Old Stoney Preservation and Rehabilitation Cost Study

January 3 1 , 2001

Obi ective

The purpose of the project was to establish a cost to preserve and rehabilitate Old Stoney for continued use. A specific plan to use the building to provide a central accommodation for the U.S. Forest Service (Bearlodge Ranger District Office), and three other USDA agencies, the Natural Resource Conservation Service (NRCS), the Rural Development agency (RD), and the Farm Service Agency (FSA), located in Sundance, was envisioned. The general objective, however, was to establish costs for preservation and rehabilitation of the facility.

Background

The Sundance school building is a fine example of the institutional architecture of its period. The building was constructed in 1923. It has three main levels and a basement and is constructed with buff colored minnelusa sandstone fkom a nearby quarry. It is a rare example in the region of its kind. In October of 1985, application for historic designation of the building was made to the National Park Service, United States Department of the Interior. As a result, on December 2, 1985, Old Stoney was officially enrolled in the National Register of Historic Places.

Old Stoney, as it is commonly known today, was the Crook County High School building up until 1971 when it ceased to be used for school purposes. The building has been used for offices and storage since that time, but, generally has been vacant in the last decade. It has slowly begun to deteriorate.

The unused building’s outdated systems and disrepair make its usefulness limited. It’s deteriorated condition has become a liability to the county. In 1989, the building was considered and studied to house the Crook County Museum, but the initiative did not materialize. The museum has since found other accommodations. Demolition of the building was considered.

The Crook County Heritage Association, Crook County Commissioners, and local citizens desire to preserve Old Stoney. Beginning in 1999, renewed efforts were made to find an alternative use for the building. The Crook County Heritage Association, working together with local agencies, formulated a possible plan to use Old Stoney to provide additional office space in central Sundance.

In June, 2000, CER Professional Consultants of Sheridan, Wyoming was hired to work with the Crook County Board of Commissioners, Crook County Heritage Association, and potential building tenants to study the costs to rehabilitate Old Stoney for beneficial use and preservation. This report documents the results of the study.

Cost Basis

The costs in this report for rehabilitation and preservation of the building are based upon the following criteria:

The building is historically significant and important to the town of Sundance, the citizens of Crook County, and Wyoming. It must maintain its status on the National Register of Historic Places.

The building will be rehabilitated to house new office space for use by several different businesses or governmental agencies. The businesses may share conference/meeting rooms and other areas such as break rooms and restrooms. Space allocation will be specifically based on requirements of the following potential tenants: a. b. c. Rural Development (RD) d. Farm Service Agency (FSA)

The building will provide a multipurpose room that can be made available to the public during or after normal working hours.

The building will comply with federal, state, and local building requirements. The building will comply with the requirements of the Uniform Building Code (UBC), ICBO, 1997 edition, within the latitude allowed in the Uniform Code for Building Conservation, ICBO, 1997.

The building must be accessible by persons with disabilities and will comply with the Americans with Disabilities Act (ADA). An elevator will be provided for access to floors 1,2, and 3 and a wheel chair accessible ramp will be provided fkom street level to the 1 st floor level.

Repairs and upgrades to the building should take into account current and future needs for office use. They must be permanent in nature and provide for extending the useful life of the building for 50 years or more with normal ongoing maintenance and accommodation for future technology as much as practical.

The building floor plans, developed for the study, provide for rehabilitating the building to accommodate possible new offices for the US Forest Service, certain USDA agencies, a community room to be made available to the public, and basement storage for building tenants. The anticipated work is intended to maintain the exterior character of the building, in keeping with its historic significance and registered status, and also preserve some of the original interior

features. They provide for structural upgrades to make the building more compliant with current structural codes. The entire restoration project, including final design work, will need to be closely coordinated with the Wyoming State Historic Preservation Office to ensure the lstoric integrity of the building is maintained. Concept plans for remodeling the building are shown in Appendix A.

The study anticipated modernizing all building systems, including plumbing, heating and air conditioning, lighting and electrical systems to current building codes, Existing interior walls, floors, and ceilings to remain on levels 1,2, and 3 would be refinished. Existing interior walls would be removed or modified and new walls constructed as needed. New floor finishes would be provided throughout levels 1,2, and 3. Where possible and appropriate, existing hardwood floor finishes would be restored. The building would comply with A.D.A. requirements as much as possible, including a new elevator access to levels 1 , 2, and 3. All windows and doors would be replaced with windows and doors meeting today’s standards, but similar in appearance to their original counterparts. Wood moldings would be salvaged when possible and reused where appropriate.

Old roofing would be removed and new composition shingle roofing would be installed. The roof deck would be inspected and repaired as necessary. Roof gutters and downspouts would be installed around the entire perimeter of the building

Existing fire escapes would be completely rebuilt as part of the work and retained as a secondary means of egress. The exterior stair and stairwell to the basement would be restored and an enclosure constructed over it to replace the original covering.

Exterior Masonry walls would be refurbished, joints tucked and repointed. Flashing would be inspected, repaired or replaced as necessary.

The following list enumerates the anticipated work:

1. Repair existing roof decking and reroof building with composition roof shingles. 2. Provide new roof gutter system. 3. Clean exterior masonry and repoint all masonry joints. 4. Provide new ramp access fiom street level to first floor of building. 5. Replace existing fire escapes to meet current code requirements. 6. Refurbish existing main stairway, refinishing stair treads, risers, and handrails to meet current code requirements. 7. Replace all exterior doors with commercial grade insulated metal doors. 8. Replace all interior doors or refurbish and restore doors where possible and appropriate. 9. Replace all windows with new insulated steel clad wood windows. 10. Provide new restrooms on each floor. 11. Provide ADA compliant elevator access to levels 1,2, and 3. 12. Remove all asbestos insulation and replace with non-hazardous insulation.

13. Restore tin ceiling in new multipurpose room on third level. 14. The costs enumerated below are intended to include all construction costs, building permit costs, design costs and a contingency cost necessary for completion of the project. The costs do not include building furnishings, except for some metal lockers and benches?
