ANNUAL HIGHLIGHTS

Adapting to meet the needFrom July 1, 2019, through June 30, 2020, 3,790 children spent time in San Diego County foster care, including 1,253 children who entered the system since July 1, 2019. Upon entering care, every child receives a risk and needs assessment conducted by Voices for Children staff. Based on those assessments, we provided a CASA to 1,577 children, staff members called Case Liaisons advocated on behalf of 654 children, and VFC staff continuously monitored the cases of 941 children through our Case Assessment Program (CAP).

Since Voices for Children’s inception in San Diego County in 1980, our team has continually sought to improve our service to children. In fact, one of our core values reads, “We set high standards for ourselves and constantly strive to improve.” With that ambition comes new programs or different structures, but none like the upheaval experienced in spring 2020. For a program like ours — one which, at its core, is centered on human relationships — the changes brought on by COVID-19 have been particularly challenging. Yet through it all, our advocacy on behalf of children in foster care has not wavered.

We are immensely grateful to our CASA volunteers for their commitment to children amidst changing policies, safety protocols, and court hearing procedures. This fiscal year, we are proud that our volunteer retention increased by 33 percent compared to last year.

RECRUITMENT & TRAINING

During FY2019-2020, the recruitment and marketing teams worked closely to acquire nearly 2,000 volunteer inquiries. Those interested in becoming a CASA begin by attending an Information Session. After completing an application, being interviewed by our staff, and undergoing comprehensive background checks, approved trainees enroll in Advocate University — a 35-hour training program developed by Voices for Children to prepare CASAs for their important role as court advocates. In spring 2020, each part of this process was transitioned to or enhanced for a virtual format, allowing Voices for Children to continue providing advocates to children who need the support of a caring adult, perhaps more than ever.

In total, 214 new CASA volunteers graduated from Advocate University.

SERVING JUSTICE-INVOLVED YOUTH

Our Juvenile Justice program, launched in April 2018, has rapidly become an essential resource in San Diego’s Juvenile Court. Notably, local Juvenile Court judges are the leading source of referrals for youth to receive CASAs. This fiscal year, Voices for Children developed a youth needs assessment to assist with the screening, matching, and waitlist management processes, much like the risk assessments being conducted on all dependency cases.

For the fiscal year ending June 30, 2020, 92 youth received CASA advocacy through Voices for Children’s Juvenile Justice program.

CASA Carolina was assigned to 6-year-old “Hannah” in September 2019. The little girl had entered foster care when her mother left Hannah and her siblings with a relative who could not care for the children. The mother was using drugs, so much so that Hannah and her siblings were able to describe how their mother prepared her drugs. Upon entering foster care, the girl was placed in a local group home.

In October 2019, Hannah was diagnosed with a congenital heart defect that can be caused by drug exposure in utero. Her cardiologist explained that the defect would have to be corrected by a surgical procedure, which would require overnight hospitalization. When the surgery was scheduled for May, CASA Carolina immediately spoke with Hannah’s social worker and attorney to discuss the possibility of Carolina supporting Hannah in the hospital. Since Hannah’s parents are not involved in her life and because Hannah is placed in a group home rather than having foster parents, Carolina knew she was the only consistent adult in the girl’s life and wanted to be sure Hannah didn’t wake up in the hospital without a familiar face.

Due to the COVID-19 crisis, CASA Carolina’s request had to be elevated, and Voices for Children staff worked to ensure the proper approvals were in place leading up to the surgery.

When the day of Hannah’s surgery arrived, even more complications arose. Carolina was at the hospital at 6:00 a.m., and cardiology was having trouble receiving the proper medical authorizations by fax. The hospital was considering re-scheduling the procedure, but because Carolina was present, she was able to notify the social worker and ensure the authorizations came through.

Not only did Carolina pave the way for a necessary procedure, but she spent the entire night with Hannah in the hospital following surgery and was able to see her through a successful discharge.

As Hannah’s social worker said of CASA Carolina, “It is rare that I have met someone so passionate and selfless about helping others in need.”

Like Carolina, our CASAs are often the only consistent person in children’s lives. During this unprecedented time, their presence — whether virtual or in rare in-person circumstances — is not only critical for ensuring children receive vital services but also for providing children with the comfort of a familiar face.

• Provided services to all 3,790 children in San Diego County’s

foster care

• Advocated on behalf of 2,231 children

• Continuously monitored the case files of 941 children

• Advocated on behalf of 92 youth in juvenile justice system

• Had 1,055 community members who spent more than

94,000 hours volunteering as CASAs

• Recruited, trained, and graduated 214 new CASA volunteers

• Assigned 361 new children to CASAs

• Saw 154 children become adopted or receive permanent

guardians and 143 become reunified with their families

• Supported 181 CASAs who held educational rights, and thus

were responsible for education decisions, for 253 children

• Submitted more than 1,900 court reports prepared by CASAs

CASA Susan and ‘Trent’ One of the most important roles of a CASA volunteer is providing consistency to children in foster care. This reliable presence during everyday circumstances makes it possible for them to provide critical support to their youth in time of crisis.

Three years ago, CASA Susan was paired with “Trent”, a 19-year-old foster youth with developmental delays and mental health concerns. While he has foster parents who care for him, Trent has developed a tight bond with his CASA over the years, even once asking her to be his foster mother. While humbled by the request, Susan couldn’t sacrifice her role as his CASA and promised him she would be his “CASA mom” forever.

Recently, Trent’s doctor decided to make a change to the teen’s medication, which resulted in Trent hearing voices in his head. This led to the young man engaging in dangerous behavior to deal with his mental stress. When he ran away from home and got lost, it was CASA Susan he phoned for help.

Trent told her that he was hearing voices and wanted to go to the hospital but that his foster parents were hesitant about taking him to a medical center amidst the COVID-19 pandemic.

CASA Susan encouraged Trent to stay calm. She quickly contacted a mental health professional who encouraged her to find a local crisis center for Trent to visit in person. Susan found a nearby location for Trent, and his foster parents were able to take him in for care. The staff were able to adjust his medication, and after only a night at the facility, Trent was able to return home.

It was this emergency situation that made Susan truly realize the value of being a CASA. She shared that she didn’t know what would have happened if Trent didn’t have anyone to call. By being there for Trent and taking action to find him the help he needed, she was able to turn around an escalating situation and ensure Trent’s safe return.
