Public Health Institutional Readiness Plan COVID-19: A Guide for International Students in Canada

INTRODUCTION While the world continues to grapple with the unknowns of the COVID-19 pandemic, Futures Canadian College of Business, Health and Technology (FCCBHT) is focusing on our mandate of providing rich, career-focused education that prepares graduates for success. Subject to the guidance of government and public health authorities, we plan to provide both interactive online and in-person education starting Fall 2020 term. On-campus learning will only occur for courses where it is safe and necessary to do so. Our plans to offer a mix of online and in-person classes means that students can continue to pursue their career and academic goals, rather than put them on hold, during this uncertain time. Regardless of delivery mode, our students will have many opportunities to engage meaningfully with their peers and professors using different platforms and technology. We have posted the list of programs and their mode of delivery for Fall 2020 in the website. The safety of our staff, students, and faculty remains our top priority. We have a dedicated team working with our faculties and departments to oversee the safe reopening of different facilities, and we expect students and employees to adhere to all guidelines established for any planned on-campus activities. We will continue to work diligently to provide regular updates to our diverse student, faculty, and staff. In the meantime, we are focused on the future. The future of our students, the future of learning at FCCBHT and future contributions of our graduates to this new world. As FCCBHT gradually re-opened campus in September 2020, new health and safety measures have been put in place. These measures include such as the mandatory wearing of masks in indoor spaces, promoting physical distancing for at least 2 meters or 6-feet apart at all times, and enforcing regular hand washing with water and soap or using an alcohol-based hand sanitizer, sanitation, and procurement of needed supplies. Necessary faculty, staff, and contractors can enter the campus premise. Since we have converted our class online, we are not expecting student to come to attend classroom lecture this Fall 2020.

On-campus traffic and activity remain limited. Students who need access to the campus for coursework, they must request an authorization from the Administration Office by calling 905-412-3007 or by sending an e-mail to [email protected]. Anyone who is showing symptoms of COVID-19 or has been in contact with someone who has COVID-19 or has travelled internationally within the past 14 days must delay their visit to the campus. Anyone coming/returning to Canada must undergo a mandatory 14-day self-isolation period. Maintaining a healthy campus We have educated our employees about COVID-19 which includes proper use of PPE, use of the COVID-19 alert app, staying at home if they are sick, proper hand hygiene and respiratory etiquette and encouraging them to wash their hands regularly. They need to wear a face mask all the time, cover their cough, maintain a social distance of 2 meters or 6ft apart from others. Follow local, provincial, and federal public health advice to prevent the spread of COVID-19. Every employee has been provided a COVID-19 Prevention: Campus Checklist and the document is posted in each staff workstation. For awareness, we have posted several hygiene signs, and these are clearly visible areas (i.e.: reception, classrooms, workstations, and washroom).

• How the virus can spread? • Physical Distancing • Protect Yourself • Wash Your Hands

• Cover Your Cough • Do You Have COVID-19 Symptoms? • COVID-19 Spread the Word • Face Masks and Coverings

Employees are trained to wash their hands frequently and to avoid touching their face, nose, and mouth with unwashed hands. There is an alcohol-based hand sanitizer (70-90% alcohol concentration) in dispensers at the entrance, inside classrooms and near high touch locations for students, staffs, and visitor use. The college has a designated person monitoring our office supplies for liquid soap, alcohol-based hand sanitizer, disinfectants, paper towel, tissues, and waste receptables with lined plastic bags. Our hotline number is 905-412-3007 and e-mail address [email protected] are being monitored daily 24/7 by a designated person. We have implemented four people at a time policy when using the boardroom, lunchroom, meeting room and instructional space. There is also a door sign to remind people that the room occupancy is only limited to four, and to keep the 2 meters or 6-feet distance. Moreover, our campus ensures that there is a routine maintenance and proper functioning of heating, ventilation, and air-conditioning (HVAC) systems.

3

All four classrooms have the following signage/reminder about COVID-19:

• How the virus can spread? • Physical Distancing • Protect Yourself • Wash Your Hands • Cover Your Cough • Do You Have COVID-19 Symptoms? • COVID-19 Spread the Word • Face Masks and Coverings

4

The classroom tables and chairs were designed following the 2 meters/6-feet social distancing. We have implemented 10 students/enrolees policy per program/course. Our reception area has a plexiglass shield that helps protect students, faculty and employees from infectious breath, sneezes, and coughs. Moreover, our campus does not have dining or restaurants, gyms, or dormitories/residences.

Our washroom has an alcohol-based hand sanitizer, toilet tissue, paper towel and disinfectants. There is also a sign on “how to wash your hands” and “COVID-19 wash your hands”.

5

The campus is being cleaned 2x a day, 7 days a week. The campus cleaners are using disinfectants based on list of hard-surface disinfectants. Instructions on the label on how to use a chemical is being followed all the time. When using gloves, the cleaners wash their hands with soap and water for at least 20 seconds after the gloves has been removed. Alternatively, if soap and water are not available, they use an alcohol-based hand sanitizer containing at least 60% alcohol. Staff are instructed that when cleaning their personal space in their workplace, they must use products that clean and disinfect together, such as store-bought disinfectant solutions or wipes, which is readily made available in the campus. Before entering the campus All employees and students are required to complete a COVID-19 symptom screening online questionnaire before coming on campus everyday, and to stay at home if they answer “yes” to any of the questions. This daily symptom screening requirement must be done before coming to the campus. The day before an appointment date at the college, visitors will receive an e-mail notification for symptom screening. They must postpone their visit to the college if they experience one of the symptoms. The following are the precautionary measures being implemented before entering the campus:

• There is only one entrance to access the College. There is a sign where it says mask or face covering must be worn on premises

• We have stationed an alcohol-based hand sanitizer at the front door before a student,

faculty, staff, or visitor can enter the college reception area. Along with an alcohol-based hand sanitizer, there is also a face mask and gloves available

• All students, faculty, staff, or visitors must sanitize their hands • A poster is available at the entrance stating that a person cannot enter the campus if they

6

are sick. Staff, students, and faculty are being reminded not to report to the college once they have experienced any of the symptoms

• There is an instruction guide in this area on how to safely wear a cloth mask for face covering

• The main door of the campus has a poster which serve as a reminder to keep 2 meters distance and how to stop the spread of COVID-19

• A temperature check is also being implemented before someone can enter the campus. If the temperature is higher than normal, we will not let the person enter inside the campus

• For contact tracing purposes, all visitors are required to provide their name, whom are they meeting with, and their personal contact number. There is a designation person in the reception area to register the required information. Date and time of visit is also being recorded

• Ensuring privacy and confidentiality of personal information, attendance records of all staff, students, and visitors such as name, contact information, time of arrival/departure, reason for visit, rooms/areas visited, completion of screening is being maintained and stored in SharePoint site

• Students, staff, and faculty must wear their appropriate photo ID • Non-essential visitors are not permitted to enter or visit the campus • Follow all institutional policy, including active daily screening and staying at home when

feeling sick While on Campus The use of non-medical face coverings will be required at all times when inside the campus except when you are alone in your own defined space (a defined space can include a single-person office

7

space, open office area such as reception, pantry, storage room). Face coverings are mandatory during all our scheduled classes and labs. However, if you are working alone in either a defined space, classroom or lab, the face covering can be removed. When another person comes into your defined space, classroom, or lab, you are required to wear a face covering. A face covering includes a non-medical mask or other covering including a bandana, scarf, or cloth (including hijab and niqab) that covers the mouth and nose to ensure a barrier to limit community transmission. Face shields will only be acceptable as an accommodation for those requiring it. Students can only stay on campus long enough to complete their labs/assignments, and then leave. Maintaining social distancing, staying at least 2 metres from the nearest person where possible. Controlled access to campus

• Enhanced screening protocols, at identified entrances, prior to granting of campus access (symptom screening, proof of ID, confirmation of mandatory COVID-19 safety training)

• Increased cleaning, sanitation and disinfection protocols will continue, for high-traffic areas and high-touch surfaces

• Classrooms, labs, workstations, offices, and common spaces will be configured to accommodate physical distancing (minimum 2 m/6 ft between people) wherever possible

• In situations where physical distancing cannot always be maintained, personal protective equipment (PPEs) will be used

• Use of non-medical face coverings will be required at all times when inside a building, except when you are alone in your own defined space (a defined space can include a single-person office space, open office area such as reception, pantry, storage room). Face coverings are mandatory during all our scheduled classes and labs. However, if you are working alone in either a defined space, classroom or lab, the face covering can be removed. When another person comes into your defined space, classroom, or lab, you are required to wear a face covering. A face covering includes a non-medical mask or other covering including a bandana, scarf, or cloth (including hijab and niqab) that covers the mouth and nose to ensure a barrier to limit community transmission

• Face shields will only be acceptable as an accommodation for those requiring it • Student services will continue to be provided in an online or remote format – exceptions on

a case-by-case basis • Students, staff, and faculty will be encouraged to leave campus once work or learning

assignments are completed; congregating in groups outside of class will be discouraged • Common areas remain closed except for academic purposes. Designated virtual study/lunch

spaces for students whose schedules require them to remain on campus for extended periods of time

• Remote work continues where feasible with implementation of on-site work rotations to minimize on-site traffic

• Virtual recruitment continues with gradual return to in-person external activity Before traveling to Canada International Students are permitted to travel to Canada for classes beginning in October 2020 (fall

8

semester). To be able to enter Canada as a student, subject to conditions set out in the Quarantine Act, and Emergency Orders made under the Quarantine Act and they must meet two requirements:

1. Student must have a valid study permit or a letter of introduction that shows they were approved for a study permit.

2. Student must be attending a designated learning institution (DLI) with a COVID-19 readiness plan approved by its province or territory.

International students and their accompanying family members must be entering Canada for non-discretionary/non-optional purposes. Travel to Canada will be considered essential (non-discretionary) if an international student has a valid study permit or a letter of introduction that shows they were approved for a study permit and their DLI is on the approved list. A Canada Border Services Agency (CBSA) officer will assess whether they and their accompanying family members’ purpose of travel in Canada is for non-discretionary purposes. Any international student with COVID-19 symptoms will not be allowed to board their flight to Canada. International students will be reminded that a student permit alone is not a travel authorization. IRCC will communicate to international students once travel authorization has been granted and remind them that this authorization may be cancelled if the circumstances in their destined institution or province change.

FCCBHT will be sending all international students an email which contains the FCCBHT International Quarantine Plan form for them to follow and be aware of all necessary health measures and in Ontario to limit the spread of the virus in Canada. FCCBHT will need to let the International Students know on what to expect upon arrival and during their studies, and they should ensure that they have a suitable quarantine plan before their travel to Canada.

Furthermore, FCCBHT will be providing the students website link of Canada’s Quarantine Act and we will be conducting a pre-departure briefing to students prior leaving their home country. The content of the pre-departure briefing are reminders prior leaving their home country, arrival in Canada, where to get tested, what to do when they are positive or exposed to a person with COVID-19, transportation, accommodation, quarantine guidelines, penalties and so on. International Students will be asked to submit a quarantine plan and will be asked to sign a Student Quarantine Commitment Form. The quarantine plan should show how will the student and family members (if applicable) will quarantine for 14 days once they arrive in Canada, including also how will they get to their destination, obtain groceries and access essential services and medical care. This is a mandatory requirement for all FCCBHT students. They will also be reminded that there may be serious consequences under the Quarantine Act and the Immigration and Refugee Protection Act for non-compliance with the quarantine requirement. Students will be reminded of the following prior their travel to Canada:

• Avoid spending time in large crowds or crowded areas • Avoid contact with sick people, especially if those persons have a fever, cough or difficulty

breathing • Be aware of the local situation and follow local public health advice • Be sure to monitor their health and if they become sick before or during their trip, avoid

contact with others except to see a health-care professional

9

• Must have relevant documents for their travel to Canada, such as: o valid passport o student visa o isolation/quarantine plan o letter of confirmation from Immigration, Refugee and Citizenship Canada o letter of acceptance from FCCBHT o Negative COVID-19 test result (obtained 72 hours upon arrival in Canada) o FCCBHT quarantine/isolation approval letter (student must have this printed to

provide to the CBSA officer, if asked) o quarantine site information including the address and contact number for the

transportation company (use your quarantine check list that was provided) o contact information for FCCBHT - 905-412-3007, e-mail address

[email protected] • Students must not travel to Canada if they feel sick. If they are sick, they need to delay their

travel plans until they feel well and no longer present symptoms. • Students will need to pass a health check before they are allowed to board their flight • If students showing any symptoms of COVID-19, they will not be allowed to travel to Canada • Students and accompanying family members will be required to complete a COVID-19

symptom screening online questionnaire while on quarantine and immediately inform FCCBHT International Centre/Administration Office if they answer “yes” to any of the questions. If the symptom screening online questionnaire is not completed before 12NN, a representative from FCCBHT will be calling the student for them to be reminded of the requirement

• To have a plan on how to obtain medical care if they become sick during the quarantine period this includes getting mandatory medical insurance

• Be ready to answer all immigration officer’s relevant question about travel to Canada, such as:

o where will you quarantine (self-isolate)? o how will you get to the location where you will be self-isolating? o will you be in contact with vulnerable people? o what is the address of the location where you are staying and a valid contact number

to reach you? o who will get you groceries or food and do you require any medication?

• If students have not arranged a destination where they will be staying for your 14-day self-isolation period, FCCBHT can help provide them with a quarantine accommodation (i.e.: hotel, house). They need to let FCCBHT International Centre or Administrative Office know what plans are by sending an email to [email protected]

• As soon as the student arrives in Canada, their health will be assessed when they speak to the Canada Border Services Agency (CBSA) officer. They must have a quarantine plan that shows how they will quarantine for 14 days when they arrive in Canada, including how will they get to their destination, obtain groceries and access essential services and medical care. This is mandatory for all travelers to Canada, and there may be serious consequences under the Quarantine Act and the Immigration and Refugee Protection Act for non-compliance with the quarantine requirement

10

• As part of Canada’s efforts to reduce the spread of COVID-19, all travelers are required to provide specific information upon entry into Canada. The recently launched ArriveCAN app enables student to submit contact information and details of their plan for quarantine, as required under current emergency orders under the Quarantine Act, up to 48 hours prior to their arrival. Use of ArriveCAN reduces physical contact for a safer border process. They can download it on their mobile device through the App Store or Google Play

• Download the ArriveCAN app prior arrival in Canada to provide the required contact information for the student (and family members) and to limit the physical contact between travellers and Border Services Officers and Quarantine Officers. This helps to protect both the travellers and the officers

• Download the Ontario self-assessment tool to monitor symptoms during their quarantine • In addition to regular packing requirements, students should plan to bring these additional

items in their hand carry luggage: face masks including disposable and reusable cloth face masks, disposable gloves, travel size alcohol-based hand sanitizer and wipes and a thermometer

• They will be required to complete a COVID-19 symptom screening online questionnaire before coming on campus everyday, and immediately inform FCCBHT International Centre/Administration Office if they answer “yes” to any of the questions

• Quarantine services such as transportation, accommodation, medical and necessities such as food and/or meals, personal hygiene fees are subject to student’s expense

• Students (and family members) are mandated to take the COVID-19 testing on their 14th day (commencing from arrival date in Canada)

• Follow local, provincial, and federal public health advice to prevent the spread of COVID-19, including masking, physical distancing, and hand hygiene; and institutional policy, including active daily screening and staying at home when they are feeling sick

• A minor traveling alone to Canada must also ensure that they have made the appropriate arrangements before departing from their home country and that they will be able to care for and support themselves during the 14-day mandatory quarantine period. The parent or the guardian must understand Canada’s protocols to safely quarantine (self-isolate) or isolate for the required period. This means that their children must quarantine in a place that meets public health requirement, and that their child is well-equipped with food, medication, medical access to quarantine in Canada

Arrival in Canada Upon arrival, international students must be able to demonstrate that they have a quarantine plan in place to support their initial 14-day mandatory quarantine or isolation period in Canada. If student does not have symptoms, upon arrival in Canada, they must still self-isolate for a period of 14 days, and student must have a self-isolation plan. That plan should include where they are staying and how they can get there, whether by themselves or if someone is picking them up. They should not come to Canada unless they have a self-isolation plan. Furthermore, the isolation plan should be approved by FCCBHT and must be presented to the CBSA border officer when requested. If symptoms occur upon arrival, a health assessment will be performed by a Public Health Agency of

11

Canada (PHAC) Officer and the individual may not be allowed to enter Canada, or if necessary, the individual may be transported to a hospital for a medical examination. Among other requirements to be granted entry to Canada, an international student will be required to demonstrate to a Border Services Officer, or PHAC Officer, that they have a suitable plan for quarantine in place; otherwise, they may be refused entry. Any international student who is found to be in violation of the mandatory 14-day quarantine period may be penalized under Canadian law. Maximum penalties include a fine of up to $750,000 and/or imprisonment for six months. Further, a person who causes a risk of imminent death or serious bodily harm to another person while willfully or recklessly contravening this Act or the regulations could be liable for a fine of up to $1,000,000 or to imprisonment of up to three years, or to both. Spot checks will be conducted by the Government of Canada to verify compliance. We note that in addition to the offenses under the Quarantine Act, international students and their dependents, as Temporary Residents or Foreign Nationals authorized entry, may face consequences under the Immigration and Refugee Protection Act, such as being deemed inadmissible and subject to a removal order, for any non-compliance with quarantine requirements under the Quarantine Act. If students and family members have already been in Canada for more than 14 days and have completed the mandatory self-isolation with no symptoms, they do not need to undergo a further 14-day self-isolation period to begin their studies at FCCBHT College. However, if they have developed symptoms of COVID-19 during or after their initial 14-day isolation period, or have been in contact with someone who has, they will then have to undergo another 14-day isolation period from the onset of symptoms or potential contact. Student must report this to the ArriveCAN ap, to federal agents, and/or DLI representative. They should not contact Local Public Health. International students should enter Canada with a plan for quarantining for at least 14 days in advance of their first day of their program of study in order to be in compliance with the existing Emergency Order under the Quarantine Act, requiring mandatory quarantine upon arrival. It is the student’s responsibility to ensure there are appropriate arrangements in place for their quarantine, which includes physical distancing from others, and avoiding contact with vulnerable people such as people 65 years or older, or people with underlying medical conditions. Public living areas should be avoided. As such, hostels and residences with shared living accommodations are not acceptable for quarantine or isolation. Students are responsible for following the requirements of federal quarantine, and other COVID-19 guidelines and advice as issued by the Government of Canada, the province or territory, the municipality where the student will reside or issued by the institution where the student will study. International students should confirm their eligibility for health-care coverage in Canada and, if not covered, they should make arrangements to purchase comprehensive private health insurance that includes COVID-19 coverage before departure. Upon arrival, Border Services Officers will assess the circumstances surrounding the student’s travel. Students are strongly encouraged to make use of the ArriveCAN app, which makes it easier to provide mandatory information upon entering Canada. In addition, during their stay in Canada, international students must continue to comply with the federal, provincial, and territorial laws and regulations, to prevent as well as the guidelines

12

established by local authorities and their respective institutions. They also need to follow institutional policy, including active daily screening and staying at home when feeling sick. If the student will not require accommodation and transportation assistance from FCCBHT, the student should include the information/details in the quarantine plan for FCCBHT to review and approve. Should the student require accommodation and transportation assistance, FCCBHT will help the student to find transportation following the federal and provincial requirements for quarantine. Accommodation and acquiring of necessities such as food/meal, personal hygiene (on student expense) following the process below: Upon arrival at the airport:

• FCCBHT representative will meet and screen the student at the airport. All arrival details such as the pick-up location, name of the FCCBHT representative will be provided to the student prior their travel

• Students will be provided a COVID-19 package which includes a new medical mask, a bottle of sanitizer and gloves

• Remind the student to physically distance from other and practice hand hygiene and respiratory etiquette during their travel

• Student will be reminded to that it is a requirement that all students complete a daily self-assessment as part of their daily check ins during the quarantine period. • Follow FCCHBTs communication plan

Transportation going to the testing site: 1. Our Transportation provider will transport all students and their families from the

quarantine location to the testing center in Mississauga. As per the government regulations no stops will be permitted (except for urgent medical care), and they will be taken directly to the nearest testing center.

2. FCCBHT will also be responsible for verifying that all transportation provided has been sanitized appropriately after each transport.

3. Additionally, FCCBHT representative will also ensure that the passengers are provided with nonmedical masks, PPE and alcohol-based hand sanitizers.

4. After the student and family members have been tested at the testing site the FCCBHT representative will ensure that the passengers are taken back to the quarantine location without any stops (except for urgent medical care).

5. All transportation vehicles are equipped with GPS which will help FCCBHT keep track of any unwanted stops during the journey. If students and FCCBHT representative are caught making any stops (except for urgent medical care) during the journey they will be charged with a hefty penalty.

If students have made their own private accommodations and has transportation, then they must ensure that FCCBHT representative is aware of their arrival date and time and transportation and accommodation are well equipped with all the necessary precautions. An advisor from FCCBHT will be in direct contact with all students during the whole process. What to do while awaiting testing results?

1. Students must not return to the campus until authorized by the college and the Public

Health. 2. They must follow the advice provided by Public Health once they:

• Have symptoms of COVID-19; and • Test positive to COVID-19; or • Are awaiting your test results.

17

3. If they test positive for COVID-19 after the quarantine period students and their family members must IMMEDIATELY contact the staff or the Student Health and Wellness Team by telephone, text, or email. It is important to provide the following information to Futures Canadian College:

• Your first and last name • Your contact information (preferably a telephone number) and email • Your Program • Your student numbers • Student and families quarantine location address if not arranged by the school

4. The faculty member/staff will notify the Dean. 5. Peel Public Health may do contact tracing with the assistance of the Dean of the affected

divisions to ensure confidentiality. 6. The academic division will contact individuals that may have met the affected individual

during the previous 48 hours. 7. Individuals that are at risk of being exposed will need to be tested for COVID-19 and

remain off campus until a negative result is received or cleared by a physician to return to the College.

If a person has tested COVID positive, the diagnosis is part of their personal, private health information and Futures Canadian College is legally bound not to reveal this information in a manner that could lead to the person’s identification. FCCBHT is dedicated to providing all the information that will allow others to protect themselves from contracting or spreading COVID-19. poIn the event of a confirmed case, Peel Public Health will be the lead agency, and conduct contract tracing with anyone who may have met the person diagnosed with COVID-19. Communication Plan The communication plan for COVID-19 resources by Futures Canadian College will include a combination of email, social media posts, flyers/ poster, FAQs and announcement on the FCCBHT websites https://www.futurescollege.ca/ in many different languages such as Tagalog, Mandarin, Punjabi, Urdu, Thai, Spanish, French, Korean, Nepali, Russian, Turkish and Vietnamese. As an institution, we also communicate and collaborate with organizations offering student internships, co-op placements, work-terms, or apprenticeship training about the importance of adopting proper safety protocols to offer enriching learning and work opportunities. The Goal of the Communication Plan:

• Provide resources and information to students and their families that is accessible in different languages.

• Define the fall/winter/spring/summer scenarios and all campus status changes. • Create awareness and understanding to the decision-making parameters and process. • Provide clear communication to all target audiences and stakeholders to address concerns

and questions.

18

• Maintain records of student and families. • Provide ongoing communication to students and families.

Frequency: Primarily weekly updates with important information or changes regarding the campus, government regulations and covid-19 will be sent out to students during and after the quarantine period through the website, emails, social media, SMS, and on-campus signage. Everything the students need to know about the COVID plans, actions and updates will be either emailed to the student or found on the website. Each message related to COVID-19 will seek to provide:

• An empathic and understanding perspective • Timely and consistent information • Accurate and up to date information

While most forms of communication tend to be one directional, FCCBHT prefers to use e-mails and social media to allow for more engaged response. E-mail messages will directly send questions or concerns to a specific designated person. If a student replies to the original message, there will be a predetermined plan for forwarding the responses to a designated admin staff who will be able to answer all the questions. Using social media to communicate will allow for the public responses to be viewed by other constituents. Using social media can be valuable in assessing student perceptions of the college response, raise awareness of misinformation and rumors. In addition to responding directly to social media comments, social media responses will be used to identity perceived gaps in communication and those items will be emphasized and/or corrected in futures messaging. College policies – especially the Code of Ethical Practices Policy – requires that employees engage in no conduct that creates an atmosphere of hostility, intimidation, discrimination, or disrespect for others.

Similarly, the Student Non-Academic Policy, prohibits students from “disorderly conduct; indecent, profane or vulgar language; obscene actions; disrespect for the rights and privileges of others.”

The Sexual Violence and Harassment Policy, which applies to students, employees, and Board members, is clear that “FCCBHT is committed to ensuring a working and learning environment that is free of discrimination, harassment and bullying, and supports a collegial environment that is characterized by mutual respect, safety, civility and free inquiry.”
