As Chairman for the past 15 years,and as a Board member for most ofthe life of this organization, I haveuniquely experienced its growth and the growth ofFort Bend through several phases. Today, both theorganization and the county reveal the quality andadvantages of maturity, but are still vibrantly young,strong, and growing, seemingly more so than in the past.

A rarity in our community is that whether you grewup here or arrived today, the only qualification forbecoming an integral part of the community is yourwillingness to serve and improve the community.Fort Bend has countless groups and efforts wherethis is confirmed every day.

However, this message is only about one of thosegroups, this organization, and its membership. Thismessage is about you.

Your steadfast confidence, support, and investment intoour organization, especially under the economic duressof the last few years, has greatly moved me. You havemy word and handshake that your commitment isbeing rewarded with the undisputed fact that Fort Bendhas entered into and continues to climb every dayhigher in the ranks of world-class communities.

Letter from the President

I am happy to report the resultsof the 2010 fiscal year to ourmembership. While the country’seconomy still attempts to stabilize, Greater Houstonand Fort Bend in particular, have shown great resilience, strength and growth. Jobs, investment, new demand, new infrastructure are all on the move in a positive direction. Our business climate remains one of the best in the country and our marketing plan, now in its third year, ensures continued exposure of all the things that set our community apart as an attractive place to live and work.

Over the past fiscal year the Greater Fort BendEconomic Development Council, along with oureconomic development partners, assisted projects thatcreated or retained over 1,150 jobs and $88 million incapital investment. The results are among the strongest we have seen over the last decade and will provide new opportunities throughout the county for job creation and capital expansion.

The Greater Fort Bend Economic Development Councilhas worked in partnership with public and privateentities in Fort Bend to bring growth and create atremendously successful and prosperous quality of life.Through our Board and Member leadership, a greatstaff, and a shared vision, Fort Bend County has growninto one of the most successful counties in the countrytoday. The best way to predict the future is to create it.Fort Bend has always had the advantages of proximityto Houston and land available for development, butso have many other locations in the Houston region.The secret to our success has been the collective will towork together and create something special. Whetherit’s development of municipal utility districts, taxincrement reinvestment zones, levee improvementdistricts or the advanced planning and developmentof major highway and thoroughfare improvements,Fort Bend’s public and private sector has collaboratedto develop infrastructure necessary to ensure growthand maintain quality of life.

The Grand Parkway is envisioned as the next “OuterLoop,” extending through seven counties around theHouston Region. Today, the Fort Bend segment, the firstto be complete and the most developed segment todate, is a thriving corridor that will soon have newoverpasses allowing drivers the option to connectnon-stop from U.S. 59 to Interstate 10.

The future is underway in other parts of the county,as well. The Fort Bend Parkway has received permittingapproval from the U.S. Army Corps of Engineers and willsoon begin construction connecting State Highway 6 toSienna Parkway, pending right-of-way acquisition.Negotiations continue with TxDOT and the FederalHighway Administration to extend the WestparkTollway from the Grand Parkway to Cross Creek Ranchin Fulshear, one of the fastest growing corridors in thecounty. And future corridor planning is underway todevelop further east/west and north/south alignmentsto contend with Fort Bend County’s anticipatedpopulation growth, mobility and quality of life.

The CenterPoint Intermodal Center - Houston Metroin West Fort Bend County is a game changer in the

Houston Region. This industrial logistics park, adjacentto and integrated with the KCS Rosenberg IntermodalFacility, establishes Fort Bend as an inland portcomplementary to the Houston Region’s otherprominent international trade complexes. Global

companies will be able to tap into the “Triple ForkAdvantage” available in West Fort Bend County,including a Foreign Trade Zone, three interconnectingrailroads, three major highway systems and access tomultiple Houston Region land, sea and air ports within60 miles or less.

Creating New Industries and Talent

In today’s competitive markets, successful companies rely upon a combination of talent, infrastructure and opportunity. Fort Bend offers these and everything else that a growing business needs.

Consider TimeGate Studios, one of the most innovativevideo-game developers in the world. In March of 2011,the company entered into an agreement to develop abest-in-class motion-capture studio in a partnershipwith the University of Houston (UH). Under thearrangement, UH System and its partners – WhartonCounty Junior College (WCJC) and Houston CommunityCollege (HCC) – will develop a world-class computerscience and digital gaming simulation center andacademic curriculum in Fort Bend. TimeGate providesindustry mentoring and, in exchange, gets the uniquelyskilled workforce and facilities it needs.

In terms of talent, Fort Bend is an attractiveproposition for companies looking for a home. Fornumbers alone, we are the 14th fastest growing countyin the nation; we have the 2nd-highest populationgrowth in Texas; and are 1st among the largest 10counties of the state. Better still, we lead the region inhigh-school graduation rate, and 39% of the workforcehas at least a four-year degree.1 More than strength innumbers, it’s quality in numbers.

Keeping Quality Education AffordableEven as tuition costs soar, we’re committed to makingquality education affordable. Thanks to a partnershipbetween WCJC, HCC Southwest and UH, students canobtain a bachelor’s degree by taking their first two yearsthrough WCJC (co-located on the UH campus in SugarLand) or HCC and finishing through UH. Studentsreceive an accredited four-year degree from a majorstate university for considerably less cost.

Creating New Jobs

All over the county, our office and industrial centers have experienced significant growth, creating new jobs in the process.

Last year, Texas accounted for over 50% of all privatesector jobs created in the U.S.1 The Houston-SugarLand-Baytown MSA ranked #3 on “Best Big Cities forJobs” list.2 Locally, the outlook is equally robust. FortBend is expected to lead the region – and be #5 in thenation – in job creation through 2015, averaging morethan 3% growth per year.3

In fact, while the national economy struggled to gainits footing, deals worked through the EDC and oureconomic development partners in Fort Bend producedone of the best job and capital production years in ourhistory with over 1,150 new and retained jobs, $88 millionin capital investment and 720,000 square feet ofcommercial space involved.

Creating New Spaces

With the Imperial Redevelopment Project, developerswill transform the historic Imperial Sugar plant whilecarefully preserving its distinct architectural features.This pedestrian-friendly environment will attract youngprofessionals with new office and business space, parks,entertainment venues, a hotel and convention centerand a new $30 million minor league baseball stadium.

The Redstone Companies, owner and operator ofThe Houstonian Hotel, Club & Spa, is consulting withJohnson Development on the exploration of renovatingthe historic Char House and developing a new hoteland conference center as a part of the new Imperialproject. The goal of the project, which will alsoinclude the StarTex Power Field, business andresidential space, is to create a regional destinationthat showcases the area’s rich appeal.

The Good LifeQuite simply, Fort Bend is a great placeto live. While housing markets declinednationwide, our region has managed tomaintain its value. The Houston-SugarLand-Baytown MSA is ranked in theTop 20 healthiest housing markets inthe nation.1 We’re also one of the safest.Sugar Land was named the safest cityin Texas – #11 nationwide – withMissouri City also making the list.2

Then there’s the incomparable standardof living. We are #1 in HouseholdIncome in the Houston Region3 andranked #5 in the nation for lowest cost of living amongmajor metropolitan areas.4

In this environment, it’s no surprise that ourneighborhoods are so popular. Cinco Ranch in the KatyArea, Telfair in Sugar Land and Sienna Plantation in theMissouri City Extra Territorial Jurisdiction have eachranked on the “Top 10 Selling U.S. Master-Planned
