These direction may be called the Currency Futures (Reserve Bank) Amendment Directions, 2014 and they shallcome into force with effect from 10 June, 2014.

2. Amendment to Currency Futures (Reserve Bank) Directions, 2008

(i) In para. 3 for sub-para (ii), the following shall be substituted, namely:

"Persons resident in India, as defined in section 2(v) of Foreign Exchange Management Act, 1999 (Act 42 of 1999)may purchase or sell currency futures to hedge an exposure to foreign exchange rate risk or otherwise."

(ii) In para. 3, after sub-para (ii), the following new sub-para shall be added, namely:

"(iii) Persons resident outside India, as defined in section 2 (w) of Foreign Exchange Management Act, 1999 (Act42 of 1999), who are eligible to invest in securities as laid down in Schedules 2, 5, 7, and 8, of Foreign ExchangeManagement (Transfer or Issue of Security by a person resident outside India) Regulations, 2000 [(FEMA 20/2000-RB dated May 3, 2000 (GSR 406 (E) dated May 3, 2000)] as amended from time to time, may purchase or sellcurrency futures to hedge an exposure to foreign exchange rate risk or otherwise, subject to such conditions asReserve Bank of India may stipulate.

In exercise of the powers conferred by Section 58 of the Reserve Bank of India Act, 1934 (2 of 1934), the CentralBoard of the Reserve Bank of India, with the sanction of the Central Government, hereby makes the amendment to theReserve Bank of India General Regulations, 1949, namely,

I. (I) These Regulations may be called as the Reserve Bank of India General (Amendment) Regulations, 2014.(2) These Regulations shall come into force on their publication in the Official Gazette.

2. In the Reserve Bank of India General Regulations, 1949, for the existing Sub-Regulation (i) of Regulation 10 thefollowing shall be substituted:

10 (i) A committee which shall be called the Committee of the Central Board, consisting of the members ofthe Central Board who may at the time be present in the area in which the meeting is held, shall ordinarilymeet once a fortnight or at such earlier intervals as the Central Board may from time to time decide at theoffice of the Bank or any other place in the area in which the Governor, or in his absence the DeputyGovernor authorised by him under the proviso to Sub-section (3) of Section 8 of the Act, has hisheadquarters for the time being, to attend to the current business of the Bank. Sufficient notice shall begiven to such Directors to enable them to attend.

APPOINTMENT OF HEADS OF DEPARTMENTS

(Section 27(2) of the University Act)

40 (a) Each Department shall have a 'Head who shall be appointed by the Vice-Chancellor from amongst the Professors ofthe Department on the basis of rotation in order of the seniority.

Provided that if a Department has only one Professor, the Head of the Department shall be appointed from amongstthe Professor and the senior most Associate Professor by rotation in the order of seniority.

Provided further that if a Department has no Professor, the Head ofthe Department shall be appointed from amongstthe Associate Professors on the basis of rotation in order of seniority.

Provided further that if there is no Professor or an Associate Professor, in a Department, the Dean of the Schoolconcerned shall act as the Head of that Department.

(b) A Professor or Associate Professor may decline the offer of appointment as the Head of the Department, in whichcase, the offer of appointment as Heads hall be made to the next eligible person in order of seniority.

(c) A Head of Department may resign his office at any time during his / her tenure of office, in which case, the offer ofappointment as Head shall be made to the next eligible person in order of seniority.

(d) If a person, declines the offer of appointment as Head of the Department and/or resign his office at any time duringhis/her tenure of office, he/she shall not be considered for appointment as Head in the Department, till his turn ofappointment comes again in order of the seniority.

(e) A person appointed as the Head of the Department shall hold office as such for a period of three years.

(f) The Head of a Department shall perform such functions as may be prescribed by the Ordinances.

1. Every Dean of Students' Welfare shall be appointed from amongst the teachers of the University, not below the rank ofa Associate Professor by the Executive Council on the recommendation of the Vice-Chancellor.

·2. The Dean appointed under clause (1) shall be a whole-time officer and shall hold office for a term of three years andshall be eligible for re-appointment.

3. Provided that the Executive Council may, if it is considered ne\fessary, appoint, on the recommendation of the Vice-Chancellor, a teacher, not below the rank of a Associate Professor, to discharge the duties of the Dean of Students'

Welfare in addition to his duties as such teacherand in such a case, the Executive Council may sanction a suitable,allowance to be paid to him.

4. A person who is appointed as a Dean of Students' Welfare shall be eligible to all the benefits that would have otherwiseaccrued to him, but for his appointment as the Dean of Students' Welfare.

5. When the office of a Dean of Students' Welfare is vacant or when the Dean of Students' Welfare is, by reason of illnessor absence or any other cause, unable to perform the duties of his office, the duties of the office shall be performed bysuch person as the Vice-Chancellor may appoint for the purpose.

6. The duties and powers of a Dean of Students' Welfare shall be prescribed by the Ordinances.
