COMMUNITY EVENTS:
Detective Micheal Rowland and Officer Sean Donelan attended the Fort Thomas Lions Club
meeting at the Highland Country Club. Officer Donelan gave a presentation on the recent car
break-ins, legal issues regarding mopeds, impaired driving and alcohol content per beverage
and demonstrated some field sobriety testing used by the officers on the street. He also
discussed a few police calls, stressors in policing and coping with those calls.
Detective Rowland, currently assigned to the Northern Kentucky Drug Strike Force, presented
on the current issues with the heroin and fentanyl epidemic, statistics on overdoses and related
issues to heroin usage. He also covered new legislation and federal sentencing of heroin
trafficking and possession cases. He also presented on the recent increase of "crack" cocaine
and methamphetamine usage in Northern Kentucky.
Officer Doug Bryant spoke to the 4th and 5th graders at Johnson Elementary for their career
fair. He spoke to them about requirements to be a police officer, what a typical day looks like
for an officer, what kind of training it takes, and various other aspects of policing. He also took
questions from the students about policing.
Officer Derek Faught was interviewed by a student at Highlands High School in their media
department about the dangers and realities of heroin use. They are going to take the interview
as well as interviews conducted with former users and other leaders in the community and
make a documentary.
Officer Faught was also interviewed by a NKU student about being a police officer as part of a
project for her criminal justice class.
TRAINING:
Officers Zac Rohlfer, Adam Peak, Brandon Laffin, and Wayne Dutle attended State and Local
Anti-Terrorism Training. It was a one-day class focusing on teaching local law enforcement
about the current practices that the federal government is using to combat terrorism. They also
focused on what is currently being used by terrorist groups to recruit and train home grown
extremists here in the US.
March 2017 Monthly Report Summary
Sergeant Chris Carpenter attended Terrorism Tactics Techniques and Procedures. This course is
designed as a terrorism awareness course and provides the latest knowledge of terrorist tactics,
techniques used in communities, and the procedures used to accomplish illicit activities. The
learning outcomes for this course will be for the law enforcement officer to gain the
information and resources so they can successfully prepare for, recognize, prevent, and
respond to a terrorist incident. The law enforcement officer will be introduced to current
domestic and international terrorist threat groups, terrorist trends, fraudulent identities, and
energetic materials, devices, and components. In addition, the student will be introduced to
the DarkNet/TOR, terrorist financial investigations, radiological exposure devices, personal
protective equipment, and incident response.
Officer Sean Donelan attended Firearms Instructor Update 2017. This course is designed to
provide training Firearms Instructors with updated information concerning national trends,
current academy philosophy and objectives. The learning objectives will cover firearms related
issues and current topics related to use of force, threat pattern recognition, along with other
relevant topics.
Sergeant Brent Moening completed Criminal Justice Executive Development Class XX (CJED).
This is a 200-hour course that is four weeks in duration. CJED is an advanced leadership course
for criminal justice professionals offered by the DOCJT. The purpose of the course is to provide
students with the academic background, leadership skills and management techniques required
for the future. Each session enhances leadership abilities as well as encourages the
development of visionary thinkers. Approximately 100 officers throughout the state of
Kentucky apply to attend this course. This year, the selection committee chose Sergeant
Moening along with nineteen other officers for the class. The Fort Thomas Police Department
has seven officers that have graduated from CJED.
Officer Nick Hoffman completed Breath Test Operator Recertification – Online. Breath test
operators are required by 500 KAR 8:010 to maintain their certification by completing the
recertification course every two years. The recertification will cover recent legal information
and a refresher of operator techniques for the breath testing instruments used in the
Commonwealth.
In March, the officers completed their annual pistol qualification. Congratulations to Officer
Mike Dietz for winning the "Pistol Expert" pin with the highest qualification score. Officer
training then focused on several drills involving one-handed pistol operation. Officers
competed against one another in these drills which involved divided-attention, single hand
reloads, and weak-hand pistol operations. Congratulations also to Officer Zac Rohlfer who was
named the next firearms instructor.
ENFORCEMENT:
In March, officers wrote 31 speeding charges, 34 charges for non-traffic offenses (i.e., warrants,
assaults, disorderly conduct, etc.) and 111 traffic charges (i.e., suspended OL, no insurance,
expired license plate, etc.) Officers also issued 133 written warnings and totaled 30 court
appearances. There were 31 drug related charges placed against 21 adults. Of the individuals
six are Fort Thomas residents. Traffic stops led to 12 of the charges.
