The Health Information, Policy and Advocacy Project
HMIS and support to DPHI
Futures Group is supporting the Ministry of Health’s Department of Policy and Health Information (DPHI), with as ultimate aim the DPHI being the sole repository of health information for the Ministry. Goals: • Ensure high performance of the national HMIS, complying with international
standards, and receiving recognition and support among policymakers and the public
• Ensure evidence-based decision-making by M&E of health sector performance and improved data generation and information dissemination with appropriate communication and technology
• Enable availability of quality socio-demographic, economic, morbidity, mortality, and risk factor information and improved coordination of survey planning and implementation
• Ensure effective and efficient health care and public health performance through comprehensive HIS coverage and improved database management on infrastructure, human resources, and logistics

Current HMIS 2.0 is managed by HIS bureau of DPHI. It captures nation wide monthly aggregated data from all Public (and some private) Health Facilities
HIPA project activities to support HMIS
• Capacity building of DPHI • Enhance HMIS and provision of training
• Consistency with national program indicators • Data exchange with national programs • Build new features in HMIS in consultation with DPHI and users • Development of mobile applications
• Develop dashboards, graphic interfaces to support informed decision making by MoH and other policy decision makers and provide training on usage
• Develop/ enhance current MoH portal as an HMIS data dissemination platform for health and non-health stakeholders
• ICD-10 integration in HMIS and training. • Support to introduction of Medical certificate of cause of death,
including ICD10 coding

• Guidelines for conducting regular HMIS data quality
assessments
• Facilitate workshops chaired by MOH with private sector and NGO health service providers to promote HIS data reporting
• Study and analyse Unique Identified initiatives within the country to develop a strategy document for implementation of common Unique Identifier
• Develop data quality guidelines for CRVS for improving birth and death notifications by health facilities and communes
• Data Demand and Information Use (DDIU) survey and capacity building workshops on data demand and information use for stakeholders.

Support to ICD-10 implementation task team (subcommittee of TWG-HMIS) Main tasks: Develop a frame work and implementation plan for ICD-10 integration in health information systems Issues still to be decided on or taken care off: • Decision on introduction of ICD-10 simplified version for PHC. What to use for
other levels, introduction of full-fledged ICD-10 version? • Simplified ICD-10 version needs IPD codes to be made suitable for HCs with
beds, referral hospitals and maybe provincial hospitals ? • Simplified ICD-10 version and full-fledged ICD-10 version both need a Khmer
version. Review of Khmer version once ready • Review of diseases in simplified ICD-10 version if applicable to Cambodia
health situation • Preferred IT solutions to incorporate ICD-10 codification structure in HMIS and
PMRS • Resources available and needed • Realistic implementation time schedule • Training plan • Testing/field trials and selection of Provinces, OD and health facilities for pilot
testing • After successful pilot, nation wide scale up
