sor Khubua,Distinguished representatives from the German embassy, from DAAD and

from GIZ,Dear Professors and Colleagues,Ladies and Gentlemen,It is always a joyful day when one can celebrate a success which has been at-

tained through a long period of hard work, looking back to new experiences and insights which one got and which will form the basis for further steps in one’s pro-fessional life.

In December 2011, we came together on a similar occasion, and I then told you, the new students who today will receive your master’s diploma, that a suc-cessful participation in the Master’s program requires diligence, perseverance and seriousness and, what is equally important, open-mindedness and curiosity to turn to unknown topics and to integrate the new ideas and knowledge in your personal horizon and perception of the world and in your own manner.

You had been chosen out of more than 90 qualified applicants and you ac-cepted the challenge. Most of those who started have crossed the finish line; oth-ers still have the chance to do it.

The challenge was even bigger for two reasons:First, most of you at the same time had a demanding and time consuming

job, so that your studies had to be done in the evenings and during the weekends. This often was not easy for the families, and I want to take the opportunity to thank them for their patient support.

Second, the program places high demands on your intercultural skills and abilities: On the one hand, you worked, in a more familiar way with the Georgian Professors, on the other hand, you had to tolerate and understand German Profes-sors with different approaches to impart knowledge and analytical skills. And for many of you, the internships in Germany and the Summer School in Speyer was a

special challenge which in some cases led to vivid debates on how to handle the new context, but we overcame the disputes, and we the coordinators are very im-pressed by the intensity, with which most of you took advantage of your internship and by your will to really get to know the administrative culture of your partner country and to deepen the friendship between our people, a friendship which we feel every time we come together.

Now, what does the Master’s degree mean for each of you?Of course, it confirms that you have acquired and strengthened your knowl-

edge in the subject-matters dealt with in the program.However, what is perhaps more important is that you have gained and shown

the ability to communicate with different scientific disciplines, i.e. that you can make use of the knowledge of different branches of expertise, - and that this ability is crucial for leading positions in the public as well as in the private sector.

But I think, your Master’s degree has also a societal dimension: The society can expect that you, with your knowledge and broadened perspective, will contribute – wherever you will work in the public or private sector – to develop an administra-tive culture, a cultural context which fosters a real democratic and rule of law based State, or – in other words – a State

which is acting according to impartial and objective criteria,which respects and protects individual rights,which helps those who are not able to earn a decent living by themselves,and which promotes fairness and tolerance in the society,When, in the 18th century, the 13 North American Colonies prepared their

independence, they drafted Declarations and Rights where they laid down their hopes and expectations for a better society and a better political and administra-tive regime. In the famous Virginia Declaration of 1776, article 3 reads as follows:

“That government is, or ought to be, instituted for the common benefit, pro-tection, and security of the people, nation or community, of all various modes and forms of government that is best, which is capable of producing the greatest de-gree of happiness and safety and is most effectually secured against the danger of maladministration; and that, whenever any government shall be found inadequate or contrary to these purposes, a majority of the community hath an indubitable, unalienable and indefeasible right to reform, alter or abolish it, in such manner as shall be judged most conducive to the public weal.”

These are ambitious objectives, and perhaps we would nowadays formulate them in a more modest way. However, what is important to see, is, that the drafters already then considered a well-functioning public administration to be crucial for a free society and for economic development. Later, this insight often got lost in the political debate. In the second half of the 20th century, it took some time until the World Bank recognized and drew the necessary consequences out of the insight, that a well-performing civil service and the respect of the principles deriving from the rule of law are decisive for the economic development. Neo-institutionalism helped to develop concepts of better governance.

Dear Masters of public administration, dear students, it’s up to you to strive for an impartial and objective State which cares for the common good and to

strengthen fairness in public affairs. Wherever you will work, be it in the public, be it in the private sector, you can, by your own behaviour and by the manner how you take decisions, give an example for others and help to change structures and attitudes where necessary.

Before I end my short considerations, I would like to express my gratitude to-wards several persons.

First, I want to thank the Dean of the Law Faculty, Professor Burduli, for his un-conditional support and personal commitment to the Master’s program. Despite his numerous obligations as Dean of the Faculty, he dedicated a lot of his energy and competence in the program. I can say it from first hand observation.

In the heart of the program are two persons who tirelessly cared for the func-tioning of the program and continuous communication with the students and the lectures, always encouraging all those who are involved in the program. These per-sons are Tamar Berishvili and, from the German side, Claudia Hipp, who is a “half” Georgian, considering her experiences as employee in the Office for international affairs of Tbilisi State University.

We are most thankful also to all Georgian and German Professors and other lecturers who imparted their knowledge with great commitment.

Because, secondly, it’s also a pleasure to be back again: Every time that I am with you at this ceremony, I start to remember my own

graduation ceremonies that I attended as student.And the memories that come up in my mind, they are only good ones. And so, surely, only good memories will come up when you think back to this

day, dear graduates.Although it’s probably a mix of quite different feelings that you experience

right now in this moment: of relief after two years of hard work, probably especially during the last

months, weeks, days and nightsof curiosity, maybe also a bit of uncertainty, about your future but especially of satisfaction and pride of what you have achieved.Dear graduates,there is no doubt in this room – you have made a great achievement, passing

this study programme. Two years of studying are behind you, partly in a foreign language, and partly

We all could see in the last months, but also years, how quickly our environ-

ment can change. And that we have to react to this.Georgia has made its decision and is on its way towards Europe. For that, the country has embarked on numerous and comprehensive reforms. A modern Public Administration in Georgia is one the aims of these reforms

– and at the same time, a modern administration is one of the preconditions for successful reforms.

This master programme is part of that process: It offers the right education and training to young Georgians, to the future

Good evening honorable guests, ladies and gentlemen!As my friends Teona and Beka have already highlighted the most important

characteristics of our program and shared their memories I’ll try to cut a long story short and tell you several words about my personal experience.

When I came to the first lection I knew I was supposed to get as much knowl-edge as possible. I was used to excellence and intended to do my best to succeed. Unfortunately, sometimes “trying” is not enough and I failed my exam in economics (this happened for the first time in my whole life). Of course it was hard but I took this fact as a challenge and overcame it. This failure taught me more than just the

definition of “scarcity” or “market failure”. I learnt that being a lawyer or the special-ist of public relations is not an excuse or the end of the road and a person should develop himself/herself day by day to be a sustainable competitor in a global so-ciety. I didn’t only pass the mentioned exam afterwards, but the following knowl-edge and experience helped me to become one of the finalists of TSU School of Entrepreneurship and travel to Estonia. So, the failure led me to success.

I shared this example to you just as a reminder that every cloud has a silver lining and we should never ever give up!

So, class 2014 congratulations! We made it!

Honorable dean, Board of professors, Dear guests and above all, my fellow graduates, I was asked to deliver the graduation speech and you might expect from

me to express my gratitude towards academic staff, to praise the program, such as peculiarities in teaching adminis-trative law, competi-tion policy, strategic management, budg-et planning or etc., however I am sorry to disappoint you, as I want to use this chance to express my impressions towards

my classmates, what I wanted to tell them before, Well, when I entered into the Speyer program, I felt that I was in a different

environment, and after two years I realized that I am right, because those young people, who are sitting in front of me are very special indeed, who gave Speyer program opportunity on the one to show its’ achievements and perspectives and on the other hand, by our scrupulous attitude, assisted it to improve day by day. I am more than sure that together with our professors and coordinators it is you and we who made our program so successful and ambitious, so popular and attractive, and not only Speyer program but each other’s lives I believe, because we all are different, we all are successful and we all are inspirational for each other, therefore I would like to:

thank Giorgi Ko­beridze – the man with global vision, whose ad-vices and views are so deep and thoughtful.

thank nuka Ga­gua – the beautiful lady, who is loved by everyone, and for me she has special value as a person.

thank elene vekua – by whose beauty I have been charmed, and I believe not only me, our Elene has sincere heart and tender soul.

thank teona Babunashvili – very intelligent and purposeful lady, who cre-ated the new fashion trends in our and outside of the class.

thank ana taktakishvili – the joyful and elegant lady, powered by the sym-pathy of whole class, who showed the example of tenderness on the one hand and high determination for the achievements at the same time.

thank Keto Papashvili – The very positive and always smiling lady, who cre-ates friendly atmosphere for all of us.

thank tika nadareishvili – Trusted and devoted person, clever and smart, whose nickname is “fire”.

thank alex lomadze –The cleverest and warmest gentleman, real gentle-man, who is professional in finances, but grades everything in values not in prices.

thank leila Giorgobiani - Kindest and amazing girl, by whose cakes we ex-plored the art of culinary in Speyer classes.

thank teona Kuta­ladze – The most caring person, who has many times dictated us to write exams by all means.

thank eka ebra­lidze – The super ac-tive and super pretty lady, who takes the lead bravely, we all remember Paris experience, when she brought us there and leaded us to unforgetta-ble adventure.

thank nino Skhirtladze - The person who is very humble, but she is exactly the one who should be proud of her intellect and mind.

thank irakli tkebuchava – The grumbler friend, who has experienced many chal-lenges in internship period, but I know in his deep heart Speyr finds wide place for love.

thank Beqa lezhava - Very Friendly and motivated young man, who tries his best to achieve his goals and I am sure he will succeed with his competences.

thank tamuna maisuradze – Very dedicated and clever lady, with big and kindest heart.

thank nino okrushvili – Master of Human Resources, very reliable and trustee person. thank liana Jafaridze – Real Reflection of professionalism and science, who

studies more than 24 hours, I believe she studied instead of us as well. thank Sandro Khvzinadze – Young man with high personal and academic

profile, with “A” evaluation in his master thesis, thank vakhtang lomjaria - Very bright and motivated gentlemen, always

aspiring for novelties and ready to accept the new challenges. thank lika Khatiashvili – Truly attractive lady, whose smile and charisma can

better our characters and whose intellect can improve even Georgian public sector. and last but not least thank you tiko Gakhokidze -, I would call this lady – simply - the Woman, who makes

the difference in all ways. Even though, almost all of us did not learn German language well, we did not

have super grades, we are more than successful graduates, because we learned not what to think, but how to think, we did not attain to the traditional careers, rather we found the passion, we learnt not how to follow others footprints, but how to create our ones.

So thank you our professors, Mr.Sommermann and Mr. Knorr, Georgian pro-fessors, Professor Khubua, our dean Irakli Burduli, our coordinators Tamar Berishvili and Claudia Hipp and all who contributed creation of the program.

So Why to choose Speyer program because - here not the grades matter, but the passion matters, the goals matters and the ambitions matters, Because here we achieve our highest create our own rules.

And a little political-philosophical intervention, sometimes I try humor but almost every time I fail, but still - this piece of hat is Blue, It could be Red, we do not know which could be better, may be both, may be none of them, but what we know, the color which we, the new generation will create in the future will be definitely better…. As the future belongs to those who believe in the beauty of their dreams
