The 6 network operators were restructured to 3, which is proved to be advisable and timely in the global financial crisis;3 licenses for the third generation (3G) mobile network was officially awarded to the 3 network operators respectively, which supported the implement of international standards while encouraging domestic independent innovation;

3G and evolution
Up to the end of May,2009, 130 standards on 3G and evolution has been finished; 200 standards are under study:
TD-SCDMA HSUPA, WCDMA HSUPA has been finished ; TD-SCDMA HSPA+, cdma 1X/EVDO are undertaken;LTE/SAE and IMT-Advanced are under study;TD-SCDMA Terminal conformance test specifications and related standards has been finished to meet the need of Olympic Games 2008;
Mobile InternetMobile advertising service; Mobile searching service ;Mobile community service.

Emergency Communication Emergency Communication Special Task Group (ST3) was newly established in May, 2009. The Snow Disaster and earthquake happened in China in 2008 highlighted the importance of emergency communication.4 standards are undertaken:
— Research of Regional Spatial Emergency Communication System; — General technical requirement of satellite communication system used in
emergency communication; — Service Requirements of Emergency Communication on Different Emergency
Situations; — Research of Emergency Short Message Service Scheme for Public
Satellite CommunicationIn view of the vital role satellite communication has played in the course of Wenchuan earthquake relief in 2008, CCSA established “Satellite Communications Task Group” in TC5 to carry out standardization activities in the field of Satellite Communications.
— General specifications for Ku-band portable satellite communication earth station;
— General specifications for Ku-band immobile satellite communication vehicle-mounted station;
— General specifications for Ku-band mobile satellite communication vehicle-mounted station ;
— Research of Hybrid MF-TDMA satellite communication network architecture.

Efficient management mechanism;Reflect quickly the market’s need and emerging technologies and services;Due to the large number of standards projects, the period of standardization process is relatively long. Some of projects can not be finished on schedule;
The training of standards drafter need to be reinforced;Cooperation with global standards bodies need to be further strengthened.
