The DENR is the leading government agency that is
mandated to sustainably manage our natural resources with
the objective of maintaining a balanced ecosystem through the
implementation of programs and projects. This publication
contains science-based data and information that are accurate,
relevant and useful to planners, policy makers and researchers
that will contribute to the formulation of realistic and
relevant local development plans, policies and approaches that
will promote economic development without sacrificing environmental protection.
This publication is also an embodiment of the collective and integrative efforts of the
management services, the technical services and the four (4) Community Environment and Natural
Resources Offices (CENRO) under the PENRO Agusan del Sur.

Executive Order No. 192 dated June 10, 1987 – “Providing for the Reorganization of the De-
partment of Environment, Energy and Natural Resources (DEENR), Renaming it as the De-
partment of Environment and Natural Resources (DENR), and for other Purposes”.
DENR is mandated to be the primary government agency responsible for the conservation,
management, development, and proper use of the country’s environment and natural re-
sources, specifically forest and grazing lands, mineral resources, including those in reservation
and watershed areas, and lands of the public domain, as well as the licensing and regulation of
all natural resources as may be provided for by law in order to ensure equitable sharing of the
benefits derived therefrom for the welfare of the present and future generations of Filipinos.
To accomplish this mandate, the Department shall be guided by the following objectives:
Assure the availability and sustainability of the country's natural resources through ju-
dicious use and systematic restoration or replacement, whenever possible
Increase the productivity of natural resources in order to meet the demands for forest,
mineral, and land resources of a growing population;
Promote equitable access to natural resources by the different sectors of the population;
and
Conserve specific terrestrial and marine areas representative of the Philippine natural
and cultural heritage for present and future generations.
DENR is tasked to formulate and implement policies, guidelines, rules and regulations
relating to environmental management and pollution prevention and control.
Formulate implement and supervise the government's policies, plans and programs per-
taining to the management, conservation, development, use and replenishment of the
country's natural resources and ecological diversity; and
Promulgate and implement rules and regulations governing the exploration, develop-
ment, extraction, disposition, and use of the forests, lands, minerals, wildlife, and other
natural resources.

The history of the Department goes back as far as 1863 when
by virtue of a Spanish Royal Decree an office known as Inspeccion
General de Montes was created in the Philippines. Although that
agency focused on forest administration in its generic terms as dic-
tated by the limited scope of services then required, nevertheless its
functions and responsibilities included several concerns related to the
management of a wide range of natural resources, such as forest
inventory and protection, land classifica- tion, watershed protection,
water, biodiversity and mineral resources conservation.
In 1901, the Department of Interior was created vested with the
powers and authority on matters that included natural resources. The
Department of Interior continued to exist for about 15 years until
November 18, 1916 when Act No. 2666 was enacted. The act entitled
"An Act to Reorganize the Executive Department of the Government
of the Philippine Islands" abolished the Department of Interior and
transferred its functions and authority to the Department of Agriculture
and Natural Resources (DANR).
Under Act 2666, the DANR took "direct executive control, direction and supervision
of the Bureau of Agriculture, Bureau of Forestry, Bureau of Lands, Bureau of Science and the
Weather Bureau and all mat- ters concerning hunting, fisheries,
sponges and other sea products and such others as may be hereafter
assigned to it by law". The Bureau of Science was the result of the
merger of the Mining Bureau and the Bureau of Government
Laboratories. In 1932, a new reorganization act was passed, providing
for the renaming of DANR to Department of Agriculture and
Commerce (DAC) and the addition of anoth- er bureau to it - the
Bureau of Commerce. It was also at this time that the Bureau of
Agriculture was split into the Bureau of Plant Industry and the Bureau
of Animal Industry. This raised to seven the number of bureaus in the
former DANR.
A year later, by virtue of the same Act, the following entities were or- ganized and
placed under the direct control and supervision of the Secretary of Agriculture and Commerce:
Divisions of Accounts and Property, Statistics and Publications, Mineral Resources, Industrial
Engineering, Home Economics and Navigation, Fish and Game Administration, Fiber
Inspection Service and Scientific Library Division. During the period 1934 to 1938, the

Divisions of Mineral Resources, Industrial Engineering and Home Economics, Fish and Game
Ad- ministration and Scientific Library Division were placed under the Bureau of Science
while the Division of Accounts and Property was abolished. One highlight of this same period
was the creation of the Bureau of Mines (out of the erstwhile Division of Mineral resources) by
virtue of Commonwealth Act No. 136.
From 1938 up to the outbreak of the Second World War in 1941, other organizational
changes took place. The Fish and Game Administration was divided. The functions relating to
fish and fisheries went to the Division of Fisheries under the Office of the Secretary of DAC
while those relating to game administra- tion went to the Bureau of Forestry. A new division
called the Division of Soil Survey was created under C.A. No. 418 to undertake soil and
agronomical survey and placed under the Office of the Secretary. The Division of Statistics
and Publications rose to become the Bureau of Census and Statistics under the Office of the
President. The Office of the Secretary was reorganized into 3 divisions, namely:
Administrative, Legal and Technical Divisions. The Natural History Museum Division was
transferred from the Bureau of Science to the Office of the
Secretary.
After the war, on July 1, 1945, the DAC was reconstituted
on account of the changes made by the Philippine Republic. A
reorganization act in 1947 brought back the name Department of
Agriculture and Natural Resources but transferred the Bureau of
Commerce and Weather Bureau to a new Depart- ment of
Commerce and Industry. The Divisions of Fisheries and Natural
History Museum were transformed into bureaus and were placed
under the Office of the President.
An enabling act in 1953 added the Bureau of Agricultural Extension to the DANR. On
this same year, the Office of Agricultural Information was established.
There were no major changes in the DANR's structure
from 1954 to 1974. However, the end of DANR came on May 17,
1974 when Presidential Decree No. 461 was issued providing for
the Department\'s reorganization into 2 departments, namely: the
Department of Agriculture (DA) and the Department of Natural
Resources (DNR).
Under this set-up, the DNR took the following line bureaus
and attached agencies: Bureau of Forest Development (BFD),
Bureau of Mines (BM), Bureau of Lands (BL), Bureau of Fisheries and Aquatic Resources
(BFAR), National Committee for Mineral Exploration and Survey Operations
(NACOMESCO), Presidential Committee on Wood Industries Development (PCWID),

Fishery Industry Development Council (FIDC), Surigao Mineral Reservations Board (SMRB)
and the Presidential Ac- tion Committee on Land Problems (PACLAP).
Certain agencies were created later on and attached to the DNR. These were the Forest
Re- search Institute (FORI) established on December 8, 1974 under
PD No. 607; the Philippine Fish Marketing Authority (PFMA), on
August 11, 1976 under PD No. 977; the Natural Resources
Management Center (NRMC), on October 25, 1976 under PD NO.
1041; the National Environmental Protection Council (NEPC), on
April 18, 1977 under PD No. 1121; and the Mineral Reservation
Development Board (MRDB) taking over the functions and powers
of the abolished SMRB on February 1978 under PD NO. 1305.
With the shift to a parliamentary form of government in
1978, the DNR became the Ministry of Natural Resources (MNR).
A component arm, the Natural Resources Development Corporation was started under
Executive Order No. 786 in 1982. In 1985, the concern on fish and fisheries was transferred to
the Ministry of Agriculture, leaving the MNR with only three (3) bureaus aside from the
attached entities.
On January 30, 1987, Executive Order No. 131 was issued creating the Department of
Energy, Envi- ronment and Natural Resources (DEENR) that took the powers and functions of
the MNR and embraced the emerging critical concerns about energy and environment.
However, EO 131 was never implemented. Executive Order No. 192 came out on June 10,
1987, reorganizing the DEENR and renaming it as the Department of Environment and
Natural Resources (DENR).
The main features of EO 192 were the transfer of the energy matters to the office of
the President and the decentralization of the bureaucracy by transforming the former line
bureaus to staff bureaus and transforming most of the line functions to the regional and field
offices. These features are in fact dramatic changes for they radically altered the concept of
the bureaucracy and for the first time moved to institutionalize the decentralization of
functions and authority within the Department.
In 1993, Laguna Lake Development Authority (LLDA) was attached to the DENR by
virtue of Executive Order No. 149, thereby adding to the mandate of the Department its
complete supervision.
In October 1993, by virtue of A.O. No. 90, the Project Management Office (PMO) on
Solid Waste Management under the Presidential Task Force on Waste Management was
created, with the DENR as the lead-executing agency. The PMO assists the Task Force in the
formulation of the necessary standards/guidelines and criteria for effective, efficient and

economical waste management.
In 1995, the passage into law of the Philippine Mining Act or R. A. No. 7942 restored the line
function of the Mines and Geo-Sciences Bureau.
On October 15, 1996, Executive Order No. 374 was issued creating the Presidential
Task Force on Water Resources Development and Management (PTFWRDM), chaired by the
Secretary of the DENR. PTFWRDM is tasked to coordinate the projects of various
government agencies and departments involved in water to ensure efficient management and
development of the country's water resources.
Pursuant to the issuance of Executive Order No. 406 on March 21, 1997, the Philippine
Economic Environmental and Natural Resources Accounting (PEENRA) System was
institutionalized thus creating units within the organizational structure of the DENR, NEDA
and the NSCB. It is tasked to generate macro-indicators that shall reflect the relationships and
interactions between economy and the natural resources, and the establishment of a reliable
data base on social valuation estimates of environmental services.

B. Caraga Region
The history of Caraga can be tracked back in the 15th century when explorers
discovered the ex- istence of Kalagans, believed to be Visayan in origin in one of the three (3)
districts in Mindanao. The word Caraga originated from the Visayan word Kalagan, “Kalag”
meaning soul or people and “An” meaning land. The Kalagans have long history being brave
and fearless. Thus, the region was called by early chron- iclers as the “Land of Brave and
Fierce People.”
The Kalagans, called Caragans by the Spaniards, occupied the District that was
composed of the two (2) provinces of Surigao, Northern part of Davao Oriental and Eastern
Misamis Oriental. The two (2) Agusan Provinces were later organized under the
administrative jurisdiction of Surigao and became the independent Agusan Province in 1914.
In 1960, Surigao was divided as Norte and Sur. And in June 1967, Agusan followed suit.
While Butuan then was just a town of Agusan, by virtue of Republic Act 523, the City Charter
of Butuan was approved on August 2, 1950.
On February 23, 1995, Republic Act No. 7901, “An Act Creating Region XIII to be
known as Caraga Administrative Region and for other purposes”, was signed into law by
President Fidel V. Ramos, constitut- ing the provinces of Agusan del Norte, Agusan del Sur,
Surigao del Norte, Surigao del Sur and the cities of Surigao and Butuan, which serves as the
regional center. On August 24, 2006, Republic Act No. 9335 created a new province from
Surigao del Norte, the Dinagat Islands Province which constituted the fifth province of
Caraga.
C. Province of Agusan del Sur
The province of Agusan del Sur was born on June 17, 1967 under Republic Act No.
4979 providing for the division of the province of Agusan into Agusan del Norte and Agusan
Del Sur. In January 1970 the first set of provincial officials assumed office after the provincial
election of November, 1969. The same law provided that the capital of Agusan del Sur shall
be the municipality of Prosperidad and the Government Center has been set up in Barangay
Patin-ay.
Hon. Rufino C. Otero was elected as the first Provincial Governor and Hon. Democrito
O. Plaza the first Congressman in the election of November, 1969. The term of office of
Congressman Democrito Plaza would have continued until December 1973 had it not for the
proclamation of Martial Law on September 21, 1972, which in effect abolished the Congress.
When the Interim Batasang Pambansa was convened in 1978 after almost a decade of absence
under Martial Law, Hon. Edilmiro Amante represented the province in the Interim National
Assembly. Agusan literally means “where the water flows”, after the great river that split the
land from south to north in a 250 km rush to the Butuan Sea.

A. Geographical Location and Accessibility
Agusan del Sur is one of the five (5) provinces in Region XIII known as the Caraga Administrative Region. It is situated in the northern part of Mindanao, Philippines within the grid square of 7°55’57” - 9°00’ latitude and 125°15’ - 126°15’ longitude. It is bounded on the north by the province of Agusan del Norte, on the east by the province of Surigao del Sur, on the south by the provinces of Davao del Norte and Compostela Valley and on the west by Misamis Oriental and Bukidnon (See Annex A-1: Administrative Map of Agusan del Sur). The land is an elongated basin formation with mountain ranges on its eastern and western side. It is a landlocked province. The Agusan River, which flows from Davao del Norte towards Agusan del Norte, runs almost in the middle of the valley. This valley occupies the central longitudinal section of the province. The province is considered the fourth biggest province in the country occupying a land area of 8,965.5 sq.kl and/or 829,719.00 hectares, making it the seventh largest province in the country. Its land area is equivalent to forty three percent (43%) of the region’s total area. The name Agusan del Sur is a very interesting sideline in the history of the province. Agusan came from the word "Agasan" which means, "where the water flows". The province has two Congressional Districts, and it is subdivided into thirteen (13) municipalities and one component city and Prosperidad as the capital town. There are 318 barangays including the four special barangays. District I composed of one component City of Bayugan and five municipalities, namely: Esperanza, Prosperidad, San Luis, Sibagat and Talacogon while District II composed of eight municipalities: Bunawan, La Paz, Loreto, Rosario, San Francisco, Sta. Josefa, Trento and Veruela (ADS PDPFP 2018-2027).

District I which composed of six cities/municipalities has an area of 399,806 hectares that represents 49% of the province’. It has a forestland of 307,129 hectares and 92,677 hectares agricultural land. While District II has 429,913 hectares or 51% of the province total land area wherein 306,547 hectares is forestland and 123,266 is agricultural land.

Per implementation of Executive Order 366, PENRO - Agusan del Sur has subdivided it CENR Offices from five into four by abolishing CENRO San Francisco. Of the four CENR Offices, CENRO Bayugan has the largest land coverage which is 263,523 hectares where 81% of it is forestland and 19% is agricultural. CENRO Talacogon follows with 257,811 hectares, 85% is forestland and 15% is agricultural land. CENRO Bunawan has 166,833 hectares where 58% is forestland and 42% is agricultural. CENRO Loreto has the least area which is 141,552 hectaes, 72% is forestland and 28% is agricultural.
Seventy Four percent (74%) of the total land area of the province is forestland, while
the remaining twenty-six percent (26%) is certified Agricultural land. There is no declared
mineral land in the province but presently, there are areas that are rich in minerals and are
utilized as mining site. See Annex A-2: Land Classification Map.

C. Topography and Slope
The province is an elongated basin in the formation with Mount Magdiwata Ranges in the eastern and Pantaron Range in the western sides forming a valley, which occupies the central longitudinal section of the land. See Annex A-3: Slope Map.
Based on slope gradient, the province has areas suitable for agriculture and settlement
from 0-18% slope. However, large areas particularly in timberland which are above 18% slope but cultivated sporadically by upland dwellers converted into agriculture. Slope classification is one indicator in sensitivity to flood, rain-induced landslide and soil erosion hazards. See Annex A-4: Flood Hazard Susceptibility Map.
D. Climate and Weather
The province is geographically situated below the typhoon belt but it is usually affected by depressions forming in the typhoon regions of Visayas and Surigao del Norte. The climate map of the Philippines based on modified coronas classification shows that portion of the province falls under type II, and portion on the Western side of Misamis Oriental, and Bukidnon falls under the type IV (rainfall is more or less evenly distributed throughout the year). Type II climate has no dry season with a very pronounced maximum rain period. Maximum rainfall generally occurs in December - February although there is no single dry month. Areas characterized by this climate are generally along or very near to the eastern coast thus, open to the northeast monsoon. Based on PAG-ASA, the province has a moderate rainfall volume of 101-250 mm. However, based on the ten-year rainfall pattern, the province has an average rainfall volume of 348.24 mm. Moreover, its average monthly rainfall volume exceeds 250 mm except in 2013 and 2015.

A. Population
Based on the 2015 Census of Population and Housing (CPH), the province of Agusan del Sur posted a total population of 700,653 persons as of August 1, 2015. This is larger by 44,235 persons compared to its total population of 656,418 persons counted in the 2010 CPH. The increase in the population count in 2010 translated to an average annual population growth rate (PGR) of 1.72 percent. (2010-2015). This is lower than the .18 percent annual PGR of the province between the census years 2000-2010.
Important Note: The National Statistics Office (NSO) census for Population and Housing is conducting ten (10)-year trend/gap period, however, for the year 2015, their Office is conducting its mid-census for Population and Housing, a five-year trent/gap from their census of year 2010, hence the data used in this statistical is for year 2010 since they are still gathering the data down to the barangay level.

The Philippine population increased by 1.72 percent annually, on average, during the period 2010 to 2015. By comparison, the rate at which the country’s population grew during the period 2000 to 2010 was higher at 1.90 percent.

B. Education
Department of Education Division of Agusan del Sur covers 13 municipalities with 30 school districts of which 16 are located along the Maharlika Highway and 14 school districts are along the Agusan River.

The Division has a total of 397 public elementary schools and 30 private elementary schools. For the secondary level, there are 89 public secondary schools and 24 private secondary schools. There are 29 implementing units and 60 non-implementing units in the public secondary schools.

Tertiary
Agusan del Sur is served by government tertiary level institutions such as the Philippine Normal University – Mindanao Campus and Agusan del Sur School of Arts and Trades in Prosperidad, Agusan del Sur State College of Agriculture and Technology in Bunawan and an annex in Sta. Josefa. In addition, private tertiary schools are also serving the province namely: Agusan del Sur College in Bayugan City; San Francisco Colleges, Mt. Carmel College, System Technology Institute, Saint Francis Xavier College, Southway College of Technology, and AMA Computer Learning Center of ADS, Inc. in San Francisco; West Agusan College in Talacogon; and, Father Saturnino Urios University in Trento.

C. Socio-Cultural Profile
Religion
Majority of the population of Agusan del Sur were Roman Catholics (72.28 percent). Evangelicals, Iglesia ni Cristo, and Aglipayan followed with 9.95, 2.70, and 2.11 percent, respectively. Ethnic Groups
Most of population in Agusan del Sur classified themselves as Cebuanos (30.7 percent), while 15.7% as Manobo/Ata-Manobo, and 9.1% as Hiligaynon. Other ethnic groups included Boholano (7.1%) and Butuanon (4.3%). Dialect/s Spoken
Cebuano was the most widely spoken dialect in the households in Agusan del Sur accounting for 41.21%. Bisaya/Binisaya and Manobo/Ata Manabo followed with 29.42 and 9.55 percent, respectively. Indigenous People Population
The province has a total of 152,884 or 27.80% Indigenous Population. Manobo is the most common IP with 121,191 or 79%, followed by Kamayo with Mandaya 14,893 or 10%, and third Higaonon with 10,368 or 78%. Most of the Manobos are found in San Luis, La Paz, Loreto, Prosperidad, Esperanza, Rosario and Bunawan. Higaonon tribes are mostly found in Esperanza since this municipality is situated adjacent to Bukidnon Province.

E. Labor and Employment
The economic structure of the province is slowly shifting to urbanization from agri-based economy. The AFF sector is still the major employment type of 57% or 99,955 persons in 2009 and 48% or 93,513 persons in 2015 (Figures 13 & 14). However, the AFF sector had declined by 9 percentage points from 2009 to 2015 because the province is now gearing towards urbanization. The structural shift in the economy is explained by employment distribution where services sector and industry sector if combined constitutes 52%. Services sector had ranked second of 34% or 59,077 persons in 2009 and 32% or 63,007 in 2015. The least share of employment is from Industry sector of 9% or 15,055 persons in 2009 and 20% or 38,265 persons in 2015. However, it had displayed a remarkable increase among the sectors by 11% points from 2009 to 2015. In general, the employment of the province had increased by 12% from 174,087 in 2009 to 194,763 in 2015. The Industry Sector showed good performance in the employment generation. It had the highest rise of 154% or a difference in magnitude of 23,188 employed persons.

In recognition of the urgent need for effective action to minimize negative upstream-downstream and on-site-off-site impacts of forest management externalities, the Philippines in 1995, officially adopted the Community-Based Forest Management (CBFM) as its overall strategy of the government towards the management and protection of forest and forestlands. This policy formulation was made through Presidential Executive Order (EO) No. 263, and allied people-oriented policies and programs of the Department of Environment and Natural Resources (DENR) through the Department Administrative Order 1996-29 (DAO 1996-29).
Community Based Forest Management Agreement (CBFMA). CBFMAs are agreements between the DENR and the participating People’s Organizations. The CBFMA, which has a duration of twenty-five (25) years renewable for another twenty-five (25) years, shall provide tenurial security and incentives to develop, utilize and manage specific portions of forest lands pursuant to approved CRMFs. The CBFMA is a production sharing agreement which is designed to ensure that the participating community shall enjoy the benefits of sustainable utilization, management and conservation of forestlands and natural resources therein. The government shall share in these benefits in the form of increased natural resource protection and rehabilitation, forest charges, fees and/or taxes as determined and agreed upon. Agusan del Sur has a total of thirty-four (34) Community-based Forest Management Agreement, with an area of 76,872.84 hectares. Active CBFM Holders are implementers of NGP and CBFM-CARP and other DENR projects.

Socialized Industrial Forest Management Agreement
Socialized Industrial Forest Management Agreement (SIFMA) refers to an agreement entered into by and between a natural or juridical person and the DENR wherein the latter grants to the former the right to develop, utilize and manage a small tract of forest land, consistent with the principle of Sustainable Development (DAO 1996-24).

As a government priority pursuant to EO Nos. 23 and 26, both series of 2011, the NGP aims to: 1) contribute in reducing poverty among upland and lowland poor households, indigenous peoples, and in coastal and urban areas; 2) implement sustainable management of natural resources through resource conservation, protection, and productivity enhancement; 3) provide food, goods and services such as timber, fiber, non-timber forest products, aesthetic values, air enhancement values, water regulation values, and mitigate climate change by expanding forest cover that serve as carbon sink; 4) promote public awareness as well as instill social and environmental consciousness on the value of forests and watersheds; 5) enhance the formation of positive values among the youth and other partners through shared responsibilities in sustainable management of tree plantations and forest resources, and 6) consolidate and harmonize all greening efforts of the government, civil society, and the private sector.
Executive Order No. 26, series of 2011 was issued to plant 1.5 billion trees in 1.5 million hectares of lands of the public domain for a period of six (6) years from CY 2011 to CY 2028.
Executive Order No. 193 was signed on November 12, 2015, the Expanded NGP will rehabilitate all the remaining unproductive, denuded and degraded forestlands estimated at 7.1 million hectares from 2016 to 2028.
Considering that the province of Agusan del Sur has the largest forestland in Caraga region, it shares the biggest chunks of the NGP target since it started the development in 2011. As of 2018, about 72,260.87 hectares of forestland areas were already developed with a corresponding budget of about 1,552,832,000.

Significance:
Catch basin of the Agusan – Davao plain in eastern Minadanao, draining the Diwata Mountain Ranges in the east, the Bukidnon Mountain Ranges in the west, and the hills of Compostela Valley in the south.
With its 59 lakes, it acts as a retarding basin of the floodwaters that regularly inundate the Agusan Valley during the northeast monsoon.
It is an ecologically significant wetland ecosystem in the Philippines.
It harbors unique and pristine habitats like the Sago and Swamp forest.
It serves as the wintering ground of birds migrating from Japan, China, Russia, and other western countries during winter season.
It is the place where “Lolong”, the biggest crocodile in the world in captivity, was rescued.
BIOLOGICAL FEATURES:
The marsh has seven (7) major wetland habitat types. These are: openwaters, flowing waters,
herbaceous swamp, scrub swamp, swamp forest, river bank, and inundated forest. These habitats
support around 112 species of trees (including 3 spp. of bamboo), vines, lianas, and epiphytes, grass-
es, ground ferns and other herbaceous plants; 127 species of birds; 14 species of freshwater fisshes;
21 species of amphibian; 39 species of reptiles; and 14 species of mammals.
Among the list of threatened species found in the marsh include: silvery kingfisher (Alcedo
argentatus), oriental darter (Anhinga melanogaster), Phillipine duck (Anas luzonica), Mindanao tarictic
hornbill (Peneiopides affinis), Black-headed tailorbird (Orthotomus nigriceps), fresh water croco-
dile (Crocodylus mindorensis), saltwater crocodile (Crocodylus porosus), golden-crowned flying fox
(Acerodon jubatus) and Philippine sailfin lizard (Hydrosaurus pustulatus)

Approved Minahan ng Bayan
With the country’s abundant mineral resources, mining can be considered as a viable development option in pushing the province to improve its economy. Agusan del Sur has the large volume of gold deposits as evidenced by the presence of Philsaga Mining Corporation (PMC), Minahan ng Bayan, JTC Mining Corporation and other small scale miners. Reinforced by other commercial minerals like limestone, silver, copper polymetallics, sand & gravel, marble, gypsum, manganese, phosphate rock, coal, chromite, quartz, white clay, guano and aggregates.
