Christina Mozaffari is a Partner with media firm Throughline Group, LLC. Christina has prepared some of the nation’s most visible government agencies to excel during high-pressured crisis responses, worked with hundreds of top corporate executives, and developed a particular talent for training mission-driven nonprofits. She previously worked at NBC News, where she produced stories for NBC Nightly News, The Today Show, and Hardball with Chris Matthews. As a journalist, she covered everything from the 2008 presidential campaign and Hurricane Katrina to the election of Pope Benedict in Rome, and the war in

Iraq. She was awarded an Emmy as part of NBC’s team coverage of 2008’s presidential election night.

Pipeline Safety Pipeline safety is a complicated web. This session will provide attendees with the information they need to better understand pipelines and pipeline regulations. With this information, you will be able to understand the daily operations and potential risks from pipelines better, and potentially develop programs and engage in regulatory processes that address these risks more effectively. This training focuses on the safety of existing or soon-to-be existing pipelines.

Thomas “Tom” Finch has been a Western Region Community Liaison, formerly a Community Assistance and Technical Services (CATS) Manager for PHMSA’s Office of Pipeline Safety out of Lakewood, CO since August 20, 2009. Tom spent seven years as the State Liaison Representative (SLR). His role in the OPS focuses on enhancing communications with stakeholders including the Western Region States Pipeline Safety Programs. Tom attended the Colorado School of Mines majoring in Petroleum Engineering. He has forty-five years of experience in the oil and gas industry.

Cannabis Processing – Hidden Dangers for the

LPG IndustryUncover the hidden dangers in the HazMat and containers used for the processing of honey oil and other extracts. Join us in a discussion regarding startup companies supplying solvents and other chemicals used in the extraction of THC and CBDs. Many are ignorant of the regulatory requirements and industry standards for the safe handling of HazMat involved as shown by recent inspections by fire departments and law enforcement personnel. Issues discovered are the use of illegal and counterfeit cylinders, improper pressure relief devices, improper pressure rated components, complete lack of HazMat employee training, undeclared shipments, little or no leak detection, and safety equipment while transferring un-odorized flammable liquids. We will discuss what the Western Propane Gas Association is working on to help the industry comply.

CFATS Risk-Based StandardsCFATS establishes eighteen Risk-Based Performance Standards (RBPSs) that identify the areas for which a facility’s security posture will be examined, such as perimeter security, access control, personnel surety, and cyber security. To meet the RBPS, covered facilities are free to choose whatever security programs or processes they deem appropriate, so long as they achieve the requisite level of performance in each applicable area.

Learn about whether your facility is covered by the Chemical Facility Anti-Terrorism Standards (CFATS) regulation and the steps on how to comply. The CFATS regulation applies to any facility—from an individual to an establishment—that possesses any chemical of interest (COI) at or above the screening threshold quantity. Before beginning the CFATS process, check the statutory exclusions. If your facility is not statutorily excluded and possesses any Appendix A COI at or above STQ, you must report your chemical holdings to DHS through a Top-Screen. The purpose of CFATS is to ensure that any facility identified by DHS as high-risk following its submission of a Top-Screen has sufficient security measures in place to reduce the risks associated with its COI.

Operation and Maintenance

The EPA enforces a Risk Management Program, which does not apply to liquefied petroleum gas (LP-Gas) retail bulk facilities or end users’ facilities but is required for storage facilities

used for wholesale or where LP-Gas is used as something other than a fuel. Chapter 15 addresses all bulk plant and industrial plant facilities. It also requires the owner or operator of a facility to establish written operating procedures and maintenance manuals for every facility under his/her control. The sections in this chapter are organized as follows:

• Operating Requirements –procedures for regular operations, LP-Gas transfer, and actions in the event of an LP-Gas release in the facility; and

• Maintenance Procedures – manual storage and maintenance records.

Thunderbird Lodge Tour

Legend springs to life as guests learn about Lake Tahoe’s magical Castle-in-the-Sky and world-famous Thunderbird Yacht. Docent-guided tours take visitors on a walk through the stone mansion and grounds of Thunderbird Lodge to reveal the mystery and legacy of the enigmatic George Whittell, Jr. Guests will also explore the Lighthouse Room, Old Lodge, as well as 600 feet of underground tunnels leading to the cavernous Boathouse (alternate routes are available if you are claustrophobic). After the tour, guests will be transported to the shores of Lake Tahoe where they will enjoy a picnic-style lunch and some free time to wander the shores of the “Jewel of the Sierras.”

IMPORTANT EXHIBITOR INFORMATION

TRADE SHOW POLICY In order to protect the integrity of our trade show and its exhibitors, who make considerable investments in them, the Convention Committee has adopted a policy to promote trade show quality. To benefit attendees wanting to see all available exhibits in one place, no exhibits, displays or demonstrations will be permitted in meeting rooms, suites, guestrooms, or other locations outside of the designated exhibit area. Violation of this policy may result in sanctions at future trade shows including, but not limited to, forfeiture or restriction of future participation.

AGREEMENT TO RULES Exhibitors and their employees agree to abide by the foregoing rules and regulations and by any amendments or additions that may be established or put into effect by the show management. These rules are subject to revision by the show management. They have been formulated for the best interests of the exhibitors as well as the Western Propane Gas Association. All exhibitors are asked to comply with these rules and policies.

LIABILITY AND INSURANCE Each exhibitor assumes responsibility and agrees to indemnify and defend the Western, Arizona, Nevada, Pacific and Rocky Mountain Propane Associations, the Reno Events Center, the Silver Legacy Resort and their respective employees and agents against any claims or expenses arising out of the use of the exhibition premises.

Each exhibitor understands that the Western Propane Gas Association, the Reno Events Center nor the Silver Legacy Resort maintains insurance covering the exhibitor's property. It is the sole responsibility of the exhibitor to obtain such insurance. In all cases, exhibitors wishing to insure their goods must do so at their own expense.

TO RESERVE EXHIBIT SPACE Complete and return the enclosed exhibitor contract with payment by mail to the Western Propane Gas Association, 2012 H Street, Suite 203, Sacramento, CA 95811, or by fax (916) 447-9740.

If payment is not received by February 15, your company will be removed from its assigned space. If payment is received after your space has been removed, your company will be assigned a new space (if available).

CANCELLATION/DEFAULT IN OCCUPANCY POLICIES After April 1, 2020, fees will only be refunded if WPGA is able to resell the

space.

Contracts for exhibit space are non-cancelable and any exhibitor failing to occupy their contracted space is not relieved of the obligation of paying the full rental price. Refunds will be available only if the exhibition is sold out and the contracted space is rented to another exhibitor. Subletting space is prohibited.

DISMANTALING OF EXHIBITS Exhibitors may NOT break down their exhibits prior to the close of the show at 11 a.m. on Friday, May 15 and MUST have their exhibit cleared out of the hall by 5 p.m. the same day. Early teardown can jeopardize future plausibility to exhibit at the trade show.

VEHICLE MOVE-IN Vehicles will be placed in the exhibit hall beginning on Monday, May 11, and will conclude on Tuesday, May 12. You will receive a time for arrival prior to the trade show based on your assigned location.

BOOTH SET-UP begins at 1 p.m., Tuesday, May 12. Exhibits MUST be completed by 3 p.m. the following day, Wednesday, May 13.

ARRANGEMENTS FOR EXHIBITS Exhibitors must agree to furnish their exhibits so as not to obstruct the general view or hide other exhibits. No partition other than the side dividers provided by the decorators will be permitted unless specifically approved. No signs or parts of exhibits will be permitted in or above aisles or beyond the height of the booth. If your display extends beyond these parameters, approval must be obtained from the convention committee prior to the convention.

All displays and materials to be displayed must arrive at Blaine Event Services Advance Warehouse no later than May 4. Shipments will NOT be accepted at the Reno Events Center prior to May 11.

FURNITURE AND SIGNS The exhibit hall is NOT carpeted. The booth piping and drapes are included in your registration fee. Furniture, carpet and decorations are available for rent from Blaine Event Services. On confirmation of your space by WPGA, you will receive a link to Blaine’s website where you can download additional rental information.

Uniform signs bearing the name of the exhibitor will be provided and installed by the decorator at no extra cost to you. Exhibitors may use their own sign if desired.

ELECTRICAL CONNECTIONS Exhibitors who require an electrical outlet or have other power requirements must contract for this service with Blaine Event Services. On confirmation of your space by WPGA, you will receive a link to Blaine’s website where you can download additional electrical service information.

FLAMMABLE MATERIAL No flammable gases or liquids, substances, or materials of any nature, including decorative material, the use of which is prohibited by fire regulations, may be used in any booth.

CARE OF BUILDING Acceptance of exhibit space makes it obligatory on the part of the exhibitor and their employees that they shall not attach any materials to walls in any manner, nor deface, injure or mar the exhibit hall. Helium balloons and stickers are strictly prohibited. Any damage shall be made good by the exhibitor to the show management or the owner of the property.

GUARD SERVICE Guard service will be provided during the exhibit hours in the exhibition area. Reasonable care will be exercised for the protection of the exhibitor's materials and display items.

The tournament includes both men and women. If you do NOT wish to play in a mixed foursome, indicate on reverse side.

SILENT AUCTION DONATION FORM WPERC Scholarship Fundraiser

71st Annual Western Propane Trade Show & Convention May 13-15, 2020 Silver Legacy Resort/Reno Events Center ● Reno, NV

The Convention Committee will once again hold a silent auction during the 2020 Western Propane Trade Show & Convention. ALL proceeds from the Silent Auction will go directly to the WPERC Scholarship Fund.

If you would like to participate by donating an item to the silent auction, please complete and return this form to the WPGA office NO LATER THAN MARCH 1st. If received by the deadline, your participation will be recognized in the spring issue of the WPGA’s Gaslight publication. If received after the deadline, your participation will be recognized in on-site signage at the Western Convention.

Donated items can be industry-related or something as simple as a gift basket or case of wine. Auction items are limited only by your imagination! Cash donations are also welcome and will be used by the committee to purchase items for the auction.
