The innovative “PLUS” is aimed at improving both the collaboration and the interaction between local authorities, organizations, institutions, local entrepreneurs and stakeholders, creating a new methodology which could be applied to different themes and sectors.
For this reason it is not important “What we are doing”
but “How we are doing it”

The aim is to define territorial strategies in order to start sustainable development processes through:
The direct participation of local residents and
stakeholders;
The enhancement of territorial vocations and existing
heritage;
The qualitative improvement of “systems” by inserting new factors which can rise competitiveness and governance.

Leader methodology works in order to transfer the decision

Where it works
It works in rural marginal areas, where the richness standards
are lower than the Tuscany regional average, where services
are rarefied and not very accessible for the local residents.
LEADER works in order to help local residents at “defending”
their territory, favoring developing opportunities which are
grounded on micro- economies.

Core Elements
Local promotion: informing and involving activities through the active participation of all the local categories. Capitalization of competences and the steady insertion of innovative, experimental and pioneering paths. Communication, monitoring and evaluation: a successful strategy must know and measure the undertaken activities and be able to communicate them both inward and outward.
A good planning cannot prescind from a deep
knowledge of local backgrounds, since the
developing dynamics are very different when
they are aimed either industrial or rural, either
urban or fringe areas.
