•Import libraries pysal, numpy, csv, pandas •Read matrix of flows •While test failed (range of internal flows per created region) then: •Group areas into regions using Maxp algorithm (PySAL) •Merge created output regions to matrix
•Group the pandas dataframe by region •For list of areas within each region sum flows (rows and columns) •Output flow totals per region •Calculate internal flows •Test solution to check if the regions internal flows are within range
