    Franklin and Benny promote children’s safety around USPS vehicles

    The Postal Service eagle is coming to life in full-action animation to tell young children to be safe and stay away from postal delivery vehicles.

    The eagle, Franklin, and his sidekick bird friend, Benny, are fea-tured in a public service announcement being sent to more than 500 television stations nationwide to help prevent potential injuries when children get too close to delivery vehicles.

    “Our drivers watch out for children,” Employee Resource Management VP Deborah Giannoni-Jackson said. “But we hope this new campaign will raise awareness that children should never approach our vehicles that are making deliveries. This message is especially timely during the summer months when children are more likely to be playing outside.”

    The 30-second spot features fast-paced humorous action to help children and parents understand how impor-tant it is to always “stay away from the truck.” It’s part of a broader child awareness safety campaign from USPS, the National Association of Letter Carriers and the National Rural Letter Carriers’ Association.

    The safety campaign targets pre-kindergarten through second-grade kids and also includes a longer animated video and other materials educators can use in schools. Additional information on the school materials will be avail-able in August.

    What’s up? New overhead scanning system for Express Mail processing

    USPS Engineering and the Intelligent Mail–Address Quality Group have joined forces to create an overhead scanning system that improves the efficiency and scanning performance for Express Mail.

    The new system lets the Postal Service simultaneously capture special services and mailer-applied linear barcodes and also offers close-to-real-time tracking and visibility for USPS shipping service products.

    The new system also improves workflow and provides a hands-free, ergonomic alternative to handheld scanning devices.

    In the new system’s first test at the Dulles, VA, P&DC, the Express Mail staff reported immediate improvements in speed, efficiency and ergonomics. During a second test, scanners were installed above incoming distribution cases to let Express Mail pieces be scanned as they were cased.

    USPS is installing prototypes of the new system in 20 plants, including several international service centers.

    A golden seat beltDeer Park, NY, Letter

    Carrier Gwendolyn Romero was stopped at a light when a van with failed brakes collided with her postal vehicle. Romero’s truck flipped onto its left side and careened into eight other vehicles.

    Romero was unin-jured from the crash. But she was sus-pended, strapped to her seat by the seat belt.

    After the accident, Long Island District Safety Manager of Safety Blaise Gemellaro presented Romero with the National Safety Council’s Golden Belt Award. “Without her seat belt, the impact alone could have tossed Gwendolyn around inside the vehicle,” Gemellaro said. “She could even have been thrown from the truck. But she had her seat belt on, and that kept her from being seri-ously injured.”

    Romero agreed. “I’m just happy to be alive,” she said.New customized scanning system.

    Greener writing skillsNow more than ever,

    consumers want compa-nies to demonstrate their environmental aware-ness. In response, busi-nesses that want to be environmentally respon-sible are seeking ways to make their marketing communications materi-als greener.

    So who better than USPS to present busi-ness and marketing professionals with ideas for direct mail cam-paigns that are smarter, more effective and designed to reduce their impact on the environment?

    USPS has launched a campaign that defines what it means to be environmentally responsible with the mail, creating along the way a new term in the green movement that the Postal Service can call its own — “Environmailist.”

    This new campaign includes a print ad and a direct mail-piece containing a Green Mail Kit. Responders will receive our Environmailism Handbook, an extensive guide on implementing greener mail practices, and a 100 percent organic cotton Environmailist T-shirt.

    And the results so far? Three weeks into the campaign, the Postal Service had received more than 18,000 responses.

    Postal Inspector Troy Raper was honored in Washington during a busy day that culmi-nated in the presenta-tion of the prestigious 2008 National Missing and Exploited Chil-dren’s Award.

    James Bentley was arrested in November

    2004 on charges of sexually abusing a 10-year-old girl and her baby sister. While Bentley was in jail awaiting trial, his older brother kidnapped, raped and murdered the 10-year-old girl. Inspector Raper, along with Investigator Charity Hansel of the Cedar Rapids police department, conducted an investigation that led to the sentencing of James Bentley to 100 years in federal prison. The investigation also resulted in the conviction of Bentley’s brother, Roger, who received two consecutive life sentences without parole for his crimes.

    The pair was honored at the 13th Annual Congressional Breakfast and Awards Ceremony. Later that day, John Walsh, co-founder of the National Center for Missing and Exploited Children, presented the organization’s award to Raper and Hansel.

    The Postal Inspection Service investigates criminals who use the mail to traffic in child pornography. Today, nearly all of the cases investigated by the Postal Inspection Service include the Internet as well as the U.S. Mail.

    It matters when you’re not thereIn 2006, Milwaukee

    Operations Support Spe-cialist Adlean Tinsley went to the doctor for an annual checkup. She thought she was healthy, but it turned out she had a potentially fatal illness.

    Fortunately, she had saved her sick leave. So worrying about money or paying my bills wasn’t a concern. She received a full paycheck the entire time she was off.

    And the entire time Tinsley was off, the mail kept moving as well. Performance records show that USPS is doing a better job of delivering the mail than ever, with all-time highs in service areas like on-time delivery, 2-day service and customer satisfaction.

    Working to build on record performance levels is a goal everyone shares. When everyone’s at work, employee morale improves, disruptions are avoided and operating costs are less. That’s why the Postal Service is working hard to reduce unscheduled absences and abuse of the valuable sick leave benefit.

    Effective July 3, 2008, the Postal Service™ is revising the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) to clarify that flat-rate pric-ing is not available with Express Mail® Custom Designed agreements. The new Express Mail price structure, effec-tive May 12, 2008, changed from three separate price lists based on the service used to a single zone-based price list regardless of the service used. Express Mail flat-rate pric-ing was not an available feature with Express Mail Custom Designed agreements prior to the May 12, 2008, price structuring change and will remain unavailable. The new price list did not specifically state that flat-rate prices were unavailable for Custom Designed items. This revision will provide clarity for our Express Mail Custom Designed customers.

    DMM Revision: Service Barcode Required for Priority Mail Open and Distribute Container Address Labels

    Effective July 1, 2008, we are revising section 705.16.0 of Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), to require the use of an electronic Service barcode on all Priority Mail® Open and Distribute container address labels.

    The new standard will require mailers to use a concate-nated UCC/EAN Code 128 symbology Service barcode with a unique Service Type Code (STC) “55” and the

    human-readable text, “USPS SCAN ON ARRIVAL,” above the barcode on each Priority Mail Open and Distribute con-tainer address label. For technical barcode requirements, mailers should reference Publication 91, Confirmation Services Technical Guide, available on Postal Explorer® at http://pe.usps.com.

    Handbook PO-603 Revision: Delivery Point Sequencing Letter Mail Formal ReviewEffective June 28, 2008, part 541 of Handbook PO-603,

    Rural Carrier Duties and Responsibilities, is revised to establish standard procedures for conducting formal reviews of delivery point sequencing (DPS) letter mail processing on rural routes. Additionally, part 535 has been revised to update the time allowances provided in Column R, specifically for edit sheets and Computerized Labeling and Address Sequence System (C.L.A.S.S.) label maintenance.

    r. Column R – Other Suitable Allowance

    (1) A reasonable time allowance may be claimed for unusual conditions, or for other services rendered on a daily or weekly basis that are not accounted for under the normal work functions. This does not include time for vehicle breakdowns. Manage-ment must authorize items for which time is claimed under this heading. These items must recur daily or weekly. Weekly safety talks must be conducted, and the actual time required (usually 5 minutes per week) recorded in column R.

    (2) The actual time required to place Central Markup System/Computerized Forwarding System (CMU/CFS) mail in the designated location is credited in column R.

    (3) The actual time required for full completion of the additional data required on the edit sheet and maintenance worksheet for C.L.A.S.S. (Comput-erized Labeling and Address Sequence System) will be recorded in column R. The entries should reflect the average weekly time needed for com-pletion of this additional data. Time spent for

    regular completion and submission of the edit sheet is not entered in column R.

    (4) Where no office personnel are on duty when the carrier returns from serving the route on Saturday, the carrier receives actual time allowance only for those duties performed over and above the normal functions of this day and the following work day. (This does not include time spent count-ing mail or completing count forms.)

    (5) Those carriers who serve a nonpersonnel rural unit receive a minimum allowance of 15 minutes daily for each unit served. Boxes located in these units are not included in the route totals on PS Form 4241. Additional time above 15 minutes claimed for servicing a nonpersonnel unit must be explained in the Comments section.

    (6) Personal time, or time used for purchasing and checking stamp stock, should not be entered. These times are credited when the evaluation is processed at the Information Service Center (ISC).

    (7) No entries are made in this column for those routes using USPS-owned or -leased vehicles. The ISC will automatically credit appropriate time allowances as indicated in 535.23. Time spent waiting for vehicle repair or tow while on the route is not a recurring function, and is not granted.

    (8) All entries in column R require explanation in the Comments section.

    Note: No entries are made in this column for those routes with collection compartments, or Parcel Post lockers located in centralized delivery equipment.

    541.4 Automation Processed Mail

    541.41 Additional Compensation

    If a carrier on a route being compensated under DPS letter standards is required to case all or a significant portion (125 pieces or more) of its DPS letter mail, due to machine failure or other problems, additional compensation will be provided in accordance with the following formula:

    The average daily DPS letter volume from the latest mail count or adjusted base following a DPS letter mail formal review (when all DPS mail is received in a

    raw, unprocessed state or all DPS mail is improperly processed requiring casing), or

    The actual piece count (when 125 or more pieces require casing) multiplied (x) by 0.0365 minutes per piece equals (=) additional minutes payment.

    Additional payment procedures will be the same as out-lined in Article 9.2.N of the National Agreement between the USPS-NRLCA.

    Note: Carriers should notify their manager immediately when they receive DPS letter mail requiring casing. If a manager is not readily accessible, the carrier should note the number of DPS letter pieces they are required to case and report it to his or her manager at the first opportunity.

    541.42 Formal Review of DPS Letter Mail Processing

    If a route receiving DPS letter mail experiences an increase or decrease in the quantity of the DPS letter volume in relationship to the total letter volume of the route as compared to the latest mail count (or adjusted base follow-ing a DPS letter mail formal review), the assigned carrier may make a written request for, or management may elect to schedule, a formal review of the DPS letter mail process-ing for the route.

    A formal review of the DPS letter mail is initiated by the assigned carrier or management by submission of a DPS Letter Mail Formal Review Request/Notice. The formal review will consist of a twelve (12) day count of all letter mail received on the route and must begin within thirty (30) calendar days of receipt of the formal review request or written notification. No formal reviews will be conducted in the month of December. All formal reviews will be conducted in accordance with appropriate procedures.

    If the DPS letter mail formal review indicates a route is experiencing an increase or decrease in the quantity of DPS letter volume in relationship to the total letter volume of the route, which is equivalent to or greater than one (1) hour (60 minutes) in the evaluation of the route’s hours,

    management will prepare a Form 4003, Official Rural Route Description, effecting a base hour change for the time associated with the resulting variance in the percentage of DPS letter volume. The Form 4003 will be processed to be effective on the first day of the pay period in which the DPS Letter Mail Formal Review Request/Notice was received.

    When a base hour change is effected based upon the results of a DPS letter mail formal review, the resulting route data will become the adjusted base. All subsequent DPS letter mail formal review data will be compared to this adjusted base until the next rural mail count or base hour change resulting from a DPS letter mail formal review.

    541.43 Adjustments

    If, for any reason, management takes a route off of the automated letter mail sort scheme, Form 4003, Official Rural Route Description, will be prepared to appropriately adjust time allowances and processed to be effective on the first day of the pay period in which the automated processing is discontinued.

That’s not just good business practice — Sarbanes-Oxley (SOX) requires us to be accountable for having effective policies and procedures in place and for following those policies and procedures to ensure accurate financial reporting. The law requires it; our customers deserve it.

    The Guide lists the controls, supporting Postal Service™ policy references, and descriptions for 32 of our most important financial activities.     Effective June 30, 2008, we have published Manage-ment Instruction (MI) DM-140-2008-1, Assessing and Collecting Deficiencies in Postage or Fees. This MI updates the policies and procedures for assessing and collecting deficiencies of postage and/or fees.

    A shortage or underpayment of postage and/or fees is a revenue deficiency for the U.S. Postal Service® and is gen-erally assessed by the postmaster or manager of a Busi-ness Mail Entry Unit (BMEU). Although mailers are responsible for paying the legal price of postage and fees, USPS® employees should work with them to identify underpayment of postage and fees and suggest appropri-ate methods for quality improvements. This includes assessing and collecting revenue deficiencies as outlined in this new MI.

    FormsRevised PS Form 6014, Certification of Move Update Compliance

    The Postal Service™ has revised PS Form 6014, Certification of Move Update Compliance, to reflect changes to the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) regarding Move Update standards.

    This is an optional form that mail owners and mail pre-parers use when the mail owner has performed his/her own Move Update process, and the mail preparer is acting as mailing agent for the mailer. Beginning November 23, 2008, to meet the Move Update standard, addresses must be processed through an approved Move Update method no more than 95 days prior to the mailing (i.e., a mailing sub-mitted on November 23 must be processed through an approved Move Update method no earlier than August 20). In addition, after November 23, 2008, to qualify for Stan-dard Mail® discounted prices, Standard Mail mailings must meet the Move Update standards.

    First-Class Mail® mailers may begin using this form now.

    ChangesThe changes to PS Form 6014 are as follows:

    Extend Move Update requirements to Standard Mail mailings.

    Include DMM reference for Move Update require-ments for Standard Mail items.

    Increase the minimum frequency of Move Update processing from 185 days to 95 days prior to the date of mailing.

    Replace NCOALink™ with NCOALink® product.

    Add OneCode ACS® and replace Address Change Service (ACS™) with ACS product.

    Highlight approved alternate method availability only to First-Class Mailers.

    Revise acknowledgement statement to include Stan-dard Mail items.

    Add document retention period.

    Add requirement that PS Form 6014 be made avail-able to the Postal Service on 24 hours notice.

    PurposesPS Form 6014 serves two purposes:

    1. When the mail owner is performing his/her own Move Update processing, this form acknowledges to the mail preparer that the Move Update requirement has been fulfilled.

    2. By signing the form, the mail owner acknowledges full responsibility for meeting the Move Update requirements.

    The mail preparer retains the signed form for 1 year from the date of signing, and the mail preparer or mail owner will make it available to USPS® on 24-hour notice.

    Rural CarriersIn accordance with the provisions of Article 9,

    PhilatelyStamp Announcement 08-33: The Art of Disney: Imagination

    On August 7, 2008, at Disneyland Resort, in Anaheim, California, the Postal Service™ will issue 42-cent The Art of Disney: Imagination commemorative stamps in four designs. Designed by David Pacheco of Burbank, Califor-nia, the stamps go on sale nationwide August 7, 2008.

    The Art of Disney: Imagination stamps will be available in a pressure-sensitive adhesive (PSA) pane of 20 (Item 571400) and a $13.95 premium stamped postal card book-let of 20 (Item 896500).

    With the help of some of Walt Disney’s famous charac-ters, these four stamps illustrate the theme of imagination. U.S. Postal Service® art director Terrence McCaffrey joined with a design team that included artist Peter Emmer-ich and creative director David Pacheco to create four stamps that feature Mickey Mouse as Steamboat Willie; Princess Aurora and her helpers Flora, Fauna, and Merry-weather from Sleeping Beauty; Pongo and one of his pups from 101 Dalmatians; and Mowgli and Baloo from The Jun-gle Book.

    This is the fifth stamp pane honoring the art of Disney to be issued by the Postal Service. The first, issued in 2004, was on the theme of Friendship. The second, issued in 2005, focused on Celebrations. The third, issued in 2006 was on Romance and the fourth, issued in 2007, was Magic.

    How to Order the First Day of Issue PostmarkCustomers have 60 days to obtain the first day of issue

    postmark by mail. They may purchase new stamps at their local Post Office™, at The Postal Store® Web site at www.usps.com/shop, or by calling 800-STAMP-24.     Stamp distribution offices (SDOs) will receive approxi-mately 125 percent of their full standard automatic distribu-tion quantity for a PSA sheet stamp. Distributions are rounded up to the nearest master carton size (40,000 stamps).

    Initial Supply to Post OfficesSDOs will make a subsequent automatic distribution to

    Post Offices of their full standard automatic distribution quantity using PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute stamps to Post Offices before August 1, 2008.

    Additional SupplyPost Offices requiring additional stamps must requisi-

    tion Item 571400 from their designated SDO using PS Form 17. SDOs requiring additional stamps must order them from the appropriate accountable paper depository (APD) using PS Form 17.

    For fulfilling supplemental orders from SDOs, the San Francisco, Chicago, Memphis, and New York APDs will each receive 3,840,000 additional stamps; and the Denver APD will receive 1,280,000 additional stamps. The Kansas City Stamp Services Center will receive 1,920,000 addi-tional stamps for fulfilling supplemental orders from the APDs.

    Sales PolicyAll Post Offices must acquire and maintain a supply of

    each new commemorative stamp as long as customer demand exists, until inventory is depleted, or until the stamp is officially withdrawn from sale. If supplies run low, Post Offices must reorder additional quantities using their normal ordering procedures.
