Project Narrative

Discharges from the existing onsite Stormwater Management Evaporation/Percolation Basin areallowed and governed by existing Industrial Wastewater Permit FL0002208 dated September 29,2011. Specifically, permit condition I.B.8 states, "...permittee is authorized to discharge stormwaterfrom Internal Outfall 1-008 to the intake canal." In preparation for forecast extreme inclementweather (hurricane warning issued) commonly experienced at the plant, plant procedures dictate thatthe level in the basin be drawn down to 3.5' NGVD29. In times of unexpected extreme weather(i.e. Tropical Storm Faye 15" rainfall instead of forecast 3"), plant procedures dictate that if thewater level reaches 5.5' NGVD29, the basin is drawn down to elevation 3.5' NGVD29. Failure tocontrol the basin water level as described can result in the forced shutdown of the plant (i.e.Tropical Storm Faye). The current method of drawing down the water level is by the use ofportable pumps. These pumps must be monitored and refueled during operation in the midst of thestorm, which introduces safety and environmental risks. High winds have prevented the successfulplacement of the portable pumps. In accordance to the permit conditions, the volume of waterdischarged is monitored, recorded, and reported to FDEP when the discharge becomes necessary.

The proposed alternative draw down method is to construct a permanent discharge structure that isnormally closed, but can be manually opened to drain the basin. The attached sketches show aprecast concrete structure that has a control weir cast into the face of the structure. A manuallyactivated sluice gate is mounted on the inside of the structure to control the flow into the structure.The invert of the control weir will be set at the elevation described by the existing procedures. Theexisting procedures will be revised accordingly. Discharge pipe(s) will be installed between thedischarge structure and the intake canal. The number and size of the pipe(s) is dependent upon theconstruction method chosen. The discharge pipe(s) will protrude through the existing intake canalrevetment system slightly above normal operating level taking advantage of the energy dissipatingcharacteristics of water. The discharge pipe(s) will be equipped with flap gates to prevent backflowfrom the canal. The flow through the structure is automatically metered and recorded per the permitconditions. Since the proposed system is a passive system once activated and can be monitored byexisting plant surveillance systems, the safety and environmental hazards are greatly reduced.
