    and i t seems unclear how a group, especially a group like a legislature, may haveintentions." 2 Scholars' question quite how (and even why) legislative intent shouldbe considered.

    "So long as we think legislative intention is a matter of what someone has inmind and means to communicate by a vote, we must take as primary themental states of particular people because institutions do no t have minds, an dthen we must worry about ho w to consolidate individual intentions into acollective, fictitious group intention."3

    This implies to construct a legislative intent an interpreter must fabricate anintention from a se t of disparate and incompatible individual intentions. Theinterpreter must choose whose intentions to count towards t he construct an dwhich of their intentions to count. 4 "These choices are arbitrary and ma y not, ofcourse, be constrained by reference to the legislature's true i ntent, for no such intent

    exists. Thus, the sceptics conclude, legislative in tent does not exist." 5 The intent ofthe bill's author, as we see in evidence, may itself be completely different than theinten t of the cosponsors and the collective 'i ntent' of the Senate as a legislativebody.

    "The intentions of he legislators plainly diverge in many ways. The legislatorshave their own private plans, they ma y act fo r certain parts of a bill but not forothers, and they ma y vote for a bill no t knowing its detail and in part toconform to party discipline or some such. Certain legislators will be muchbetter-informed than others about the detail of he bill and its likely effect,while others ma y be ignorant or confused about its content. Thus, the

    intentions of ndividual legislators are not identical, which is what one mighthope for if aggregation was to work. Further, a minority of egislators nearlyalways votes against a bill, and their intentions are quite different from those ofother legislators."6

    Again, taking into consideration a legislative body like the St udent AssociationSenate it becomes disingenuous and questionable to make a judicial interpretationoff of 'legislative intent' .

    11 Section 1- Procedures

    12 A. Recall election requests shall be made only after three months of t he new13 administration taking power.1415 B. The petitioner shall present a claim outlining the reasons tor the recall request to16 the elections commission.1718 C. The recall petition must be verified by the Commission and must contain the19 amount of signatures required according to what is specified in the section20 corresponding to the type of recall election.2122 D. The signatures obtained must be veri lied by the Dean of Students.2324 E. Upon the successful completion of a recall petition, the Commission will set the
