1. Leaders first

Bottom-up effort for reforms not likely to work People are too busy with daily life, no time to think They need leaders to find out solutions for them and

seek their mandate to implement

Hence at least 1500 outstanding leaders fully committed to contesting elections – under the banner of freedom (policies of freedom) - with training/support/funding, are needed

Must be genuine leaders willing to work as a team

2. Then policy agreements

Leaders without policy agreement are a rabble Detailed policy discussion and agreement

necessary for a united, and disciplined team A policy blueprint of about 2500 pages needed

specifying all policy details

3. Networks on the ground (Adharshila)

Thousands of Adharshila branches to be established

Local initiatives in citizenship to be fostered Flyers and brochures to be distributed widely

4. Fund raising

Initial fund raising to find members and start Adharshila branches

Political organisation when formed (not FTI!) to campaign for funds for political action

At least Rs.150 crores needed for successful political action

Rs.1 lakh to be given to each FTI member (as part of new organisation) for local groundwork and networking for three years

5. Launch political action

First FTI convention to be held to sign agreements: 1500 leaders to sign agreements on policy blueprint and

constitution of party (if that is their preferred option)

Political action launched through a non-FTI platform This step can occur at 500 members if sufficient

momentum exists

6. FTI members contest Parliamentary elections

After political launch, on a non-FTI platform, 545 selected (process to be based on merit) FTI members to get Rs.20 lakhs for campaigning in Parliamentary elections

545 FTI members contest (plus 545 standby FTI candidates) in all constituencies

Earliest expected date for contesting elections: 2014.

Most likely 2019 given slow uptake of FTI
