Who we are

We are part of Scottish and Southern Electricity Networks, operating under licence as Scottish Hydro Electric Transmission Plc for the transmissionof electricity in the north of Scotland.

In total we maintain about 5,000km of overhead linesand underground cables – easily enough to stretchacross the Atlantic from John O’Groats all the wayto Boston in the USA.

Our network crosses some of the UK’s most challengingterrain – including circuits that are buried under theseabed, are located over 750m above sea level andup to 250km long.

The landscape and environment that contributeto the challenges we face also give the area a richresource for renewable energy generation. There is ahigh demand to connect from new wind, hydro andmarine generators which rely on Scottish and SouthernElectricity Networks to provide a physical link betweenthe new sources of power and electricity users. Scottishand Southern Electricity Networks is delivering a majorprogramme of investment to ensure that the network isready to meet the needs of our customers in the future.

Our responsibilitiesAs we are the only company that owns an electricitytransmission network in the north of Scotland we areclosely regulated by the energy regulator Ofgem. Weare issued with a licence to operate and we must adhereto the terms of the licence. For this reason we operateon a very separate basis to other SSE businesses.

Our licence stipulates that we must develop andmaintain an efficient, co-ordinated and economicalsystem of electricity transmission.

What is the difference betweenTransmission and Distribution?

Electricity Transmission is the transportation ofelectricity from generating plants to where it isrequired at centres of demand.

The Electricity Transmission network, or grid,transports electricity at very high voltages throughoverhead wires, underground cables and subseacables. The transmission network connects largescale generation, primarily renewables, to centraland southern Scotland and the rest of Great Britain.

The Electricity Distribution network is connected intothe Transmission network but the voltage is lowered bytransformers at electricity substations, and the poweris then distributed to homes and businesses throughoverhead lines or underground cables.

Purpose of this public consultation

Need for the project

The growth in energy generation, including from local renewable energy sources, has contributed to a need for reinforcement of the existing infrastructure at Fort Augustus substation. In addition, ensuring futuresecurity of supply and development of the wider electrical network.

The reinforcement design will take account of the Bhlaraidh and Beinneun Windfarm connections, aswell as considering the works for the connection ofCoire Glas Hydro power station. Our wider design considerations are how this substation fits into the balanced performance of the electrical network.

We are presenting our preferred design for the Fort Augustus Substation Reinforcement Project following an initial public consultation which washeld in September 2016.

This consultation will allow members of the public to provide valued input ahead of further refinementand a submission of a Planning Application toThe Highland Council in Autumn 2017.

Following the first consultation phase we have developed the preferred design to achieve a balance between technical, economic and environmental factors whilst considering the views of statutory authorities and members of the public.

Project Description

Phased Approach

• Expansionoftheexistingsubstation footprint;

• Constructionofthreenewbuildings that will house electrical switchgear;

• Theconstructionandconnectionof four new transformers;

• Constructionofnew,overhead aluminium structures (busbars) and underground connections within the expanded substation footprint; and

• Therelocationandremovalofexisting substation equipment.

The Transmission Planning Team have confirmed that the Substation Reinforcement still requires a two phased approach. The first phase sees development of the 400kV and 132kV systems, the second will see development of the 400kV and 275kV systems.

The First Phase requires the 400kV and 132kV element to be completed by October 2021. This phase will provide the Bhlaraidh and Beinneun wind farm developments with a firm connection. It will be necessary to undertake certain elements of Phase Two during the construction of Phase One.

The elements of Phase Two required to be undertaken include busbar rearrangement, this is necessary to reduce the requirement for extended electrical outages during the Phase Two construction works.

The Second Phase will see construction of the 400KVand 275kV element, this is currently required to be delivered by October 2024. This second phase is required to meet System Security & Supply Standards – essentially it will be required to help control and manage the wider network. For the purpose of this consultation, we are displaying Phase One and Phase Two as a single development.

Since the original consultation in September 2016, our Transmission Planning Team have continually assessed the requirement to reinforce the substation.

Project TimelineThe main stages of the development process and the opportunities there will be formembers of the public to give feedback are detailed below. All dates are indicative at this stage.

Preferred Design

We have used feedback from Statutory Authorities, suchas SEPA and SNH, along with responses from membersof the public to reach a preferred design.

Our design has been created on the basis of technical, environmental and economic considerations. We have attempted to limit the increase of the substation footprint, avoid areas of known flood risk, provide a technically acceptable solution and minimise the visual impact of the proposal.

A key concern noted in the September 2016 consultation highlighted concerns about operational noise caused by substation equipment. This issue has been a key factor for the engineers responsible for equipmentdesign specifications. We are confident that through careful design and selection of high quality equipmentthat there will be no overall increase in operational noise from the substation.

In September 2016 we presented four options for the substation reinforcement and invited feedback ahead of further development.

Key Considerations

Access Considerations

Flood Risk

We are undertaking a desktop transport study to investigate how we could safely access the site during the construction period. We currently have a preference to use the existing A82 - Jenkins Park - Auchterawe Road given it was previously improved in agreement with The Highland Council Roads Department. We have identified six potential access routes and are keen to understand the views of the community, receive comments and understand any preferences on how the site could sensibly be accessed throughout the construction phases. All routes will be subject to a detailed technical assessment, require discussions with relevant authorities or landowners and planning approval gained if necessary.

With regards to the Abnormal Load movements, given the size and weight of the required transformer units, we expect these to be delivered along the A82 - Jenkins Park - Auchterawe Road as per previous abnormal deliveries.

The preferred design has been created to minimise the risk of flooding both to the proposed reinforcement but also to the wider area.

A flood risk assessment will be undertaken as part of a wider environmental assessment.

On the basis of this assessment, drainage will be designed to ensure there is no increased risk to the surrounding area or to the substation.

The initial consultation held in September 2016 identified four key areas of consideration: noise from operational equipment, flood risk to the proposed development, impacts on the landscape and local amenity and concernsabout construction traffic.

Visual impact

Noise of Operational Equipment

During 2016 and early 2017, we have worked with members of the local community to create a plan which will aim to screen the developed substation from the Auchterawe Road and properties located to the west of the site. The plan will see a significant planting scheme undertaken, comprising of mixed native woodland. The existing bund located to the north of the substation will be added to in order to raise its overall profile.

Our preferred design will require the felling of trees located immediately to the west of the substation. At present, the forestry block to the west of the site provides a buffer screening receptors in this direction from the visual effect of the substation. The area required for development of Phase One is likely to extend to around 165m west from the current boundary. We will be required to cut into the forestry block here to accommodate the preferred design.

The forestry located to the west is in poor condition and the remainder will have to be felled and replanted in the future, leading to a temporary loss of screening at that time. As part of this consultation we are asking members of the public to provide suggestions on how we can provide an acceptable visual barrier in place of the forestry block in the immediate and longer term.

We will be replacing three reactor units between October 2017 and March 2018. The reactors were supplied to us in 2014, however they do notperform to the required standard when in operation, and as a consequence they produce excessive noise.

The replacement units have been designed to a strict specification which will significantly reduce operational noise levels from the substation.

The new equipment required for the substation reinforcement will be designed and arranged to ensure that there is no overall increase in noise levels. A noise modelling study will be used to inform the layout of the substation and ensure that this is the case.

Once construction is complete, a noise survey will be undertaken to confirm that there is no increase of operational noise.
