Foreword I am delighted to introduce this Report on Mapping INGOs’ Contribution to the Health Sector in 2008. Our slogan “Joining Hands for Access to Health” inspires us that Together We Can deliver essential health care for all.” The Association of International NGOs (AIN) with its core of 80 Members has come together to promote mutual understanding, exchange information and share the experiences of learning about work in Nepal in order to improve collaboration and coordination. This report provides an up-to-date mapping of INGOs who have contributed to the Nepalese health sector depicting program areas, components of successful interventions, and financial support along with the districts where they have worked. In spite of the overall effort to improve public health in the country, incidences of many diseases and chronic conditions have been rising in various regions. For this reason there continues to be an urgent need for efficient planning and effective health sector strategies to be implemented at all levels. We need to find ways to reach out and accomplish more! Presenting a brief profile of AIN Members, this report is primarily designed as a handy advocacy tool for outlining health services and interventions. The intent is to map out AIN’s Health Programme in order to provide rich information and learning for the INGOs in Nepal. Foreword

I am delighted to introduce this Report on Mapping INGOs’ Contribution to the Health Sector in 2008. Our slogan “Joining Hands

for Access to Health” inspires us that Together We Can deliver essential health care for all.” The Association of International

NGOs (AIN) with its core of 80 Members has come together to promote mutual understanding, exchange information and share

the experiences of learning about work in Nepal in order to improve collaboration and coordination.

This report provides an up-to-date mapping of INGOs who have contributed to the Nepalese health sector depicting program

areas, components of successful interventions, and financial support along with the districts where they have worked. In spite of

the overall effort to improve public health in the country, incidences of many diseases and chronic conditions have been rising in

various regions. For this reason there continues to be an urgent need for efficient planning and effective health sector strategies

to be implemented at all levels. We need to find ways to reach out and accomplish more!

Presenting a brief profile of AIN Members, this report is primarily designed as a handy advocacy tool for outlining health

services and interventions. The intent is to map out AIN’s Health Programme in order to provide rich information and learning

for the INGOs in Nepal.

This mapping exercise should serve as a resource for all AIN Members, as well as our Partners, the Government of Nepal, and

Civil society, in addition to all other stakeholders in Nepal or abroad who may be interested in our work.

We hope that this publication will be a step forward in helping to deal successfully with the health challenges in Nepal. The

AIN Health Task Group has made a commendable effort in acknowledging the contribution done by the Members for access

to good health.

The AIN Health Task Group (HTG) was formed in 2007 to effectively work together and to maximize the positive effects

that AIN members can have on the health approaches at all levels. One of the other objectives of the HTG is a single

INGO voice for health sector reform and effective delivery of health services. The HTG comprises of – BNMT, CCS Italy,

IRD, LWF, NLR, Oxfam, PSI, SCF, SPW, and UMN, with AIN program coordinator acting as the secretary of the HTG.

The Government of Nepal (GoN) has appropriately recognized the role of NGOs and civil society organizations to

accomplish the objectives of the Health Sector Reform Implementation Plan. The AIN/HTG is keen to contribute towards

effective implementation of Health Sector Strategy of the GoN.

We at the AIN/HTG believe that this mapping report of INGOs contribution towards health services delivery as well

as their contribution at health sector policy will provide useful information to the Ministry of Health and Population of

the Government of Nepal, External Development Partners (EDPs), other INGOs, national and local NGOs and other

organizations working in health. The AIN/HTG will be pleased to provide any further information required by our partners

for effective delivery of health services in Nepal.

I like to take this opportunity to thank all the members of the Health Task Group for their hard work in ensuring that this

mapping report came to a good shape and produced.

Terms of ReferenceAIN - “Health Task Group”

Healthy citizens are active and productive. They can contribute to effective economic development. The famous quotation - “Health is Wealth”

can be easily applied in the Nepalese context as well. Without good health we cannot imagine creative, action orientated, and productive

citizens. Effective health services delivery is therefore critical to Nepal’s development. Poorly planned and ineffective implementation of

essential health services can be a cause for unhealthy life of the citizen that can lead to low production and poor life.

The Government of Nepal in 2004 developed the Health Sector Strategy – Agenda for Reform, and its Implementation Plan. There are eight

important outputs:

a. prioritized EHCS

b. decentralized health management

c. private and NGO sector developed

d. sector management

e. financing and resource allocation

f. management of physical assets

g. human resources development, and

h. integrated MIS & QA policy.

The output 3 recognizes the role of private sector & NGOs in the delivery of health services.

The INGOs implement their activities through the national and local NGOs. Therefore, the role of I/NGOs will be key to contribute to the

effective implementation of health sector strategy of the Government of Nepal. For this, a common understanding amongst the I/NGO

community towards the health sector strategy implementation would facilitate concerted and coordinated approaches.

Nepal is in the process of writing a new constitution through an elected constituent body and, in the meantime, has decided to move into

federal system of government. Sustainable and effective health system will be a long term process based on preventive, promotive and

curative programs, reducing health related hazard for the people in the communities. The challenges ahead are enormous and it is in this

context that the AIN has formed the Health Task Group.

Purpose/Mandate:

The purpose of Health Task Group is to maximize the positive effects that AIN members can have on the health approach at all levels. The

mandate of the Health Task Group is not of limited duration but will function as a standing group within AIN for as long as deemed necessary.

The Health Task Group will review the mandate and objectives annually to ensure the Health projects and programs are required to fulfill

its aim, objectives, proposes and activities. Annual outcomes and quarterly milestones will be prepared based on identified priorities. There

will be a three-person team to facilitate group processes and coordinate activities under the AIN secretariat.

Objectives:

Following are the objectives of the Health Task Group to fulfill its purpose/mandate:

Towards AIN Members

• Promote and disseminate among the AIN members programs and projects on all health related matters so that all the Members

engaged on health can ensure effective and quality based programs delivery.

• Being an accountable and responsive advocate for Health within all the AIN members, recommending them on best practices and

models on public health policies

• Creating an environment for coordination and collaboration among members’ activities to establish synergies in the health efforts and

avoid unnecessary duplication and overlapping

Towards Government of Nepal, local partners and stakeholders

• Networking and lobbying to promote an inclusive and comprehensive national health system based on shared responsibilities among

the different stakeholders (Governments at national and local layers, community based organizations, community and private hospitals,

and national and local level NGOs)

• Being a platform for framing and debating policies in all health related issues to be adopted by the Government,

• Lobby and Advocacy for the formulation of Health and government related policy, plan and strategy.

• Engage Ministry of Health and Population and Education and Sports in coordinating common efforts to implement and scaling up

school health based activities.

Activities

• Create a knowledge bank by collecting resources on Health and school based Health. This will include collating the following on the

AIN website

• Organizational mapping: (who is doing what and where).

• Promoting within the taskforce, specific working group or specific debate on: HIV/AIDS, Safe Motherhood Program, School Based

Health Initiatives, financial sustainability of health programs at grassroots level

• Liaise and coordinate common strategies with AIN education taskforce for scaling up and implement the school based health and

nutrition strategy endorsed in 2006 by the government of Nepal and Ministry of Health and Population (MOHP)

• Liaise and organize with AIN capacity building taskforce sharing meeting on best practices on health implemented by the members

• Preparing and formulating common position papers to be submitted to the Government of Nepal

• Identify jointly possible thematic areas focused on health strategies programs,

• Organize regular on meetings – monthly or as required-- to update on developments and progress in the Health

• Inform and facilitate the AIN members’ participation on specific events and consultations at national and local level on public health

related issues.

sign MoU for coordination at central level and coordinate at grass root level. Different

I/NGO have different norms, if possible why not to make same or make range on norms,

so that it will make life easy at grass root level.
