2 The Ministry of Environment and Forests has examined theproposal and noted that the proposal is for environmentalclearance for expansion of Polyester Chips and PolyesterFilament Yarn Productlon Plant at Village Jolwa, PalsanaTaluka, Surat, Gujarat by M/s. Garden Silk Mills Ltd. Thecost of the project is Rs. 365 Crores. The unit has green beltin 8,000 m2 and has proposed additional green belt in 4,500m2. The unit will install a natural gas based Captive PowerPlant of 8.4 Mw. In case of non availability of the gas,furnace oil may be used as fuel. The total water requirement after expansion will be 7,083KLD and will be sourced from own bore well. Total wastewater generation will be 2,849 KLD which shall be treatedand discharged into the Kadodara Khadi through own 1 kmpipe line. The unit has two ETP'S and proposes to install onenew ETP.

4 The project activity is listed at S. N. 5 (d & c) undercategory 'A' and was considered and appraised at centerlevel as para 7(ii) of EIA Notification 2006.

5 The Ministry of Environment and Forest hereby accordsenvironmental clearance to the above project under theprovisions of EIA Notification dated 14th September, 2006subject to compliance of the following specific and generalconditions.

A SPECIFIC CONDITIONSi) The company shall install fulFfledged ETP to comply with

the GPCB norm for discharge of effluent into sea and allnecessary clearances shall be obtained.

ii) The company shall construct a guard pond for treatedeffluent and shall carry out the bloassay test by collectingthe treated effluent into the guard pond before discharginginto Khadi. The reports shall be submitted to CPCB andMinlstry's Reqional Ofnce at Bhopal.

It is noted that M/s. carden Sllk Mills Ltd.have proposed for expansion of Polyester Chips andPolyester Filament Yarn manufacturing unit at Village:Jolwa, Tal.: Palsana, Dist.: Surat in Gujarat. Productioncapacity of Polyester Chips will increase from 3,92,600MTPA to 5,45,600 MTPA fully drawn yarn from 19,900MTPA to 23,000 MTPA. The Ministry has earlier accordedEnvironmental Clearance for the existing capacity on 76April, 2008. The productlon capacity of polyester orientedyarn will be same as 90,600 MTPA. Capacity of by-productsDegraded Polymers (Oligomer) will increase from 27 MTPAto 39 MTPA. The Captive Power generation of existing andproposed plant will be 6.74 MW x 2 Nos., 8.4 MW x 1 No.and 18 MW x 1 No.; 10.5 MW x 1 No. respectively. Out oftotal proposed polyester chips, 23,000 MTPA will beproduced by using the existing manufacturing facilities.Similarly, 3,100 MTPA of fully drawn yarn will be producedby using the existing manufacturing facilities. No eco-sensitive areas are located within 10 km radius of theplant. The proposed expansion will be within the existingunit having land area of 20 acres. Cost of the project is13,275.00 lacs.

3 It is noted that the water requirement will increase from7,153 m3ld to 8,828 m3ld which will be sourced from theground water source. The waste water generation will be3,523.8 m3/day. The domestic effluent will be disposedthrough septic tank followed by soak pit. The industrialwaste water will be treated in the modified effluenttreatment plant. The company has existinq effluenttreatment plant for primary, secondary involving two stageactivated sludge process and tertiary treatment facility.The company will provide additional primary and secondarytreatment to the existing treatment facility for treatment ofadditional effluent. The final treated effluent as per theprescribed norms of GPCB/CPCB will be sent to KadodaraKhadi through own existing pipeline that finally meets theArabian Sea.

We use water fromexisting bore wells as wellas canal.The final treated effluentis sent to Kadodara Khadias per prescribed norms ofGPCB. Analysis report forraw and treated effluentand ETP sludge is enclosedas Annexure III.

4 Power requirement will be met through Captive PowerPlant. One coal based boiler 90 TPH of capacity, one fuel oilfired thermic fluid heating system of 40 Kcal/capacity andone FO engine has been installed. Fuel for the boiler wouldbe 288-360 MTPD of imported/Indian coal and 78 TPD offurnace oil for fuel oil engine and heat transfer fluid system(3 heaters). About 0.34 MTPD of lubricant oil will be usedas fuel.

6 Solid waste generation will be in the form of lubricant oil(1,050 l4T^ear existing and 0.5 MT^ear, proposed) andHFO sludge (1.2 MTAear, proposed) will be sold MoEFauthorized reprocessors. Catalyst drum lot or additivedrum (220 Nos./Month, existing and 140 Nos./Month,proposed) and PP liner lot (150 kglmonth, existing and 4.5MT/M, proposed) will be sold to cPCB authorized vendors.ETP sludge (10.55 MT/M existing and 2.5 MJ/M proposed)will be disposed at M/s. 7 The Petrochemical based processlng units are listed atSerial No. 5(e) of schedule of EIA Notification, 2006 andcategorized under "A" or "B" category depending upon thelocation of the plant outside or inside the notified industrlalarea. In the instant case the unit is located outside thenotified industrial area, hence it is "A' Category project.The Expert Appraisal Committee (I) considered the projectin its 93'd meeting held on 14-15s April, 2OO9 andcommittee recommended the proposal for grant ofenvironmental clearance as per para 7(ii) of EIANotification, 2005 exempting the project from publlchearinq.

POLICY FOR CORPORATE ENVIRONMENT RESPONSIBILITY.

Garden Silk Mills limited is a long time established Corporate Entity in the premier TextileManufacturing Hub of Gujarat l.e. Surat. It has got a long history of association wlth the cltyand its local population.

It undertakes socially responsible work on its own and works closely with the Gram Panchayatsto cater to the social and infra-structural needs of the surrounding populace. The two villagesnearby its location of the factories, i.e. Jolwa and Vareli have benefited by means ofEmployment, Social infra-structure and Envlronment Protective Activities of Garden Silk MlllsLimited.

The following policy of corporate Environment Responslbility has been formulated by SeniorManagement and is reflective of the Eco-sensitiveness owned by the Company.

II, STANDARD OPERATING PROCEDURE. EMP

1. Every Environment Clearance (EC) and Consent should be dlscussed by the H.O. andPlant team immediately after issual of the same. Environment Consultant willparticipate ln all such meetlngs. At the end of each meeting, the salient bullet pointsare to be brought to the notlce of Unit Head and the Occupier Director.

2. All Capital and Revenue Expenses arising out of Environment Compliance will bebudgeted by the Plant and vetted by the Environment Management Committee for finalapproval of Unit Head and the Occupier Director.

3. Test Results of Effluent Treatment Plants and Stack Emissions against various normsstipulated by EC and Consent shall be escalated by Utility Head to the EnvironmentConsultant at pre-determined period.

4. Any departure from the norms as stipulated by Central and State Environment Bodiesshall be escalated to the Committee, the Unit Head and the Occupier Director. Allrectification actions shall be taken within fixed time limits after consensus within thebody.

5. In any case, the Environment Management Committee will meet at regular lntervals,which shall not be more than two months.

6. For all visits by Government Officials, it is the duty of the Plant to ensure that allinspections and checks 90 on smoothly. All the members of the committee includingH.O. members shall get involved in such inspections. Any points arising out of theinspections have to be informed to the Unit Head and closed within a fixed time limit.

7. It ls the duty of the H.O. Co-ordinator and members of the Committee to ensure thatLegal and Statutory Compliances are regularly done. Any departure should be broughtto the notice of the Unit Head and the Occupier Director.
