AA CCOOUURRTTSSIIDDEE SSEEAATTBy Judge Kim Hall
Let's begin with a dose of reality. There are parents in StarkeCounty who have no business being parents, yet they are.Pregnant mothers, with no regard for the health of their unbornchild, frequently use illegal drugs during their pregnancy.Fathers spend their money on themselves for alcohol, ciga-rettes, and lottery tickets, neglecting their children's basic needsfor food andmedical care. Other irresponsible fathers simply walk away, withno intention of providing financial support for the child theyfathered. Some parents have meth labs in their house, lacking the slight-est concern for exposing their children to toxic chemicals. Someparents provide no supervision, allowing their children to freelyrun the streets. But, even more incomprehensible, some par-ents physically abuse their children, even infants, for inexplica-ble reasons.
Sad to say, but there are children in Starke County who live inthese conditions every day. Clearly, as a community, we have aresponsibility to step up and help these abused and neglectedchildren. Fortunately, we have many people willing to do justthat.
It all starts when our police or the Department of ChildServices, (DCS), are contacted about a child who is living in anenvironment that is unsafe. After an investigation, the child maybe physically removed from the home. The child is then placedin a safe environment, whether that is with a relative or into afoster home. An emergency hearing is held in Court within 48hours. In every case, the law in Indiana requires a Judge toappoint a Court Appointed Special Advocate, (CASA), to speakfor the child in court. The CASA is legally authorized to meetwith the child, the parents, relatives, neighbors, school officials, medical personnel, and to examine school records, medicalrecords, etc. The CASA comes into court ready to offer a rec-ommendation to the Judge regarding services that are in thebest interests of the child. The number of Starke County chil-dren removed from their parents recently has dramaticallyincreased, driven by the heroin and meth epidemic.Consequently, we have more Court cases involving these chil-dren than ever before.
As you can imagine, our CASA volunteers have been unableto keep up with the rise in number of children removed fromaddicted parents. But, the good news is that the kind, caringpeople of Starke County have always risen to the occasion, andv/e are confident that you will do so again.
The Court Appointed Special Advocate Program of StarkeCounty has an office across from the Courthouse at 22 NorthMain Street in Knox. The telephone is 772-7200.
The first training session begins on March 18, 2020.
There will be 10 training sessions, all in the evenings.
If you aren't sure and would like to read more, you can go tothe national CASA website at www.nationalcasa.org. StarkeCounty's CASA program has been certified by both the nationaland state organizations. However, I must caution you. Expect tobe granted unique powers that you do not now possess, directlyimproving the life of a Starke County child, and being over-whelmed with a sense of great satisfaction. You can expect togive love, but you have to be prepared to get it back in waysthat you cannot even imagine.
