Ancient Greece was made up of many independent cities known as polis. At first these city states were in the hands of nobles and aristocrats. Whereas the people of Athens chose a democratic government, other cities chose other forms of government. This was the first step towards a democratic system because the leaders depended upon the people's support. Under a democratic government citizens had equal rights. Women and slaves had no rights.
