While this is broadly good news, it still means that nearly 28,000 (n=27,958) households in
the county are likely to have been in fuel poverty in 2014.
There is a significant variation in fuel poverty levels across the county in 2014. Of the seven
districts and boroughs, Corby Borough has the lowest level of fuel poverty (8.0%), while
Daventry has the highest level (10.6%).

1. Background
For many years now, efforts have been made to improve housing in the UK to protect residents from
the effects of winter weather. This has primarily involved efforts to ensure that housing is well
insulated, protecting residents from the colder temperatures of winter, while at the same time
reducing the amount of energy required to heat the home and thus minimising energy bills. Other
initiatives have sought to improve the heating systems in people’s homes, help them manage their
energy use and increase their financial income to help them pay their energy bills.
Despite these efforts over a number of years, the impact of cold homes on people’s health and
wellbeing continues to be a significant challenge in both the UK and in Northamptonshire.
Cold homes and health and wellbeing
Cold homes are linked to a range of health problems1. Living in a cold home can increase the risk
of respiratory problems, such as asthma and bronchitis. It can make some existing health conditions
worse including asthma and diabetes and it can make it more difficult to recover following hospital
discharge. Home temperatures also have implications for mental health: cold homes are also linked
with increased risk of depression and anxiety.
Some groups are particularly vulnerable to the effects of cold homes, such as young children, older
people and those with pre-existing health problems.
Cold homes may also affect other factors associated with wellbeing such as educational
performance among children and young people, and employment by increasing rates of work
absences.
The cost of fuel poverty (when people can’t afford to heat their home adequately) to the NHS in
England is estimated to be £1.36 billion, not including associated social care costs.
Fuel poverty in England
Put simply, fuel poverty is when a household does not have enough income to adequately heat the
home. How this is measured has changed in England and is now measured through the Low Income,
High Cost indicator.
Fuel poverty estimates produced by the Department of Energy and Climate Change and published
during 2015 (but relating to 2013) suggest that the number of households in fuel poverty in England
was 2.35 million, or 10.4% of all households in 2013.
2. Definition
This report provides the latest data on fuel poverty in Northamptonshire. Fuel poverty in England is
measured using the Low Income High Costs indicator, which considers a household to be fuel poor
if:
• they have required fuel costs that are above average (the national median level);

• were they to spend that amount, they would be left with a residual income below the official poverty
line.
Unlike the previous indicator measuring fuel poverty (the 10% indicator), the Low Income High Costs
definition is a relative measure as it compares households to the national median bill and income –
thereby ensuring the contemporary trends are reflected in both these measures.
The Low Income High Costs indicator is a twin indicator consisting of:
• the number of households that have both low incomes and high fuel costs; and
• the depth of fuel poverty amongst these fuel poor households. This is measured through a fuel
poverty gap which represents the difference between the required fuel costs for each household
and the median required fuel costs.
3. Fuel poverty in 2014, Northamptonshire
Compared to the figure in 2013, Northamptonshire had a slight increase in the level of fuel poverty
prevalence in 2014, but the increase was not statistically significant (9.32% in 2013 vs. 9.5% in
2014).
As it was shown in 2013, Northamptonshire is still significantly better than the England average in
the level of fuel poverty (England 10.6%, 2014). While this is broadly good news, it still means that
nearly 28,000 (n=27,958) households in the county are likely to have been in fuel poverty in 2014.
The level of fuel poverty in districts and boroughs is also examined. The findings reveal some
significant differences to that presented in the previous report (Pye et al. 2016).
Figure 1 shows
Fuel poverty in Daventry (10.6%) is now significantly higher than other districts in 2014, but
similar to the England average (10.5%). Compared to the figure in 2013, there is a significant
increase of 2.1% points in 2014.
Fuel poverty in East Northamptonshire increased significantly in 2014 (8.8% in 2013, 9.6%
in 2014). It ranks the 2nd highest in the county.
Corby (8.2%) has the lowest fuel poverty in Northamptonshire, 2014. It is also significantly
lower than the national average. This finding is similar to that presented in the last report (Pye
et al. 2016).
Fuel poverty in Northampton decreased significantly in 2014 compared to the figure in 2013
(10.3% 2013, 9.4% in 2014). It now ranks the 2nd lowest in the county.

Table 1 and Section 4 look at the Lower Layer Super Output Areas (LSOAs) with the highest and
lowest prevalence of fuel poverty across Northamptonshire. The areas with the highest prevalence
of fuel poverty (Table 1) are predominantly in Northampton, though South Northamptonshire,
Kettering and Wellingborough are both represented.
The 2014’s data shows that overall, Northampton ranks the 2nd lowest level of fuel poverty in the
districts and boroughs in Northamptonshire. The data also reveals a great variance in the level of
fuel poverty prevalence in different LSOAs in Northampton. For example, the properties on Cowper
Street are generally older houses, which tend to be less energy efficient. It is hence not surprising
to see that the level of fuel poverty is high in this area. The properties in Hunsbury were recently
built. These properties are much more energy efficient than old houses. The level of fuel poverty in
these areas is one of the lowest in the county.

prevalence is found in those areas containing the newer housing developments which are mostly
on the outskirts of Northampton.

5. Fuel poverty in the East Midlands
The following graph shows the levels of fuel poverty prevalence by counties in the East Midlands
(Figure 2). Northamptonshire had a slight increase in the level of fuel poverty prevalence in 2014,
but the increase was not statistically significant (9.32% in 2013 vs. 9.5% in 2014). The levels of fuel
poverty prevalence in Derby, Leicester City, Nottingham city and Derbyshire reduced significantly in
2014, while the levels of fuel poverty prevalence in Lincolnshire and Rutland increased significantly
in this time period.

Comparison to its CIPFA nearest neighbours (Figure 3) shows that Northamptonshire ranked 8th.
The level of fuel poverty in Northamptonshire was significantly lower than that in Gloucestershire,
Lancashire, Worcestershire, Warwickshire, Staffordshire, Derbyshire and Suffolk.

Appendix
6. Definitions
Prior to the introduction of the Low Income High Costs indicator in England, fuel poverty was
measured under the 10% indicator. Under this indicator, a household is considered to be fuel poor
if they were required to spend more than 10% of their income on fuel to maintain an adequate
standard of warmth.
In England, fuel poverty is modelled using data from the English Housing Survey (EHS). The English
Housing Survey is an annual national survey of people’s housing circumstances and the condition
and energy efficiency of housing in England. It is commissioned by the Department for Communities
and Local Government (DCLG), and covers all tenures (private and social) and involves a physical
inspection of properties by professional surveyors.
The key elements in determining whether a household is fuel poor are: income, fuel bills and energy
consumption (dependent on dwelling characteristics and the lifestyle of householders).
Fuel costs include more than just that used for the heating of homes, though this is the main
emphasis; it also encompasses the heating of water, lighting and appliance usage and cooking
costs1.
The data used in this report is the latest available and refers to information collected in 2014,
however due to publication time lags the report was published in 2016.

Fuel poverty has range of negative implications. In October 2010, Professor John Hills was
commissioned by the coalition government to conduct as review concerning fuel poverty. His report2
outlined three main concerns, these are:
The extra cost of heating for the typical household are largely outside of the control of these
households in fuel poverty except through the trading off the temperatures at which they live
against other necessities, exacerbating the difficulties faced by all on such low incomes.
Health and well-being. Living in low temperature is likely to be a significant contributor not
just to excess winter deaths that occur each year but to a larger number of incidents of ill-
health and demands on the NHS and I wide range of problems of social isolation and poor
outcomes for young people.
Carbon reduction. The energy inefficiency of homes of those living in fuel poverty is a direct
concern to the reduction of carbon emissions but also acts as a barrier to the implementation
of other policies to mitigate climate change, since those on low income are least able to
afford any increase in prices that may result from them.
