2017-18 GANANDA BOARD OF EDUCATION GOALS 1.) By June 30, 2018 each member of the Gananda Board of Education will have the information
necessary to answer questions regarding our district’s performance.
2.) By October 30, 2017 the Gananda Board of Education will create an advocacy plan and will act on that plan throughout the year.
3.) Through presentations and discussions, the Gananda Board of Education will develop an understanding of the current state of digital citizenship throughout our schools and identify policies in need of modification by June 30, 2018.
4.) By April 1, 2018, the Gananda Board of Education will complete a review of our Board of Education development plan to identify necessary changes.

Mr. Stephen Nims seconded the motion. Vote: 6 Yes - 0 No. Motion carried. Ms. Kelly VanLaeken was in attendance to share events scheduled for staff on August 29th and 30th. Using the strategic plan as a compass, teachers and teaching assistants were offered a menu of professional development opportunities on August 29 that included training on Schoology; a new learning management tool for teachers, students and parents. Additional learning opportunities were given on Google, iReady and innovative learning. Personalized Behavioral Intervention Supports (PBIS) was rolled out to staff on August 30 and will be rolled out to students during the first week of school. Ms. VanLaeken also presented the Professional Development Plan for the district that the NY State mandates we submit annually. The only part of the plan that provides flexibility to a district is goal #4, professional development. Professional development for 2017-18 reflects strategic plan initiatives that will be tackled throughout the school year. Dr. Van Scoy recommended acceptance of the following financial reports: a. Article 7 Tax Certiorari Proceeding with Town of Macedon and Wayne County (index #s 81118, 81119, 81120. Mr. Charles Rothfuss seconded the motion.
WHEREAS, Evergreen Hills Associates, L.P. has filed an Article 7 tax certiorari proceeding (Index No: 81118) challenging the real property assessment; and WHEREAS, the County of Wayne has established the Standards and Process by which it may participate in providing financial assistance for litigation challenges to real property assessment; and WHEREAS, the Town of Macedon has requested that the Town, County, and Gananda Central School District share equally in the costs of litigation; THEREFORE BE IT RESOLVED, that the District agree to share equally in the costs of litigation in the above‐referenced proceeding; and BE IT FURTER RESOLVED, that the District request that the County of Wayne share equally in the costs of litigation in the above‐referenced proceeding. Mr. Charles made a motion to accept a donation from the Performing Arts Boosters to the high school drama club in the amount of $7000. Mrs. Robin Vogt, Mr. William Buchko and Dr. Van Scoy drafted Board goals based on the list developed at the August 16, 2017 Board meeting. The Board was in agreement with the intent of the goals, Mrs. Lisa Finnegan will wordsmith and they will be reviewed at the September 13, 2017 Board meeting. The Achievement Committee will meet to discuss how it will provide information to the Board to reach their first goal; how is the district performing? During Board Reports, Mr. Stephen Nims reported that the Policy Committee met on August 25, 2017. Ms. Lisa Finnegan reported that Mrs. Vogt, Dr. Van Scoy and interim PR Specialist, Brittany Hughes, met to formulate a plan for an educational foundation. Ms. Vogt reminded committees to identify a lead person, identify goals and share meeting minutes with Ms. Ferrante within two weeks of each committee meeting. Ms. Robin Vogt opened the floor for public comment, there were none.

Vote: 7 Yes - 0 No. Motion carried. The Board entered their work session at 7:10 p.m. Mr. Stephen Nims was assigned as the timekeeper and Mr. Greg Giles to record parking lot issues. The building administrators reviewed the opening day activities in their building. Overall the first day for students was a positive one. Each building had kickoff activities to roll out PBIS. The first week ended with a district wide picnic where all students came together for lunch at the elementary school. It was a successful event giving all staff and students an opportunity to interact with each other. Ms. Kelly VanLaeken had the Board do an assignment in Schoology, a learning management tool for grades 6-12 that will integrate technology into the classroom and support personalized learning. Schoology will be used by students and teachers and has the capability to store all student documents. Once data issues have been resolved, parents will be able to access daily

grades. Infinite Campus will continue to be used for attendance and report cards. A communication informing parents about Schoology will be sent once data issues have been resolved. The Board reviewed their goals and agreed on their goals for the 2017-18 school year.

The Board discussed what date should be used as the date that the Gananda CSD was established as an entity. It was agreed that the date of the first Board of Education meeting, January 10, 1973, will be used as the date that the Gananda CSD was established. Additional dates that may be celebrated are the first day of student attendance, September 1974, and the date of the first graduating class, June 26, 1982. The Board developed a list of advocacy items. They will discuss what items they would like to focus on at their October 11 work session.

The Board discussed logistics for the NYSSBA Conference in Lake Placid October 12-14, 2017. It was agreed to not send a voting delegate to the annual NYSSBA business meeting. Natalie Melnik informed the Board of an Article 7 Tax Certiorari Petition filed by Braceyourself II, LLC. The Board is in support of the District pursuing these proceedings. Mr. Stephen Nims made a motion at 9:24 pm to go into executive session to discuss Dr. Van Scoy’s evaluation. Mr. William Buchko seconded the motion. Vote: 7 Yes - 0 No. Motion carried.

PUBLIC PARTICIPATION AT BOARD MEETINGS
The Board of Education encourages public participation on school related matters at Board meetings, as outlined in this policy. To allow for public participation, a period not to exceed 30 minutes shall be set aside during the first part of each Board meeting for public comment, with priority given to comments on items on the meeting’s agenda. A second 30-minute time period will be set aside at the end of each Board meeting for public comment on matters pertaining to the district but not on the agenda. These periods may be extended by a majority vote of the Board. Persons wishing to address the Board shall advise the District Clerk within a reasonable time prior to the start of the public comment period scheduled starting time of the meeting. The request shall be made in writing on a form provided by the district. To maintain a first come, first served process, the district may request the and shall include the name of the speaker. For purposes of following up with speakers later, the district may request the speaker’s address, telephone number, or email address. name of organization represented (if any), To limit comments to matters which may be properly discussed in public session, the district shall request and a brief description of the topic to be addressed. Any group or organization wishing to address the Board must identify a single spokesperson. Presentation should be as brief as possible. No speaker will be permitted to speak for longer than three minutes. Speakers may comment on (1) any matter related to district business; (2) any agenda item; or (3) matters related to agenda items specifically or district matters generally, depending on the public participation section. The Board will not permit in public session discussion involving individual district personnel or students. Persons wishing to discuss matters involving individual district personnel or students should present their comments and/or concerns to the Superintendent during regular business hours. All speakers are to conduct themselves in a civil manner. Obscene language, libelous statements, threats of violence, statements advocating racial, religious, or other forms of prejudice will not be tolerated. Persons making presentations at a Board meeting will address remarks to the President and may direct questions or comments to Board members or other district officials only upon the approval of the President. Board members and the Superintendent shall have the privilege of asking questions of any person who addresses the Board. Questions and comments from the public concerning matters which are not on the agenda will be taken under consideration and referred to the Superintendent for appropriate action.

SMOKING AND OTHER TOBACCO USE ON SCHOOL PREMISES Due to the health hazards associated with smoking, and in accordance with federal and state law, the Board of Education prohibits smoking and all other tobacco use, and use of an electronic cigarette or e-cigarette, in all school district buildings, on school grounds, and in any vehicle used to transport children or personnel. Smoking or tobacco use is also prohibited within 100 feet of all school entrances, exits and outdoor areas, except where that is a residence or residential property. “Electronic cigarette” or “e-cigarette” means an electronic device that delivers vapor which is inhaled by an individual user (including vaporizers, vapor pipes, and vape pens), and shall include any refill, cartridge and any other component of such a device. The Board also prohibits the use of e-cigarettes in these locations. The district's smoking policy shall be prominently posted in each building, at designated outdoor locations on school premises (e.g. athletic fields) and in all district vehicles. The Board designates the Superintendent of Schools or his/her designee as agent responsible for informing individuals smoking cigarettes or e-cigarettes, or using tobacco unlawfully that they are in violation of Article 13-E of the Public Health Law and/or Section 409 of the Education Law and/or the federal Pro-Children Acts of 1994 and 2001. Persons using e-cigarettes in violation of this policy will be asked to stop. Students and staff may be subject to consequences outlined in the Code of Conduct, and visitors or contractors may be asked to leave school property. CHILD ABUSE, MALTREATMENT OR NEGLECT IN A DOMESTIC SETTING
The Board of Education recognizes that because of their sustained contact with school-aged children, employees are in an excellent position to identify abused, maltreated or neglected children and refer them for treatment and protection. The Board further recognizes the specific dictates of law which require school officials to report suspected instances of child abuse, maltreatment (which includes neglect) in a domestic setting. The purpose of mandatory reporting is to identify suspected abused and maltreated children as soon as possible, so that such children determined to be abused or maltreated can be protected from further harm and, where appropriate, can be offered services to assist him or her and his or her family. School officials, who have reasonable cause to know or suspect that a child has been subjected to abuse or maltreatment, must immediately report this to the New York State Central Register for Child Abuse and Maltreatment (Central Register), as required by law. No conditions may be imposed which limit their responsibility to report. A school official is defined as: Teacher Guidance counselor Psychologist Nurse Social Worker Full or part-time paid athletic coach Administrator Any school personnel required to hold a teaching or administrative license or certificate. The school official will also report the matter to the Building Principal. The report shall be made by telephone or by telephone facsimile machine on a form supplied by the Commissioner of Social Services. A written report shall be made within forty-eight hours to the appropriate local child protective service, and to the statewide Central Register. School employees who are not school officials, as defined above, but who have reasonable cause to know or suspect that a child has been subjected to abuse or maltreatment are encouraged to report to the Central Register. However, the school employee must report the matter to the Building Principal. If the matter has not yet been reported to the Central Register,

the Building Principal shall make the report, in accordance with state law. In being required to file such report, the Building Principal does not have discretion. School employees or officials may not contact the child's family or any other person to determine the cause of the suspected abuse or maltreatment. It is not the responsibility of the school official or employee to prove that the child has been abused or maltreated. Any school official or employee who has cause to suspect that the death of any child is a result of child abuse or maltreatment must report that fact to the appropriate medical examiner or coroner. In accordance with the law, any school official who fails to report an instance of suspected child abuse or maltreatment may be guilty of a Class A misdemeanor and may be held liable for the damages caused by the failure to report. The law grants immunity to persons who, in good faith, report instances of child abuse from any liability. School employees will not be subject to retaliatory action, as defined in state law, as a result of making a report when they reasonably suspect that a child has been abused or maltreated. The Board recognizes that knowingly reporting a false claim of child abuse is a violation of state law and this policy acknowledges that it is a crime to do so. The district will make every reasonable effort to ensure the integrity of the district’s child abuse reporting process and procedure. School District Relationship with Local Social Service District The school district will cooperate to the extent possible with authorized child protective services workers in investigations of alleged child abuse. The Superintendent, or his or her designee, will represent the district when collaborating with local social service agencies to address instances of abuse or maltreatment, and in the development of policy and procedures regarding abuse or maltreatment (including educational neglect). In addition, the Superintendent will share a copy of the district’s attendance policy, 5100, with the local social service district. Training Program and Dissemination of Information The school district shall maintain an ongoing training program which will address the identification and reporting of child abuse and maltreatment, including the legal implications of reporting and not reporting. Attendance at sessions of this training program shall be required of all school officials. Attendance records shall be kept, and notations will be made in personnel files as to the dates of attendance. The Superintendent shall develop, with input from appropriate personnel, a plan for implementation of such a training program, to be approved by the Board. In addition, the policy and regulations will be included in all employee handbooks and distributed annually to all school officials who are not covered under existing handbooks. The Superintendent will prepare and implement all regulations as are necessary to accomplish the intent of this policy

The goal of the Gananda Central School District is to provide student access to nutritious meals each school day. However, unpaid charges place a large financial burden on our school. The purpose of this policy is to insure compliance with federal requirements for the USDA Child Nutrition Program, and to provide oversight and accountability for the collection of outstanding student meal balances and to establish procedures to address unpaid meal charges throughout the Gananda Central School District.
The provisions of this policy pertain to regular priced school breakfast, lunch and snack (if applicable) meals only. The Gananda Central School District provides this policy as a courtesy to those students in the event that they forget or lose their lunch money. Charging of items outside of the reimbursable meals (a la carte items, adult meals, etc.) is expressly prohibited.
Free Meal Benefit - Free eligible students will be allowed to receive a free breakfast and lunch each day. A la carte purchases must be paid/prepaid.
Reduced Meal Benefit - Reduced eligible students will be allowed to receive a breakfast for $0.25 and lunch for $0.25 each day. The charge meals offered to students will be reimbursable meals that are available to all students.
Full Pay Students – Students will pay for meals at the school’s published paid meal rate each day. If a student is without meal money on a consistent basis, the administration will investigate the situation more closely and take further action as needed. If financial hardship exists, parents and families are encouraged to apply for free or reduced price lunches for their child if applicable. The charge meals offered to students will be reimbursable meals that are available to all students.
Parents/Guardians are responsible for meal payment to the food service program. Discreet notices/ emails of low or deficit balances will be sent to parents/guardians at regular intervals during the school year.
Students/Parents/Guardians may pay for meals in advance via myschoolbucks.com or with a check payable to Gananda School Lunch Fund. Further details are available on our webpage at Gananda.org. Funds should be maintained in accounts to minimize the possibility that a child may be without meal money on any given day. Any remaining funds for a particular student may/will be carried over to the next school year.
Refunds for withdrawn, and graduating students; a written or e-mailed request for a refund of any money remaining in their account must be submitted. Students who are graduating at the end of the year will be given the option to transfer to a sibling’s account with a written request.
Unclaimed Funds must be requested within one school year. Unclaimed funds will then become the property of the Gananda Central School District Food Service Program.
Balances Owed collection of owed balances will follow the policies and procedures set by the school.

Notes from Audit Committee Meeting 9.26.17 In attendance: Natalie Melnik, Robin Vogt, Chuck Rothfuss, Cathy Johnson Representatives from Freed Maxick CPA’s and EFPR Group Reviewed both the Internal and External Audits with respective auditors - both were positive audits - The Internal Audit focused on IT and had some areas where there was recommended improvements in processes Identified Robin Vogt as Chairperson for the committee - discussed need to offer out if any other board members want to join and need to reconfirm what is in our procedures for the makeup of this committee # community members, # BOE and terms of community members - discussed offering out to Amy Suchan and Suzanne Carder if either is interested Reviewed Goals !)
