LED Lighting Fixtures and Fittings LASER Energy Buying Group has renewed their framework agreement for the supply and installation of LED lighting equipment. The framework is available for use by all public sector bodies. It is designed to provide an compliant procurement route whilst delivering access to a wider range of equipment from all major manufacturers, flexibility around the selection of equipment, significant volume discounts and installers with national capability.     How to access the frameworkThere are two primary routes for accessing the framework, Direct Access and Managed Access.

    Direct AccessCustomers who wish to develop and manage their own projects may choose to access LOT 3 of the framework directly. Under this option the customer is responsible for specifying equipment, agreeing pricing, satisfying themselves on VFM and managing all steps of project delivery.

    Managed AccessUnder the managed access route, LASER act as the contracting authority managing the contract, supporting the end user to get maximum value from the Framework and deliver the best possible project outcomes. The supply and installation are delivered through the Framework as compliant supply chain, but the delivery is managed by LASER. A typical project under the Managed Access approach is as follows:

    LASER LED Team provides a free site survey:1 To fully understand the customer’s needs1 Recommend fittings that best suit the project1 Calculate costs, savings and estimate paybacks1 Provide a written quotation

    LASER assist in building the business case:1 Supporting the production of a business case1 Writing or supporting funding applications (e.g. to SALIX)

    LASER project manages the installation by:1 Selecting a contractor from the Framework1 Managing all aspects of the installation project on site1 Dealing with all the waste with as minimal effect on the

    environment as possible1 Completing the project in a timely manner1 Providing a warranty backed by Kent County Council

    While the steps above are typical of a Managed Access approach, there is flexibility to create bespoke arrangements for differing levels of support from LASER, dependent on customer requirements or preferred contractors.
