OBJECTIVE:SparkourcommunitytomakestrongandtrackableadvancesinavailableHousingandprepareareadyWorkforceforgenuinegrowth.
BACKGROUND: During a series of bi-annual Economic Roundtables sponsored by the Greater Gallup Economic DevelopmentCorpora<onandtheGallupExecu<veDirectorsAlliance,discussionsamonglocalemployers,civicleadersandalliedorganiza<onsoAenreturnedtoHousingandWorkforcechallengesinunusuallyhighnumbers.
AttheendoftheFebruary2017eventinSantaFe,civicleadersemphasizedACTIONtofixthecombinedissuesofHousingandWorkforce.TheGallupSolu<onisourcommunityefforttomodifyexis<ngcondi<onsandsubs<tutenewworkableideas,resul<nginsignificant,notablechanges.
OVERVIEW:The goal is tomaximize our community’s economic assets by advancing local labor into beTer paying jobswithoutneeding to aTract a substan<al number of workers from outside of the region. Current regional companies anddevelopmentofnewoneswillnotemergeunlessourresidentsaresufficientlytrainedandreadytomoveintobeTerjobsthatcreateopeningsforyoungerpeople,sincethatisacri<calcomponentofsustainabilityandgrowth.Crea<ng
The entrepreneur behind Gallup Land Partners (the area’s largestproperty acquisition in recent history), revealed a critical factormany of our competitive cities have already discovered. In orderto win investment and job creation expansions, they INVEST INTHEIROWNSOLUTIONS.Hedisclosedthatbusinesses increasinglydemand locations where many active citizens are bettering theircommunity with innovative solut ions to c lear barr iers , l ikeaffordablehousingandanavailable,trainedworkforce.

WORKFORCE:
Employerscon<nuetonotethattheyareunabletofindjob applicants with the requisite skills (literacy skills,technicalskills,and“soA”skills)forpostedjobvacancies.They experience difficul<es in aTrac<ng and retainingcollege-educated talent. Top area employers reportlimited interac<on with local educa<on, colleges andworkforce programs, feeling that they are unresponsiveto the real-<me training needs of business, compellingthesecompaniestoconducttrainingin-house.
Employmentischangingdrama<cally,anagingworkforce(possessing decades of ins<tu<onal knowledge) is closetore<rement,emergingtechnologyisdisplacingfamiliarforms of labor, and technological and interna<onalmarket forces are altering the economic landscape at adizzying pace. Indeed, it was observed, we’re nowpressedtotrainafutureworkforceforjobsthatdon’tyetexist!
Several recommended strategies have come forward,including:✤ forging direct and responsive connec<ons between
workforce training resources and economic-baseemployers;
✤ implemen<ngacer<fiedbusinesstrainingprogram;✤ providing college credit to workers who complete
company-accreditedcer<fica<onprograms;✤ recrui<ngskilledandeducated“na<veGallupians”to
returnhometofilland/orcreatehigh-wagejobs;✤ increasing crea<ve deployment of effec<ve STEM
educa<oncourses;and✤ developmentofspecializedincen<vesforemployees.
I n t h e M a y 1 9 t h , 2 0 1 7 m e e t i n g , 5 0par t i c ipant s focused on c rea t ing ACT IONsolutions to the two identif ied challenges. Thegroup div ided in half to focus on eitherHousing or Workforce ACTION strategies.Thefol lowinginformationwasthespringboard:
HOUSING:There is already a high regional demand for housingdue to limited exis<ng stock and liTle new housingdevelopmentstartstomeetthedemand. Ifthereistobe new economic development – with new jobs andbusinesses– there’sgoing tobeanevengreaterneedforhousingatdifferentpricepoints.
From theRoundtableand recent researchonbusinessreten<on and expansion, we have learned thefollowing:✤ Housing Stock – There is a general housing stockshortage,exis<ngstockisaging,rentalproper<esareoAenunfurnished,and leaseagreements tendtobeinflexible.
✤ Prices – Home ownership and rental prices areabove-averagecomparedtootherregions.
✤ Data–Thereisinsufficientdataonactualdemandforstudent housing, high-quality rentals and median-incomehousing.
✤ Coordina<on – Partnerships and coopera<vesolu<ons need to be formed to address housingini<a<vesinthemosteffec<veandconsistentway.
Severalrecommenda<onshaveemerged,suchas:✤ forming a community-wide housing collabora<ve,
toreducefragmenta<oncausedbythe“siloing”ofprograms and to increase coordina<on and jointac<on;
✤ inves<ng in housing innova<ons, such as newaffordableandenergy-efficienttechnologies,whichcanbebroughttoscale,greatly improvinghousingstock–notonlyinGallupbutontheReserva<ons,as well, and which can even support localmanufacturingenterprises;
✤ developing student housing for UNM-Gallup, thuselimina<ngakeybarriertoeduca<onalaccess;
✤ strengtheningrelationshipsandpartnershipsbetweeneducation/training institutions and the area’semployers,withrealimpactoncurricula,careerpathcounselingandschool-to-workconnections.
