While he was at Napa State Hospital Wayne was encouraged by his doctor,psychologist and ConRep to stop exposing atrocities at Napa State Hospital for one year which Wayne hadbeen doing by sending letters to news media. He was told to concentrate on his S.A.F.E Program. HisConRep told Wayne he would allow him to expose the information he was already doing at Napa Stateonce he was back in the community. He said that while President Clinton was in office that he made itimpossible for clients to pursue criminal actions while at state mental hospitals.
