Here is information on Policy Committee agenda items.
8. FY 2017 – 2020 TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENT (ENCLOSURE)(ACTION)
Staff was notified by MDOT Office of Passenger Transportation, that there was funding available to be added to a General Program Account for the purchase of transit vehicles. This money comes from FY 2014. The amount is too high to allow us to administratively modify the Transportation Improvement Program so we are bringing this before you as an amendment.
The Technical Committee and staff recommend that the Policy Committee approve this amendment to the FY 2017 – 2020 Transportation Improvement Program.
9. KATS Administrative Policies and Procedures Update
Staff and a subcommittee of the Technical Committee are working to finish revising the draft KATS Policies and Procedures document. The focus is on how we tie public involvement into the project approval processes. It is anticipated that the final draft will be ready for your review next month.
10. Public Information Meetings
On Wednesday, August 21, 2019 there will be two public information meetings. One will be hosted by MDOT and will discuss plane for the next phase of the I-94 project between Lovers Lane and Sprinkle Road including the interchange at I-94 and Portage/Kilgore.
The second meeting is hosted by the City of Kalamazoo and will begin getting input on how the recently acquired streets in the downtown area of Kalamazoo might be configured.
Staff expects to attend and will update the Policy Committee on the meetings.
11. Office Manager and Accountant Position
I am happy to report that Elizabeth Rumick has accepted and is our new Office Manager and Accountant. She started on July 28th and was able to work with Grace learning our records, accounts, budgets, and billings.
12. Public Transportation Updates
Members of the Kalamazoo County Transportation Authority Board, the Central Country Transportation Authority Board, Van Buren Public Transit, and/or staff will provide additional updates to the Policy Committee as appropriate . 13. Executive Director’s Report
City of Kalamazoo Update – Deputy City Manager Chamberlain provided this update:
The City of Kalamazoo’s next step regarding the downtown streets will be to hold a public informational meeting on Wednesday, August 21 at 6:30 – 8:00 pm at the Kalamazoo Institute of Arts. After the public

meeting there will be opportunities to participate in walking audits of the downtown streets (dates to be determined), and there will be a second public meeting scheduled for this fall.
Kalamazoo County Planned Infrastructure Work Map Project Update – KATS has now become integrally involved in moving this project forward. The intent is to have on one site all planned infrastructure projects so that agencies can see how their plans might be affected and better coordinated with other planned work. We are working with Kalamazoo County Planning, Prein and Newhof and others on this.

STATUS REPORTS
PUBLIC TRANSPORTATION UPDATES
Several bus stop improvements have occurred through cooperation during current Road Commission of Kalamazoo County work. There has been a conversation with Consumer’s Energy about concrete work being done that is impacting bus stops. Metro is trying to get tie-ins to see bus stops improved while Consumer’s Energy is making improvements. 10 new bus stop signs will be going up next week. Metro is looking for public input on the new signs. Mobility Program has kicked off with High School students at Kalamazoo Public Schools. Students will be getting new school ID’s that will also serve as their bus pass that will be valid through next September.
ROADS -
MDOT There is a public meeting to discuss I-94 Lovers Lane to Sprinkle Road widening with interchange reconfiguration at Kilgore on August 21st from 4-6 pm at the MDOT region office.
• City of Portage Milham Avenue from Oakland to South Westnedge Avenue has a new right-turn lane as well as concrete sidewalk and ADA ramp improvements; completion of this project is set for September.
• Romence Road from Oakland Drive to Constitution Boulevard water main replacement is completed with other improvements to be done in August.
• Idaho Avenue from Oregon Avenue to South Westnedge Avenue water main replacement and storm sewer installation are complete and concrete work is underway with a September completion date.
• Lovers Lane from East Centre Avenue to East Milham Avenue project has been completed. Zylman Avenue from Portage Road to South Sprinkle Road has a new water main and sanitary sewer main completed; the project will be finalized in October with the west end of the road being paved to ensure access for school transportation for school on September 3.
• Portage Road and Lakeview Drive intersection realignment is completed. • Angling Road from Vincent Drive to the north city limits is undergoing asphalt resurfacing that is
set to be completed before the start of school on September 3. • Meredith Street from South Sprinkle Road to East Kilgore Road will undergo sidewalk installation,
curb and gutter at intersections and pavement mill and resurface that is expected to be complete in October.
Village of Augusta Village of Augusta is partnering with the Road Commission of Kalamazoo County to complete some road projects.

Technical Committee Report
Village of Vicksburg Village of Vicksburg is adding bike lanes on a couple of local road projects.
RCKC Non-motorized: • Drake Road Trail: Phase 1 is on hold until utility relocations are complete. Contractor
has left the site. Phase 2 (Stadium to W. Michigan) is working to setup a meeting with Lansing TAP staff to review status.
• Kalamazoo County Parks River Valley Trail, Final have EGLE and MDOT permits, reviewing final plans for turn in.
RCKC Road Updates:
• KL Avenue from 11th Street to Drake Road: 2018 Project – Open to traffic. • D Avenue from Rolling Meadows Drive to Douglas Avenue & D Avenue from 17th Street
to Riverview Drive: Contractor’s operators are on strike, no work being done. • Riverview Drive from G Avenue to Mt. Olivet. Progressing on storm and sanitary installs.

• Chip Seal ±10 days left (weather permitting) • County Fair –August 6-10. RCKC equipment is on display. Staff are also assisting with
others in helping the Drain Office with their educational storm water display. Rural Task Force (RTF) #3 meeting August 15th at 2:00PM. Location Calhoun County Road Department.
City of Kalamazoo The City of Kalamazoo has a CMAQ signal project at Howard and Michigan with the final contract modification construction to be done before school starts. Cork Street bid opening from July came in 10% over. Final plans for the Portage Street project from Stockbridge to Lovell have been submitted to MDOT. The first planning meeting of three sessions to discuss the new roads under the City of Kalamazoo’s jurisdiction is scheduled. More information will be sent to KATS staff for distribution.
LAND USE/PLANNING AND ZONING -
Texas Township Master Plan website will be launching soon. The 9th Street sidewalks are now complete.
A FEMA Flood Map meeting that was recently held. FEMA is looking for feedback from local agencies to make any necessary adjustments. Contact Jarnefelt for more information.

The Regional Prosperity group has solicited proposals for mini-grants in order to support its goals and to wind down its operations. Proposals are expected to be evaluated and awarded in September. It will continue to be involved in infrastructure asset management activities.

During the months of June and July, 2019, KATS staff worked on the Michigan Department of Transportation (MDOT) Planning Activities for the Southcentral Michigan Planning Council (SMPC). Work was concentrated in the following activities:
Submitted the May and June monthly Rural Task Force reports to MDOT Planning Completed biennial PASER rating of federal aid roads in Region 3 Met with Tekonsha Village officials and engineering consultant regarding the National Functional
Classification of three streets that had been changed in 2015. Forwarded the information to MDOT to determine if the re-classification to Minor Collector was in error and should have been to Major Collector instead, which would have made the streets eligible for federal aid
Participated in the July Asset Management Regional Coordinators’ conference call with the Transportation Asset Management Council
Attended the 2019 Michigan Transportation Planning Association conference in Lansing Started collecting PASER data on non-federal aid streets in Region 3 for which no ratings history
previously existed
Anticipated future activities include:
Continuing rating of non-federal aid roads in Region 3 with no rating history or no rating in the past 3 years
Facilitating meetings of Rural Task Forces at county and region level as needed Updating project data in JobNet for the 2020 – 2023 Transportation Improvement Program as

PARTIAL REIMBURSEMENT FOR NON‐FEDERAL AID PAVEMENT SURFACE CONDITION DATA GATHERING
Start presented requests received from the Road Commission of Kalamazoo County and the City of Portage for reimbursement of $11,095 and $10,903 respectively for costs associated with the collection of surface condition data on non‐federal aid roads. Based on the estimated available budget of $5,000 in the FY2019 work program it was suggested that the Committee approve reimbursement not to exceed $2,500 to both agencies upon completion of the data collection and submittal to KATS for uploading to the Transportation Asset Management Council.
Motion by Ulsh, second by Heppler, “to approve reimbursement not to exceed $2,500 to the Road Commission of Kalamazoo County and the City of Portage for costs associated with the collection of non‐federal aid surface data.” MOTION APPROVED.

JULY MEETING
Start asked if the Policy Committee wanted to cancel the July, 2019 meeting. He explained that there were no anticipated action items and historically the July meeting has been cancelled.
MOTION by Sorenson, SECOND by Johnson “to cancel the July, 2019 KATS Policy Committee meeting.” MOTION APPROVED.
OFFICE MANAGER AND ACCOUTANT POSITION
Start updated the Committee on the progress of the selection of a new Office Manager/Accountant to replace Grace Guan, who has accepted another position elsewhere.
PUBLIC TRANSPORTATION UPDATES
Aardema reported that the annual report for Metro is complete and has been mailed. The design of revised bus stop signs has been finalized with new logos and information. Installation of new signs has begun. The Youth Mobility Program for Kalamazoo Public School students was mentioned by the Mayor of the City of Kalamazoo in the State of the City address. As part of the program, KPS students will be able to use their student identification cards as both a bus pass and a library card.

Swiat reported that Dale L. Smith has been named the new township clerk for Prairie Ronde and that a new township hall is likely to be built
Britigan reported that Parchment has the first local street repair project in several years under way and that the Kindelberger festival will be starting soon.
Heppler said that Augusta is partnering with the Road Commission of Kalamazoo County to resurface Van Buren and Lincoln Streets this year. He also said he enjoyed the infrastructure summit that was recently held at the Road Commission.
Kinney said that there will be a special meeting held at 5:45, July 10 at the Van Buren County Road Commission office to evaluate the team based management approach currently in use.
Pfeiffer stated that all MDOT projects are 2 to 3 weeks behind schedule due to the rainy spring.
Aardema reported that the Kalamazoo Airport runway resurfacing project will be completed today and commercial flights will resume tomorrow.
Start said that obligation authority for 2019 federal aid road projects has been exhausted and any projects not yet obligated will be put on a list for future authority when they are submitted.

KALAMAZOO AREA TRANSPORTATION STUDY FY 2017-2020 TRANSPORTATION IMPROVEMENT PROGRAM AUGUST 2019 AMENDMENTS
What is the TIP? The Transportation Improvement Program (TIP) is an outline of transportation projects programmed in the Kalamazoo Area Transportation Study (KATS) Planning Area for Fiscal Year (FY) 2017-2020. This area includes all of Kalamazoo County and Almena Township, Antwerp Township, Paw Paw Township, Waverly Township, and the Villages of Paw Paw, Lawton, and Mattawan in Van Buren County.

The TIP, as required by federal regulations, addresses all projects proposed to use federal transportation funding within the KATS area. Everyone who lives, works, attends school, visits, or travels through our region is affected by these projects. The TIP responds to the everchanging needs of all users and includes maintenance, public transit, bikeway, sidewalk, bridge, traffic signal, and other projects.
Development of the TIP The TIP covers a four-year period but is updated every three years to ensure an efficient transition between programs. The program is developed using the continuing, cooperative, and comprehensive planning process with state and
federal transportation agencies, public transit agencies, local governments, and residents. To be included in the TIP, projects must have committed funding and provide project details.
Amending the TIP KATS regularly amends the TIP to reflect new and changing projects. The KATS staff may approve minor changes, but certain modifications are more significant and require KATS to approve a formal amendment to the TIP. These modifications include:
• Cost changes that exceed percentage thresholds
• Major changes that affect project scope • Additions and Deletions

The Metropolitan Transportation Plan The Kalamazoo Area Transportation Study also develops the region’s long-term Metropolitan Transportation Plan (MTP). The MTP covers more than 20 years of planning efforts and must be updated every four years. The short-range projects included in the TIP must be consistent with the long-range planning efforts included in the MTP.
