Training News - FTMS - Crew Special 20 March, 2014 Introduction It’s now been just over 3 weeks since the new Flying Training Management System (FTMS) went live and we are happy to report that, by and large, everything seems to be going well from a system point of view. As you know, we took the opportunity to introduce FTMS and the Competency-based Assessment system simultaneously and, although we’ve written to you before on both topics, this is the first time that many of you will have been able to view the systems in operation. It’s appropriate, therefore, to give you an overview of the look and feel of FTMS along with some of the features that are dierent from Training Records and you might find useful.     FTMS and you You can access FTMS through one of 2 ways: %

    Clicking on the trainer’s ID (hyperlinked blue text) displays an abbreviated profile of the trainer for that event. Alternatively, you can select ‘Show profile’ from the pull-down menu:

    All Event Templates pending action by a crew member, trainer or manager will be listed in the To-do list up to 5 days ahead of the scheduled event. The action pending will be indicated by the status:

    • Scheduled: The event is scheduled to take place, but has not started.%

    • Pending Submission: The training report is eligible for submission but the Trainer has not yet begun to write the report.%

    • Draft: The report is in draft.%

    • Overdue: An elapsed period of time from the scheduled event end time, after which the report status will change to ‘Overdue’. This is currently set at 48 hours.%

    • Pending Manager: The completed report has been submitted by the Trainer but has not been signed-off by the Flying Training Manager.%

    • Pending Crew: The report has been signed-off by the Flying Training Manager and is available to be read and acknowledged by the crew member. Reports will only be viewable by crew once the event is signed-off by the Flying Training Manager.%

    • Filed: The report has been acknowledged by the crew and filed by the system.%

    Click on the text (Pending Crew) to display the crew acknowledgement window. Alternatively, select ‘Confirm Acknowledgement’ from the event template name pull-down menu.%

    There is no facility for you to comment on the report, rather you are simply acknowledging that you have received and read the report. Should you have an issue with the content of the report, contact the FTM as you would have done prior to the introduction of FTMS. Once the report is acknowledged by the crew member, the report status will change to ‘Filed’ and it will move from the To-do list into Training History.%

    Let’s now look at some of the other functions on the To-do list:%

    FTMS was designed for use by other airlines too and so the Quick Guide is not Cathay specific. However, there is enough guidance to enable you to overcome most difficulties that you might encounter. Should there not be enough guidance however, or you are unable to access the system, feel free to contact the fleet Training Offices.%

    Despite the amount of work that has gone into introducing the system we are aware of the fact that there may be some issues during the early days. Please bear in mind that FTMS is a ‘work in progress’ and, as the system is very configurable, we shall be reviewing its usability over the coming weeks.%

    Competency-based Assessment We've already sent you a newsletter covering Competency-based assessment but it’s appropriate to just re-cap on the major differences between the old and new systems. Fundamentally, nothing has changed - on any training event your performance will be assessed by the trainer or checker observing your behaviour in a particular set of competencies.%

    As discussed before, the competencies do not necessarily encompass all of the behaviours that make up what a pilot does in the course of carrying out the various tasks associated with getting the aircraft from A to B. However, they do represent observable behaviours that we all exhibit and have been chosen to enable us to assess the performance of both individual pilots and the pilot group as a whole. There is no ‘Cathay standard’ as such as all pilots are assessed against a scale that is applied to everyone, regardless of rank or time in the Company. At this stage you will receive a numerical score on a 1 to 5 scale. Try to disassociate the previous marker scale from the new one - there are subtle differences in the meaning of the numbers. Don’t be surprised to see a few more 3s on your reports and perhaps fewer 5s, bearing in mind that a score of 3 is representative of how an average line crew would perform on an average day in an average aircraft. %

    The system is designed to assist checkers to be objective in that they assess a pilot using a set of word-pictures that help to illustrate the overall sense of the performance during the event, whether a PC or Line Check. Trainers too will be using the competencies to help with their assessment of progress during LFUS - there will be no grades awarded but narrative comments will be provided to back up the verbal debriefing and assist the trainee in providing focus for future events.%

    The new assessment system is simply that - new. The concept is no different from others used in the past: during a training or checking event the trainer or checker observes the behaviours you demonstrate to allow him to assess your performance against a set of competency markers and you are awarded a grade - the same way that we’ve been going about business since Pontius was a pilot.     the coming months, as should be the case with any new system, the competency framework will be reviewed and adjustments made where necessary. Should any changes be implemented, they will be communicated to you through another newsletter.%
