As client project sponsor and board member for a £135m construction project I was responsible full time for the delivery of the project. The project was completed 1 week ahead of the 3.5 year schedule and £2m under budget. My contribution focused on strong collaborative leadership, excellent technical understanding and an unswerving commitment to delivery. I also led the procurement of consultants under the public procurement regulations. Research Laboratory Programme for Public Health England (PHE), Porton Down (£300m) Delivered concept stage designs, costings and project plans for various options for the re-provision of the PHE science facilities. The options included both new-build and refurbishment schemes. I instigated a number of inventive studies to mitigate project risk due to novel technical solutions. I delivered under significant time and budget pressures that required me to keep track of both the strategic intent of the programme and the detailed design solution.

Projects:

Data Centre and Offices for Rutherford Appleton Science Laboratory (£11m, 3 year, sole project Manager)I managed and administrated the contract for this £11m three year project from inception to completion. I delivered this extremely technical building in the fast moving field of server computing. The two floors of offices meant that I needed to manage emotive issues at a senior level requiring a firm but diplomatic approach.

DP1 The Pirbright Institute (£135m, 1 year, project manager)Consultant project manager – see above for project details.

Incinerator (£0.5m, 6 months, sole project Manager)Sole project manager and contract administrator for a technical and contractually complex refurbishment project. I worked closely with the client to ensure requirements of the regulator and statutory authorities were met and to reduce the risk associated with the transfer to operation.

Contained Drainage System (£1.5m 6 months, sole PM)Project managed a highly innovative contained drainage project. I addressed a number of contractor caused product defects, which required a thorough understanding of the technical issues and clear logical analysis to identify the best approach, and secure commercial leverage for successful resolution.

Isolation Unit (£13m 6 months, sole PM)On behalf of the client, managed the ‘transfer to operation’ of the facility following changes to the operating and validation requirements. This required strong leadership to change the blame culture to a forward looking and issue resolving approach to the project.

Diamond Light Source Facility (£2.8m 9 months, sole PM)Managed a programme of various, highly serviced, projects including clean rooms and bespoke science spaces. Key challenges were managing the relationship between the client’s representatives and the external consultant designers.

Science Laboratory Security Lodge (£2.2m 1.5 years, sole PM)Led the planning and implementation of the relocation of security operations and building management systems monitoring. Coordinated and resolved significant ‘mission critical’ contractual issues and setup a strong communication workstream to keep the entire site up to date with progress.

Mercury Health West Midland Diagnostics (£110m 9 months, team member)Programme Manager for tender and mobilisation phase of a vehicle-based medical treatment centre programme across 55 sites delivering 11 types of diagnostic service. Set up various processes and tools to manage this significant piece of work.

As well as the significant projects above I undertook various feasibility studies, health-checks and short term intervention roles which have not been listed.

BRITISH ARMY – ROYAL ENGINEER OFFICER SEP 1999 - JAN 2006 (6 YEARS)Retiring as a Captain, I undertook multiple roles serving in Germany and the UK and deploying to Kosovo and Iraq. I gained a broad range of experience of planning and delivery tasks using project management and leadership skills. My training and experience culminated in being the Construction Programme Manager for 700-man unit in Basra, concurrently managing multiple projects in a restricted environment. Liaison and diplomacy skills were often tested working with many different nationalities and agencies (UN, DfID, Red Cross) to coordinate and account for resources.

Significant successes include:• Being selected to design and deliver a prestigious bespoke 6 week training

package for 60 junior soldiers.• As a military industrial diver, ran the unit Diving Team• Winning the Royal Engineer cross country skiing championships
