Fort Bend ISD is proud to announce that 74 high school seniors are semifinalists in the 2015 National Merit Scholar- ship Program. They are among nearly 16,000 semifinalists named in the 60th annual Na- tional Merit Scholarship Pro- gram. These academically talent- ed high school seniors have an opportunity to continue in the competition for some 7,600 National Merit Scholarships worth approximately $33 mil- lion that will be offered next spring. The 74 semifinalists were selected from more than 1.4 million juniors in more than 22,000 high schools who en- tered the 2015 National Merit Scholarship Program by tak- ing the PSAT/National Merit Scholarship Qualifying Test. The nationwide pool of semifinalists, representing less than one percent of U.S. high school seniors, includes the highest scoring entrants in each state. The number of semifinal- ists in a state is proportional to the state’s percentage of the national total of graduating se- niors. FBISD 2015 National Merit Semifinalists named This week the Fort Bend County Elections Office will begin mailing General Elec- tion ballots to voters who have made application for a ballot by mail. According to Fort Bend County Election Administra- tor, John Oldham, most of the ballots will be sent to persons who had previously applied us- ing the Annual Ballot by Mail application. To be eligible to receive a Ballot by Mail, a voter must expect to be absent from Fort Bend County on Election Day. Ballots can only be mailed out- side of the county to those who plan to be absent. Voters who are 65 years of age, or older, and voters who are disabled are also eligible to vote by mail and may have a ballot mailed to their home. They may also apply to receive a ballot by mail in each election during the year. Story on Page 3 — Photo by Gabriel Cuéllar Historic church celebrates 145th anniversary Ballots to be mailed in Fort Bend County See Ballots, Page 2 By SESHADRI KUMAR Fort Bend ISD board of trust- ees on Monday night approved a $232,000 contract with De- Jong-Richter for the “Feeder Pattern/Boundary Planning and Community Engagement pro- cess.” DeJong-Richter will engage the community in the district- wide feeder pattern alignment and the boundary process for Elementary School No. 46, El- ementary School No. 47, and other areas as identified. The board unanimously vot- ed to approve the contract after a couple of trustees expressed concerns over the scope and the likely costs. The question was whether the consultant will help only in deciding the boundary for the two elementary schools and whether the district should pay more for future boundary stud- ies. A few other schools, maybe two or three other schools with pressing need, will be included in the current boundary study, according to the administra- tion. DeJong-Richter was already hired and paid for its feeder pattern studies as a part of the Facility Master Plan by Jacobs Engineering. The administration initial- ly proposed to have limited boundary recommendations for new elementary schools No. 46 and No. 47 and a long-term boundary plan for implementa- tion in the future. A section of the community members was disappointed with the delay in the feeder pattern and boundary studies and demanded that the studies be done prior to the November bond election. The administration respond- ed to the urgency and proposed to complete the feeder pattern and boundary study for el- ementary schools No. 46 and No. 47 by May 2015. At last week’s board work- shop, Trustee Jenny Bailey urged the administration to ex- pedite the boundary studies and the administration presented a new timeline. Under the revised timeline, the feeder pattern and bound- ary studies for Elementary No. 46 and No. 47, and a few other schools will be completed and presented to the board for ap- proval in January 2015. Two other studies namely, Academic programs/Pathway planning and feeder patterns will also be simultaneously studied during this time period. The community dialogue on feeder pattern will occur as early as October, the academic programs will be discussed with the community in Novem- ber and boundary studies will be discussed with the commu- nity in November and Decem- ber. Bailey questioned the cost involved in the studies and de- sired a districtwide re-zoning, instead of the piecemeal ap- proach. She also objected to the idea of having a local committee of 7 to 10 community members to work with the administration in deciding the school boundaries. Bailey described the previ- ous “Building utilization com- mittee” which was comprised of community members as a disaster. The administration should prepare and present options to the community and community should be engaged in a dialogue over the options, she said. She wanted a districtwide recom- mendation early next year. Superintendent Charles Du- pre, citing the extensive data analysis involved and man- power required in the process said it would be impossible to complete a districtwide zoning in a few months. Also, the administration is expecting new demographic data in December to be plugged into the immediate boundary plans. Trustee Kristin Tassin sug- gested that the feeder pattern study be completed first be- cause it will have an impact on school boundaries instead of conducting both the feeder pattern and boundary studies simultaneously as proposed by the administration. Trustee Dave Rosenthal said both the studies have to be done simultaneously because feeder pattern will cause boundary changes. Also, he concurred with Bailey’s concern regarding the local committee, but was satisfied when Dupre said the administration will prepare the plan, and vet it with the board before presenting it to the local committee for its input. The administration elimi- nated the district wide zoning committee as per the board’s desire. “It is better to have a local committee as a large group will not yield a produc- tive dialogue. In a larger com- munity meeting, we won’t get a balanced perspective,” Dupre said. The entire feeder pattern and boundary studies seems to be a moving target even as the board is still debating the tim- ing and the process of doing it. FBISD expedites limited re-zoning By SESHADRI KUMAR Fort Bend County Commis- sioners Court on Sept. 9 ad- opted a $290 million budget for 2015, with an estimated total fund balance of $47.5 million. The budget is based on $235 million in tax revenue and $51.6 million in other revenues. The commissioners court ad- opted a tax rate of 49.476 cents per $100 valuation, compared County adopts $290 million budget to 49.976 cents last year. Despite the half-cent cut in the tax rate, the county bud- get will raise more revenue from property taxes than last year’s budget by an amount of $10,888,426, which is a 5.05 percent increase from last year’s budget. The property tax revenue to be raised from new property added to the tax roll this year is $9,292,793. The county’s total appraised value for property tax is $48.7 billion. Fort Bend County’s total debt obligation is $634.43 million of which $330 mil- lion is Fort Bend County debt, $149.23 million is Fort Bend County Toll Road, and $155 million is or Fort Bend Grand Parkway Toll Road. While the budget was ad- opted unanimously, some items in the budget were voted on separately. A salary increase to certain positions in the office of Pct.2 and Pct. 3 commissioners was one of the items. Commissioner James Pat- terson was opposed to the proposed higher pay scale and voted against it. The largest chunk of the budget goes to the sheriff’s department, $33.5 million for enforcement and $28.5 mil- lion for the jail. The next highest outlay is for county libraries which get $14 million, followed by the juvenile probation department with $12 million and EMS- Ambulance services $10 mil- lion. The road and bridge depart- ment’s budget is $22 million.

The application should in-clude the voters name and the address where the voter is registered as well as the ad-dress where the ballot is to be mailed.

The application must also give the reason for request-ing the absentee ballot by the

voter. All requests must be signed

and received in the election of-fi ce not later than October 24, 2014.

Ballot by Mail applications are available on the Fort Bend County Elections website.

Led by Pastor David Fisher, the St. John Missionary Bap-tist Church celebrated its 145th Anniversary on September 14 with worship, music, friendship and refreshments at the historic building located at 6731 Oil-fi eld Road in Missouri City.

“Despite having experienced many challenges through the years, including arson, this church still stands,” said Rever-end Forrest Johnson. “We have plans to continue to be here for our church members and the community.”

The congregation, founded in 1869, is rooted in the history of African Americans in Fort Bend County. According to the journal, Lone Star Legacy: African Americans in Texas, St. John (Colored) Missionary Baptist Church opened its door amid the racialized backdrop of Post Civil-War Texas, as a refuge from violence, degrada-tion and oppression for its Af-rican American members. The church grew in number and reputation over the years, of-fering African American fami-

lies refuge from the harsh Jim Crow politics of the late 19th Century.

“While having been founded as an African American church, it is now open and invites to worship every race, creed and color,” said Pastor David Fish-er.

The anniversary celebration was well attended by church members and members of the community of various ethnici-ties and of all ages.

Viola Williams, an octoge-narian, shared her memories of not only attending church as a child at St. John, but also attending school at the church building. She also shared her memories of walking down Highway 6 to witness the bap-tisms held at the Oyster Creek pond.

“The church was more than just a church; it was a refuge for our community,” said Wil-liams.

Today work is in progress to help update the church build-ing, while keeping the church’s rich heritage and preserve it as

on specifi c use permits that Mis-souri City council members voted on went down in fl ames.

At their Sept. 2 meeting, three were approved on fi rst reading and one was approved on the second and fi nal reading.

The public hearing requesting a specifi c use permit to locate an assisted living facility for the elderly within a house in a residential neighborhood was rejected on fi rst reading.

This public hearing drew eight residents who supported the open-ing of Cozy Living Community Assisted Living Facility at 1405 Adams Street near Texas Parkway, and eight who were opposed.

One of the eight who spoke in opposition said he brought council a 147-page document listing the residents who oppose the request. City staff received 67 signed protests from area residents.

Cozy Living was proposed to be small and provide services in a home like setting. Families and friends would be welcome to visit residents, according to informa-tion provided to staff.

On-site caregivers would staff the facility in addition to a direc-tor and on-call registered nurse.

The facility would provide residents with various medical and non-medical service includ-ing assistance with medications, laundry and cleaning service. The facility would also have hospice.

Initially the owners anticipated having 10 residents there the fi rst year with 16 total.

The facility was to be licensed by the Texas Department of Ag-ing and Disability Services as a Type B facility. A camera and alarm system would be installed and the facility would provide an enclosed patio and on-site gardens.

There were 11 licensed as-sisted living facilities in Missouri City as of July of last year. In total, the 11 facilities provide 240 beds.

Assisted living facilities in Texas are categorized based on a resident’s ability to evacuate a fa-cility in the event of an emergency and whether or not overnight at-tendance is needed.

Based on the city’s compre-hensive plan, staff recommended approving the location of an institution other than one that is a child care facility or one for children, elderly persons, mentally-impaired persons or physically-impaired persons.

The city’s planning and zoning commission rejected the applica-tion based on putting a business in a residential neighborhood .

They also felt that the facility would be likely to signifi cantly increase traffi c and that parking, especially during holidays, would be a problem.

Missouri City denies permit for assisted living facilityAfter members of the public had

their say, councilmen had theirs. Jerry Wyatt, councilman at-large, said that in 1981 citizens, not council, voted to approve a zoning ordinance for Missouri City. For that reason, he said he would not vote to allow a business to locate in an area zoned residential.

Councilman Floyd Emery agreed with Wyatt. He said that approving such would create a precedent for other types of business to want to move into residential areas. Mayor Pro Tem Robin Elackatt agreed with Emery and Wyatt but Council Member Yolanda Ford did not.

She said the applicants could

currently operate with six patients or less without requesting rezon-ing. She said the original request for 16 tenants was reduced to eight to 10 and that she would support the request.

When the vote to approve was taken, Council Members Chris Preston and Ford voted in favor, Mayor Allen Owen, Elackatt, Wyatt and Emery voted no. Coun-cilman Don Smith was not at the meeting.

Two requests for rezoning got the green light. Both were ap-proved by council on fi rst reading. The request was for 119.87 acres to be rezoned from industrial dis-trict, retail district and townhouse

residential district to planned development district to allow for a business park.

The park site is south and west of Beltway 8 and U.S. 90A and east of Cravens Road and Pine Meadows residential subdivision. Missouri City Senior Planner Thomas Gomez told council Tram-mell Crow Co. wants to build an industrial business park at the location similar to their Lakeview Business Park.

The second request to council was for 3.52 acres to be rezoned from retail to planned development to allow for a mini-warehouse at Hwy. 6 and Trammel Fresno Road.

With no work, he went home to pick cotton on the farm while looking for a job. After a few months he went to work for the City of Richmond through the Works Progress Administration constructing new sewage lines into the City (WPA) was a govern-ment program of mainly con-struction work building roads and infrastructure in towns. He eventually received two job offers. One was an open-ing to teach in New Waverly, Texas as a teacher and a coach for $70 per month. The other was with HL&P Light Com-pany (now Centerpoint Ener-gy). He chose HL&P because it offered more money at 45 cents per hour. (Remember this was in 1939).

MARRIAGE: Kubosh met his lovely wife, Virginia Vada McLain at Texarkana Junior College. It was in the fi rst class of the day (His-tory) and she and another girl walked in together. He looked at Virginia and liked what he saw. She was a pret-ty brunette and had a terrifi c fi gure. He tried and tried to get a date but she kept play-ing “hard to get”. Finally she said YES. He told her: “I don’t have the money, but if you do, we could go to a movie.” They dated for 2 years. After he went to work for HL&P in Houston, Texas he went to visit her in Texar-kana, Texas. Upon arrival he was told by her that he had 2 choices, “Marry” me RIGHT NOW or it was “so-long and good-bye”. Well, he had a

college degree and a job so he said: “Okay, let’s do it”. They married in December, 1939 in a Methodist church in Texar-kana. Therefore, it happened that he went to visit his “girl” and returned to Houston with a “wife”.

WORLD WAR II: In De-cember 7, 1941 Ernest and Virginia were seated in the Majestic Theater in Houston, when the announcement was made by the management that PEARL HARBOR was be-ing attacked by the Japanese. The theater was immediately closed and everyone encour-aged to go home.

A fellow worker at HL&P by the name of JD Demoney, talked Kubosh into joining the Navy Seabees in 1943. When Kubosh reported to the recruiting offi ce he was told that he qualifi ed for the V7 Offi cer G Training Program. Problem? Kubosh had no birth certifi cate. The recruiting offi cer told him to get his father to create one and show Kubosh’s age one year younger so he could join the

V7 program. When he was put on a “calling” list he left to join the Seabees and went into training for a year and a half. Navy Seabees are a con-struction battalion. Their mis-sion is to build needed airports and roads. Kubosh was in the 133rd Naval Construction Battalion. The stories of the Seabees of WWII are written in the book, BLACK HELL, BY Commander Edmund L. Castillo.

Kubosh’s Battalion left in December 1944 from Hono-lulu, Hawaii to arrive at Iwo Jima on February 19, 1945 at 9:30 a.m. When they ar-rived on the beach they had no idea which way to go. You could not tell where the Japa-nese were. Kubosh and a fel-low Seabee walked until they could see a runway that was built 8 feet above ground. (This was due to the hilly ter-rain and runways need to be totally fl at in order for planes to land safely.) “Walking on Iwo Jima was like if you were running on a mountain of oats, it was slippery and also very hard to build a foxhole. The ground was black, like ashes and they had to “roll” the dirt (sand) to enable trucks to drive on it.” Kubosh and his buddy were separated as everyone scattered on the beach. When they heard “secure the beach” all were trying to reach safety or build foxholes. They asked a Marine, “Where are we?” The Marine replied: “You are 3 feet ahead of the front line.” That meant they were in what was known in the military as “no man’s land”. (Land be-tween front lines of opposing enemy soldiers) With that fact in mind, they stayed in place and hunkered down for the night. They survived because no artillery was aimed at them.

On February 23, 1945, 4th day at 10:30 a.m., Kubosh was injured in his fox hole, while lying on his stomach. The Jap-anese had begun to “shell fi re” (fi ring of explosive shells) and Kubosh had two pieces of shrapnel in his buttocks and a “lead ball” in his left foot. He did not receive treatment until March 19, 1945. He was in bad shape, but, as he was be-ing evacuated in rafts with the other wounded, he was able to lift his head and witness the raising of the American Flag on February 23, 1945 at 10 p.m. He was sent back to San Francisco, California where he underwent surgery and learned that he was being recommend-ed to receive the Purple Heart.

After being sent home for 30 days to recuperate and heal from surgery; he returned around May 1945 where he was going to be shipped onto Trinidad Tobago (in Carib-bean) but instead he remained there as bookkeeper in Quon-set Point, Rhode Island, until the end of the WAR in Sep-tember 1945.

If you ask your teenag-ers/young adults if they’ve thought about retirement and how much they need to save, they will probably ask one of two questions: “what’s retire-ment?” or “what are we hav-ing for dinner?” As you can imagine, young people have a diffi cult time conceptualiz-ing an event as far off as re-tirement. Many haven’t begun their careers, let alone pur-chased a house or paid income taxes. For them, retirement might as well not exist.

Herein lies the problem: the earlier you begin saving, the better, but the younger you are, the less you tend to care about it. Most lack the ability to save in the fi rst place, even if they did understand the ben-efi ts of long- term investing and compounding interest. So how do you incentivize your kids to work, save, and learn about investing? One option is to open Roth IRA accounts for them.

Roth IRAs are tax qualifi ed accounts, similar to 401ks and traditional IRAs. While the money is in the account, there are no taxes generated from dividends, interest, or ap-preciation. The major differ-ence is how the money comes into and leaves the account. With a Traditional IRA, the money typically comes in tax-deferred and leaves taxable. With a Roth IRA, the money goes in taxable but leaves tax-free.

But there is actually a way for your kids to make “tax-free” contributions to a Roth, meaning the money is neither taxed going in nor leaving the account. Here is how it works.

If your child can be claimed as a dependent on your income tax return and has earned in-

come of less than $6,200 in a year, he/she does not have to withhold for federal income taxes. This is because the in-come falls below the standard deduction for an individual. Since your child is a depen-dent, he/she cannot claim a personal exemption.

You can contribute up to $5,500 to a Roth IRA in any single year. So to get an idea of how this works, let’s as-sume your child earns exactly $5,500 during a summer job in the year he/she turns 20. No tax will be due on his/her earnings, and he/she can con-tribute $5,500 to a Roth IRA. One special note: the $5,500 contributed does not have to be the same $5,500 your child earned. You or your child can make the contribution with other money. Assuming an 8 percent annual return and no additional contributions, when your child turns 60 the ac-count will be worth $119,485, and all of it is tax-free!

On October 3, join Houston Methodist Sugar Land Hospital as we host the 2014 Spirituality Seminar. With this year’s focus on “Happiness” the program provides an opportunity for a wide variety of professionals to share and exchange ideas as well as obtain continuing education credits.

Chaplain Bill Bross, Director of Spiritual Care and Values Integration for Houston Methodist Sugar Land Hospital says, “This is a unique opportunity for clergy and health care profes-sionals in our community to explore and discuss how happiness becomes a part of our everyday lives from a spiritual perspec-tive.”

Happiness does not depend on everything outside of us going well but rather on what is happening inside of us. Where do we fi nd the happiest people, and what are their secrets to experienc-ing true happiness? We will answer this question by viewing research from the award winning documentary “Happy.” The second part of the program will invite us to experience simple processes designed to help us fi nd happiness wherever it eludes us.

Fr. Matthew Linn, a Jesuit Priest, Spiritual Director and Au-thor will lead the 2014 Spirituality Seminar, focusing on “Hap-piness” to deliver an exciting program.

Missouri City resident Kelly Sargeant, an executive assistant with McDermott, Inc.’s Houston headquarters, placed third in the Toastmas-ters World Championship of Public Speaking on Saturday, Aug. 23.

Sargeant, who was the only female to advance to the fi nals, reached the champion-ship level after several elimi-nating rounds that began six months ago with over 30,000 participants from 126 coun-tries.

The last time Houston brought home an award of its kind was in 1990, when Da-vid Brooks won that year’s World Champion of Public Speaking .

Sargeant delivered a hu-mor fi lled speech entitled “Good Bye Wi-fi ” in the fi nal round of nine contestants.

Sargeant’s winning speech dealt with the challenges families face when they go on vacation and try to unplug from their electronic devices.

This year the 2015 Out-lander got even more thoughtful design and feature improvements.

The top of the line GT seats seven and for 2015 got an upper front grille de-sign, front/rear silver lower bumper trim, wheel arch trim, chrome-accented fog light bezel, standard FUSE Hands-Free Link System with USB port and Bluetooth hands-free phone system.

Also, standard leather-wrapped steering wheel and shift knob, improved sound insulation and suspension tuning, new contrast stitch-ing on fabric seating surfaces, leatherette/fabric combination seating surfaces, new black roof rails, 18-inch alloy wheel

design, LED taillights and sil-ver roof rails.

Moreover, with a starting MSRP price of $23,195 on the entry level ES, the 2015 Mitsubishi Outlander compact crossover features standard seven-passenger seating and is one of the most fuel-effi -cient CUVs available in North America.

It has an estimated EPA-

rated 31 mpg highway. The test drive Outlander all-wheel drive GT starts at $28,195 with all standard equipment and gets 20 mpg in town and 28 on the highway.

Along with a list of standard safety features, the Mitsubishi Outlander has available adap-tive cruise control, forward collision mitigation and lane departure warning.

The Rotary Club of Rosenberg is holding its annual gun raffl e to raise funds for the club’s Diction-ary Project.

Each year, the club distrib-utes personal dictionaries to ev-ery third grade student attending Lamar CISD and Needville ISD schools.

The program has been well received the past seven years as students enjoy receiving a book they can call their own. In those seven years, the club has present-ed 15,307 dictionaries to LCISD and NISD students.

Funds from the gun raffl e go toward paying for the books. In 2010, the club had extra books and club member Ginger John-

son distributed the remaining dic-tionaries during a mission trip to Africa. Eight years ago, Johnson initiated the Dictionary Project here when she was club president.

Raffl e tickets are $20 each and there are 14 prizes. The odds of winning are 30 to 1. Should the club sell more tickets, additional prizes will be added to maintain the odds.

Guns are being provided by Carroll’s Gun Shop in Wharton. Any prize won can be exchanged for other merchandise sold at Car-roll’s Gun Shop.

FILM REVIEW: When the game stands tall

That game is high school football - Friday Nights. In the early 2000’s, the De La Salle Spartans from Con-cord, CA, won 151 straight varsity games. It was and is still called The Streak. This record for victories in a row is considered to be one of the most impressive streaks in all of sports. The real Coach Bob Ladouceur, played by Jim “Person of Interest” Caviezel has reached legendary status for his successful coaching.

This movie “inspired by a true story” is all about the ins and outs of the players, coach-es, parents, and community that treasured their hometown football team. A heavy bur-den for 15-18 year old young men. A brotherhood. What happens in game 152? That drama covers about the fi rst half of the movie. The last half is focused on the 2005 season and the character de-velopment of the players and coaches.

Michael “The Shield” Chik-lis played Assistant Coach

Terry Eidson. I’m a fan of Chiklis; the baldheaded Chik-lis, not the buffoon-haired Chiklis with an equally clown-like goatee. His costume and hair/makeup were disturbing to me and; therefore, I had a tough time accepting the typi-cally hard-nosed Chiklis as a fi red-up high school football coach. Shame on you Direc-tor Thomas Carter.

And here is some more cul-pability for Carter: the poor editing, the blocked punt of your attempt at emotional connection, clueless actors, and a shallow story that did not support the texture of a passionate sport like high school football. I know, Mr. Carter, that you chose to take on this project because you were convinced to your very core that you could make this a memorable fi lm and capture the essence of a truly mean-ingful American feel-good story, but you fumbled the ball. No instant re-play; it’s not worth the money.

Caviezel played Coach La-

douceur with an understated sentiment and almost a blank stare which certainly did not engender the aura of a highly successful coach and father fi gure. And he was overshad-owed by Chiklis inappropri-ately. Mr. Carter, you should have recognized that imbal-ance and let Caviezel perform as the star quarterback. Mrs. Ladouceur was played by Laura Dern; her costume was so unimpressive and distaste-ful that it was befuddling.

Who should see this mov-ie? The junior high football team that has a long losing streak and nothing more to lose by spending two hours in a theatre.

We are defi nitely in a movie slump currently. I felt com-pelled to see this movie out of desperation. Stay positive; the great movies of 2014 are just around the corner.

At what age should boys be introduced to a music educa-tion program?

Boys truly thrive in music starting around the ages of six and seven. And the good news is, these young boys can take Music Magic, a mu-sic enrichment program of-fered by the Fort Bend Boys Choir of Texas. They are a non-profi t performing arts organization known for their proactive, positive music pro-grams.

Music Magic brings music alive through the use of move-ment, musical games, singing and other child-centered ac-tivities. Boys learn about pitch matching and rhythm aware-ness in addition to develop-ing large muscle coordination, increased focus and better musicianship. No auditions are necessary – just a love of music and singing!

For this 18th season of the Music Magic program, the class will meet on Tues-

Carol Scott, a Fort Bend ISD volunteer, has been se-lected as a 2014 Hero for Children. She is among 15 Texas individuals to receive the award in recognition of their commitment to volun-teering their time, talents and skills to help improve the public schools in their com-munities.

She was nominated by Ei-leen Graves, a fi fth-grade teacher at Colony Meadows.

Scott will join the other honorees in being recognized at the September 19 meeting of the State Board of Educa-tion in Austin, where they will receive a certifi cate of honor, a resolution and pho-tographs commemorating the ceremony.

Honorees will also have their names engraved on a plaque that is permanently displayed at the Texas Edu-cation Agency.
