Consultation on Local Democracy Should the City Council reduce the number

of councillors to 38 from 50? Our Parish Council has objected to the proposals to reduce the number of City Councillors by 12 to 38. All the development planned for the Canterbury District and the increase in population estimated at 23,000 over the next 25- 30 years, our Parish Council is concerned that residents will have a diluted voice if there are fewer councillors per head and that residents would not be effectively represented. We certainly do not agree with Canterbury City Council that it would improve the quality of councillors elected. This is by voters choice.

No previous consultation with residents was carried out by Canterbury City Council regarding their wish to reduce member numbers.

It is also difficult for residents to comment, as it is not known how a change in the number of members will affect wards and whether some of these will need to be amalgamated.

Our Parish Council does not feel residents would be served as well by a much lower number of City councillors and they feel that fair and effective decisions would be more unlikely.

The current system sees The Executive making most of the decisions and the parish council members would like to see a return to the Committee system where committee decisions count rather than Executive decisions, which are being made by the chosen few.

A reduction in District Councillors is likely to reduce democracy for us all.

Community Centre Plans

Two consultation days have already been held for residents to choose the best design for the new community centre, on the site of the old St Paul’s Hall, off School Lane. If you were unable to attend before, there is one more opportunity for you to have your say.

at The Wootton Room, Herne Mill. The designers have again been invited to

explain their vision.

Council Projects Cllr Ann Blatherwick and Cllr Carol Davis held several meetings with the designers of the new Community Centre prior to the public consultations. Cllr Andy Harvey has been working with the Allotment Society to get the site ready for planting. Cllr Andrew Brealy and Cllr Ian Sargent volunteered to weed the flower bed in the village. Cllr Tony Day has been co-ordinating the 2014 Calendar photo competition.

1000s of houses on our doorstep. It is time to respond to the

Draft Local PLan!

Individual letters carry much more weight than a petition, you need to let Canterbury City Council know your views on what is planned for Herne and the surrounding area. The intensity of the planned development on the former golf course, Strode Farm, Greenhill and Hillborough. The implications of this development are far reaching and the parish council is considering its response and getting expert advice with regard to the proposals for the highways issues proposed. Below is a list of what the parish council consider to be valid points which residents can raise when submitting their objections. Please put these in your own words and add any other points you consider appropriate.

Housing provision proposed for Herne Village is disproportionate and does not match what is needed. There is no infrastructure delivery plan supplied, CCC state this will be produced at ‘an appropriate time’. This

is not considered to be good enough. There are no traffic figures supplied for before and after the development. There are no details of the proposals for Bullockstone Road, from the junction with Lower Herne Road to

Canterbury Road, ‘the Relief Road’. How is the road to be brought up to the standard of an A road? There are no details of the cost of the proposed infrastructure which is to be developer funded. How are

residents supposed to make an informed decision if all the information is not available? There may not be sufficient funds to cover the cost of the proposals. What happens then?

Herne village will lose its identity. The green gaps between our semi rural parish and Greenhill and Herne Bay will be lost. Section 11.44 of the

draft local Plan states ‘The objective of a green gap policy is to retain separate identities of existing settlements, by preventing their coalescence, through development’ The proposals for Herne will be contrary to this.

Herne should be listed as a village in the Draft Local Plan. It was here long before Herne Bay which wasn’t established until 1833. Herne was the original settlement and the local residents are happy to live in the village and enjoy village life and amenities.

There have been flooding issues in Lower Herne Road and Bullockstone Road in the past. There are no details of what is planned for Bullockstone Road, from Lower Herne Road to Canterbury Road,

(the so called Link Road/bypass). How is the road is to be brought up to an A road standard? The development of Strode Farm will harm the adjacent conservation area. The view of the conservation area

from the Home Farm side will not be preserved or enhanced it will be destroyed and therefore contrary to the proposals HE6 of the draft Local Plan.

The proposals will not generate a sufficient number of jobs. National figures expect 1 job per house built but CCC is predicting 1 per 2-5 houses built. How accurate are the growth predictions in the current economic climate?

Local residents are unlikely to be able to afford to buy the proposed properties and there is little detail of the type of houses proposed and this could all be changed when a planning application is submitted.

The proposals show a predicted build of 100 properties per year to be built on Strode Farm and the Golf Course; how many will be built before the infrastructure is in place?

Large numbers of local children have to travel many miles outside the area to school once they reach 11, these numbers will increase as the houses are built and the catchment area for Herne Bay High School will shrink.

There are also concerns regarding doctors, dentists and hospitals being overstretched.

More ways to contact your neighbourhood police officer As part of a new initiative, Police Contact Points were launched in East Kent in July.

Police Contact Points are held each day from Wednesday through to Sunday, mainly in rural locations, on a rolling two-week schedule. Police vans stop at a prominent location for one and a half hours per visit, enabling residents to drop by and speak to a neighbourhood officer

about any policing concerns or issues they may have. The new Contact Points are in addition to the existing surgeries, meetings and online question and answer sessions local officers hold each month.

The contact points are currently available in Ashford, Canterbury, Dover, Shepway and Thanet and by the

autumn will be available across the county. Residents can follow their progress on dedicated Twitter accounts.

Community Warden, Michelle Weston, is hoping to set up the Speed Watch initiative, in Herne and Broomfield. This very much relies on volunteers from the village.

She plans to have an information day/evening to

explain about Speed Watch and answer any questions you may have. There is no obligation to 'sign up' at this stage, just an opportunity to find out more and speak with our warden and the PCSO about it.

Once they have established enough volunteers, arrangements then can be made to receive information and training which is available through the Community Safety Unit, in Canterbury.

The number of roads that can be included and the frequency of usage of the equipment will very much depend on the number of volunteers supporting this scheme.

Here are some tips to help keep you (and your finances) safe when you fire up the Internet. None, of course, constitute ‘rocket science’ but as always knowledge is power, or in this case a way of staying one step ahead of the criminals. Make sure the online checkout is secure – When you add an item to an online store’s checkout, you should be taken to a secure page. This allows you to enter your payment information with SSL (Secure Sockets Layer) encryption. You can find this in the site’s web address. Look for “https” at the beginning of the URL (Uniform Resource Locator) – or website address to you and me! This is the same encryption that many banks use. You can also check for verification by clicking on a security certification seal, which allow you to verify the site’s

security in real time. Be wary of unknown sites – The ‘big name’ traders and other high-profile e-commerce sites know the value of ensuring their site security is top notch. They also have the budget to help it stay that way. But practically anyone can set up an Internet site today. That doesn’t mean it’s secure, however. If you’re thinking about buying from an unknown retailer, do a sanity check first. Search for reviews on the retailer. Are there any? Are they positive? If so, look for the security signs we just discussed. If you see none, point your browser elsewhere—fast. Keep your antivirus software up to date – What does malware have to do with online shopping? Maybe plenty if you’re infected with a keylogger. This insidious software can record every keystroke and secretly send back information to the cybercriminals who made it. This includes any credit card or other payment information you’ve tapped out into the most secure shopping sites. Not even a secure site can prevent this from happening because the malware is on your computer. Make sure you have the active security installed to detect it, or better still, prevent infection in the first place by maintaining up-to-date, trusted security programmes to help keep you safe.

We are pleased to announce we took first place this year in Herne Bay in Bloom for our nursery garden and second place for environmental project (Forest School) in addition to this we gained Silver gilt from South/South Eastern Schools in Bloom for our nursery garden and environmental project (Forest School) – we are extremely proud of these results and would like to thank everyone involved in making this happen.

We have enjoyed a fun and successful year with our children, the annual sports day was a great success, children, parents and staff all enjoyed their races.

This last year has flown by and we would like to wish our school leaver’s all the very best in their new schools, we are confident that they will leave Little Acorns with fond memories and we know each and every one of our children will be an asset to their

new schools.

Our leaver’s party on Wednesday 24th July from 9.15 to 11am, this is for all school leavers and we will be providing an entertainer, party food and leavers present, this should be a fun filled party which we hope the children will enjoy.

Finally we are holding a stay and play session on Tuesday the 3rd September for all our new starters and the new school year starts for everyone on the Wednesday 4th September.

Scouts, Cubs and Beavers

The Beavers have enjoyed doing their beach clean and going to crazy golf. They have had a chat with the warden Michelle Weston about stranger danger and are looking forward to going on their pirate themed sleepover in the summer holidays. The Cubs have been working on their safety badges and have been learning about maps and going on hikes in the local area. They have also been on a day out to Wildwood

and have recently come back from sixer camp at Ross woods. The Scouts have been making plans and working on building a go-cart, hovercraft and flag pole and will be running a fun event to raise money to help build these items. There will be games and activities which should be lots of fun, on the 10th August between 2-4 pm at the Miramar care home on Reculver road.

HandyVan was widely used to provide the elderly with home services, such as the fitting of door-chains, handrails, smoke detectors etc. Although HandyVan has disappeared local Handyperson schemes are still running and will take over provision of the role previously afforded by the National HandyVan scheme, albeit there will be a minimal charge for work undertaken by them. During this hot weather we are all alert to issues including health and vulnerable people as well as outdoor safety. Kent Fire and Rescue Service dealt with more than 273 outdoor fires since the start of July. So while it is topical, they are asking everyone to help get safety messages out to parents, young people, countryside groups and others

who you think can assist.

Outdoor fires - Obviously we want people to enjoy the summer, but every year areas of countryside, crops, and wildlife habitats are

destroyed by fire. While some of the incidents are due to deliberate fire-setters, many are actually started accidently due to carelessness, so: · Please be careful about disposing of cigarette ends · Avoid open air fires during dry weather

· Parents please make sure your children know the hazards and consequences of playing with matches and lighting fires outdoors Water safety - In hot weather rivers and lakes can look inviting, but a cooling dip can turn into an emergency, and as many waterways are so remote there is no guarantee that someone will hear your calls for help. Follow these tips to help keep yourself and your family safe around water: · Don’t jump or dive in as the water can be far deeper than it looks, and have unseen hazards · Never swim near weirs or locks as there are unusually dangerous currents · Inland waters can be very cold, and can quickly cause cramp and breathing difficulties

Windmill Over Fifties Club

The club is now in its seventh year with a current membership of 76. The club continues to enjoy a very active life with meetings split between speakers/activities and 'tea and chat' afternoons.

During 2013 we have had numerous outings including a very interesting one to Ypres and the Flanders Battlefields, with an extremely well-informed battlefield guide. Another very enjoyable outing was a visit

to Cambridge - still to come is a coach trip to Audley End - house and gardens. Among our recent speakers was Paul Harris (of Radio Kent fame) who enthralled the meeting with his hilarious recollections of seaside landladies.

Our annual dinner this year was held at the Walpole Bay Hotel in Cliftonville where members travelled by coach and enjoyed a very good three-course meal. Our annual garden party will, we trust, be another great success, held in the spacious garden of one of our members with a cream tea where the cakes and scones are made by one of our committee members.

Following last year's very successful Christmas Lunch we have again booked The Dog and Duck at Plucks Gutter for another three-course meal, with musical entertainment.

Ford Road Allotments

The Parish Council's new allotment site in Ford Road is fast nearing

completion, when management will be handed over to the Herne & Broomfield Allotment Society (HABAS). All planning consents are in place and quotes have been obtained for the fencing and a car parking area, which will hopefully be installed this month (August.)

Around 14 potential plot holders turned up on the 24th July to help mark out the plots in accordance with a plan kindly (and accurately) drawn up by HABAS committee member Alan King. 65 plots , each measuring 11 x 12 metres have been squeezed out of the site along with a good size communal area. The only current stumbling block is the necessary water supply as the water company are

demanding a large fee for connection and the supply will then be metered and could be quite a high ongoing cost. We are looking at other options such as a borehole or rainwater collection and if anyone has any experience in this field or suggestions we would be pleased to hear them.

Thanks again to all those who have helped get this project off the ground, in particular HABAS chairman Peter Broad, Alan King for drawing the site plan and all those who helped mark out last week.

Headteacher’s Newsletter July 2013

Staff Changes This summer we have to say ”Au revoir” to Gill King who has been a loyal and long serving teacher for over 30 years at Herne. Gill has led our schools approach to writing and over the years not only has she taught hundreds of children but she has also shaped the careers of hundreds of teachers. We will miss Gill’s expertise as SENCO and her passion for getting children to read and write. Gill is looking forward to spending time with her two beautiful grandchildren and family. We will be giving Gill a super send off at the end of term. We welcome Miss Jillian Hailes who will be a new class teacher and Mrs Angie Cox as SENCO, they will both take up their positions in September.

Results Huge congratulations to all our children who continue to work extremely hard and achieve fantastic results. Our results continue to outperform Kent and National schools, I would like to take this opportunity to thank the staff who are exceptional in their teaching, providing innovative and creative experiences which both excite and motivate the children. School Kitchen Huge congratulations to Mrs Nicky Chalk and Mrs Hazel Tasker who recently had an outstanding kitchen inspection. Well done ladies! At Herne we recognise the importance of healthy eating and good manners. Lunchtimes are a very important part of our day and we are very grateful that our school cooks not only produce delicious food but serve it with a smile on their faces!

Sports Days Our school is such an active place to be and this term we have dancers coming in, outdoor pursuits and adventures, climbing as well as the usual sports going on. This year we encouraged parents and siblings to join us in our sports days. There was a range of activities on offer including curling, basketball, bowling and volleyball. It was wonderful to watch mums and dads competing alongside their children!

Announcer of the day This is proving to be a very popular daily event in school. Year 1 and year 2 children have all had the opportunity to have a go and it is now the turn of our youngest children in Reception. It is wonderful to watch and hear the children develop their “speaking” voice. They have to learn how to project their voice for an audience, speak slowly and clearly and use expression. I am certain that we have a new generation of broadcasters in the making. Watch out Fiona Bruce!!

Garden Safari Thank you so much to all of those who attended on this day. The comments from the public were fantastic. All the classroom gardens were themed to a story and this fascinated our visitors. The wildlife garden also looked amazing, special thanks to Mrs Penfold and Mrs Davison who coordinated the work in there. Gardening and knowledge of wildlife is something that we weave throughout our curriculum and the children amaze me with their knowledge and enthusiasm. We have recently been awarded level 5 from RHS (only 70 schools in the country have achieved this) and we are working with staff from Wisley and Kent Wildlife Trust to ensure that we continue to develop this area of learning. We had a super day with Jim Bliss from RHS who helped us to plant a tree to commemorate our level 5 award. The tree is a Circidaphyllum Japonicum more commonly known as a Catsura tree which I am reliably informed will smell of candy floss in the Autumn!

Happy Birthday Herne CE Infant and Nursery School When we return in September we will be celebrating our school’s 20th birthday. We are hoping to invite past pupils and colleagues to mark our special anniversary. Please look out for details next term.

Finally, reflecting on yet another very busy year I would like to thank you for the community support we have received. It is encouraging to receive emails and phone calls commenting on the outstanding behaviour of our children. We look forward to welcoming you to our school events next year. Enjoy your summer!

GARDEN SAFARI SUCCESS DESPITE THE WEATHER This year’s Garden Safari raised a magnificent £1,556.45 despite the weather. We are very grateful to all the hard working gardeners who struggled through our non-existent spring to get their garden ready in time. 343

people attended plus children. There were slightly more visitors this year, the weather was so cold, those that did come, started later than usual and did not sit outside and enjoy refreshments. The money raised will be shared with Macmillan Cancer Support and a cheque will be presented in September at the thank you BBQ. We are looking to add new gardens next year, so please think about it and start planning!

This term has been a busy one for The Ducklings, the children have been fascinated by the mini beasts they have found in our garden and we were able to watch as our caterpillars grew almost before our eyes, eventually turning into a cocoons and hatching as butterflies.

We were kindly provided with lots of beautiful plants and hanging baskets, the children have been busy watering these and watching the changes to the plants. There was much excitement the day they found their first strawberry!

We had a very successful Sports Day when many of our parents and friends joined us to cheer on the

children as they took part in a variety of activities including an egg and spoon race, sack race and an obstacle race. Afterwards parents and friends joined us for coffee and cakes.

We have welcomed several new children this term and are looking forward to meeting our new little ones next term.

We are ending term with a Teddy Bears Picnic when our children will be bringing their bears to share in the party fun as we break up for the summer holidays. As the term ends we will be saying goodbye to our older children, we will miss them and we wish them well as they go on to school next term.

We are already planning for the autumn and are looking forward to a trip to Wildwood early next term.

Wildart & Nature Day Wednesday 28th August 10am - 4pm

A City Council led family event with KWT staff running the activities on the day alongside local artist Rob Turner. It will run from 10am – 4pm and includes a nature trail, clay sculpting and environmental art. All children must be accompanied by an adult. There’s no need to book, people are able to just drop in and stay for as long as they want. People are advised to make their way to the footpath map by the entrance on Curtis Wood Park Road and then follow signs into the site.
