Equipment that receives electrical energy and then provides a means to store that energy in some formfor later use in order to supply electrical energy when needed. The energy storage system utilizes thetechnologies defined in 3.3.97.1 through 3.3.97.4 .

3.3.97.1 Electrochemical Energy Storage System.

Consists of a secondary battery, electrochemical capacitor, flow battery, or hybrid battery-capacitorsystem that stores energy and any associated controls or devices that can provide electric energy upondemand.

3.3.97.2 Chemical Energy Storage System.

Consists of hydrogen storage, the hydrogen generator to supply the hydrogen for storage, and a fuelcell power system to provide electric energy upon demand.

3.3.97.3 Mechanical Energy Storage System.

Consists of a mechanical means to store energy such as through compressed air, pumped water or flywheel technologies, and associated controls and systems, which can be used to run an electricgenerator to provide electric energy upon demand.

3.3.97.4 Thermal Energy Storage System.

Consists of a system that uses heated fluids such as air as a means to store energy along withassociated controls and systems, which can be used to run an electric generator to provide electricalenergy upon demand.

A.7.2.1 (11) Section 26.6.2.4 allows for three communications pathway options when a supervising station fire alarm system is provided: 1) Performance-based technologies; 2) Digital Alarm Communicator Systems; 3) Radio Systems which includes one-way private and two-way RF systems. Chapter 26 includes several requirements specific to each of these communications pathway alternatives. In order to verify the provided communication path(s), and any shared equipment, comply with code requirements, the following are examples of information which should be submitted as the minimum documentation for a supervising station fire alarm system: Performance-based technologies

I disagree with this . I believe it should be left up to the AHJ to determine the functionality .If anything this materialshould be annex only material giving a recommendation. By putting this restriction as "shall"you are limiting ainstallation or manufacturer from designing control panels that fit within these parameters. There may becircumstances where there may not physically be the space to mount control panels dialers with silence buttonsetc within these limits .

It may be my lack of expertise in this area but I am bit confused by the references to NFPA 70, Articles 700 and706, in the committee statement since these references do not appear in the new/revised requirements. RatherNFPA 111 is referenced in the new/revised requirements (therefore, the committee statement did not seem tocorrelate to the new/revised content).

I do not agree that carbon monoxide detectors should not have the requirement for a dedicated branch circuit. Inmany cases the code allowed for battery only devices. This could be construed that all detectors co2 and smokedetectors will require a dedicated 120v circuit connection which in some cases is infeasible and may conflict withthe local code.

A.10.6.5.2.2 The purpose of this requirement is to ensure that circuit disconnecting means for fire alarm and signaling systems are readily identifiable so that users will not mistakenly disconnect the power to the system or so that they can quickly disconnect power without having to search the electrical panelboard chart to identify the circuit. The intent of this requirement is not to require specific text for markingidentification. Marking can include, one of the following: (1) “FIRE ALARM” for fire alarm systems (2) “EMERGENCY COMMUNICATIONS” for emergency communications systems (3) “FIRE ALARM/ECS” for combination fire alarm and emergency communications systems (4) “CARBON MONOXIDE” for carbon monoxide detection systems It would be acceptable to show the text using upper and/or lower case, such as “fire alarm”, or “Fire Alarm,” or “FIRE ALARM.”

I do not have a problem with this. I am not sure if manufacturers currently provide this level of backup in theirdetectors to prove to the AHJ the proper backup is sufficient.

I realize this is intended to move an existing requirement from NFPA 720 into NFPA 72; however, after reviewingthis again and reviewing the affirmative comment from Mr. DiTaranto, this appears to be an excessive requirementwithout justification. It is not clear why the secondary power requirement for a CO detection system should bemore excessive than the requirements for a smoke detection system. Where a combination CO and Smokedetection system (which is not monitored by a supervising station) exist, and where the combination systemshares a common power source and notification appliances, this requirement would apply to the combinationsmoke detection and CO detection system; i.e. to provide sufficient capacity to operate the smoke/carbon

The 20-percent minimum reserved capacity safety margin is intended to address both normal aging andeffects of on battery loading. Some systems with a high rate of alarm signaling battery discharge mightrequire a greater safety margin. Battery calculations should take into account a discharge factor resultingfrom the discharge of batteries at a greater rate than the one specified in the battery data provided by themanufacturer. For example, valve-regulated lead-acid (VRLA) batteries are typically assigned a 20-hourdischarge rate (C/20). Any rate greater than C/20 requires using the manufacturer's formula or dischargefactor table. capacity. As a battery ages, rated capacity will decrease to 80 percent, which is consideredthe end of service life. As a minimum, a 20 percent correction factor should be applied for aging to ensurethe battery can meet its current demand at the end of service life. At initial installation, battery capacitycould be as low as 90 percent and should gradually increase when subjected to several deepdischarge/charging cycles or remaining on float-charge for several weeks. For additional information onbattery sizing considerations, refer to IEEE 485 , Recommended Practice for Sizing Lead-Acid Batteriesfor Stationary Applications.

A.10.6.10

The following newer types valve-regulated lead-acid (VRLA) battery type of rechargeable batteries arenormally battery is currently used in protected premises applications.:

Vented Lead-Acid, Gelled, or Starved Electrolyte Battery. This rechargeable-type battery isgenerally used in place of primary batteries in applications that have a relatively high current drainor that require the extended standby capability of much lower currents. The nominal voltage of asingle cell is 2 volts, and the battery is available in multiples of 2 volts (e.g., 2, 4, 6, 12). Batteriesshould be stored according to the manufacturer’s published instructions.

Nickel-Cadmium Battery. The sealed-type nickel-cadmium battery generally used in applicationswhere the battery current drain during a power outage is low to moderate (typically up to a fewhundred milliamperes) and is fairly constant. Nickel-cadmium batteries are also available in muchlarger capacities for other applications. The nominal voltage per cell is 1.42 volts, with batteriesavailable in multiples of 1.42 (e.g., 12.78, 25.56). Batteries in storage can be stored in any state ofcharge for indefinite periods. However, a battery in storage will lose capacity (will self-discharge),depending on storage time and temperature. Typically, batteries stored for more than 1 monthrequire an 8-hour to 14-hour charge period to restore capacity. In service, the battery should receivea continuous, constant-charging current that is sufficient to keep it fully charged. (Typically, thecharge rate equals 1 ⁄10 to 1 ⁄20 of the ampere-hour rating of the battery.) Because batteries aremade up of individual cells connected in series, the possibility exists that, during deep discharge,one or more cells that are low in capacity will reach complete discharge prior to other cells. Thecells with remaining life tend to charge the depleted cells, causing a polarity reversal resulting inpermanent battery damage. This condition can be determined by measuring the open cell voltageof a fully charged battery (voltage should be a minimum of 1.28 volts per cell multiplied by thenumber of cells). Voltage depression effect is a minor change in discharge voltage level caused byconstant current charging below the system discharge rate. In some applications of nickel-cadmiumbatteries (e.g., battery-powered shavers), a memory characteristic also exists. Specifically, if thebattery is discharged daily for 1 minute, followed by a recharge, operation for 5 minutes will notresult in the rated ampere-hour output because the battery has developed a 1-minute dischargememory.

Sealed Lead-Acid Battery. In a sealed lead-acid battery, the electrolyte is totally absorbed by theseparators, and no venting normally occurs. Gas evolved during recharge is internally recombined,resulting in minimal loss of capacity life. A high-pressure vent, however, is provided to avoiddamage under abnormal conditions.

This rechargeable-type battery is generally used in place of primary batteries in applications that have arelatively high current drain or that require the extended standby capability of much lower currents. Thenominal voltage of a single starved electrolyte cell is 2 volts, and the battery is available in multiples of2 volts (e.g., 2, 4, 6, 12). Batteries should be stored according to the battery manufacturer’s publishedinstructions. These batteries are often incorrectly referred to as “sealed lead-acid,” “gel” or“maintenance-free batteries.”

There are two technologies available. The most common type is referred to as “absorbed glass mat” orAGM. In this technology, the electrolyte is immobilized by being absorbed into fiberglass mats thatsurround the plates. Nearly all VRLA batteries in use in U.S. fire protection applications are AGM.

The second technology is referred to as gelled electrolyte. In this technology, the electrolyte isimmobilized in a silica gel. This technology is predominately seen in European applications. While somemanufacturers refer to the battery as a gel battery in the literature, this needs to be confirmed by thetechnician. Gel batteries require higher float voltages than AGM, and floating an AGM battery at gelvoltages will shorten the battery life.

A.10.6.10.3.4

Batteries The circuitry and methods for charging batteries of various types are to be evaluated by anationally recognized testing laboratory to ensure they are appropriate for the purpose. During primarypower use, batteries are trickle-charged if they are off-line and waiting to be put under load in the event ofa loss of power.

Float-charged batteries are fully charged and connected across the output of the rectifiers to smooth theoutput and to serve as a standby source of power in the event of a loss of line power. Other chargingmethods are used to restore capacity to a battery after it has been utilized during a loss of primary power.

The intent of this requirement is to ensure that hearing-impaired persons who are deaf or hard of hearingare alerted to seek additional information regarding an emergency situation. Hearing-impaired personsmight not be Persons who are deaf or hard of hearing are not always alerted by the speaker notificationappliances loudspeakers that provide evacuation tones or voice instructions. It is intended that thespeakers loudspeakers and visible devices notification appliances located in the same area be activatedtogether whenever tones, recorded voice instructions, or live voice instructions are being provided.
