I. INTRODUCTION

This Stormwater Pollution Prevention Plan (SWPPP) has been prepared for the French-American

School of New York (FASNY) and is intended to present the physical conditions, planning and

engineering criteria as well as demonstrate that the development is designed in accordance with

the requirements of the City of White Plains and the New York State Department of

Environmental Conservation (NYSDEC) SPDES General Permit for Stormwater Discharges from

Construction Activity (Permit No. GP-0-10-001). The SWPPP has been designed to ensure that

the quantity and quality of stormwater runoff during and after development are not substantially

altered from pre-development conditions.

The project includes a 950 student school/campus on a ±131 acre Site, previously occupied by the

Ridgeway Country Club (RCC) at 400 Ridgeway, located between Bryant Avenue and Ridgeway

in the City of White Plains in Westchester County, New York (hereinafter referred to as the

"Site"). Refer to Figure No. 1 “Site Location Map” for the general vicinity of the Site and

surrounding areas. The Site is divided into four (4) separate parcels A, B, C and D. The parcel

designations identified below are for the purpose of describing the proposed development and do

not reflect the deed information depicted on the Boundary Survey. Refer to Figure No. 2 "Key

Map" for the parcel designations. The majority of the proposed improvements are within the

portion of the Site between Ridgeway and Gedney Esplanade, on Parcel A and the southern side of

Parcel D. In addition to the residential homes surrounding the property, the Site is also adjoined

by:

Burke Rehabilitation Hospital on Mamaroneck Avenue, to the west

Bryant Gardens, a 409-unit cooperative apartment complex on Bryant Avenue, to the

northwest

YWCA Activities Center on North Street, to the northeast

First Baptist Church on North Street, to the northeast

Garden Center on Ridgeway, to the south

Westchester Hills Golf Club across Ridgeway, to the south

II. STORMWATER MANAGEMENT PLANNING

In order to be eligible for coverage under the NYSDEC SPDES General Permit for Stormwater

Discharges from Construction Activity (Permit No. GP-0-10-001), effective January 29, 2010, the

SWPPP includes stormwater management practices (SMP's) from the publication "New York

State Stormwater Management Design Manual," last revised August 2010.

A SWPPP has been prepared for this project because it is a construction activity that involves soil

disturbances of one (1) or more acres of land.

The proposed SMP’s have been designed such that the quantity and quality of stormwater runoff

during and after construction are not adversely altered or are enhanced when compared to pre-

development conditions. Based on these criteria, the project and its SWPPP are eligible for

coverage under SPDES General Permit GP-0-10-001, subject to approval by the City of White

Plains as a designated Municipal Separate Storm Sewer System (MS4) under the general permit.

Based on the GIS information provided by the website of the New York State Office of Parks,

Recreation and Historic Places, the Site does not contain, nor is it immediately adjacent to any

properties listed on the State or National Register of Historic Places.

III. STUDY METHODOLOGY

Runoff rates were calculated based upon the standards set forth by the United States Department

of Agriculture Natural Resources Conservation Service Technical Release 55, Urban Hydrology

for Small Watersheds (TR-55), dated June 1986. The methodology set forth in TR-55 considers a

multitude of characteristics for watershed areas including soil types, soil permeability, vegetative

cover, time of concentration, topography, rainfall intensity, ponding areas, etc.

The 1, 10, 25, 50 & 100 year storm recurrence intervals were reviewed in the design of the

stormwater management facilities (see Appendices A & B Existing & Proposed Hydrologic

Calculations).

Anticipated drainage conditions were analyzed taking into account the rate of runoff which will

result from the construction of buildings, parking areas and other impervious surfaces associated

with the Site development.

Base Data and Design Criteria

For the stormwater management analysis, the following base information and methodology were

used:

1. The Site drainage patterns and outfall facilities were reviewed by John Meyer Consulting

personnel for the purpose of gathering background data and confirming existing mapping of

the watershed areas.

2. An Existing Drainage Area Map was developed from the topographical survey. The

drainage area map reflects the existing conditions within and around the project area.

3. A Proposed Drainage Area Map was developed from the proposed grading design

superimposed over the topographical survey. The drainage area map reflects the proposed

conditions within the project area and the existing conditions to remain in the surrounding

area.

7. United States Department of Commerce Weather Bureau Technical Release No. 40 Rainfall

Frequency Atlas of the United States.

8. The time of concentration was calculated using the methods described in Chapter 3 of TR-

55, Second Edition, June 1986. Manning's kinematics wave equation was used to determine

the travel time of sheet flow. The 2-year 24 hour precipitation amount of 3.5 inches was

used in the equation for all storm events. The travel time for shallow concentrated flow was

computed using Figure 3-1 and Table 3-1 of TR-55. Manning's Equation was used to

determine the travel time for channel reaches.

IV. EXISTING CONDITIONS

The Site is currently located in the R1-30 Residential One Family Zoning District (R1-30 District),

and is approximately 131.0 acres in size. It is made up of five separate tax parcels: Section

131.14, Block 2, Lot 3; Section 131.14, Block 9, Lot 3; Section 131.10, Block 1, Lot 6; Section

131.10, Block 3, Lot 43; Section 131.11, Block 12, Lot 1.

Existing conditions on the Site include natural features such as a lake, a creek, state designated

wetlands and minimal steep slopes. The Site has been operating as a golf course since 1912. The

Site is currently used and classified for zoning purposes as a “Golf and Country Club with an 18

Hole Golf Course.” The site currently includes: (1) an 18 hole golf course; (2) a 53,735 square

foot club house and accessory buildings housing, among other things, offices, locker rooms,

saunas, a banquet hall and grill room; (3) eight tennis courts; (4) a swimming pool, and (5) parking

for approximately 177 vehicles.

Parcel A (designated on Tax Maps as Section 131.14, Block 9, Lot 3) is ±27.74 acres in size. It

is bound by Ridgeway to the south, Hathaway Lane to the east and Gedney Esplanade to the north.

The western edge of the parcel is bound by single-family homes. Parcel A contains a majority of

the former Country Club facilities, including:

Clubhouse Building (main entrance, offices, dining/banquet facilities)

Annex Building (locker room, maintenance, cart storage)

Pool

Paved Parking areas (±123 spaces)

Access to the Club on Parcel A is via three (3) curb cuts on Ridgeway, and one (1) on Hathaway

Lane.

Parcel B (designated on Tax Maps as Section 131.14, Block 2, Lot 3) is ±14.05 acres in size. It

is bound by Gedney Esplanade to the south, and Heatherbloom Road to the north. The eastern and

western edges of the parcel are bound by single-family homes. Parcel B contains 2 of 18 golf

holes on the course (No’s 13 and 17).

Parcel C (designated on Tax Maps as Section 131.10, Block 1, Lot 6) is ±15.58 acres in size. It

is bound by Bryant Avenue to the north, and Heatherbloom Road to the east and south. The

northern edge is also bound by two (2) single-family homes on Bryant Avenue. The western edge

of the parcel is bound by the Burke Rehabilitation Hospital and Bryant Gardens. Parcel C

contains 3 of 18 golf holes on the course (No.’s 14, 15 and 16).

Parcel D (designated on Tax Maps as Section 131.10, Block 3, Lot 43) is ±72.32 acres in size;

the largest of the four parcels. It is bound by Ridgeway to the south, Hathaway Lane to the west,

Bryant Avenue to the north and North Street to the east. The southern edge of the parcel is bound

by single-family homes on Ridgeway, as well as a Landscape/Nursery retail business. The eastern

edge is bound partly by a "paper street," and by single family homes on Robinhood Road and

North Street. The northeastern edges are bound by single-family homes and the YWCA and First

Baptist Church on North Street.

557 North Street (designated on Tax Maps as Section 131.11 Block 12, Lot 1) is approximately

0.70 acres in size. It maintains frontage on North Street and contains a single family residential

home.

Parcel D consists mainly of 9 of 18 golf holes (No.'s 1 through- 9). The parcel also contains a

paved parking area (±54 spaces) at the southern end with access via a curb cut on Hathaway Lane.

A small building within the paved area serves as the starter's hut/caddie shack. The parcel

includes two (2) connected ponds. These serve as water features for the golf course.

The Site’s topography is varied with elevations ranging between ±246 feet and ±320 feet North

American Vertical Datum (NAVD 1988). The Site is located within the Mamaroneck River

drainage basin which is within the Lower Long Island Sound drainage basin. The Site straddles an

area of higher elevation between Hathaway Lane, Oxford Road and Heatherbloom Road

containing single-family homes (between Parcels B, C and D).

As previously mentioned, the development area is primarily between Ridgeway and Gedney

Esplanade, on Parcel A and the southern side of Parcel D. Stormwater runoff generally drains off

of the development area in a southerly direction towards Ridgeway. Runoff from the west side of

Hathaway Road (Parcel A) drains south into existing drain inlets throughout the Site and connects

into the City of White Plains drainage system along Ridgeway. The drainage system exits the Site

through two parallel adjacent 30 inch diameter reinforced concrete pipes (RCP) beneath

Ridgeway just east of the existing tennis courts, into a 48 inch by 24 inch concrete box culvert

and an existing stream south of Ridgeway. Runoff from the east side of Hathaway Lane (Parcel

D) drains east into existing drain inlets within the golf course which discharge to a watercourse

and continues into a large pond. The large pond discharges to another watercourse farther east

which conveys stormwater to wetlands along the eastern Site boundary. Stormwater from the

wetlands eventually discharges to another portion of the City of White Plains drainage system

farther northeast along Ridgeway.

The following natural features and drainage patterns of the project Site have been identified and

utilized to develop Drawing DA-1 “Existing Drainage Area Map” which is included in Appendix

H:

Based on the United States Department of Agriculture (USDA) Web Soil Survey, the on-site soils

are generally moderately drained and belong to hydrological groups B, C & D. The soil types,

boundaries and drainage areas/designations are depicted on Drawing DA-1 within Appendix H.

Seven separate Design Points (1, 2, 3, 4, 5, 6 & 7) were identified for comparing peak rates and

volumes of runoff in existing and proposed conditions. Eleven separate drainage areas were

identified in existing conditions based on the existing drainage divides on and off-site. Refer to

Drawing DA-1 in Appendix H.

The following is a description of each of the drainage areas analyzed in the existing conditions

analysis:

Design Point #1

Design Point #1 is located at an existing catch basin on the north side of Ridgeway just east of the

existing tennis courts near the middle of the frontage of Parcel A. All of the contributing drainage

area flows either overland or through existing pipes and eventually meets at the existing catch

basin. The following drainage areas ultimately contribute runoff to this design point, as described

below:

Existing Drainage Area 1A (EDA-1A) is 33.07 acres in size and consists of a majority of

Parcel A bordered by Ridgeway, Gedney Esplanade, Hathaway Lane and several residential

homes along Murchison Place, Hotel Drive and Macy Road. The Curve Number (CN) and

Time of Concentration (Tc) for this drainage area are 78 and 27 minutes, respectively. A

small portion of the golf course north of Gedney Espalande, designated as Parcel B drains

south, across Gedney Espalande and onto Parcel A. EDA-1 drains south from some

residential homes along Macy Road, across the golf course and eventually into an existing

drain inlet at the northeast corner of the existing tennis courts. The runoff is piped into an

existing drainage system with two parallel 30 inch diameter pipes before exiting the Site and

connecting to an existing drain inlet within Ridgeway designated as Design Point #1.

Existing Drainage Area 1B (EDA-1B) is 19.01 acres in size and consists of many residential

homes, roadways and a portion of the golf course north of Gedney Espalande. The Curve

Number (CN) and Time of Concentration (Tc) for this drainage area are 77 and 26 minutes,

respectively. EDA-1B drains south across the golf course to the existing drainage system in

Gedney Esplanade. Several catch basins in Gedney Espalande collect this runoff at Junction

1B before it is piped to a manhole in Gedney Espalande midway between Macy Road and

Oxford Road. The system conveys the runoff south onto Parcel A through a series of pipes

and manholes approximately 1,500 linear feet in length which is designated as Reach 1B.

There are several underdrains located within the golf course that collect runoff that

infiltrates through the fairways, rough areas, etc. and discharge it into the series of pipes

travelling across the Site. As the system traverses the Site from Gedney Espalande to

Ridgeway, the pipe begins as 30 inch diameter, then increases to 36 inch diameter, then 42

inch diameter and finally two parallel 30 inch diameter pipes before exiting the Site and

connecting to an existing drain inlet within Ridgeway designated as Design Point #1.

Design Point #2

Design Point #2 is the wetland area at the southeast corner of the property along Ridgeway. This

location for Design Point #2 was chosen as a point of analysis because it receives stormwater

runoff from the development area under proposed conditions and all upstream areas on-site

outside of the developed area as well. The following drainage areas ultimately contribute runoff to

this design point, as described below:

Existing Drainage Area 2A (EDA-2A) is 17.17 acres in size and consists of a portion of

Parcel D bordered by Ridgeway, Hathaway Lane and several residential homes along

Ridgeway and Hathaway Lane. EDA-2 consists of roadways, the RCC golf course, tennis

courts, residential homes, driveways, lawns and wooded areas. The Curve Number (CN) and

Time of Concentration (Tc) for this drainage area are 75 and 35 minutes, respectively. A

small portion of Parcel A along Hathaway Lane drains east across the roadway and onto

Parcel D. Residential homes along Ridgeway drain north onto the Site, across the golf

course and into a depressed area with several drain inlets. Residential homes along

Hathaway Lane and Oxford Road drain east to a portion of a drainage system within

Hathaway Lane which runs east through the Site, across the golf course and connects to a

manhole within the depressed area of the golf course. The stormwater runoff travels north

along the depressed area until being collected by a drain inlet, then it is conveyed north

within the drainage system until discharging from the pipe to Junction 2A into an existing

swale designated as Reach 2A to Junction 2ACD where it is combined with flows from

EDA-2C and the outlet flows from the existing large pond. The flows then travel along

another watercourse, designated as Reach 2ACD, which discharges to the wetland area to

Design Point #2.

Existing Drainage Area 2B (EDA-2B) is 19.03 acres in size and consists of a portion of

Parcel D to the east of the ridge line running north-south along the center of the southern

end of Parcel D which divides EDA-2A and EDA-2B. All of the stormwater runoff to the

east of the ridge drains east overland, through the wooded area and towards the wetland

area. EDA-2B consists of the RCC golf course, some cart paths, lawns, woods and the

wetland area. The Curve Number (CN) and Time of Concentration (Tc) for this drainage

area are 65 and 18 minutes, respectively. Runoff drains east off of the ridge, across a

portion of the golf course, into the wooded area and into the wetland area where it exits the

Site just upstream of the wetland area, designated as Design Point #2.

Existing Drainage Area 2C (EDA-2C) is 3.25 acres in size and consists of a small portion of

Parcel D along Hathaway Lane and a few residential properties off-site. The Curve Number

(CN) and Time of Concentration (Tc) for this drainage area are 75 and 18 minutes,

respectively. Runoff drains east off of the residential properties, across Hathaway Lane,

over a portion of the golf course, into an existing swale to Junction 2ACD where it

combines with flows from EDA-2A and the large pond. The flows then travel along another

watercourse, designated as Reach 4 which discharges to the wetland area, designated as

Design Point #2.

Existing Drainage Area 2D (EDA-2D) is 30.94 acres in size and consists of the large pond

and portions of the golf course within Parcel D, some cart paths, lawns and wooded areas.

A few residential properties also drain to the large pond. The Curve Number (CN) and

Time of Concentration (Tc) for this drainage area are 80 and 19 minutes, respectively.

Runoff drains east off of the residential properties along Hathaway Lane, across a portion of

the golf course, and into the large pond which has a water surface elevation of 259.61.

There is a defined overflow area that varies in elevation (lowest being 260.50) adjacent to

the outlet pipe that conveys outlet flows to the existing watercourse during larger storm

events. The maximum water surface elevation of the pond during the 100 year storm is

260.73. The large pond has an outlet that consists of an 18 inch diameter corrugated metal

pipe (CMP) at invert 259.18 which releases the outlet flows to a catch basin and pipe that

discharges to an existing watercourse, designated as Reach 2ACD, which starts at Junction

2ACD and flows down to the wetland area, designated as Design Point #2.

Design Point #3

Design Point #3 is an existing pipe which discharges to the municipal drainage system along the

northeast property boundary south of Southdale Road. It is hydrologically the point of analysis

along the portion of the site that drains off-site in this direction. A low point along the golf course

with a drain inlet collects runoff from a majority of EDA-3. The following drainage area

ultimately contributes runoff to this design point, as described below:

Existing Drainage Area 3 (EDA-3) is 17.10 acres in size and consists of a portion of Parcel

D north of the large pond and residential properties along Hathaway Lane. EDA-3 consists

of the golf course, some cart paths, lawns and wooded areas as well as residential properties.

The Curve Number (CN) and Time of Concentration (Tc) for this drainage area are 76 and

23 minutes, respectively. Runoff drains east off of the residential properties, across a

portion of the golf course, into the low area and drain inlet along the golf course where it is

conveyed through pipes off-site. The area/portion of the property boundary where flows

exit the property is designated as Design Point #3.

Design Point #4

Design Point #4 is at a low point along the northeastern boundary of the Site adjacent to Byrant

Avenue. All of the stormwater runoff to the south of Bryant Avenue between Heatherbloom Road

and Northdale Road drains onto the golf course overland and towards Bryant Avenue. This

location for the following drainage area ultimately contributes runoff to this design point, as

described below:

Existing Drainage Area 4 (EDA-4) is 16.40 acres in size and consists of the northeast corner

of Parcel D containing, some cart paths, lawns and wooded areas within the golf course as

well as surrounding residential properties and roadways. The Curve Number (CN) and

Time of Concentration (Tc) for this drainage area are 76 and 22 minutes, respectively.

Runoff drains north off of the golf course to Bryant Avenue which is designated as Design

Point #4.

Design Point #5

Design Point #5 is at a low point along the northwestern boundary of the Site adjacent to Bryant

Avenue. The stormwater runoff from the golf course and a few residential properties along

Heatherbloom Road drains to the northwestern property corner along Bryant Avenue. The

following drainage area ultimately contributes runoff to this design point, as described below:

Existing Drainage Area 5 (EDA-5) is 7.48 acres in size and consists of the northernmost

portion of Parcel C to Bryant Avenue containing some cart paths, lawns and wooded area

within the golf course as well as residential properties and adjacent roadways. The Curve

Number (CN) and Time of Concentration (Tc) for this drainage area are 76 and 13 minutes,

respectively. Runoff drains west off of the residential properties, across a portion of the golf

course, where it exits the Site at Design Point #5.

Design Point #6

Design Point #6 is the point where an existing watercourse exits the site along the western

boundary. All of the remaining stormwater runoff within Parcel C north and west of

Heatherbloom drains north overland into the watercourse and off-site. The following drainage

area ultimately contributes runoff to this design point, as described below:

Existing Drainage Area 6 (EDA-6) is 17.30 acres in size and consists the majority of Parcel

C including some cart paths, lawns and wooded areas within the golf course as well as

residential properties and adjacent roadways. The Curve Number (CN) and Time of

Concentration (Tc) for this drainage area are 76 and 24 minutes, respectively. Runoff drains

north from Heatherbloom Road, across a portion of the golf course and into the watercourse

to Design Point #6.

Design Point #7

Design Point #7 is at a low point along the south side of Heatherbloom Road. A ridge running

east-west along the center of the golf course in Parcel B is the drainage divide between EDA-7 and

EDA-1B. All of the stormwater runoff from the golf course to the north of the ridge drains north

overland to the low point. This location for Design Point #7 was chosen as a point of analysis

because it is the lowest point within the drainage area and stormwater either accumulates and

infiltrates into the ground or is conveyed by an underdrain system to an unknown location. The

following drainage area ultimately contributes runoff to this design point, as described below:

Existing Drainage Area 7 (EDA-7) is 9.41 acres in size and consists of the northern portion

of Parcel B which is cart paths, lawns and wooded areas within the golf course as well as

few residential properties and a portion of Oxford Road. The Curve Number (CN) and

Time of Concentration (Tc) for this drainage area are 77 and 16 minutes, respectively.

Runoff drains west off of the residential properties, across a portion of the golf course and

eventually to the low point designated as Design Point #7.

V. PROPOSED CONDITIONS

The project includes a 950 student school/campus for Nursery, Pre-School, Kindergarten and

Grades 1 through 12 consisting of the following proposed buildings and facilities:

Nursery, Pre-School, Kindergarten and Grades 1 through 5 are proposed together in one

building on Parcel D

Multipurpose Playing Field, Play Areas for the Nursery, Pre-K, Kindergarten and Grades 1

through 5 on Parcel D

Middle School for Grades 6 through 8, High School for Grades 9 through 12 and a

Performing Arts, Gymnasium and Auditorium for the Middle and High Schools all together

on Parcel A

Tennis Courts, Running Track, Multipurpose Playing Fields, Softball/Baseball Field,

Basketball Court, etc. on Parcel A

Parking areas, access driveways, sidewalks, landscaping and stormwater management basins

throughout the Site

The parcel designations identified below are for the purpose of describing the proposed

development and do not reflect the deed information depicted on the Topographic and Utilities

Survey. In addition to the Parcels previously identified, Hathaway Lane, between Gedney

Esplanade and Ridgeway is proposed to be abandoned. Parcels A and D will be merged together

as a result of the abandonment.

Parcels A and D includes the construction of a High School, Middle School, Gymnasium and

Performing Arts Building. A portion of the existing building adjacent to Ridgeway will remain.

Bus and vehicle drop-off traffic loops will be constructed adjacent to the new buildings. Parking

will be provided in multiple areas on Parcel A and D, primarily to serve the Middle and High

Schools’ needs. Athletic fields will occupy the western portion of Parcel A. The existing tennis

courts will be removed and six new tennis courts will be constructed as hard surfaces. Stormwater

management facilities will occupy the area adjacent to Ridgeway south of the Tennis Courts.

The Lower School which includes the Nursery to Kindergarten program, and the Grades 1 through

5 program will be constructed on Parcel D. Bus and vehicle drop-off loops will be provided, with

short-term parking nearby for parents dropping off the youngest children adjacent to the lower

school. Staff, teacher, and visitor parking will also be located nearby. Play areas, with play

structures and a youth Athletic Field, will be located on the southern half of Parcel D. The vast

majority of Parcel D, including the pond area, surrounding wetlands, and wooded area will remain

open space and included in the proposed Greens to Green Conservancy.

The main access to the Campus will be provided from North Street via an asphalt driveway which

traverses Parcel D.

Parcel B is proposed as open space and included in the proposed Greens to Green Conservancy

with the exception of the FASNY Gardens which will be located on the southern side of Parcel C.

Parcel C is proposed as open space and included in the proposed Greens to Green Conservancy.

Under future conditions, stormwater runoff from the impervious surfaces on the developed Site,

including roadways, parking areas, driveways, sporting facilities and sidewalks will be collected

and conveyed by vegetated swales, riparian buffers, catch basins and underdrains drains and

conveyed by a network of high density polyethylene (HDPE) drain pipe installed underground

which discharge to the proposed stormwater management basins. Runoff from a portion of the

building rooftops will be collected into roof drains which will discharge into stormwater practices

including green roofs and subsurface infiltration system which treat stormwater prior to entering

the underground storm pipes which will convey stormwater to the proposed stormwater

management basins. Runoff from portions of the landscaped areas will either continue to flow off-

site similar to existing conditions or be conveyed into the stormwater management basins.

Vegetated swales, catch basins and underdrains will be installed at strategic locations and the Site

will be graded to direct runoff into these facilities for collection, treatment and conveyance to the

stormwater management basins.

The existing golf course lawns in the fairways, greens and rough areas shall be converted and

maintained meadow and gardens. Some of the existing paved golf cart paths will remain and

others will be converted to eco-sensitive trails which will form a network of biking and walking

trails throughout the Conservancy. All wooded areas shall remain. As a result of the above

changes to the land cover types throughout the property and the proposed stormwater

management practices, the total runoff rates and volumes of all areas in proposed conditions,

draining off-site will be decreased.

This section describes the design and analysis of the proposed conditions used to demonstrate that

the SWPPP meets the requirements of the General Permit.

The Five Step Process For Stormwater Site Planning and Practice Selection

The project’s design and its SWPPP have been developed in accordance with the NYSDEC’s

“Five Step Process for Stormwater Site Planning and Practice Selection” of the New York State

Design Manual, as described below:

Step 1: Site Planning

The project has been designed to protect natural resources, minimize disturbances and restore golf

course surfaces to natural land coverage types. The majority of the project is within the portion of

the Site in between Ridgeway and Gedney Esplanade (Parcels A & D) with the exception of the

main driveway which traverses Parcel D to North Street. Hathaway Lane between Gedney

Esplanade and Ridgeway is proposed to be abandoned. The Site’s slopes vary throughout the

property and there is a minimal amount of undisturbed land coverage. The existing wetlands at

the southeast corner of the site, their respective regulated wetland buffers and any existing

wooded areas have been respected by the proposed design.

The access driveways onto the campus will be provided from a new driveway from North Street.

The design of the proposed Site topography will minimize earthwork cuts and fills to the

maximum extent practicable, and utilize a significant amount of erosion controls and stabilization.

Significant portions of the Site will remain undeveloped in proposed conditions.

The following practices and Site features were incorporated in the Site design:

Preserving hydrology - Maintaining drainage divides

Wetlands and buffers – The Site includes approximately 8.9 acres of wetlands, however the

project does not propose any disturbance to the NYSDEC regulated wetlands or wetland

buffers.

Floodplain considerations - The Site is not located within the 100 year flood zone.

Watercourses (intermittent) – The location, setback, cross section, etc. of the existing

watercourses have been maintained.

Forest, vegetative cover – The amount of existing forest has been maintained and the

maximum amount of existing vegetative cover has been provided.

Topography (contour lines, existing flow paths, steep slopes, etc.) has been maintained or

disturbed to the minimum extent practicable.

Soil (hydrologic soil groups, etc.)

Depths to groundwater and other restrictive layers of soil.

Step 2: Determine Water Quality Treatment Volume (WQv)

This initial calculation of WQv must be revised after green infrastructure techniques are applied.

The following method has been used to calculate the WQv.

90% Rule - According to the New York State Stormwater Design Manual, Section 4.1, the water

quality volume is determined by the 90% rule. The method is based on 90% of the average

annual stormwater runoff volume which must be provided due to impervious surfaces. The WQv

is directly related to the amount of impervious cover created at a site. The rainfall depth depends

on the location of the site within the state. From this depth of rainfall, the required water quality

volume is calculated.

Step 3: Runoff Reduction Volumes (RRv) by Applying Green Infrastructure Techniques and

Standard SMP's

Handling of the Runoff Reduction Volume (RRv) is required for the project since it is new

development. As permitted in the NYS Stormwater Design Manual, green infrastructure

techniques and standard stormwater management practices with RRv capacity can be credited

towards the required WQv discussed above when implemented in accordance with the Manual.

Green infrastructure techniques are grouped into two categories:

Practices resulting in a reduction of contributing area such as preservation/restoration of

conservation areas, tree planting, riparian buffers, etc.

Practices resulting in a reduction of contributing volume such as vegetated swales, pervious

pavers, bioretention systems and infiltration systems.

Apply a combination of green infrastructure techniques and standard SMPs with RRv capacity to

provide 100% of the WQv calculated in Step 2. If the RRv calculated in this step is greater than

or equal to the WQv in Step 2, the RRv requirement has been met and Step 4 can be skipped. If

the RRv provided cannot meet or exceed 100% of the WQv, the project must, at a minimum,

reduce a percentage of the runoff from impervious areas to be constructed on the Site which is

referred to as the Minimum RRv. The percent reduction is based on the Hydrologic Soil Group(s)

(HSG) of the Site and is defined as Specific Reduction Factor.

The following green infrastructure techniques and practices are provided in the Design Manual:

Conservation of Natural Areas

o The majority of the Site will remain undeveloped and undisturbed. Much of the area

to be left undisturbed consists of the existing golf course holes that will be converted

to meadows as previously described. These areas are planned to be included within a

conservation easement as most of the area is not within the contributing drainage area

to the stormwater practices. Therefore, a majority of the undisturbed area cannot be

subtracted from the contributing area for the WQv calculation.

Sheet flow to Riparian Buffers or Filter Strips

o There are areas of the Site that proposes improvements upstream and outside of a well

vegetated area with acceptable slopes. A portion of the proposed driveway and the

undisturbed off-site areas located on the western side of the existing pond will utilize

riparian buffers as an area reduction practice and to provide WQv.

Vegetated Swales

o The use of sheet flow into vegetated swales has been implemented for smaller

drainage areas wherever possible on the southern portion of the site throughout the

parking lots and along the shoulders of the roadways instead of using catch basins and

pipes.

Tree Planting / Tree Pits

o The project includes extensive tree planting as part of the proposed landscaping plan.

Disconnection of Rooftop Runoff

o This practice is not practical for this project since these items are typically used in a

residential application.

Stream Daylighting

o This practice is limited to redevelopment projects as defined in Chapter 9.

Rain Gardens

o This practice is not practical for this project since a contributing drainage area is

limited to 1,000 square feet of rooftop. This practice is typically used in a residential

application.

Green Roofs

o This practice is utilized for portions of the rooftops of the middle school and black box

theater, performance arts center, gymnasium and high school buildings.

Stormwater Planters

o Rooftop runoff from the proposed buildings are treated in other green practices more

suitable for the proposed site conditions.

Rain Barrels and Cisterns

o Rain barrels and cisterns are more suitable for residential buildings. More appropriate

green practices are utilized for rooftop runoff from the proposed buildings.

Porous Paving

o This practice is utilized for walkways around the middle school, high school areas and

the campus greenhouse as well as certain parking areas.

Standard Practices with RRv Capacity

o Bioretention Systems – This practice is provided for the proposed driveway/drop off

area located on the northern side of the lower school building.

o Infiltration Practices – A subsurface infiltration system is proposed to treat and retain

runoff from the rooftop of the lower school building. This practice is located in an

area where the existing grade is being raised and the groundwater was identified at a

lower depth.

The Minimum RRv capacity required must be provided by green infrastructure techniques to

verify that the RRv requirement has been met. The RRv that is provided by the green

infrastructure techniques can then be subtracted from the Total Required WQv that must be

provided by the SMP’s.

Step 4: Apply Standard Stormwater Management Practices to Address Remaining Water Quality

Volume

The standard SMP's must be designed to meet additional water quality volume requirements that

cannot be addressed by applying the green infrastructure techniques by themselves. The standard

SMP's proposed are:

Ponds

Wet Extended Detention Ponds (P-3)

Description

Pond that treats a portion of the Water Quality Volume by detaining storm flows above a

permanent pool for a specified minimum detention time.

Each Wet Extended Detention Pond has a forebay for pretreatment, an aquatic bench and a

permanent pool for treatment, a 12 foot wide maintenance access path, 4 foot horizontal to 1

foot vertical side slopes for added safety and ease for maintenance and outlet control

structures to slowly release the water quantity storms to reduce the peak flow rates and

provide channel protection.

Pocket Pond (P-5)

Description

A stormwater pond design adapted for the treatment of runoff from small drainage areas that

has little or no baseflow available to maintain water elevations and relies on ground water to

maintain a permanent pool.

Infiltration Systems

Manufactured Infiltration System

o StormTech Chamber System

Description

An infiltration practice that stores the water quality volume in subsurface chambers

before it is infiltrated. Manufactured Infiltration Systems (StormTech Chambers)

provide infiltration for the stormwater runoff contributing 90% towards the runoff

reduction volume. The total runoff reduction volume achieved utilizing the

underground infiltration practice listed above is 6,097 cubic feet.

The combination of the green infrastructure techniques and extended detention practices combine

to exceed the WQv requirements as demonstrated in Appendix C.

Step 5: Apply Volume and Peak Rate Control Practices to Meet Water Quantity Requirements

All of the proposed stormwater management practices combine to meet the volume and peak rate

water quantity requirements as required in the General Permit and Stormwater Design Manual.

The Channel Protection Volume (CPv), Overbank Flood Control (Qp) and Extreme Flood Control

(Qf) must be met for the plan to be completed. This is accomplished by using standard SMP's

such as Micropool Extended Detention Ponds (P-1) to meet water quantity requirements. The

following standards must be met:

1. Stream Channel Protection (CPv)

Stream Channel Protection Volume Requirements (CPv) are designed to protect stream

channels from erosion. This goal is accomplished by providing 24-hour extended detention

of the one-year, 24-hour storm event, remained from runoff reduction. Reduction of runoff

for meeting stream channel protection objectives, where Site conditions allow, is encouraged

and the volume reduction achieved through green infrastructure can be deducted from CPv.

Detention time has been calculated using the plug flow calculation method.

1. Overbank Flood (Qp) which is the 10 year storm.

Overbank flood control (10-year storm) are met by the design of the SWPPP to provide

storage to attenuate the post development 10-year, 24-hour peak discharge rate (Qp) below

predevelopment rates.

2. Extreme Storm (Qf) which is the 100 year storm.

Extreme Flood Control (100-year storm) requirements are met by the design of the SWPPP to

provide storage of runoff to attenuate the post development 100-year, 24-hour peak discharge

rate (Qf) below predevelopment rates.

Based on the foregoing, this project is eligible for coverage under NYSDEC SPDES General

Permit No. GP-0-10-001.

All practices exceed the required elements of SMP criteria as outlined in Chapter 6 of the NYS

Stormwater Management Design Manual. A summary of each category is provided below.

1. Feasibility – Ponds are designed based upon unique physical environmental considerations noted in

the NYS Stormwater Management Design Manual (NYSSMDM) Table 7.2 "Physical Feasibility

Matrix".

2. Conveyance – The design conveys runoff to the designed pond in a manner that is safe, minimizes

erosion and disruption to natural drainage channel and promotes filtering and infiltration.

3. Pretreatment – All ponds provide pretreatment in accordance with NYSSMDM design guidelines.

4. Treatment Geometry – The plan provides water quality treatment in accordance with NYSSMDM

guidelines noted Table 6.1 "Water Quality Volume Distributing in Pond Design".

5. Environmental/Landscaping –Extensive landscaping has been provided for each proposed practice to

enhance pollutant removal and provide aesthetic enhancement to the Site.

6. Maintenance – Maintenance for the environment practices has been provided and is detain the SWPPP

Report as required. Maintenance access is provided in the design plans.

In order to determine the post-development rates of runoff generated on-site, the following

drainage areas were analyzed in the post-development conditions. These areas are graphically

depicted on Drawing DA-2 "Proposed Drainage Area Map" located in Appendix "H".

Similar to existing conditions, seven separate Design Points (1, 2, 3, 4, 5, 6 & 7) were identified

when comparing peak rates of runoff in existing and proposed conditions. Unlike existing

conditions, several sub-drainage areas were identified in proposed conditions based on the

proposed drainage divides and specific contributing drainage areas to different SMP’s and green

infrastructure techniques. However, the Design Points remain the same.

The following is a description of each of the drainage areas analyzed in the proposed conditions

analysis:

Design Point #1

Design Point #1 is the existing catch basin on the north side of Ridgeway just east of the existing

tennis courts near the middle of the frontage of Parcel A. The contributing drainage area flows

through the proposed network of HDPE drain pipe to Stormwater Management Basin 1A which

discharges through a proposed 36 inch diameter pipe to a new structures that will replace the

existing catch basin on Ridgeway. The following drainage areas ultimately contribute runoff to

this design point, as described below:

Sub drainage areas contributing to this design point employ numerous source control Runoff

Reduction Volume Methods. The required Minimum RRv is provided by green practices for all

improvement areas as demonstrated in Appendix C and described below.

The entire WQv could not be provided solely by green practices for Design Point #1 due to the

various site constraints. However, standard SMP's are implemented to treat the remaining Net

WQv.

The following drainage areas ultimately contribute runoff to this design point, as described below:

Proposed Drainage Area 1A (PDA-1A) is 14.05 acres in size and includes the majority of

Parcel A bordered by Ridgeway, Gedney Esplanade, Hathaway Lane. PDA-1A consists of

portions of the converted proposed High School, tennis courts, running track, multipurpose

turf playing field, basketball court, parking areas, access driveways, sidewalks, landscaping,

roadways, driveways and lawns areas. The Curve Number (CN) and Time of Concentration

(Tc) for this drainage area are 81 and 6 minutes, respectively.

It should be noted that the field area within the running track which will be constructed of a

pervious artificial turf material has been modeled as grass areas with a curve number of 74.

However, John Meyer Consulting performed a sensitivity analysis with the field area being

modeled as impervious area with a curve number of 98 to confirm that the Stormwater

Management Basin designed for this drainage area can meet the water quantity standards

regardless of the coverage type at Design Point #1when compared to existing conditions.

Green Practices / RRv

o Vegetated Swales – Portions of the parking lot and roadway north of the performing

arts, gymnasium and Middle School buildings, are graded to sheet flow into Vegetated

Swales 1A-1, 1A-2, 1A-3 and 1A-4 instead of using catch basins and pipes to promote

infiltration through the grass and to provide a longer Tc for the runoff. The vegetated

swales are in HSG ‘C’ soils and are therefore eligible for a 15% reduction of the

required RRv.

o Pervious Pavers/Flexipave – The walkways surrounding the High school, Gymnasium,

Performing Arts Center and the Middle school buildings are proposed as Pervious

Pavers (Flexi Paves). The walkway provided for the Campus Greenhouse will also be

designed as pervious pavers. The pervious pavers provide the Runoff Reduction

Volume and the higher storms are conveyed to the proposed storm drainage system via

underdrains, which is eventually conveyed to Stormwater Management Basin 1A.

The RRv provided using vegetated swales and pervious pavers can be subtracted from

the net WQv required and the minimum RRv required at Design Point #1.

Stormwater runoff from PDA-1A drains into the proposed drainage system and is

conveyed to Stormwater Management Basin 1A which is a standard SMP designed as

a Wet Extended Detention Pond (P-3). The proposed drainage system discharges the

runoff into the forebay for pretreatment. The forebay is sized to provide 10% of the

net water quality volume required. The permanent pool is sized to provide at least

50% of the Net Water Quality Volume required. The permanent pool is set at the

seasonal high ground water elevation of 260.0. The remaining water quality volume is

treated by 24 hour extended detention. This is achieved by setting the lowest outlet of

the pond (referred to as the WQv orifice) at an elevation corresponding to 50% of the

Net WQv which results in a permanent pool. The WQv orifice is then sized to assure

that the remaining 50% of the Net WQv above it will be detained and slowly released

over a 24 hour period. The required stream channel protection volume (CPv) is

provided by setting another orifice (referred to as the CPv orifice) at the elevation

corresponding to 100% of the Net WQv and sized to assure that the CPv above it will

be detained and slowly released over a 24 hour period. After the WQv and CPv orifii

are determined, the quantity controls can be determined to assure that the peak flow

rates from the 1, 10, 25, 50 and 100 year storm events are reduced. The OCS has a 3

2/8 inch diameter WQv orifice at invert 260.0, a 2 2/8 inch diameter orifice at invert

260.25, a 4 foot long weir at elevation 260.75, an overflow riser at elevation 264.00

and a 36 inch diameter outlet pipe at elevation 257.27. The runoff exiting OCS 1A is

discharged through the 36 inch outlet pipe to a proposed manhole connecting into a

proposed 42 inch diameter pipe before exiting the Site and connecting to the existing

drain inlet within Ridgeway designated as Design Point #1.

Proposed Drainage Area 1A-1 (PDA-1A-1) is 18.41 acres in size and includes some

disturbed and mostly undisturbed portions of Parcel A consisting of residential homes along

Murchison Place, Hotel Drive and Macy Road. PDA 1A-1 also includes proposed soccer

and softball fields. A small portion of the existing golf course north of Gedney Espalande,

designated as Parcel B will be converted to a garden area and will continue to drain south,

across Gedney Espalande and onto PDA-1A-1. The Curve Number (CN) and Time of

Concentration (TC) for this drainage area are 76 and 21 minutes, respectively. Stormwater

runoff from this area flows south overland and gets collected in the proposed storm drainage

system near the southwest corner of the proposed tennis court. The runoff is conveyed to

stormwater management Basin 1A on the detention side of the pond. Stream Channel

Protection Volume (CPv) and detention for 1, 10, 25, 50 and 100 year storm events is

achieved within the basin using the outlet controls described in PDA-1A.

Proposed Drainage Area 1C-1 (PDA-1C-1) is 0.43 acres in size and includes a portion of the

proposed High School buildings. The Curve Number (CN) and Time of Concentration (Tc)

for this drainage area are 98 and 5 minutes, respectively.

Green Practices / RRv

o Green Roof – Stormwater runoff from a portion of the High School building rooftop is

treated using the green roof. The RRv provided using green roof can be subtracted

from the net WQv required and the minimum RRv required at Design Point #1.

Stormwater runoff from the remaining portion of the rooftop of the high school

building will be collected via roof drain leaders and the proposed storm drainage

system, which will be conveyed to the proposed Stormwater Management Basin 1A.

Proposed Drainage Area 1C-2 (PDA-1C-2) is 1.14 acres in size and includes the gymnasium

building, portions of the converted proposed High School building and an existing stucco

building. The Curve Number (CN) and Time of Concentration (Tc) for this drainage area

are 97 and 13 minutes, respectively.

o Green Roof – A portion of the rooftop of the High School building is designed as

Green Roof. The RRv provided using the green roof can be subtracted from the net

WQv required and the minimum RRv required at Design Point 1. Stormwater runoff

from the remaining portion of the rooftop of the high school building and the

gymnasium building will be collected via roof drain leaders and into the proposed

storm drainage system, which is eventually conveyed to the proposed stormwater

management basin-1A.

Proposed Drainage Area 1C-3 (PDA-1C-3) is 0.51 acres in size and includes the performing

Arts Center building and some lawn areas. The Curve Number (CN) and Time of

Concentration (Tc) for this drainage area are 87 and 5 minutes, respectively.

Green Practices / RRv

o Green Roof – A portion of the roof top of the Arts Center Building is designed as

green roof. The RRv provided using the Green Roof can be subtracted from the net

WQv required and the minimum RRv required at Design Point 1. Stormwater runoff

from the remaining portion of the rooftop of the Arts Center Building will be collected

via roof drain leaders and into the proposed storm drainage system, which is

eventually conveyed to the proposed Stormwater Management Basin 1A.

Proposed Drainage Area 1C-4 (PDA-1C-4) is 0.48 acres in size and includes the Middle

School and the Black Box Theater building. The Curve Number (CN) and Time of

Concentration (Tc) for this drainage area are 98 and 5 minutes, respectively.

Green Practices / RRv

o Green Roof – A portion of the roof top of the Middle School and the Black Box

Theater building is designed as green roof. The RRv provided using the Green Roof

can be subtracted from the net WQv required and the minimum RRv required at

Design Point 1. Stormwater runoff from the remaining portion of the rooftop of the

Arts Center Building will be collected via roof drain leaders and into the proposed

storm drainage system, which is eventually conveyed to the proposed Stormwater

Management Basin 1A.

Proposed Drainage Area 1B (PDA-1B) is 19.55 acres in size and consists of many

residential homes, roadways and a portion of the golf course to be converted to garden area

located on the north side of Gedney Espalande. The Curve Number (CN) and Time of

Concentration (Tc) for this drainage area are 76 and 27 minutes, respectively. PDA-1B

drains south across the golf course to the existing drainage system in Gedney Esplanade.

Several catch basins in Gedney Espalande collect this runoff at Junction 1 before it is piped

to a manhole in Gedney Espalande midway between Macy Road and Oxford Road. The

system conveys the runoff south onto Parcel A through a series of pipes and manholes

approximately 1,500 linear feet in length which is designated as Reach 1B. As the pipe

traverses the Site from Gedney Espalande to Ridgeway, the pipe is redirected in a more

hydraulically efficient alignment and connects to the existing drain inlet within Ridgeway

designated as Design Point #1.

Design Point #2

Design Point #2 is the wetland area at the southeast corner of the property along Ridgeway. This

location for Design Point #2 remains as a point of analysis because it receives all of the

stormwater runoff from the proposed development area conveyed through the proposed

Stormwater Management Practices and all upstream areas on-site outside of the developed area.

The outlet flows from Stormwater Management Basin 2A are discharged to a proposed drainage

manhole connecting to the existing 15 inch diameter CMP. The following drainage area

ultimately contributes runoff to this design point, as described below:

Proposed Drainage Area 2A (PDA-2A) is 11.82 acres in size and is bordered by Ridgeway,

Hathaway Lane. PDA-2A includes the athletic fields, play areas for the Nursery, Pre-K,

Kindergarten and Grades 1 through 5, parking areas, access driveways, sidewalks,

landscaping, roadways, driveways, lawns and wooded areas. The Curve Number (CN) and

Time of Concentration (Tc) for this drainage area are 78 and 11 minutes, respectively.

Green Practices / RRv

o Pervious Pavers – The eastern portion of the parking area located south of the Lower

School building is designed as pervious pavers (Flexi Paves). The pervious pavers

provides the Runoff Reduction Volume and the higher storms are conveyed to the

proposed storm drainage system via underdrains, which is eventually conveyed to

Stormwater Management Basin 2A.

o Bioretention – Stormwater runoff from the drop-off area and the driveway located on

the north side of the Lower School building sheet flows into a proposed bioretention

system. The bioretention system is designed as a filtration system with underdrains,

which provides RRv of 40% of the total WQv provided. The higher storms are

conveyed to the proposed storm drainage system via underdrains, which is eventually

conveyed to Stormwater Management Basin 2A.

The stormwater runoff from this area travels north onto the Site via the proposed storm

drainage system and is conveyed to Stormwater Management Basin 2A which is a standard

SMP designed as a Wet Extended Detention Pond (P-3). Stormwater Management Basin 2A

receives the treated stormwater that already passed through some green infrastructure

techniques such as pervious pavers and bioretention system and untreated stormwater from

parking areas and the roadways, etc. which did not pass through green infrastructure

techniques via proposed storm drainage system into the forebay. The forebay is sized to

provide 10% of the net WQv required for pretreatment. The permanent pool is designed to

provide at least 50% of the water quality volume. The top of the permanent pool is set at the

seasonal high ground water elevation of 273.00. The remaining water quality volume is

treated by 24hr extendent detention. This is achieved by setting the lowest outlet of the pond

(referred to as the WQv orifice) at an elevation corresponding to 50% of the net WQv which

results in a permanent pool. The WQv orifice is sized to assure that the remaining 50% of the

net WQv above it will be detained and slowly released over a 24 hour period. The required

stream channel protection volume (CPv) is provided by setting another orifice (referred to as

the CPv orifice) at the elevation corresponding to 100% of the Net WQv and sized to assure

that the CPv above it will be detained and slowly released over a 24 hour period. After the

WQv and CPv orifii are determined, the quantity controls can be determined to assure that the

peak flow rates from the 1, 10, 25, 50 and 100 year storm events are reduced. The OCS 2A has

a 3 inch diameter WQv orifice at elevation 273.00, a 4 foot long weir at elevation 273.45 an

overflow riser at elevation 276.00 and a 15 inch diameter outlet pipe at elevation 269.00. The

runoff exiting OCS 2A is discharged through the 15 inch outlet pipe to a proposed manhole

connecting into the existing 15 inch diameter pipe, into the beginning of the existing

watercourse designated as Junction 2AB, into an existing swale designated as Reach 2AB to

Junction 2ABCD where it is combined with flows from the outlet from the existing large pond.

The flows then travel along another watercourse, designated as Reach 2ABCD, which

discharges to the wetland area to Design Point #2.

Proposed Drainage Area 2A-1 (PDA-2A-1) is 1.36 acres in size and includes the lower school

building consisting of the Nursery-Kindergarten and Grades 1 through 5. The Curve Number

(CN) and Time of Concentration (Tc) for this drainage area are 98 and 5 minutes, respectively.

Green Practices / RRv

o Subsurface Infiltration System – The rooftop of the lower school building is treated

using a subsurface infiltration system consisting of 264 units of Stormtech Chambers

(SC-310). The infiltration rate observed at the infiltration system location was 7.5

inches per hour. The entire WQv required for the rooftop of this building is achieved

within the infiltration system. 90% of the total WQv provided using this system

accounts towards the RRv. The RRv provided can be deducted from the minimum

RRv required at Design Point #2.

Stormwater runoff from the rooftop of the lower school building is collected via roof

drain leader system into the proposed storm drainage system, which conveys the runoff

to a hydrodynamic separator (CDS-2025 unit by CONTECH) for pretreatment. The

pretreated runoff is conveyed to the proposed subsurface infiltration system for water

quality treatment and peak runoff attenuation. The treated and retained runoff is

gradually released using an outlet control structure, OCS-2A-1 with a 4 foot long weir

at elevation 278.83 and a 15 inch outlet pipe at elevation 277.50. The runoff exiting

the OCS 2A-1 is discharged to a proposed manhole connecting into the existing 15

inch diameter pipe, into the beginning of the existing watercourse designated as

Junction 2AB, into an existing swale designated as Reach 2AB to Junction 2ABCD

where it is combined with flows from the outlet from the existing large pond. The

flows then travel along another watercourse, designated as Reach 2ABCD, which

discharges to the wetland area to Design Point #2.

Proposed Drainage Area 2B (PDA-2B) is 5.37 acres in size and consists of a portion of Parcel

D bordered by Oxford Road, Hathaway Lane and Gedney Esplanade several residential homes

along Ridgeway and Hathaway Lane. PDA-2B consists of existing roadway, residential

homes, driveways, lawns and wooded areas. The Curve Number (CN) and Time of

Concentration (Tc) for this drainage area are 78 and 17 minutes, respectively. PDA-2B is the

leftover portion of EDA-2 that does not drain into Stormwater Management Basin. Similar to

existing conditions, the stormwater runoff drains east from off-site towards a proposed swale

which runs south and into a proposed storm drain inlet that connects to an existing storm

drainage system discharging at Junction 2AB, into the existing 15 inch diameter pipe, into the

beginning of the existing watercourse designated as Junction 2AB, into an existing swale

designated as Reach 2AB to Junction 2ABCD where it is combined with flows from the outlet

from the existing large pond. The flows then travel along another watercourse, designated as

Reach 2ABCD, which discharges to the wetland area to Design Point #2.

Proposed Drainage Area 2C (PDA-2C) is 1.74 acres in size and consists of a small portion of

Parcel D along Hathaway Lane and a few residential properties off-site. The Curve Number

(CN) and Time of Concentration (Tc) for this drainage area are 80 and 20 minutes,

respectively. Runoff drains east off of the residential properties, across Hathaway Lane, a

portion of the golf course, which has been converted to meadow, into the proposed swale and

gets collected into a proposed drainage system discharging over a proposed level spreader and

eventually into the existing large pond.

Proposed Drainage Area 2D-1 (PDA-2D-1) is 18.14 acres in size and consists of the existing

large pond, portions of the golf course that have been converted to meadow, within Parcel D,

as well as lawns and wooded areas. A few existing residential properties also drain to the large

pond. The Curve Number (CN) and Time of Concentration (Tc) for this drainage area are 78

and 20 minutes, respectively. Runoff drains east off of the residential properties along

Hathaway Lane, across a portion of the golf course and into the large pond which has a water

surface elevation of 259.61. There is a defined overflow area that varies in elevation (lowest

being 260.50) adjacent to the outlet pipe that conveys outlet flows to the existing watercourse

during larger storm events. The maximum water surface elevation of the pond during the 100

year storm is 260.73.

Proposed Drainage Area 2D-2 (PDA-2D-2) is 3.64 acres in size and represents the

northeastern corner of the site. This area consists of a portion of the proposed roadway

entrance to the site from North Street (Rt. 127), proposed garden area and existing lawn areas.

The Curve Number (CN) and Time of Concentration (Tc) for this drainage area are 76 and 14

minutes, respectively. Stormwater runoff from this area flows overland into the proposed

Stormwater Management Basin designed as a Pocket-Pond (P-5). A seasonally high ground

water elevation was observed at three feet below ground at elevation 263.0. The forebay is

sized to provide 10% of the total WQv required for PDA 2D-2. The four feet deep permanent

pool that is required to provide at least 50% of the total WQv, provides 100% of the total WQv

(including the volume provided in the forebay). The required stream channel protection

volume (CPv) is provided by setting another orifice (referred to as the CPv orifice), at

elevation 263.0 sized to assume that the CPv above it will be detained and slowly released

over a 24 hour period. The additional volume provided above the CPv provides water quality

control for 10, 25, 50 and 100 year storm events. The outlet from the stormwater management

basin 2D-2 consists of an emergency spillway, 10 foot long provided at elevation 266.0. The

runoff exiting the basin will flow overland into the existing large pond.

Proposed Drainage Area 2D-3 (PDA-2D-3) is 8.95 acres in size and consists of the existing

off-site area bordered by Hathaway Lane and Oxford Road. This area consists of existing

residential homes, roadways, lawns and wooded acres. The Curve Number (CN) and Time of

Concentration (Tc) for this drainage area are 78 and 20 respectively. Stormwater runoff flows

east-overland across Hathaway Lane and into the proposed swale directing the runoff into the

proposed storm directing the runoff into the proposed storm drainage system and discharging

over a proposed level spreader and eventually into the existing large pond.

Proposed Drainage Area 2D-4 (PDA 2D-4) is 2.27 acres in size and consists of a portion of the

proposed roadway and existing wooded areas located on the west side of the existing large

pond. The Curve Number (CN) and Time of Concentration (Tc) are 80 and 5 minutes,

respectively. Stormwater runoff from the proposed roadway sheet flows onto the proposed

riparian buffer which consists of existing wooded areas. The stormwater treated by the

riparian buffer flows over a level spreader and eventually into the existing large pond.

The treated and detained stormwater runoff from drainage areas PDA-2D-1, PDA-2D-2, PDA-

2D-3 and PDA-2D-4 flows into the existing large pond. The large pond has an outlet that

consists of an 18 inch diameter corrugated metal pipe (CMP) at invert 259.18 which releases

the outlet flows to a catch basin and pipe that discharges to Reach 2ABCD which starts at

Junction 2ABCD and flows down to the wetland area, designated as Design Point #2.

Proposed Drainage Area 2E (PDA-2E) is 18.51 acres in size and consists of undisturbed lawn

and woods behind the Nursery-Kindergarten and Grades 1 through 5 building down to the

wetland area and is located entirely within the Site boundary. PDA-2E consists of new lawn, a

play area for the Nursery, Pre-K and Kindergarten, undisturbed lawn, meadow and wooded

areas. The Curve Number (CN) and Time of Concentration (Tc) for this drainage area are 65

and 27 minutes, respectively. Runoff drains east into the wooded area and towards the

wetland area to Design Point #2.

Design Point #3

Design Point #3 is an existing pipe which discharges to the municipal drainage system along the

northeast property boundary south of Southdale Road. It is hydrologically the point of analysis

along the portion of the site that drains off-site in this direction. A low point along the golf course

with a drain inlet collects runoff from a majority of PDA-3.

Sub-drainage areas contributing to this design point employ numerous source control Runoff

Reduction Volume Methods. The required Minimum RRv is provided by green practices for all

improvement areas in this watershed, as demonstrated in Appendix C and described below.

The following drainage area ultimately contributes runoff to this design point, as described below:

Proposed Drainage Area 3A (PDA-3A) is 11.53 acres in size and consists of a portion of

Parcel D which has been converted to meadow north of the large pond and residential

properties along Hathaway Lane. PDA-3A consists of the golf course, lawns and wooded

areas as well as residential properties. The Curve Number (CN) and Time of Concentration

(Tc) for this drainage area are 76 and 27 minutes, respectively. Runoff drains east off of the

residential properties, across a portion of the golf course, into the low area and drain vault

along the golf course where it is conveyed through pipes off-site. The area/portion of the

property boundary where flows exit the property is designated as Design Point #3.

Proposed Drainage Area 3B-1 (PDA 3B-1) is 4.26 acres in size and consists of the northern

portion of the site. PDA-3B-1 consists of the proposed roadway, portions of the existing golf

course, native grass lands and meadow areas north of the large existing pond. The Curve

Number (CN) and Time of Concentration (Tc) for this drainage area and 72 and 20 minutes,

respectively. Stormwater runoff from the proposed roadway sheet flows over the riparian

buffer consisting of the existing grass and wooded areas to achieve an area reduction. The

entire WQv required is achieved using the riparian buffer which eventually flows into the

proposed Stormwater Management Basin. The ground water elevation observed at the Basin

location was a 3 feet below grade at elevation 261.00. The required Channel Protection

Volume (CPv) is provided in the basin by setting an orifice at elevation 261.00. The orifice

(referred to CPv orifice) is sized to assure that the CPv above it will be detained and slowly

released over a 24 hr period. The peak rate attenuation for 1, 10, 25, 50 & 100 year storm

events is provided in the basin above the CPv orifice. The OCS has a 6 inch orifice at 261.0,

an overflow riser at elevation 263.0 and a 15 inch outlet pipe at elevation 261.0. The runoff

exiting OCS 3B is discharged through the 15 inch outlet pipe to an existing drainage vault at

Design Point #3.

Proposed Drainage Area 3B-2 (PDA 3B-2) is 0.21 acres in size and represents a portion of

proposed roadway located on the north of the site. The Curve Number (CN) and Time of

Concentration (Tc) for this drainage area and 98 and 5 minutes, respectively. Stormwater

runoff from this area flows overland towards the existing drainage vault at Design Point #3.

Design Point #4

Design Point #4 is at a low point along the northeastern boundary of the Site adjacent to Bryant

Avenue. All of the stormwater runoff to the south of Bryant Avenue between Heatherbloom Road

and Northdale Road drains onto the golf course overland and towards Bryant Avenue. This

location for the following drainage area ultimately contributes runoff to this design point, as

described below:

Proposed Drainage Area 4 (PDA-4) is 16.41 acres in size and consists of the northeast corner

of Parcel D containing golf course to be converted to meadow paths and trails, lawns and

wooded areas as well as surrounding residential properties and roadways. The Curve Number

(CN) and Time of Concentration (Tc) for this drainage area are 75 and 22 minutes,

respectively. Runoff drains north off of the golf course to Bryant Avenue which is designated

as Design Point #4.

Design Point #5

Design Point #5 is at a low point along the northwestern boundary of the Site adjacent to Bryant

Avenue. The stormwater runoff from the golf course and a few residential properties along

Heatherbloom Road drains to the northwestern property corner along Bryant Avenue. The

following drainage area ultimately contributes runoff to this design point, as described below:

Proposed Drainage Area 5 (PDA-5) is 7.48 acres in size and consists of the northernmost

portion of Parcel C to Bryant Avenue containing converted meadow, some paths and trails,

lawns and wooded area as well as residential properties and adjacent roadways. The Curve

Number (CN) and Time of Concentration (Tc) for this drainage area are 75 and 13 minutes,

respectively. Runoff drains west off of the residential properties, across a portion of the golf

course, where it exits the Site at Design Point #5.

Design Point #6

Design Point #6 is the point where an existing watercourse exits the site along the western

boundary behind the Cedarmere Museum. All of the remaining stormwater runoff within Parcel C

north and west of Heatherbloom drains north overland into the watercourse and off-site. The

following drainage area ultimately contributes runoff to this design point, as described below:

Proposed Drainage Area 6 (PDA-6) is 17.30 acres in size and consists the majority of Parcel C

including a portion of the golf course to be converted to meadow, some paths and trails, lawns

and wooded areas as well as residential properties and adjacent roadways. The Curve Number

(CN) and Time of Concentration (Tc) for this drainage area are 75 and 24 minutes,

respectively. Runoff drains north from Heatherbloom Road, across a portion of the golf

course and into the watercourse to Design Point #6.

Design Point #7

Design Point #7 is at a low point along the south side of Heatherbloom Road. A ridge running

east-west along the center of the golf course in Parcel B is the drainage divide between PDA-7 and

PDA-1B. All of the stormwater runoff from the golf course to the north of the ridge drains north

overland to the low point. This location for Design Point #7 was chosen as a point of analysis

because it is the lowest point within the drainage area where stormwater accumulates and

infiltrates into the ground. The following drainage area ultimately contributes runoff to this design

point, as described below:

Proposed Drainage Area 7 (PDA-7) is 9.41 acres in size and consists of the northern portion of

Parcel B which is golf course to be converted to meadow some paths and trails, lawns and

wooded areas. A few residential properties and a portion of Oxford Road contribute to PDA-

7. The Curve Number (CN) and Time of Concentration (Tc) for this drainage area are 76 and

16 minutes, respectively. Runoff drains west off of the residential properties, across a portion

of the golf course and eventually to the low point designated as Design Point #7.

reductions of peak rates of runoff for all storms and design points analyzed. As demonstrated in

Table 6, the proposed stormwater improvements will also result in reductions of stormwater

runoff volume from the contributing drainage area for the 10, 25, 50 & 100 year storms when

comparing existing and proposed conditions.

VI. DAM MODIFICATION IMPROVEMENTS

This section of the SWPPP is intended to address the proposed Dam Improvements associated

with an existing man-made pond located on the property. The previous sections of the SWPPP

described the areas adjacent to the existing dam. This section provides additional details of the

proposed modifications and further describes the existing and proposed conditions, hydrologic and

hydraulic analyses of the existing pond, outlet controls, upstream drainage area, downstream

discharge area, etc.

Introduction and Criteria

According to the Wetland Investigation Report prepared by AKRF dated 05/09/2012, the existing

pond and downstream area is a New York State Department of Environmental Conservation

(NYSDEC) wetland (G-7) which is also under the jurisdiction of the U.S. Army Corps of

Engineers (USACOE). The wetland and associated 100 foot buffer area will generally remain

undisturbed, and in many instances improved with removal of the existing impervious area and

miscellaneous debris.

Slight modifications to the existing pond auxiliary spillway, service spillway and the existing dam

were required to meet the requirements of the "Guidelines for Design of Dams" by the New York

State Department of Environmental Conservation (NYSDEC), revised January 1989.

The NYSDEC specifies criteria under which dams are classified. The dam is classified under

these criteria as a Small Class "A". A Class "A" or "Low Hazard" dam classification is defined by

the NYSDEC as follows:

"A dam failure that is unlikely to result in damage to anything more than isolated or

unoccupied buildings, undeveloped lands, minor roads such as town or county roads;

is unlikely to result in the interruption of important utilities, including water supply,

sewage treatment, fuel, power, cable or telephone infrastructure; and/or is otherwise

unlikely to pose the threat of personal injury, substantial economic loss or substantial

environmental damage."

The existing and modified dam are classified as "Small" according to the NYSDEC definitions for

a small dam. A dam is considered “small” if the height of the dam is less than 40 feet and the

storage at normal water surface is less than 1,000 acre-feet or approximately 326 million gallons.

Analysis of downstream topography indicates that the downstream area is relatively flat and

designated as a wetland. The downstream wetland area drains through a pipe that is part of the

City drainage system which crosses under Ridgeway.

Classification Analysis

Based on a Dam Break Analysis performed by Leonard Jackson Associates, the existing dam

should be designated as a Hazard Classification “A” because the analysis determined that

Ridgeway and associated homes are not anticipated to be experience incremental damage

impacted by a dam failure because they are at a higher elevation.

The purpose of the analysis is to examine the potential impacts of the spillway and dam

modification on the local watershed. The study describes the existing and proposed drainage

conditions of the drainage area, pond, dam, spillway, etc. The site is within the Mamaroneck

River drainage basin, which is part of the Lower Long Island Sound drainage basin. The proposed

modifications include expanding the embankment to meet the 10 foot minimum, removing

vegetation, providing a seepage control system, rip-rap stabilization and flatter downstream slope

to meet the requirements in the NYSDEC “Guidelines for Design of Dams.” It is proposed to

drawdown a portion of the pond in order to construct the improvements, install a new outlet

structure and expand the embankment.

The proposed modifications to the dam are depicted on Drawing DRP-1 "Dam Reconstruction

Plan" prepared by Carlin-Simpson & Associates in Appendix I. Clayey silt and sandy soil free of

any organic materials will be required to widen the dam.

The proposed modifications to the service and auxiliary spillways have been designed to meet the

requirements in the NYSDEC “Guidelines for Design of Dams and as a result the quantity (flow

rate and volume) of stormwater runoff after construction shall decrease slightly when compared to

pre-development conditions.

The 5 & 100 year storm recurrence intervals were reviewed in the analysis and design of the

service and auxiliary spillways.

The 5 year storm was analyzed for the service spillway design flood (SSDF) and 100 year storm

was analyzed for the spillway design flood (SDF) in conformance with the requirements of

Sections 5.2 and 5.3 of the NYSDEC publication "Guidelines for Design of Dams," revised

January 1989.

Table 1 “Hydrologic Design Criteria Table” of the NYSDEC publication "Guidelines for Design

of Dams," specifies that existing dams that are being rehabilitated should have adequate spillway

capacity to pass the following floods without overtopping:

Existing Conditions

Although the project site is approximately 131.00 acres in size, the contributing drainage area of

the existing pond is only 30.94 acres. The existing conditions within the drainage area include

natural features such as the pond itself, a portion of the golf course and adjacent residential homes

and roadways.

The Design Point is the wetland area at the southeast corner of the property along Ridgeway. This

location was chosen as a point of analysis because it receives stormwater runoff from the pond.

Beyond the design point, stormwater from the wetlands eventually discharges to another portion

of the City of White Plains drainage system farther northeast along Ridgeway. The following is a

detailed description of the drainage area that contributes runoff to the design point:

The Drainage Area is 30.94 acres in size and consists of the pond and portions of the golf course

including cart paths, lawns and wooded areas. A few residential properties also drain to the pond.

Runoff drains east off of the residential properties along Hathaway Lane, across a portion of the

golf course, and into the pond which has a water surface elevation of 259.61. There is a defined

overflow auxiliary spillway that varies in elevation from 260.30 to 261 adjacent to an outlet pipe

which is the service spillway that conveys outlet flows to an existing watercourse. The maximum

water surface elevation of the pond during the 100 year storm is 260.95. The pond service

spillway consists of an 18 inch diameter corrugated metal pipe (CMP) at invert 259.18 which

releases the outlet flows to a catch basin and pipe that discharges to the existing watercourse,

designated as the “Reach,” and flows down to the wetland area, designated as the Design Point.

Proposed Conditions

The proposed Drainage Area remains 30.94 acres in size and consists of the pond, portions of the

golf course that have been converted to meadow, as well as lawns and wooded areas to remain

along with a few residential properties. Runoff drains east off of the residential properties along

Hathaway Lane, across a portion of the golf course and into the pond which has a water surface

elevation of 259.61. The existing overflow auxiliary spillway that varies in elevation will slightly

be raised to a uniform elevation of 260.60. The existing service spillway which is the 18 inch

diameter corrugated metal pipe (CMP) at invert 259.18 will be replaced with an 18 inch ductile

iron pipe (DIP) and raised to invert 259.61 to match the existing water surface level. As a result of

raising the auxiliary spillway and service spillway, the permanent water surface elevation will

remain the same, however, the maximum water surface elevation of the pond during the 100 year

storm is 261.00. The outlet pipe will connect to a new manhole and pipe that discharge at a new

headwall and rip-rap apron. The runoff exiting the spillway will then flow down to the wetland

area along the Reach to the Design Point.

The proposed spillway modifications have been designed to control the post-construction rate and

volume of runoff from the pond to prevent adverse downstream impacts and provide adequate

freeboard from the top of dam embankment. Drawing DIP-2 “Dam Improvement Plan” depicts

the dam, the service spillway and auxiliary spillway modifications, as described.

A rip-rap apron for erosion control is proposed at the end of the pond drain pipe.

Seepage control measures are proposed for the pond drain pipe.

Common measures employed by the US Army Corps of Engineers to prevent seepage erosion

along conduits are as follows:

1. Rigid foundation

2. Hydraulically and structurally sound conduit and connection

3. Uniform, balanced soil compaction

4. Anti-Seep Collar

Inspection and Maintenance

As required by NYSDEC Dam Safety Regulations, a Dam Safety Inspection and Maintenance

Plan (I&M Plan) is required to be developed, kept on-site by the owner and utilized to operate and

maintain the dam and all appurtenant works in a safe condition. An I&M Plan was prepared by

Carlin-Simpson and Associates and a draft is located in Appendix I.

Conclusion

In conclusion, the proposed dam and spillway modifications will meet NYSDEC Guidelines and

will not adversely affect downstream areas as indicated in the pre and post construction hydrologic

and hydraulic calculations. Sediment and erosion control improvements will be utilized during

and after construction in a manner which will assure compliance with the New York Standards

and Specifications for Erosion and Sediment Control.

The proposed modifications to the outlet control spillways have been designed to ensure a zero

increase in peak runoff rates and volumes during the 5 and 100 year recurrence storms while

providing adequate spillway capacity to pass the 100 year design flood with the required

freeboard. The modified dam and outlet control spillways have been designed in accordance with

the NYSDEC "Guidelines for Design of Dams."

VII. SOIL EROSION & SEDIMENT CONTROL

A potential impact of the proposed development on any soils or slopes will be that of erosion and

transport of sediment during construction. An Erosion and Sediment Control Management

Program will be established for the proposed development, beginning at the start of construction

and continuing throughout its course, as outlined in the "New York State Standards and

Specifications for Erosion and Sediment Control," dated August 2005. A continuing maintenance

program will be implemented for the control of sediment transport and erosion control after

construction and throughout the useful life of the project.

The Operator shall have a qualified professional conduct an assessment of the Site prior to the

commencement of construction and certify that the appropriate erosion and sediment controls, as

shown on the Sediment & Erosion Control Plans, have been adequately installed to ensure overall

preparedness of the Site for the commencement of construction. In addition, the Operator shall

have a qualified professional conduct one site inspection at least every seven calendar days and at

least two site inspections every seven calendar days when greater than five acres of soil is

disturbed at any one time.

A waiver to disturb greater than five acres of soil will be requested to accommodate the

construction of North Street.

Prior to the commencement of construction activity, the owner or operator must identify the

contractor(s) and subcontractor(s) that will be responsible for installing, constructing, repairing,

replacing, inspecting and maintaining the erosion and sediment control practices included in the

SWPPP; and the contractor(s) and subcontractor(s) that will be responsible for constructing the

post-construction stormwater management practices included in the SWPPP. The owner or

operator shall have each of the contractors and subcontractors identify at least one person from

their company that will be responsible for implementation of the SWPPP. This person shall be

known as the trained contractor. The owner or operator shall ensure that at least one trained

contractor is on-site on a daily basis when soil disturbance activities are being performed.

The owner or operator shall have each of the contractors and subcontractors identified above sign

a copy of the certification statement provided in Appendix D before they commence any

construction activity.

Soil Description

As provided by the United States Department of Agriculture, Soil Conservation Service "Web Soil

Survey," soil classifications which exist on the subject site are described below.

Soils are placed into four hydrologic groups: A, B, C, and D. In the definitions of the classes,

infiltration rate is the rate at which water enters the soil at the surface and is controlled by the

surface conditions. Transmission rate is the rate at which water moves in the soil and is controlled

by soil properties. Definitions of the classes are as follows:

A. (Low runoff potential). The soils have a high infiltration rate even when thoroughly wetted.

They chiefly consist of deep, well drained to excessively drained sands or gravels. They have

a high rate of water transmission.

B. The soils have a moderate infiltration rate when thoroughly wetted. They chiefly are

moderately deep to deep, moderately well drained to well drained soils that have moderately

fine to moderately coarse textures. They have a moderate rate of water transmission.

C. The soils have a slow infiltration rate when thoroughly wetted. They chiefly have a layer that

impedes downward movement of water or have moderately fine to fine texture. They have a

slow rate of water transmission.

D. (High runoff potential). The soils have a very slow infiltration rate when thoroughly wetted.

They chiefly consist of clay soils that have a high swelling potential, soils that have a

permanent high water table, soils that have a claypan or clay layer at or near the surface, and

shallow soils over nearly impervious material. They have a very slow rate of water

transmission.

A soil’s tendency to erode is also described in the USDA web soil survey. The ratings in this

interpretation indicate the hazard of soil loss from unsurfaced areas. The ratings are based on soil

erosion factor K, slope, and content of rock fragments. The hazard is described as "slight,"

"moderate," or "SEVERE." A rating of "slight" indicates that little or no erosion is likely;

"moderate" indicates that some erosion is likely, that the temporarily unsurfaced / unstabilized

during construction may require occasional maintenance, and that simple erosion-control

measures are needed; and "SEVERE" indicates that significant erosion is expected, that the roads

or trails require frequent maintenance, and that erosion-control measures are needed.

Stabilized Construction Entrance

Erosion Control Matting

There will be inlet protection provided for all storm drains and inlets with the use of curb gutter

inlet protection structures and stone & block drop inlet protection, which keep silt, sediment and

construction litter and debris out of the on-site stormwater drainage system.

Temporary Control Measures

Temporary control measures and facilities will include silt fences, interceptor swales, stabilized

construction entrances, temporary seeding, mulching and sediment basins with temporary riser and

anti-vortex devices.

Throughout the construction of the proposed development, temporary control facilities will be

implemented to control on-site erosion and sediment transfer. Interceptor swales, if required, will

be used to direct stormwater runoff to temporary sediment basins for settlement. The sediment

basins will be constructed as part of this project will to remove sediment and pollutants from the

stormwater runoff produced during construction. Descriptions of the temporary sediment &

erosion controls that will be used during the development of the Site including silt fence, stabilized

construction entrance, seeding, mulching and inlet protection are as follows:

1. Silt Fence is constructed using a geotextile fabric. The fence will be either 18 inches or 30

inches high. The height of the fence can be increased in the event of placing these devices on

uncompacted fills or extremely loose undisturbed soils. The fences will not be placed in areas

which receive concentrated flows such as ditches, swales and channels nor will the filter fabric

material be placed across the entrance to pipes, culverts, spillway structures, sediment traps or

basins.

2. Stabilized Construction Entrance consists of AASHTO No. 1 rock. The rock entrance will be

a minimum of 50 feet in length by 20 feet in width by 8 inches in depth.

3. Seeding will be used to create a vegetative surface to stabilize disturbed earth until at least

70% of the disturbed area has a perennial vegetative cover. This amount is required to

adequately function as a sediment and erosion control facility. Grass lining will also be used

to line temporary channels and the surrounding disturbed areas.

4. Mulching is used as an anchor for seeding and disturbed areas to reduce soil loss due to storm

events. These areas will be mulched with straw at a rate of 3 tons per acre such that the mulch

forms a continuous blanket. Mulch must be placed after seeding or within 48 hours after

seeding is completed.

5. Inlet Protection will be provided for all stormwater basins and inlets with the use of curb &

gutter inlet protection and stone & block inlet protection structures, which will keep silt,

sediment and construction debris out of the storm system. Existing structures within existing

paved areas will be protected using “Silt Sacks” inside the structures.

6. Erosion Control Matting will be utilized on slopes and within swales, where applicable, to

provide stabilization in advance of vegetation being established. Such matting will be

biodegradable to facilitate long term growth of vegetation in swales, on slopes and within

stormwater management facilities.

7. Sediments Traps will be used with the permanent SMP's until their contributing areas drainage

are stabilized. Once stabilized, the temporary risers will be removed and final

grading/planting of the basins will be completed for permanent use as Stormwater

Management basins.

8. Stone Check Dams are small barriers of crushed stone which will be laid across the grass

swales which are approximately 12 inches high, located every one foot of elevation change

along the swales so that the crest elevation of the downstream dam is at the same elevation of

the toe of the upstream dam.

The contractor shall be responsible for maintaining the temporary sediment and erosion control

measures throughout construction. This maintenance will include, but not be limited to, the

following tasks:

1. For dust control purposes, moisten all exposed graded areas with water at least twice a day in

those areas where soil is exposed and cannot be planted with a temporary cover due to

construction operations or the season (December through March).

2. Inspection of erosion and sediment control measures shall be performed at the end of each

construction day and immediately following each rainfall event. All required repairs shall be

immediately executed by the contractor.

3. Sediment deposits shall be removed when they reach approximately ⅓ the height of the silt

fence. All such sediment shall be properly disposed of in fill areas on the Site, as directed by

the Owner’s Field Representative. Fill shall be protected following disposal with mulch,

temporary and/or permanent vegetation and be completely circumscribed on the downhill side

by silt fence.

4. Rake all exposed areas parallel to the slope during earthwork operations.

5. Following final grading, the disturbed area shall be stabilized with a permanent surface

treatment (i.e. turf grass, pavement or sidewalk). During rough grading, areas which are not to

be disturbed for fourteen or more days shall be stabilized with the temporary seed mixture, as

defined on the plans. Seed all piles of dirt in exposed soil areas that will not receive a

permanent surface treatment.

Concrete Material and Equipment Management

Concrete washouts shall be used to contain concrete and liquids when the chutes of concrete

mixers and hoppers of concrete pumps are rinsed out after delivery. The washout facilities

consolidate solid for easier disposal and prevent runoff of liquids. The wash water is alkaline and

contains high levels of chromium, which can leach into the ground and contaminate groundwater.

It can also migrate to a storm drain, which can increase the pH of area waters and harm aquatic

life. Solids that are improperly disposed of can clog storm drain pipes and cause flooding.

Installing concrete washout facilities not only prevents pollution but also is a matter of good

housekeeping at your construction site.

Prefabricated concrete washout containers can be delivered to the site to provide maintenance and

disposal of materials. Regular pick-ups of solid and liquid waste materials will be necessary. To

prevent leaks on the job site, ensure that prefabricated washout containers are watertight. A self

installed concrete washout facility can be utilized although they are much less reliable than

prefabricated containers and are prone to leaks. There are many design options for the washout,

but they are preferably built below-grade to prevent breaches and reduce the likelihood of runoff.

Above-grade structures can also be used if they are sized and constructed correctly and are

diligently maintained. One of the most common problems with self-installed concrete washout

facilities is that they can leak or be breached as a result of constant use, therefore the contractor

shall be sure to use quality materials and inspect the facilities on a daily basis.

Washouts must be sized to handle solids, wash water, and rainfall to prevent overflow. Concrete

Washout Systems, Inc. estimates that 7 gallons of wash water are used to wash one truck chute

and 50 gallons are used to wash out the hopper of a concrete pump truck.

For larger sites, a below-grade washout should be at least 10 feet wide and sized to contain all

liquid and solid waste expected to be generated in between cleanout periods. A minimum of 12-

inches of freeboard must be provided. The pit must be lined with plastic sheeting of at least 10-

mil thickness without holes or tears to prevent leaching of liquids into the ground. Concrete wash

water should never be placed in a pit that is connected to the storm drain system or that drains to

nearby waterways.

An above-grade washout can be constructed at least 10 feet wide by 10 feet long and sized to

contain all liquid and solid waste expected to be generated in between cleanout periods. A

minimum of 4-inches of freeboard must be provided. The washout structures can be constructed

with staked straw bales or sandbags double-or triple lined with plastic sheeting of at least 10-mil

thickness without holes or tears.

Concrete washout facilities shall not be located within 50 feet of storm drains, open ditches, or

water bodies and should be placed in locations that allow for convenient access for concrete

trucks. The contractor shall check all concrete washout facilities daily to determine if they have

been filled to 75 percent capacity, which is when materials need to be removed. Both above-and

below-ground self-installed washouts should be inspected daily to ensure that plastic linings are

intact and sidewalls have not been damaged by construction activities. Prefabricated washout

containers should be inspected daily as well as to ensure the container is not leaking or nearing 75

percent capacity. Inspectors should also note whether the facilities are being used regularly.

Additional signage for washouts may be needed in more convenient locations if concrete truck

operators are not utilizing them.

The washout structures must be drained or covered prior to predicted rainstorms to prevent

overflows. Hardened solids either whole or broken must be removed and then they may be reused

onsite or hauled away for recycling.

Once materials are removed from the concrete washout, a new structure must be built or

excavated, or if the previous structure is still intact, inspect it for signs of weakening or damage

and make any necessary repairs. Line the structure with new plastic that is free of holes or tears

and replace signage if necessary. It is very important that new plastic be used after every cleaning

because pumps and concrete removal equipment can damage the existing liner.

Construction Site Chemical Control

The purpose of this management measure is to prevent the generation of nonpoint source pollution

from construction sites due to improper handling and usage of nutrients and toxic substances, and

to prevent the movement of toxic substances from the construction site.

Many potential pollutants other than sediment are associated with construction activities. These

pollutants include pesticides; fertilizers used for vegetative stabilization; petrochemicals;

construction chemicals such as concrete products, sealers, and paints; wash water associated with

these products; paper; wood; garbage; and sanitary waste.

Disposal of excess pesticides and pesticide-related wastes should conform to registered label

directions for the disposal and storage of pesticides and pesticide containers set forth in applicable

Federal, State and local regulations that govern their usage, handling, storage, and disposal.

Pesticides should be disposed of through either a licensed waste management firm or a treatment,

storage and disposal (TSD) facility. Containers should be triple-rinsed before disposal, and rinse

waters should be reused as product.

Other practices include setting aside a locked storage area, tightly closing lids, storing in a cool,

dry place, checking containers periodically for leaks or deterioration, maintaining a list of products

in storage, using plastic sheeting to line the storage areas, and notifying neighboring property

owners prior to spraying.

When storing petroleum products, follow these guidelines:

Create a shelter around the area with cover and wind protection;

Line the storage area with a double layer of plastic sheeting or similar material;

Create an impervious berm around the perimeter with a capacity of 110 percent greater

than that of the largest container;

Clearly label all products;

Keep tanks off the ground; and

Keep lids securely fastened.

Post spill procedure information and have persons trained in spill handling on site or on call at all

times. Materials for cleaning up spills should be kept on site and easily available. Spills should

be cleaned up immediately and the contaminated material properly disposed of. Maintain and

wash equipment and machinery in confined areas specifically designed to control runoff.

Thinners or solvents should not be discharged into sanitary or storm systems when cleaning

machinery. Use alternative methods for cleaning larger equipment parts, such as high-pressure,

high-temperature water washes, or steam cleaning. Equipment-washing detergents can be used,

and wash water may be discharged into sanitary sewers if solids are removed from the solution

first. (This practice should be verified with the local sewer authority.) Small parts can be cleaned

with degreasing solvents, which can then be reused or recycled.

Solid Waste Management and Portable Sanitary Management

The purpose of this management measure is to prevent the potential for solid waste such as

construction debris, trash, etc. from construction sites due to improper handling and storage.

Debris and litter should be removed periodically from the BMP’s and surrounding areas to prevent

clogging of pipes and structures. All construction material shall be stored in designated staging

areas. Roll-off containers shall be placed on site and all empty containers, construction debris and

litter shall be placed in the containers.

Portable sanitary units may be utilized on-site or bathrooms will be provided within construction

trailers. A sanitation removal company will be hired to pump/remove any sanitary waste. In the

event that portable sanitary units are used and then cleaned after being emptied, the rinse water

may not be disposed of to the storm drain system. It shall be contained for later disposal if it can’t

be disposed of on-site. Remove paper and trash before cleaning the portable sanitary units. The

portable sanitary units shall be located away from the storm drain system if possible. Provide over

head cover for wash areas if possible. Maintain spill response material and equipment on site to

eliminate the potential for contaminants and wash water from entering the storm drain system.

Permanent Control Measures and Facilities for Long Term Protection

Towards the completion of construction, permanent sediment and erosion control measures will be

developed for long term erosion protection. The following permanent control measures and

facilities have been proposed to be implemented for the project:

1. Vegetated Swales will function to provide additional treatment of stormwater runoff by

removal of pollutants and will promote promote infiltration to improve runoff volume and

flow rate reduction and increase the Time of Concentration (Tc).

2. Biofilters are a shallow depression that treats stormwater as it flows through a soil matrix, and

is returned to the storm drain system. This practice will consist of a stone diaphragm, grass

strip at 2% slope and a layer of mulch, which will enable removal of pollutants and sediment

generated by the parking areas.

3. Pocket-Ponds (NYS DEC Standard Practice P-5) will be used to treat the runoff volume

generated from the developed area and provide improvement to water quality control. The

proposed basins will provide water quality for 90% of the average annual stormwater runoff

volume. The stormwater will be detained and released gradually. The extended detention time

will enable sediment and various pollutants to settle out. Refer to "Water Quality Volume

Calculations," in Appendix C.

4. Wet Extended Detention Ponds (P-3) which are standard SMP's that treat the majority of the

water quality volume through extended detention. Each Wet Extended Detention Pond has a

forebay for pretreatment, an aquatic bench and a permanent pool for treatment, a 12 foot wide

maintenance access path, 4 foot horizontal to 1 foot vertical side slopes for added safety and

ease for maintenance and outlet control structures to slowly release the water quantity storms

to reduce the peak flow rates and for channel protection.

5. CDS Water Quality Structure will be used to provide pretreatment of the water quality flow

rate for separating sediment, debris, floatables, etc. from the runoff prior to discharge to the

SMP's. The CDS Water Quality Structure has been designed to treat up to the required water

quality volume and appropriately handle all storm frequencies without the resuspension of

solids. The system will provide 80% TSS removal rate for particles having a mean particle

size of 125 microns for stormwater runoff.

6. Subsurface Infiltration System (I-2) which is a standard SMP that will be used to treat the runoff

volume generated from a portion of the developed area and provid additional water quality and

runoff volume reduction. The smaller storms will be retained and the higher storms will be

released gradually. Refer to the Proposed Hydrologic Calculations and Runoff Reduction and

Water Quality Volume Sizing Calculations, in Appendices 'B' & 'C'.

The StormTech sc-310 Recharge Chambers are domed shaped fully opened bottom corrugated

chambers with perforated side walls. Chambers allow stormwater to be stored within the

dome void until it can infiltrate into the ground. They are able to be used for residential,

commercial or industrial applications and provide an easy way to treat and dispose of

stormwater runoff underground. Water is infiltrated into the ground through the chambers and

surrounding crushed stone and will replenish the groundwater as a natural condition.

The Isolator Row is a row of StormTech chambers that is surrounded with filter fabric and

connected to a closely located manhole for easy access. The fabric-wrapped chambers provide

for settling and filtration of sediment as stormwater rises in the Isolator Row and ultimately

passes through the filter fabric. The open bottom chambers and perforated sidewalls allow

stormwater to flow both vertically and horizontally out of the chambers. Sediments are

captured in the Isolator Row protecting the storage access of the adjacent stone and chambers

from sediment accumulation.

The Isolator Row is designed to capture the "first flush" and offers the versatility to be sized

on a volume basis or flow rate basis. An upstream manhole not only provides access to the

Isolator Row but includes a high flow weir such that stormwater flow rates or volumes that

exceed the capacity of the Isolator Row overtop the over flow weir and discharge through a

manifold to the other standard chambers. By treating stormwater prior to entry into the

chamber system, the service life can be extended and pollutants such as hydrocarbons can be

captured.

7. Catch Basins will be used to remove some of the coarse sand and grit sediment before entering

the drainage system. Each catch basin will be constructed with an 18 inch deep sump.

8. Seeding of at least 70% perennial vegetative cover will be used to produce a permanent

uniform erosion resistant surface. The seeded areas will be mulched with straw at a rate of 3

tons per acre such that the mulch forms a continuous blanket.

9. Rip-Rap Energy Dissipators At discharge points from the stormwater drainage system into the

stormwater management basins, rip-rap pads consisting of angular rocks will be placed to

dissipate velocity and reduce the risk of erosion. The rip-rap pads will be 10 feet wide by 10

feet long.

10. Sumps in Catch Basins Each catch basin will be constructed with an 18 inch deep sump. This

measure will remove coarse sand and grit from the runoff prior to entering the stormwater

drainage system.

Specifications for Soil Restoration

Prior to the final stabilization of the disturbed areas, soil restoration will be required for all

vegetated areas to recover the original properties and porosity of the soil. Soil Restoration

Requirements are provided on Table 7 below:

During periods of relatively low to moderate subsoil moisture, the disturbed subsoils are returned

to rough grade and the following full soil restoration steps applied:

1. Apply 3 inches of compost over subsoil.

2. Till compost into subsoil to a depth of at least 12 inches using a cat-mounted ripper,

tractor-mounted disc, or tiller, mixing, and circulating air and compost into subsoils.

3. Rock-pick until uplifted stone/rock materials of four inches and larger size are cleaned off

the site.

Specifications for Final Stabilization of Graded Areas

Final stabilization of graded areas consists of the placement of topsoil and installation of

landscaping (unless the area is to be paved, or a building is to be constructed in the location).

Topsoil is to be spread as soon as grading operations are completed. Topsoil is to be placed to a

minimum depth of six inches on all embankments, planting areas and seeding/sod areas. The

subgrade is to be scarified to a depth of two inches to provide a bond of the topsoil with the

subsoil. Topsoil is to be raked to an even surface and cleared of all debris, roots, stones and other

unsatisfactory material.

Planting operations shall be conducted under favorable weather conditions as follows:

Permanent Lawns - April 15 (provided soil is frost-free and not excessively moist) to May 15;

August 15 to October 15.

Temporary Lawn Seeding - if outside of the time periods noted above, the areas shall be seeded

immediately on completion of topsoil operations with annual ryegrass (Italian rye) at a rate of

six pounds per 1,000 square feet. Temporary lawn installation is permitted provided the soil is

frost-free and not excessively moist. The permanent lawn is to be installed the next planting

season.

On slopes with a grade of 3 horizontal to 1 vertical or greater, and in swales, a geotextile netting or

mat shall be installed for stabilization purposes as shown on the Plans. Seeded areas are to be

mulched with straw or hay at an application rate of 70-90 pounds per 1,000 s.f. Straw or hay

mulch must be spread uniformly and anchored immediately after spreading to prevent wind

blowing. Mulches must be inspected periodically and in particular after rainstorms to check for

erosion. If erosion is observed, additional mulch must be applied. Netting shall be inspected after

rainstorms for dislocation or failure; any damage shall be repaired immediately.

All denuded surfaces which will be exposed for a period of over two months or more shall be

temporarily hydroseeded with (a) perennial ryegrass at a rate of 40 lbs per acre (1.0 lb per 1000

VIII. CONSTRUCTION PHASE AND POST-CONSTRUCTION MAINTENANCE

During the construction phase and following construction of the project, a number of maintenance

measures will be taken with respect to the site maintenance. Measures to be taken included the

following:

of the sediment and erosion control plans. The qualified professional shall report directly

to the Engineering Consultant and shall be responsible for ensuring compliance with the

design of the sediment and erosion control plans.

The qualified professional so hired will inspect all sediment and erosion control

measures at least every seven calendar days. In the event that there has been a variance

with the design of the sediment and erosion control measures so that the ability of the

measures to adequately perform the intended function is lessened or compromised and/or

the facilities are not adequately maintained, the qualified professional shall be required to

report such variance to the Engineering Consultant within 48 hours and shall be

empowered to order immediate repairs to the sediment and erosion control measures.

The qualified professional will also be responsible for observing the adequacy of the

vegetation growth (trees, shrubs, groundcovers and turfgrasses) in newly graded areas

and for ordering additional plantings in the event that the established plant materials do

not adequately protect the ground surface from erosion.

2. Following Construction

Site maintenance activities on the Site will include:

Grounds maintenance, including mowing of lawns;

Planting of trees, shrubs and groundcovers; pruning of trees and shrubs;

Application of fertilizer and herbicides;

Maintenance of stormwater management area;

Grounds maintenance on the Site will be performed by landscaping contractor.

Fertilizer is typically applied twice in the year - once in the spring and once in the fall. The

application of fertilizer is usually necessary to maintain healthy lawn growth due to competition

for nutrients with trees and shrubs and since the clippings are often removed. It is not

recommended that fertilizer be applied during the summer. It is at this time that lawns are

typically dormant.

Fertilizers come in three basic types: (1) Organic; (2) Soluble synthetic and (3) Slow release.

Organic fertilizers are derived from plant or animal waste. Since they are heavier and bulkier than

other fertilizers, it is necessary to apply a much greater amount at one time. Soluble synthetic

fertilizers are predictable with determining the exact impact on a lawn. However more

applications are necessary since their effect is often short term. Slow release fertilizers have a

high percentage of nitrogen so quantities that need be handled at one time are smaller. Slow

release fertilizers will be utilized by the project.

A complete fertilizer contains all three of the primary nutrients - nitrogen (N), phosphorus (P) and

potassium in the form of potash (K). Typically, a 3-1-2 ratio of nutrients (N-P-K) is used for lawn

applications.

Fertilizer shall be applied by the landscape contractor in accordance with the manufacturer’s

instructions. The application of fertilizer does require some skill on the part of the operator.

Should there be a spill of fertilizer, the landscape contractor shall be required to scrape or vacuum

it up. The area will then be watered in accordance with the manufacturer’s instructions to ensure

that the fertilizer becomes soluble and available to plants and does not run off.

FASNY will be responsible for the long-term operation and maintenance of the permanent

stormwater management practices. The permanent stormwater management practices shall be

maintained in accordance with the Maintenance Inspection Checklists provided in Appendix G.

IX. CONCLUSIONS

This SWPPP has been prepared to describe the project’s pre and post-development stormwater

management improvements and its sediment and erosion control improvements to be utilized

during construction in a manner which will assure compliance with the substantive intent of the

general permit. The proposed permanent improvements and the interim improvements to be

utilized during construction have been designed in accordance with the requirements of the:

New York State Department of Environmental Conservation (NYSDEC) SPDES General

Permit No. GP-0-10-001, effective January 29, 2010.

City of White Plains

New York State Stormwater Management Design Manual.

The project employs a variety of SMP’s and green infrastructure techniques and practices to

enhance stormwater quality and reduce peak rates of runoff associated with the proposed

improvements. These measures include Wet Extended Detention Ponds, Subsurface Infiltration

System, Vegetated Swales, Tree Planting, Bioretention system and Pervious Pavers. These

improvements will also mitigate runoff volumes from the proposed improvements as runoff

volumes will be slightly reduced or maintained in all the analyzed storms.

Based on the foregoing, it is our professional opinion that the proposed improvements will provide

water quantity and quality enhancements which meet the project’s regulatory thresholds. With

proper implementation of the project’s Stormwater Pollution Prevention Plan, the existing and

proposed improvements are not anticipated to have any adverse impacts to the Site or its

downstream areas.
