How to use E-logbook and Electronic monitoring tools to monitor fisheries

• In 2008/2009 DTU Aqua conducted a catch quota trial using EM / CCTV

• 2010 - > Danish AgriFish Agency and DTU Aqua conducted trials

• 2012 -> Danish AgriFish Agency is using E-monitoring on mussels dredgers fishing inside Marine Protected Areas (MPA’s)

• Aim: to test whether Remote Electronic Monitoring (REM) by using sensor and CCTV cameras can be used by fishers as a reliable tool to fully document their fishing

• Aim: to test whether fully documented fishery and a catch quota management could be implemented as a reliable catch accounting tool

• Aim: to control and document the fishery inside MPA´s and collect data for impact analysis

The philosophy behind a new fisheries managment system

• The reporting in details on how the fishery is carried out and what has been caught (the amount in weight by species) should be done in the e-logbook and the obligation lies with the skipper

• The fishing industry is given the obligation to report and document their fishing in a reliable way. Further, they should be accountable for what they are catching and not only what they are landing.

• The skipper is also responsible for providing an independent documention of his recordings in the logbook

• An trustworthy independent documentation can be made by the use of an independent observer or by the use of electronic monitoring tools (EM).

• The idea is to “reverse the burden of proof”. The documentation observer of EM should be used to verify the skippers logbook recordings.

What have we learned

• REM system data (sensor data and video footage) can be used to verify fisher logbook recordings.

• Ensuring reliable management of the fisheries and provide high quality data for the scientific advisory work.

• In a landing obligation management system (discard ban) REM system can be used to document whether discarding takes place.

• Ensuring reliability of the discard ban.

• REM data can be used when managing NATURE2000 sites, MSFD sites and other special marine habitat areas. Precautionary safety zone around the sites can be minimized.

• A large number of rules can be repealed. −Simplification and responsibility back to the industry – “reverse the burden of

proof”.

• A sanction system for not complying with the rules has to be in place.

• The cost for using a REM is cheap compared to the use of at sea observers.
